thing he wants to do if he gets the job is causing some controversy. >> and we want to take a live look outside. this morning, the bay bridge, still beautiful, glistening. we know that that will change as drew is tracking some sprinkles in our forecast on this valentine's day. >> thanks for joining us. it is wednesday, february the 14th. and of course it is valentine's day. we want to talk about the rain though it's not going to be a washout. exactly. don't get mad at me if you have plans this evening it will be okay. >> just take the umbrella with you. we break our dry pattern today with some light showers. it's a level one light storm on the abc seven storm impact scale. you can see it there on satellite and radar. moving in our direction. so this level one will bring us showers this afternoon. could have a brief downpour, but for the most part, we're not seeing a high impact storm by any means. some slick roads coming our way for the evening commute. let's break it all down for you on your valentine's day. it's quite cloudy out there this morning. we have some pockets of drizzle in the north bay, but the steadier showers hold off until

the afternoon. by 4 p.m. we are wet and breezy, but it's a fast moving system. by 9 p.m. we are already drying out in those showers are exiting. temperatures get you into the upper 50s and lower 60s. hi gloria, good morning. >> yeah. you know, so far the roads are looking really good this morning. we don't have any major incidents to report. no crashes or anything like that, which is what we always like to see. a lot of green on our map, which means traffic is flowing nicely. just the red and the usual slow spot from the central valley. and then a look at our bay bridge toll plaza camera traffic is starting to build, but that's pretty, pretty common about this time of the morning. and the metering lights flipped on at 535 this morning. but as you'll see right there, if you're taking the carpool lanes, you will have absolutely no wait. >> amanda, thanks so much, gloria. new information this morning on the governor's effort to reduce crime in oakland and the greater east bay. his office putting out a press release overnight announcing dozens of arrests after a chp surge in operation. now, abc seven news reporter lina howland is joining us with a look at the operation. so lina, amanda, it was only last week when the governor's

office announced plans to send in 120 chp officers. to the oakland area on top of a group of state prosecutors. >> and they've been busy between monday through friday of last week, chp did a temporary surge operation using these officers diving right into the numbers. the governor's office says last week's temporary surge resulted in a total of 71 suspects arrested, 145 stolen vehicles recovered and four crime linked firearms seized. they say beyond the surge, the chp now has 72 officers assigned to the greater oakland area. suspects were arrested for a number of different things, including possession of stolen property, auto theft, drug possession, driving under the influence and more. this also includes the arrest of the suspect involved in a viral video of a berkeley apple store smash and grab, where dozens of iphones were stolen last week. oakland mayor shank town shengtao explained the early part of the plan

during the traffic stops. >> if you are speeding, if you are running red lights or what have you, they'll be able to do the traffic stops. they will also be in key corridors like our hegenberger corridor where the airport is at and our business districts. >> in a statement, governor newsom said through coordinated efforts with local partners and increased deployment, the chp is making a difference and making oakland and the east bay safer. we're sending a clear message crime will not go unchecked in oakland and east bay neighborhoods. now, we don't know if charges have been filed against any of the people arrested last week or when the da plans to file charges. the governor's office says the chp will keep an increased presence in the east bay and will continue to do unannounced surge operations in high crime areas. live in studio lena howland, abc seven news. >> thanks so much, lina. new developments the interim police chief of the vallejo police department is expected to resign, according to the online publication open vallejo. jason

tore has accepted a job as police chief of the salinas police department. he served as interim chief in vallejo for a little over a year after former chief shani williams abruptly resigned in 2022. >> a new report by the center on juvenile and criminal justice found that police in california cleared just 13% of reported crimes in 2022. that's down 20% from 1985. the group also says during that same time period, police funding has grown. 250% clearance rate for property crimes were even lower. >> the statewide clearance rate for property crime hit an all time low of just 7.2. that means nearly 93% of all reported property crimes in california that year went unsolved. >> the social justice group presented the new report yesterday, and says it's critical of how often police in california are solving crimes as it calls for continued funding for treatment and rehabilitation

programs for people. >> your voice, your vote. san francisco's one time interim mayor, mark farrell, is officially in the mayoral race against london breed. farrell launched his campaign yesterday with the promise that if he's elected, he would fire sfpd chief bill scott. he vowed to have a zero tolerance approach to crime. >> um, we need a leader that inspires us. every single officer in our san francisco police department, a leader of our police department that fights for the budget necessary to grow our police force once again and protect residents in every neighborhood. >> mayor breed pushed back against farrell's remarks. at a mardi gras event. >> where have they been? we've been through global pandemics, uprisings, challenges in this city and many of them sat and watched on the sidelines. but i and chief scott and other leaders of this city, we've been there dealing with the challenges. >> farrell was a supervisor in

2018 and was appointed mayor after ed lee died. the mayoral race also includes supervisor asha safai and businessman and philanthropy daniel lurie. the election is in november. >> the warriors are teaming up with california secretary of state shirley weber. she was at chase center yesterday reminding everyone of the importance of casting a vote, and we have a big election coming up in march and even a bigger one hopefully in november. >> so we want them to understand that and basically having the warriors participate in it, their fans should say, oh well, i guess if they do it, we should do it too. but we want people to become lifelong voters so that i don't have to be a cheerleader. every election. >> secretary weber says the state is working to encourage a strong turnout from younger voters, including preregistration of high school students. so when they turn 18, they're ready to cast their vote . >> developing news the house voted to impeach homeland security secretary alejandro mayorkas after his handling of the border. republicans passed

the measure on their second try, despite no evidence of high crimes and misdemeanors. gloria, president joe biden is calling the move a blatant act of unconstitutional partizanship. take it away, amanda. >> the measure has little chance of passing in the democrat controlled senate, which has to approve an impeachment before mayorkas would be removed from office. but this is still historic. it is the first time in 150 years that a cabinet member has been impeached, and democrats are calling the impeachment of alejandro mayorkas a political stunt. they say it's more about policy disagreements than anything else. majority leader chuck schumer has called the case a sham and a, quote, new low for republicans. gop house members accused mayorkas of refusing to enforce immigration laws. >> look, we did our duty and they have to do their duty. this guy essentially subverted the laws passed by this body and that can't stand a cabinet secretary doesn't get to pick and choose which laws they're

hundreds of other students will have to wait at least three years for the opportunity. at an sfusd board meeting supervisors voted 6 to 1 to offer the courses in about a third of the district's schools. supervisors say the courses cannot be offered at all schools because there's not enough qualified teachers, as santa cruz county residents are trying to fight at-ats new plan to phase out its land line services in the state, they argue land lines serve as a

drivers. that was a first in the u.s. rideshare industry. >> today, the city of pacifica is reopening a section of the pier that was damaged during powerful december storms. for now, only half of the main deck will be open. business owners nearby say they've noticed a drop in customers since the pier's closure, and those recent storms. >> i would say 80 to 90% less than what we would normally see. i mean, there's times like i can stand here in my shop and, you know, perfect view right down main street and there's no one the business owner, you just heard from considers the partial reopen thing a step forward. >> repairs on the rest of the pier will not happen until next month, and crews will be keeping an eye on the pier in case it needs to be closed again. if it's deemed hazardous. >> it's a massive valentine's day pillow fight is expected to happen in san francisco again this year. this is video of the flash mob type event last year. it's a word of mouth thing and not truly organized by anyone, but you can see it. a lot of people showed up last year.

i'm seeing more money, right? yeah but it'll get gobbled up. i'm sure. so totally. yeah. yeah. mhm >> and we are seeing rain. >> we are seeing rain a little bit of it. >> light rain today. this afternoon, this evening not a huge impactful storm but it breaks our dry streak that we've been enjoying for the past six days. here's a live look at san jose this morning. we do have cloudy but dry conditions. you look at the rain chances over the next 12 to 24 hours. they really start to ramp up right around noon and then into the afternoon and early evening. that's when we have the best chance of finding those showers later on today. they're very light. it's a level one system where we'll find less than a half of an inch of rain. snow coming to the sierra. winter storm warning is in effect above 6000ft. we'll pick up two feet of fresh snow the next 24 hours. back here at home. if you'll be out all day, take the umbrella with you right now. you'll need it this afternoon and into the early evening. we'll find those temperatures in the upper 50s to the lower 60s with those light showers. this storm wraps itself up probably by about 8:09 p.m.

so overnight tonight, we're dry. partly cloudy skies and temperatures in the 40s. then we turn our attention to the weekend. we track stronger storms moving in here. our first one arrives here saturday. throughout the day on saturday looks wet and windy. this will be a level two, a moderate storm on the storm impact scale. then we see another system sunday night into monday. we're anticipating monday morning just being messy for the holiday and likely tuesday. another storm moves in here, so a pretty active system. a pattern develops as we head into the weekend looking at rainfall totals. some of our coastal areas through early next week could exceed five inches of rain. so here we go again. here's the accuweather seven day forecast. it's rainy today for valentine's day. then we get some dry days tomorrow and friday. then we're back into that active pattern over the weekend and early next week. laura you know, so far the roads are looking pretty good out there. >> no rain this morning, no sloppy commute. so that's a good thing. we are starting to see a little bit more red though, which means some slow downs. and we're going to zoom in on one of those. this is in san francisco.

mrc, dropped a lawsuit challenging the agency's regulations. chevron must now reduce 70% of emissions by july of 2026, and pay $100 million for noncompliance and other violations. mrc has to reduce emissions by 80. >> today is really about improving public health for residents who live near refineries. um, every everyone, no matter where they live, deserves or has the right to breathe clean air. >> the martinez refining company, the parent company, says it's happy to work with the air district. chevron released a statement saying it's committed to working with the agency, but feels its rulemaking process is, quote, fundamentally broken. if you own an e-bike, scooter or skateboard in san francisco, know the way you charge or store those devices is about to change. new lithium ion battery safety standards will go into effect next month. anyone living in a multi-unit building will be limited to four lithium powered mobility devices per household.

they must be parked three feet apart when charging and each one of them has to be plugged into its own electrical outlet, not a power strip. supervisors just voted to create these rules. they come as the number of fires associated with lithium ion batteries increases each year. there were nearly 60 of these fires in 2022. >> we can't put those out. they generate their own oxygen in. we can put water on it to cool it and to keep other things from burning around it. but ideally, as we have to wait until that fire burns out. >> the new code also bans refurbished and damaged batteries to first lady. doctor jill biden is spreading some love this valentine's day. she continued her tradition of decorating the front lawn of the white house for the holiday. this year's installation was a love letter to america in a pink envelope and overflowing with sweetheart candies, with messages of gratitude and optimism. some say be kind, appreciate. you reach out, choose love and dream big. well,

week, was part of a temporary surge operation already. well underway. diving right into the numbers, the governor's office says between monday through friday of last week, a total of 71 suspects were arrested, 145 stolen vehicles recovered and four crime linked firearms seized, all in oakland and surrounding east bay communities , they say. beyond the surge, the chp now has 72 officers assigned to this area. the governor's office releasing this new video showing the operation at work, suspects were arrested for a number of things, including possession of stolen property, auto theft, drug possession, driving under the influence and more. this also includes the arrest of the suspect involved in a viral video of a berkeley apple store smash and grab, where dozens of iphones were stolen. this operation is in response to violent crime and property crime that continues to spiral out of control. the governor's office says. last year, violent crime was up by 21% in oakland.

headlines because the in-n-out and denny's restaurants in the area announced closures, both citing safety concerns. it's one of the areas where governor newsom deployed chp officers. well, a typo on a lyft earnings report caused a massive surge in the company's stock yesterday. in a statement released after the closing bell, the san francisco based company said that its gross margin would increase by 500 basis points, representing a growth of 5% in the next year. in reality, it would rise by 50 or 0.5% growth. it caused the stock to jump by 60% in the first few minutes, but a correction quickly changed that, and the company closed at an 18% gain. >> stock futures have been rising overnight after the dow suffered its worst day since march of last year. it dropped 500 points yesterday after a report showed inflation was worse than expected. we told you about it yesterday morning here

on abc seven mornings. inflation was 3.1% in january. analysts expected it to be 2.9, though much lower than the peak. people are still feeling the pinch financially. rent and housing costs increased 0.6% since january of 2020, and grocery prices are up 25. to keep up with the cost of living, more workers are now demanding higher wages. yesterday, flight attendants picketed and today uber, lyft and doordash drivers are planning to strike, demanding higher pay. >> a wage growth is now outpacing inflation for most wage groups, still very uncomfortable for people and particularly low wage, lower income households. so what does all of this mean? >> well, the disappointing inflation report means the federal reserve is likely not going to be cutting the interest rate any time soon. >> a special election in new york has narrowed the republicans thin margin in the house, democrat tom suozzi will be taking over the house seat

formerly held by republican george santos. the seat became available after santos was expelled late last year for alleged ethics violations. >> as my whole campaign and my whole career has always been about bringing people together to work together to solve problems, to make people's lives better, look at the borders, the migrant crisis. >> thanks to tom suozzi and biden, suozzi has held this seat before, but gave it up to attempt to run for new york governor in 2022. >> he will only hold the seat until the general election in november. >> our defense secretary, lloyd austin, is now out of the hospital. he was admitted on sunday for an emergent bladder issue, according to the defense department. austin is expected to return to the pentagon later this week. doctors also say he's expected to make a full recovery from his cancer diagnosis. the white house says president joe biden and austin spoke on the phone yesterday, and the president says he wishes him well in his recovery. >> now to a terrifying and deadly crash inside a texas

hospital that sent patients running. glory is at the live desk this morning with what we know about what happened. gloria >> amanda. one person was killed and four others injured after that car came crashing through the emergency room. check out this footage right here. this was the scene inside the e.r. right after the crash at saint david's north medical center in austin. the driver was pronounced dead on the scene. the emergency room is now working to find other hospitals for their patients. >> now, obviously, this is a big deal. we have eight patients that are queued up to go to other facilities just so that we can better regroup our children and two adults were rushed to another local hospital. >> one of the children and one of the adults both had serious injuries. police say the crash does not appear to be intentional. doctors say the building appears to be in good condition. none of the hospital's other operations were interrupted. the air rerouted ambulances for a little bit, but

at here, and it shows what's being called train surfing. so here in the bay area, a 15 year old was found on the track sunday between the balboa park and daly city bart stations, just last month, 19 year old daniel barron died in the same area. now, some san francisco supervisors are asking bart for possible solutions. >> and this young man that died recently had done it before. back in january. so i know his mother had taken away his phone, told him that he was going to stop his instagram account. sure enough, he did it again and unfortunately it was fatal. >> our media partner, the san francisco standard, spoke to daniel barron's mother, who is now working to bring awareness to this dangerous stunt. >> the man accused of stealing a small plane, then crashing it on a beach in half moon bay, is refusing to accept counsel in court. 50 year old luis gustavo harris of miami refused a court appointed attorney during a hearing yesterday. he says he wants to represent himself in the case. harris is charged with stealing a single engine plane

you. beginning now for paris's famed notre dame cathedral, workers are now removing the scaffolding around the iconic landmark. it will reveal for the first time a new spire marking a turning point in the years long reconstruction process. it was nearly five years ago when fire tore through the cathedral, some of which dating back to the 12th century. it is a massive amount of scaffolding, more than 600 tons of metal, 330ft high, made
