police believe it will make everyone safer. >> keeping a business running for more than 50 years is no easy feat, but trini's cafe is making it happen. in san jose, the bottom line isn't always their biggest challenge at their monterey road location. that's crime. >> somebody came in with a knife, uh, once. thank god there was a customer that helped me. crime. uh, it has lowered a little bit. it was worse before, but with these cameras installed, it's going to be, uh, help us a lot. >> trina is cafe is the first to participate in the capture crime pilot program that provides secure cameras to businesses free of charge. an initiative mayor matt mehan first introduced as a council member. >> studies have shown that surveillance cameras can reduce the overall crime rate by 25. they can deter more potential thieves, and they can help our officers solve crimes and hold thieves accountable. >> it's a strategy that the city

is embracing. recently, adding license plate readers and speed cameras. police say it's an effective way to compensate for a short staff department. >> it is a proven fact when we have digital evidence, images of the crimes per se. those are priority seized, uh, within the investigation when we have little to nothing to go on, it becomes a little more troublesome. >> businesses get two cameras, a monitor and a hard drive with a two year memory. in exchange, police are able to use the cameras for investigations. and privacy expert mike katz is worried about the surveillance society that this may create. >> i don't want to be in that society where i feel like i'm being watched all the time and that other parts of my life may be impacted by relatively minor or trivial things that happen. that, and we're not doing that currently with the cameras. uh, to be fair, but it certainly makes it a lot easier to go down that path. >> the pilot program will give out 50 cameras. if it works, expect more cameras in more businesses in san jose. dustin dorsey, abc seven news city

agencies and police departments from fremont to richmond are joining forces to combat crime in the east bay. >> the task force will put special focus on the 8-80 and 8-80 corridors, which are used by thieves to target businesses and then take off quickly. extra patrols have already cut vehicle break ins along hegenberger road by more than half. now authorities want to install license plate readers and share data across police departments. many crimes are committed using stolen vehicles, stolen license plates. >> the ability to bring those cameras to continue to improve the tools that law enforcement have, that's paramount. >> i need the national guard to be here. that's what i got to do. serve them on our streets. >> oakland council member noel gallo called on the task force to go further. he reiterated calls to bring in the national guard to patrol high crime areas in the east bay. >> now, this comes as we're also learning more about the chp officer surge operation going on in the east bay. the governor's

office has now released new information on this unusual crackdown on crime. here's abc seven news reporter lena howland , the governor's office releasing this new video showing a surge operation in oakland and . surrounding east bay communities at work last week, after newsom sent in 120 chp officers. >> they say between monday through friday of last week, a total of 71 suspects were arrested 145 stolen vehicles were recovered and four crime linked firearms seized. they say beyond the surge, the chp now has 72 officers assigned to this area, 71 people think that's nothing. >> that's actually something. that's a difference right there at a coffee with a cop event in the fruitvale district, business owners surrounded by officers from chp and other agencies reacting to this news, our officers are on top of their job, you know, and bringing more people in because that's what they need an extra hand from our neighbors. so i'm very grateful that, you know, everybody's

helping over here in oakland. authorities keep on going, guys. you guys are doing an amazing job. >> while others say this is the shot in the arm that oakland has been needing to have those things happening. >> it can be a big issue. uh- in trying to recruit a workforce. so knowing that there's been such an impact so quickly, it satisfies so many areas of your heart and your soul, right? the people you work with, your neighbors, your business can continue. you know, things are getting better in such a measurable way. >> but council member noel gallo says it's police work like this that needs to continue. >> i'm not surprised by the numbers that we're being arrested and hopefully the highway patrol will continue as they did in years past. be present daily here on the state highways here in our streets and not only in their cars, but also in their motorcycle. >> we don't know if charges have been filed against any of the people arrested last week, or when the da plans to file charges. the governor's office

says chp will continue to have an increased presence here in the east bay and they will continue to do these surge operations in high crime areas in oakland. lena howland abc seven news. police in kansas city are saying little, so far about the three people detained in connection to today's mass shooting at the chiefs super bowl parade and rally. >> authorities say one person was killed and some 22 people suffered gunshot wounds. at least seven have life threatening injuries. it unfolded just as the rally wrapped up and chiefs players and coaches were leaving the stage. fans describe the scene as sheer chaos. >> all of the sudden, people started crushing forward. everybody started running. there were screams. we didn't know what was happening, but this day and age, when people run, you run. >> video captured one person being tackled by a group of fans. police are trying to figure out if that's one of the three people they've detained at this point, investigators say they still don't know what prompted the shooting. they've recovered one firearm well back

here at home, traffic is moving again on the golden gate bridge after protesters brought the morning commute to a standstill just before 8:00, about 50 anti-israel protests unrolled a banner across the southbound lanes. >> emergency crews also closed northbound lanes for about 20 minutes while they cleared the protest. so far, there are no reports of any arrests in this incident. today's protest comes as israel reportedly recalled its negotiating team amid efforts to broker a cease fire deal. >> happening now ride hailing drivers around the country are staging a national day of action, demanding fair pay and transparent tsay. the demonstrations included a protest by uber drivers in san francisco. abc seven news reporter melanie woodrow has more. we are tired. >> more than 100 uber drivers gathered at the potrero center lot wednesday morning, including eight year uber driver abdullah elena, here to protest unfair wages and platform deactivations . drivers say terminations are often abrupt and without explanation or an opportunity to

>> chan was billed more than $2,200 after an e.r. visit led to an unnecessary ambulance ride. >> because i know so exactly how far the distance is. >> his wife amber, drove herself to the emergency department, was admitted, and then transferred to the mental health inpatient clinic, which happened to be the building next door to the e.r. approximately 100 yards away. amber wanted to walk, but says she was told an ambulance was required. then came the bill. >> i was so shocked, the chan said. >> they were stuck sorting this out for five days as both the hospital and the ambulance company went back and forth on who's responsible to pay it. >> i think it's very unfair, for this was a story we first brought you last year. >> since then, a new law passed pushing for more transparency in situations like this. assembly bill 716 went into effect in january and targets any surprise ambulance bills. see last year when you call 911, an ambulance would show up, but consumers didn't necessarily know whether it would be in-network or out of network, out of network costs
