looking at the parade route in kansas city. just a few hours away. we'll have more from there ahead. >> we begin with the dangerous morning commute in the northeast. much of the snow turning to ice overnight as temperatures plunged. rob marciano is live in hartford, connecticut, with more for us. good morning, rob. >> reporter: good morning, michael. it is colder now than it was yesterday. it finally happened. didn't it? the first significant snowfall that included metro new york up through lower new england, central connecticut, spots got over 15 inches of snow. the capital here well over a foot. it's pretty crusty now but it came down, it was wet, heavy. that made to be very slippery and just a massive mess on the roads. overnight temperatures plummeting. big snow and icy roads leading to spinouts and accidents. >> we almost had an accident. i lost control. >> reporter: an ambulance traveling on i-95 in massachusetts nearly colliding with this car, tumbling across the highway median. >> i obviously did a move and

turned to the right but it was a last second decision to go left or right. luckily, i think i made the right decision. >> reporter: in borne, massachusetts, a motorist struck. this car can't get traction. plows working around the clock trying to keep up. >> ready to check the roads after the big storm. >> it's horrible. i hate the snow. >> reporter: more than a foot falling in connecticut. new york central park getting 3.2 inches, the most daily snowfall in more than two years. schools closed, going remote, but problems online when students logged on for class. >> it took about 45 minutes, i'd say, to get everyone up. >> reporter: the coastal areas of new england pounded by heavy surf. more than 126,000 customers left without power across pennsylvania. >> we don't have a generator. we're just winging it. >> reporter: again that heavy wet snow weigh downs the power

lines. power crews will be out today restoring power. road crews out last night did a pretty good job. clearing most of the roads. the secondary roads and some sidewalks, there's going to be leftover slush here. now that temperatures are well below freezing, this is hard ice and very very slippery, so schools here in central connecticut, most have a two hour delay. at least for the next few hours it's going to be slick. >> it will, rob. everyone take care. let's bring in ginger with the forecast. good morning, ginger. >> hey, good morning. it's like we almost forgot how to do winter. i know my kids enjoyed their snow day. they had a full one. however, that wet heavy snow and the melting, that's going to still stay frozen for the next hour or two. williamsport 28, subfreezing in new york city, which is average, right? this is seasonably where we should be. we're going to get a tick cooler as we go through the weekend. we're not going to see a whole lot of this not melting and refreezing. in the afternoons you can get up to the 40s but look at sunday

morning in new york, mid 20s. washington, d.c. even a little cooler. there is snow in the forecast. next couple days from minneapolis, who's in a major snow drought. more than two feet. they've had like no winter in the great lakes. into western new york. then this weekend, one that comes across the mid-atlantic. also, know this. we have had such a terrible couple of seasons that even with our 3.2, we've only had 5.5 inches in new york city. we should be closer to 19.3 inches. we're still more than a foot below average, which is my valentine's day gift to you. >> thank you. >> you're welcome. >> so considerate. >> thank you, ginger. we're going to washington now. overnight democrats won the special election to replace republican congressman george santos. tom suozzi won the seat endangering republican control of the house. aaron katersky is here with the story. good morning, aaron. >> reporter: george, good morning. republicans can only afford to lose two votes on any party line measure. this race in new york tested some of the strategies voters across the country are going to see closer to november. and in this special election, a

moderate democrat won. this morning republicans razor thin margin in the house of representatives just became thinner. >> it's time to move beyond the petty partisan bickering and finger pointing. it's time to focus on how to solve the problems. >> reporter: tom suozzi, delivering an election year victory to democrats, flipping the seat held by disgraced ex-congressman george santos. he defeated mazi pilip, who mother of seven and who served in the israeli military. >> we are fighters. yes, we lost, but it doesn't mean we'll end here. >> reporter: both focused on immigration. pilip attempting to tie suozzi to the surge in migrants from the southern border. >> tom suozzi created this mess. we cannot afford sending him to d.c. >> reporter: but suozzi's vow to work on solutions are what voters wanted to hear. >> they want us to start working

together. our message is very clear. get on board or get out of the way. >> reporter: overnight the two 2024 presidential front runners reacting to the results. president biden's campaign manager celebrating the victory in a statement calling this a loss for donald trump. while trump lashed out at pilip online, calling her a very foolish woman who didn't embrace the maga movement. suozzi's victory is temporary. he'll have to run again in november to win outright. but his victory does give democrats a bit of a boost. >> thanks very much. >> all right, george. breaking overnight, the house voted to impeach homeland security secretary mayorkas over his handling of the border. republican passed a measure on their second try, despite no evidence of impeachable offenses. selina wang has more on capitol hill. good morning. >> reporter: good morning, michael. the house making history, but just barely on their second try, they successfully voted to impeach a cabinet secretary.

that's a first in nearly 150 years. but the chances of conviction in the senate are virtually zero. overnight, the house making history, impeaching homeland security secretary mayorkas over his handling of the border, by just a single vote. >> on this vote the yays are 214, nays are 213. the resolution is adopted. >> it's a good day when we can hold people accountable for what's going on at the southern border. >> reporter: republicans celebrating, though some gop lawmakers sided with democrats who say this is a policy dispute, not an impeachable offense. >> whether he does a good job or doesn't do a good job, the constitution is clear. he didn't commit treason. he didn't commit anything that the constitution enumerates high crimes or misdemeanors. >> reporter: after an embarrassing defeat last week, republicans barely succeeded on their second try. with congressman steve scalise casting that vote by returning to congress after cancer treatment.

there's virtually no chance of conviction in the senate, but house speaker mike johnson the effort is worth it. >> i am not. >> why not? >> mayorkas is an exceptional case in u.s. history. >> reporter: even some of johnson's fellow republicans acknowledge the charges do not rise to high crimes or misdemeanors and the homeland security secretary even had a role in negotiating a bipartisan border security bill that included policies republicans themselves demanded. but donald trump derailed that deal, claiming it would give biden a political win. the president and democrats are bashing this impeachment saying republicans are wasting time playing political games while rejecting actual claims to fix the border crisis. the house now hands over the articles of impeachment where we expect a trial at the end of the month. george? >> selina, thank you very much.

president biden also slammed donald trump's suggestion that russia would be justified to attack our nato ally, calling them dangerous and unamerican. mary bruce has the story. good morning, mary. >> reporter: good morning, george. this was a forceful condemnation. president biden furious after donald trump threatened to encourage russia to invade our nato allies. biden firing back as he urges republicans on the hill to deliver critically needed funding to ukraine. this morning president biden imploring house republicans to pass additional funding for the war in ukraine saying the u.s. has to send russia and the world a strong message. >> supporting this bill is standing up to putin. opposing it is playing into putin's hands. >> reporter: president biden said the stakes got even higher when donald trump said he would actually encourage russia to attack our nato allies that fail to meet defense spending targets. >> i would encourage them to do whatever the hell they want. >> reporter: biden infuriated that trump would suggest russia attack one of our allies. >> no other president in our

history has ever bowed down to a russian dictator. let me say this as clearly as i can. i never will. for god's sake, it's dumb, shameful, dangerous. it's unamerican. >> reporter: the president said house republicans now face a stark choice. >> you gonna stand with ukraine or stand with putin? are you gonna stand with america or trump? >> reporter: the senate already passed the $95 billion spending package, which also includes funding for israel. but house speaker mike johnson refuses to even bring it up for vote. he said he won't pass funding for ukraine without tougher u.s. border security, even though just last week the speaker and republicans rejected a bill that included the toughest border measures in decades. >> national security begins with border security. i have said that all along. >> reporter: we are basically back at square one. republicans got what they had been demanding for months. a big bipartisan border deal. then they rejected it.

donald trump derailing the whole thing, pressuring republican, eager to deny president biden a win on immigration. now the speaker is back making those same demands. the white house this morning is blasting this as pure politics. slamming speaker johnson for holding up this funding for ukraine, demanding a kind of border deal that he just killed. george? >> certainly seems donald trump decided chaos is his political friend this year. mary, thank you very much. robin? now the cdc planning to change its covid guidelines for the first time since 2021. steve osunsami is at the cdc with more. good morning, steve. >> reporter: good morning to you, robin. if this happens, and right now the key word is if, it would be a big shift in what health officials are at the cdc are recommending americans to do once they're sick with covid. right now the recommended guidance is to isolate for five days. but "the washington post" is reporting the cdc is considering changing that to the following.

that you would no longer need to stay home if you are fever free after 24 hours without the help of medication. in a statement the cdc tell us they have no updates to covid guideline, no changes in place as of this point. we should under line there are often a lot of ideas thrown on the table when they're having these type of discussions. if they were to make this move, it would be in line with what many americans are already doing, and also in line with guidelines they have in place for the flu and rsv. michael? >> all right. thank you very much, steve. now to a car crash into an emergency -- a hospital emergency room in texas. the driver's dead and five other people were injured, including two children. the case is under investigation. mireya villarreal is on the scene. good morning, mireya. >> reporter: good morning, michael. this all happened about 100 yards from where i'm standing. debris was everywhere. it was a terrifying moment for patients and staff here.

while investigators try to figure out how this could have happened, they do say it does not look like this was intentional. overnight chaos and panic erupting after a car crashed into this emergency room in austin, texas. >> i got a white acura that drove through the entrance to the civilian side of the emergency room. >> reporter: the crash killing the driver behind the wheel and injuring at least five others. >> cpr in progress. right here. >> reporter: the car plowed into st. david's north austin medical center just after 5:30 p.m. tuesday evening. >> i looked down the hallway and saw there was smoke. i thought maybe there was an explosion. that is when i saw the vehicle that was lodged inside the entryway. >> reporter: the after math playing out on this dramatic video, showing a baby being passed between helping arm, pulling a person from the rubble. good samaritans lowering them to the ground before picking them

back up and carrying them to safety. eyewitness steven hughes shooting this video, telling abc news the scene seemed surreal. >> it felt like it was something out of a movie, but you quickly realized that it's not. >> reporter: construction crews worked throughout the night to get things up and running. and while the area is still closed off to ambulances this morning, they are still taking walk-in patients. guys? >> such a scary scene. thank you. the chiefs back home this morning to celebrate with their fans. alex perez is along the parade route in kansas city. good morning, alex. >> reporter: good morning, robin. valentine's day is supposed to be about love. boy oh boy the chiefs will be getting a lot of love from their fans today. the excitement is in the air. kickoff for the big victory parade is 11:00 a.m. central.

it will end in the area right behind me here. i want you to take a look way in the distance over there. you can probably see, those are some brave fans that are already out there this morning staking out their spots. this is the first time the city will celebrate back to back nfl championships. about 1 million fans are expected to come out to support their chiefs at the rally. they'll hear from players, coaches and the chiefs ceo. last year patrick mahomes and travis kelce spoke. kelce called it the best season of his life. this year we know he had his girlfriend taylor swift by his side after the win. it remains unclear if she will be in attendance today. the next leg of her eras tour kicks off friday. that is 17 hours ahead of kansas city time. the flight is more than 20 hours. the trip would be very tight if she were here. but of course, we will keep our eyes peeled. it seems even mother nature is celebrating the chiefs.

they paid for. >> we are angry. we want answers. we want to be heard. >> reporter: this morning furious cruise line passengers venting after they say their cruise ship changed course in the middle of their voyage. it happened aboard a norwegian cruise line originally slated to travel around south america and then on to paradise bay antarctica. after boarding one woman noticed the trip's description name was changed to round trip of south america and the itinerary had been changed, getting millions of views as she expressed her disappointment. >> we are not going anywhere near mainland antarctica. which is what we paid for. >> reporter: norwegian cruise line tells abc the ship did go to antarctica but instead going to the mainland, it went to admiral bay off an island more than 200 miles north. >> it's largely a

disappointment, in terms of not knowing where we're going. >> reporter: passenger eric wang said this isn't what he signed up for. >> i don't feel like i experienced antarctica on this cruise. i think i would have to come again to be able to do that. >> reporter: in a statement, norwegian cruise line says while we try to maintain original i itineraries as much as possible, at times modifications are paid to optimize the itinerary to accommodate certain circumstances. due to a recent regulatory requirement in the area, the ship is operating at a reduced speed also impacting its original itinerary. this is not first time we've seen a ship change course with passengers preparing to board. in december, passengers thought they were headed to ocean cay in the bahamas, but 24 hours before departure the destination switched to canada. >> it's cold. wind blowing, cold.

officially cold. >> reporter: the cruise line said the change had to happen because storms made it impossible to travel to the bahamas. experts say it's a good reminder that no matter where you're planning to travel on a cruise line, there's no 100% guarantee that's where you'll end up. >> we always recommend passengers read the contract carefully. we recommend working with people like travel advisers who can serve as your advocate for you in case something goes wrong. >> reporter: experts say when you're booking a cruise, it's a good idea to say the weather of the region and how that might impact the trip. you can also consider travel insurance. that it's best to have flexibility with your plan. it makes a great valentine's day gift. >> you're like, i don't believe in love. kids are addicted very early. and the earlier you start, the harder of an addiction it is so break. >> reporter: alarm bells started going off when some incoming freshmen couldn't complete their standard fitness test. >> 14-year-olds were coming to my office thinking they were dying. they couldn't breathe. they would have chest pain. they were out of breath. what i was noticing, i was like, okay, all 14-year-olds should be able to run the mile. the years went on, they would kind of eventually tell me, i did vape or i do vape. >> reporter: the students wouldn't immediately open up to her, but she had a feeling they would communicate with each other. so she invited ava, at the time still an avid vaper, to speak at the annual vape talk. there ava said she had an epiphany about her habits. >> that was really eye opening. none of us were really in it. we were just addicted at that point.

>> reporter: after that day, ava said she began her process to quit. >> i have been clean for 100 days from vaping. [ applause ] thank you. [ applause ] >> reporter: with the vape support group, others have been able to quit as well. adding to the concern, experts say disposable flavored vapes are the most common among kids. these types are illegal here in the u.s. experts say nearly all of them are smuggled in from china. we reached out to a couple of those manufacturers and did not hear back from them. we also spoke with vape manufacturers who do not produce the flavored disposable. they tell us their products are meant for adults seeking an alternative to combustible e-cigarettes. much more to come on this. >> middle school. man. erielle, thank you very much. how about some pop news? >> let's switch gears. do you want to know the best love song of all time?
