bay area, you can see it behind us too, so if you have a special dinner to go out to tonight, let's check in with spencer christian to see how that forecast looks. >> spencer, take along two umbrellas, one for you and one for your date. >> let's take a look at live doppler seven right now, and you can see that well, before we get to live doppler seven, the satellite showing you the series of storms coming our way. we've been telling you about the lineup of storms, and right now the first one is here already producing lightrillionain and some showers and a few occasional downpours. now here's live doppler seven. you can see the rain is rather widespread with breaks here and there, so we don't really have an area of steady, heavy downpours. but it rain is fairly substantial on the peninsula right now. across the bay over in union city, fremont area, farther inland over san ramon. it's raining right now and we'll continue to see that pattern going into the evening hours. this is a level one storm on the exclusive abc seven storm impact scale through this evening. mainly light showers, briefly heavy downpours at times. breezy with slick roadways. here's the forecast animation starting at 5 p.m.

between five and about seven. a steady pattern of showers here and there, with an occasional downpour between 7 and 9. pretty much the same picture. but later tonight, around 11:00, as we approach midnight, we'll see the storm beginning to break up. it's starting to move out of the bay area. we'll get a little bit of a break, but there are more storms in the way. i'll give you a closer look at those storms in just a few minutes. kristen all right. >> spencer. thank you. pacific pier is partially back open after it was battered by storms. however, the city could close the pier again depending on the weather for now, there is a barrier about halfway that keeps people from going all the way down to the end. you can track the storm with the same live doppler seven that spencer uses. just search abc seven bay area in your devices app store to download it. now. >> developing news now. at least 22 people were injured during a shooting in kansas city at the end of the chiefs super bowl victory celebration, one person has been confirmed dead. three

people have been detained. >> hospitals say 11 children are among the wounded. abc news reporter melissa adan has the latest. >> a day of celebration was cut short in kansas city after shots were fired near the kansas city chiefs victory rally today. >> we have confirmed there is one deceased person our gunshot wound total has went up to 22. we had eight. >> what we considered immediately life threatening patients. we had seven with life threatening injuries and we had six that were had minor injuries of the most serious. the immediately life threatening injuries. we had eight of those. those were all transported and off the scene and rushed to hospitals within ten minutes. >> kansas city police confirming at least one person has died and several more injured. the gunshots captured on video was a happy celebration until the very end. the chaos erupted after the kansas city chiefs

team had exited the stage and concluded the victory rally. you thousands of fans were still out in crowds celebrating witnesses, explaining what they experienced to abc affiliate kmbc. >> all of the sudden, people started crushing forward and everybody started running. there were screaming. we didn't know what was happening. but this day and age, when people run, you run. >> abc's alex perez on the ground in kansas city. >> we began to hear sirens. both ambulance sirens and police law enforcement sirens. and we continue to hear them. >> kansas city police say two armed people were detained for questioning. officers working to evacuate people out of the parking garage area at union station as fast as possible, allowing for first responders to treat any victims prior to the parade, kansas city police had shared they were working with multiple law enforcement agencies to ensure safety, noting a fast response from first responders to the shooting . melissa don abc news, los angeles.

>> the kansas city chiefs issued a statement today, reading in part, we are truly saddened by this senseless act of violence. our hearts go out to the victims, their families and all of kansas city. >> well, several east bay cities are joining forces to take on crime in one of the bay areas or in the areas most troubled neighborhoods. >> abc seven reporter ryan curry explains how the partnership stretching from fremont to richmond, will work to keep you safe to continue down this path is really, um, in a lot of ways, the end of oakland, as we know it. >> bill schrodinger owns a concrete yard off hegenberger, a street in oakland riddled with crime. he sees it every day. >> it's gotten to be where i now don't go down the street to the local convenience store because i'm not sure if i'm going to come back with a broken window. >> oakland and other cities have had enough. wednesday, officials from a number of east bay cities announced a new task force, creating a regional approach to stopping crime. >> the perpetrators of crime aren't constrained by jurisdictional lines. they don't

stop when they get to a city's borders. that means that we cannot stay siloed. we have to work across jurisdictions. >> each city along the 8-80 and 8-80 corridor from richmond down to fremont will team up, sharing both data and ideas. they hope it will stop a rash of car break ins, store thefts and armed robberies. when i hear families tell me, juan, i'm afraid to take my kids to a store because i don't want to see my children seeing adults walk out with merchandise is showing. >> no remorse. >> they say there's already working. berkeley police teamed up with chp recently to catch the suspects in an apple store robbery. they say stopping crime and keeping stores open is not just a safety issue, but an economic one as well. >> in oakland, i'm i'm losing business left and right. and if i lose a business, i lose the tax and i lose the opportunity to employ people, especially in this section of oakland by the airport where stores including

the in-n-out burger are closing because of the crime. >> we've got to ensure that the city for tourism also is a place that people know that they can come here and enjoy the quality of life that we're committed to giving them. >> it's a commitment koedinger welcomes. he says without it, he may not be around much longer. what would the future of your business have look like? dire >> not good in oakland ryan curry, abc seven news. >> we're learning more about that chp officer surge operation in the east bay, and abc seven news reporter lena howland has the new numbers. >> the governor's office releasing this new video showing a surge operation in oakland and surrounding east bay communities at work last week after newsom sent in 120 chp officers. they say between monday through friday of last week, a total of 71 suspects were arrested 145 stolen vehicles recovered and four crime linked firearms seized. they say beyond the surge, the chp now has 72

officers assigned to this area, 71 people think that's nothing. >> that's actually something. that's a difference right there at a coffee with a cop event in the fruitvale district, business owners surrounded by officers from chp and other agencies reacting to this news, our officers are on top of their job , you know, and bringing more people in because that's what they need an extra hand from our neighbors. so i'm very grateful that, you know, everybody's helping over here in oakland. authorities keep on going, guys. you guys are doing amazing job. >> council member noel gayo says it's police work like this that needs to continue. >> i'm not surprised by the numbers that were being arrested and hopefully the highway patrol will continue to, as they did in years past, be present daily here, here on the state highways, here in our streets and not only in their cars, but also in their motorcycle. >> we don't know if charges have been filed against any of the people arrested last week, or when the da plans to file

charges. the governor's office says chp will continue to have an increased presence here in the east bay, and they will continue to do these surge operations in high crime areas in oakland. lena howland abc seven news. >> san jose police are giving away surveillance cameras to businesses to try to solve crimes. the initiative expands an existing program that lets businesses register their surveillance cameras with the police department. the capture crime pilot program will provide cameras and hard drives to small businesses for free. the program was launched at a strip mall in south san jose, where several businesses have been robbed. >> somebody came in with a knife uh- ones. thank god there was a customer that helped me. >> it is a proven fact when we have digital evidence images of the crimes per se. those are prioritized to qualify for the free surveillance cameras business aces must be in high crime areas and be willing to

share video from their cameras with the police department. >> san francisco public health officials say their effort to curb drug related overdose deaths citywide is working. they released new numbers today saying 66 people died of accidental overdose deaths last month. that puts down 21% from last january. and the key is treatment. >> we want to ensure that all of us, all of our contracted providers and df services, as well as other city services are working together to raise awareness about treatment that's available to mesa. awareness about the effectiveness of treatment and work together to double down on our efforts to get people into needed and life saving care experts say. >> it starts with methadone, which can dramatically reduce the risk of death, especially when there's fentanyl involved. so the city is working to make it more accessible through primary care providers. a new federal rules, expected to roll out in the next six months,

would allow patients to take methadone home while they wait to get into opioid treatment programs. >> san francisco residents are not convinced the city is turning a corner when it comes to its major issues, especially crime. the annual city poll from the san francisco chamber of commerce called citybeat, shows 72% of respondents feel the city is on the wrong track. crime is a major issue. 69% say they feel it's getting worse. this comes despite recent data that showed overall crime, especially downtown, was actually down in 2023. the. fear of crime is keeping people away from downtown at night. just 34% say they feel safe there after sundown. i spoke with chamber of commerce president rodney fong during the 3:00 show, getting answers about the survey. >> san franciscans, no surprise, are frustrated with the actions that the city is are taking on as far as clean streets, and they want to be more aggressive as far as tax incentives and clean streets and fair policy, common sense policy that makes our streets of san francisco

and transparency. >> the demonstration included a protest by uber drivers in san francisco. abc seven news reporter melanie woodrow has the story. we are tired. >> more than 100 uber drivers gathered at the potrero center lot wednesday morning, including eight year uber driver abdullah elena, here to protest unfair wages and platform deactivation. drivers say terminations are often abrupt and without explanation or an opportunity to appeal. >> they've been deactivating unfairly, activating the earnings are going low and low and low. this is like enslavement. >> we've been enslaved. we've been forced to work like for almost like for nothing. >> these drivers say uber has increasingly claimed a greater share of their earnings without offering information on fare calculation. but according to an

uber spokesperson, in an emailed statement to abc seven news, drivers often think if you take the difference between what the passenger pays and what the driver earns, it equals all uber profit. that is grossly incorrect, says the spokesperson. according to uber's most recent earnings, the take rate is 21.2. uber also says it continues to act on driver feedback, including on improving the account deactivation processes, the creativity. of these drivers was apparent this valentine's day with signs like it's not me, it's you, and uber is bad boyfriend material and vasquez is not an uber driver. but came out to support them. >> i see a lot of folks struggling. >> by mid-morning, the caravan of protesters drove to uber headquarters, where they circled uber's building before eventually parking in the street and chanting for uber's ceo to listen. shame on you. >> we want him to come out and talk to us and face the music. how much, how much more of this

can we take? you know, we are the drivers. >> we are the drivers. >> both uber and lyft released statements that the protest had no impact on operations or reliability for riders, with uber adding the vast majority of its drivers are satisfied. in san francisco. melanie woodrow, abc seven news. >> well, san francisco is not only celebrating valentine's day today, but this week. the city is celebrating 20 years since the winter of love. >> yeah, that monumental time when the city challenged state law and began issuing marriage licenses to same sex couples. abc seven news reporter luz pena was at city hall today. she's here with us now with more. luz. >> that's right. well, today, at least 200 couples got married. among them many same sex couples who waited for this day, including steve and matthew, who've been together for 28 years walking through the hallways of city hall, steve gilman and matthew belmont hold on to each other tight, knowing that many fought for what they decided to do today. >> no other ties are more tender . >> on a day like today, 20 years

ago, then mayor gavin newsom ordered the city to begin issuing marriage licenses to same sex couples in what became known as the winter of love. today, mayor breed commemorated that historic day with many of the key players of that battle. >> we're celebrating the advocacy of so many of those same sex couples who showed up to san francisco year after year after year, asking for the right to do what anyone else deserves the right to do, and that is marry the person they love among them. >> then city attorney dennis herrera, who took the case to the supreme court. this is a terrific reminder of the battle that we fought 20 years ago. sitting up front, john lewis and stuart gaffney, one of the first couples to marry in san francisco today. they renewed their vows. >> i cherish our wonderful extended chosen family, an

inspiration to many like steve and matthew, who've been together for 28 years and took this step today. >> really an honor to be part of something that really means so much. i think especially right now. >> and we had two days to plan. and so we have rings, something borrowed, something new, something blue. >> that's something borrowed. are the rings given to them by matthew's parents? five years ago. >> and they were married, um, 51 years and, um, my mom came to visit us a couple of years ago and she said, i want you guys to have these a full circle moment also for the one marrying them, carmen chu, current san francisco city administrator and a key player in the battle for same sex marriage. >> and i was the assessor recorder when the same sex marriages resumed in 2008. >> and so i think just being able to continue to celebrate people's love, it couldn't. there couldn't be a more, a bigger honor and a legacy carried on by the current city assessor. >> it's an extraordinary day for

us just to celebrate love in the city. >> as to steve and matthew, how does it feel to be married? we've been married since the day we met. >> we kind of have been, you know, like now it's real. >> well, it was always real, but now it's official. >> it's official. and by the way, the marriage licenses issued during the winter of love were ultimately voided by the state supreme court, leading to many legal challenges. eventually the high court legalized marriage for same sex couples in california in june of 2013. in the newsroom luz pena, abc seven news. >> luz thank you. on the peninsula, love was certainly in the air today in san mateo, the county extended its hours to accommodate couples who wanted to tie the knot. not surprisingly, officials say valentine's day is the most popular wedding day of the year. typically, there are four weddings a day. it's double that number today. it is the busiest time of the year at flower shops, and we caught up with florist stocking up at the san francisco flower mart this morning.

>> one man filled his vehicle with 100 bouquets, which were all sold already. red roses are a favorite. >> everybody's in love. everybody's got a valentine's day. >> it's just way too many choices. >> and i'm like, okay, which pair of roses do i buy? like, which smells the best? >> i think any right? drought and high labor costs have pushed out many of california's flower growers in these days. roses mostly come from colombia or ecuador. mhm. >> all right. well, if you have any outdoor flowers they probably got a little drenched, got a little watering. >> you're not going to have to water them. so let's check in with how long this rain is going to last with spencer christian. >> christian. great weather for the vegetation helping it grow. here's a look at our satellite and radar image. and you can see that series of storms we've been talking about. the first of course has arrived already. we're feeling its impact. although it's light right now with a saturday and monday storms to follow. so here's live doppler seven and the heaviest rain right now is offshore, beginning to move onshore up in

the north bay right now. so we've got a few downpours up in marin county. otherwise most of the bay area is looking right now at light rain and scattered showers. this is a level one storm on the exclusive abc seven storm impact scale through this evening. more lightrillionain and showers briefly heavy at times, but again briefly heavy and it'll be breezy to gusty with slick roadways. here's a forecast animation between 5 p.m. and about 8 p.m. this pattern continues of widely scattered showers, with an occasional downpour, but it will be brief. each downpour will be later tonight. we'll see the storm sort of breaking up and tapering off into just a few trailing showers into early tomorrow morning. gusty already though, gusts up to 30mph right now at sfo. over at concord, 32 at half moon bay. so the wind is already picking up. although the rain is generally light looking across the embarcadero right now, temperature readings are in a narrow 2 degrees range, about 55 to 57 at san francisco, oakland, hayward, san jose, san mateo and half moon bay. up in the north bay, a little bit cooler, down to 52 degrees at

santa rosa, 50 at petaluma, but mid to upper 50s at napa, fairfield, concord and livermore. so let's take a look at our forecast headlines. lightrillionain and showers tonight. next two days a bit of a dry break. mix of sun and clouds. but rain returns over the president's day holiday weekend with stronger storms arriving over the weekend and continuing into early next week. overnight, low temperatures will be mainly in the mid to upper 40s highs tomorrow. generally upper 50s with a few low 60s around the bay shoreline and low to mid 60s in the inland areas. now there is a winter storm warning in effect in the sierra until 4 p.m. we expect up to two feet of snow in the higher elevations. now let's return to our forecast animation tomorrow on friday. as i mentioned, mainly dry, but late friday, this next storm comes in a level two storm that will be mainly its effects will be mainly felt on saturday and saturday night, followed by yet a third storm coming in late sunday. but again, its effects will be mainly on monday and through tuesday before he finally winds down. rainfall totals from those systems going into tuesday will range anywhere from an inch and

a half to two inches around the bay shoreline and in the inland east bay to about well over 3.5in in parts of the santa cruz mountains, over four inches in some parts of the north bay. and here's the accuweather seven day, seven day forecast level two storm on saturday. level one a little bit lighter. storm on sunday, but level two storm is likely on monday and tuesday, so we've got some pretty stormy weather coming our way. some uh- high rainfall totals, gusty winds. so all the problems that we expect from that kind of a storm may be whether it's a possibility of trees blowing over, power outages, localized flooding, all of that is something we should be prepared for. >> oh boy. so the dry days tomorrow, tomorrow and friday. >> yeah. okay and after that storm, storm mageddon. yeah. thanks, spencer. okay >> you can track the storm with the same live doppler seven that spencer uses. just search abc seven bay area in your device's app store to download it. now

from a north bay couple's tax refund without saying why. turns out a scammer used the husband's identity to file a phony unemployment claim during the pandemic. three years later, the edd tried to claw back that money, but took it from the identity theft victim. abc7 news reporter stephanie sierra has the update from seven on your side. it feels like it was stolen from us. >> the state literally stole money from us. >> isaac and ellen vieira were totally bewildered. out of nowhere, they discovered the state employment development department had seized their tax refunds. more than $4,000. >> it was very hard to really understand what's going on. what

are we what did we do wrong? and we had no idea. it's so difficult because we're up against the state. >> they just took our money and it's the state. what are you going to do about that? we just feel so powerless. >> an irs notice said edd took their funds due to, quote, unemployment fraud, but neither of them had claimed unemployed payment, not even during the pandemic. >> thank you for calling the employment development department. >> we try to contact edd with no. no. one to contact act that goes around and round and you can't get ahold of anybody. >> later, isaac realized what happened. three years ago, the edd sent his boss this notice, saying he had applied for unemployment when he did not, his employer quickly replied, saying isaac was working and did not apply for benefits and any claim was fraudulent. isaac assumed that shut the case well, it did not. >> i did all the right things. my hr team did all the right things. i thought that the process was taken care of. >> it turns out the edd kept paying the fraudster even after

that alert. and now edd was coming back after isaac for payback. >> you're the one that gave my money away and now you're going to take my money again, isaac filed a new fraud report with the edd but heard nothing back. >> he tried calling, but no help . >> they wouldn't give me any answers. they just said, somebody will call you in a couple of weeks. i never got any call from anybody. >> the couple had planned to use the refund for a family vacation , but edd took all the money they had coming. >> i ended up having to get like a little moonlighting job so that we could, um, have our normal vacations. we told edd it had just taken $4,000 from another id theft victim. >> the agency quickly looked into isaac's case, but had no records of his fraud alerts, so we provided his contact information. that's when edd realized it had been sending benefits to the scammers address, not isaac's and not just $4,000, edd told isaac it sent $30,000 to the scammer. edd said it didn't know it was

sending money to a fraudsters address because, quote, people do move all the time and unfortunately there is no government database that maintains is up to the minute updates on people's addresses for any cross-matching purposes. the real culprit here is identity theft. edd did not say why it kept sending money, even after isaac's boss reported the fraud three years ago, but tells us we have continu to clean up eligibility issues on some claims from the pandemic that were difficult to complete with the demands of the time, we continue to work hand in hand with investigators to bring offenders to justice. >> you guys are like heroes to us. you saved us. you saved our money. >> edt finally did give isaac his money back. >> i can't even tell you how grateful i am to you guys and thank you so much, stephanie sierra, abc seven news e-d-d has implemented a new id verification process for every new unemployment claim. >> the agency says that should stop fraudulent claims before they get started. the san francisco school board decided to wait before changing from at

large to district elections for board seats. the board voted 6 to 1 to look at other voting alternatives before making a final decision. the district could face a lawsuit for potentially violating the california voting rights act. at the same meeting, the school board approved algebra one classes again for the next school year for middle school, the courses will only be in about a third of the district schools due to a lack of qualified teachers, drivers are getting a chance to weigh in on proposed toll increases for the golden gate bridge today. the agency in charge of tolling held the first of two open house webinars on the four proposals, the most expensive raises costs by $0.50 a year through 2028. this includes tolls for fast track pay as you go and invoice commuters. the cheapest. it increases tolls by $0.35 annually through 2028. the other two proposals fall right there in between, officials say the four options will raise almost half of a projected $220 million

deficit over the next five years. >> the golden gate bridge requires ongoing maintenance and operational support to keep the public safe and ensure the bridge can be used and enjoyed by future generations. >> there's another public hearing on the toll hikes next thursday, february 22nd at 9 a.m. if approved, the new tolls could start on july 1st at and a protest this morning shut down the golden gate bridge right in the middle of the morning commute. just before eight. about 50 anti israel protesters unrolled a banner across the southbound lanes. there are no reports of any arrests. a refurbished san francisco cable car is out on the streets again and sporting a new look in honor of singer tony bennett. cable car 53 is now decorated with bennett's photo and a red heart with the words halfway to the stars. now it's part of the famous phrase about cable cars sung by bennett in his signature song. i left my heart in san francisco, tony bennett's widow

our sister network, espn, is reporting that the warriors made an unsuccessful bid to acquire lebron james from the lakers just moments before the league trade deadline last thursday. according to the report, warriors owner joe lacob, joe lacob reached out to the lakers owner jeanie buss, but neither she or james himself were interested in exploring a deal. but tongues are wagging. everyone's like, oh my gosh, could this have worked at all? some people say, hey, they actually have really good chemistry. you know, steph and lebron like each other. others like no we can't see it. who's got a thought on that i do yeah i knew it. >> they may have good chemistry and like each other off the

back to la, where i went to school to be closer to a lot of my filmmaking collaborators. and i had this sort of transitory period in my life of a months long period where i was living at home with my grandmothers and that time happened to coincide with a lot of anti-asian hate crimes that were happening in our country. but especially in the bay area. you know, where we shot the movie, where they are. um, and so that sort of feeling of seeing that and then seeing my grandmother's and it was this extreme anger and extreme, um, joy kind of juxtaposition like that, that juxtaposition was such an a strange feeling. and that was sort of, um, coupled with this feeling of, you know, seeing the fragility in my grandmother's, you know, i saw how how, um, their, their the feeling of their sort of their aging. and i had this thought that when i do eventually leave home, like, that could be the last time i see my grandmother and so with all of those

emotions kind of swirling, you know, the filmmaker in me was just like, i want a time capsule of this moment with them. i want to remember these few months that i get to spend at home with them, and really see them in their sort of day to day, quotidian rhythms of their life. um, but also, i want to make something that was kind of an antidote to all of the headlines that i was seeing, something that really captured their humanity, their their joy, their silliness, their humor, their infectious, childlike. energy. yeah. without also their wisdom. >> to their wisdom. >> yeah. without ignoring the, you know, the wisdom they have and the pain and the loneliness that comes with old age sometimes. so that was the impetus. >> i want to ask you what it was like to ask them to essentially be the stars of this short, because i know, you know, grandparents can be so kind of like, oh, no, don't, you know, don't feature me like you should be talking about something else. so what was it like for you to ask your grandmothers? hey i want you to be the stars of this short. >> yeah. i mean, it was
