well, i guess we don't have video for you, but it is snowing. a south lake tahoe. >> for a look at what the forecast hold, let's go to meteorologist sandhya patel sandhya. >> yeah. dan and we'll take a look at live doppler seven right now. and we'll talk about there's going to be a lot of snow up there. we'll talk about what it looks like here in the bay area. we have widespread rain at this hour and in pockets. we are seeing some moderate rain falling right now between morgan hill and gilroy street level radar leavesley road heading across highway 101. it is going to be a tough go, a slow go for some people from san francisco to south city, san bruno seeing some steady rain, also raining from the richmond area. san pablo, san rafael, marinwood and as we look around, parts of union city and hayward, seeing some light to moderate rain as we widen the picture here, the cold front with this level one storm is coming in and we are seeing the rainfall across the northern two thirds of the state isolated lightning strikes up to the north, going hour by hour. 7:00 tonight you're still going to be dealing

with the wetrillionoadways. if you have valentine's plans tonight at 8:00, make sure that includes the umbrellas. 9 p.m. still going and then it becomes more spotty in nature by 11 p.m, but still, we'll see some pockets of moderate rain winds right now. oakland hills gusting to 41 miles an hour. mount diablo 43, level one for tonight. brief heavy rain at times. slight chance of thunder. breezy to gusty. the weekend storm is developing. this gets in here for saturday. part of your sunday morning. and then another storm comes in sunday night. going into monday i will be back with a look at what you can expect for the holiday weekend. coming right up ama. all right sandhya, thank you. >> the person killed in the mass shooting at today's chiefs super bowl celebration has been identified as a kansas city radio station dj named. lopez galvan. a station kfi, confirmed the news on their facebook page. lopez was the host of a latin music show. she was among the estimated 1 million people on hand when gunfire erupted near the end of the rally. police say 22 people

were shot, seven of them have life threatening injuries. there were 11 children among those victims, but all are expected to recover. three people have been detained, one of them tackled by a group of bystanders. >> as he got close to me, i got the right angle on him and i hit him from behind. and when i hit him from behind and i either jarred the gun out of his hand or out of his sleeve because as i'm taking him down to the ground, i see the gun on the ground and he says, others jumped on the man held him down until police arrived. >> officers say they recovered one firearm. at this point, investigators don't know what prompted that shooting. >> building a better bay area means a safer bay area, and today some progress on that concept. we're talking about a public safety corridor running from richmond to fremont. we told you about this idea a few weeks ago, and now abc seven news reporter ryan curry shows you how it will make a difference to continue down this path in is really, um, in a lot

of ways, the end of oakland as we know it. >> bill schrodinger owns a concrete yard off hegenberger, a street in oakland riddled with crime. he sees it every day. >> it's gotten to be where i now don't go down the street to the local convenience store, because i'm not sure if i'm going to come back with a broken window. >> oakland and other cities have had enough. wednesday, officials from a number of east bay cities announced a new task force, creating a regional approach to stopping crime. >> the perpetrators of crime aren't constrained by jurisdictional lines. they don't stop when they get to a city's borders. that means that we cannot stay siloed. we have to work across jurisdictions. each city along the 8-80 and 8-80 corridor from richmond down to fremont will team up, sharing both data and ideas. >> they hope it will stop a rash of car break ins, store thefts and armed robberies. >> when i hear family tell me, juan, i'm afraid to take my kids to a store because i don't want to see my children seeing adults walk out with merchandise showing no, no remorse.

>> they say there's already working. berkeley police teamed up with chp recently to catch the suspects in an apple store robbery. they say stopping crime and keeping stores open is not just a safety issue, but an economic one as well. >> in oakland, i'm losing business left and right, and if i lose a business, i lose the tax and i lose the opportunity to employ people, especially in this section of oakland by the airport, where stores including the in-n-out burger are closing because of the crime. >> we've got to ensure that the city for tourism also is a place that people know that they can come here and enjoy the quality of life that we're committed to giving them. >> it's a commitment koedinger welcomes, he says. without it, he may not be around much longer. what would the future of your business have look like? dire >> not good in oakland ryan curry, abc seven news. >> and tonight we have new information about the impact made by last week's deployment of more than 120 chp officers in oakland. officials say the

officers sent in by governor newsom arrested 71 suspects, recovered, 145 stolen vehicles and seized four firearms linked to crimes. today, oakland residents thanked the officers personally at an event in the fruitvale district. >> our officers are on top of their job. you know, and bringing more people in because that's what they need an extra hand from our neighbors. so i'm very grateful that, you know, everybody's helping over here in oakland. authorities keep on going, guys. you guys are doing amazing job at this point. >> we don't know if charges have been filed against any of those suspects arrested. the governor's office says the chp will keep an increased presence in the east bay and will conduct unannounced post surge operations in high crime areas. now coming up at 630, we'll take a look at efforts to make the south bay safer. san jose police are giving away surveillance cameras to businesses to help solve and prevent crime. >> a protest this morning shut down the golden gate bridge

right in the middle of the morning commute just before 8:00. about 50 anti israel protesters unrolled a banner across the southbound lanes. emergency crews also closed northbound lanes for about 20 minutes while they cleared the protest. no reports of any arrests in this incident. two people were rescued from an apartment. fire this morning. one had minor burns. fire broke out just after 10 a.m. at a complex on oakmont drive in san jose. fire officials say the fire damaged two apartments. crews were able to get the flames under control after about 30 minutes. the cause of that fire is unknown right now to the latest from the abc seven news i-team. >> a new california law is cracking down on surprise ambulance. bills. and tonight, abc seven news i-team reporter stephanie sierra digs into how that's going to affect you. it was the shortest yet. >> most expensive ambulance bill. frank chan and his wife hope to never see again. >> i was shocked by this. bill chan was billed more than $2,200 after an e.r. visit led to an

unnecessary ambulance ride. because i know so exactly how far the distance. is. >> his wife amber, drove herself . to the emergency department, was admitted, and then transferred to the mental health inpatient clinic, which happened to be the building next door to the e.r. for approximately 100 yards away. amber wanted to walk, but says she was told an ambulance was required. then came the bill. >> i was so shocked, the chan said. >> they were stuck sorting this out for five days as both the hospital and the ambulance company went back and forth on who's responsible to pay it. >> i think it's very unfair, for this was a story we first brought you last year. >> since then, a new law passed pushing for more transparency in situations like this assembly bill 716 went into effect in january and targets any surprise ambulance bills. see last year when you call 911, an ambulance would show up, but consumers didn't necessarily know whether it would be in-network or out of network. out of network costs

tend to be much higher, often tied with unexpected fees. this year. that changed. katie van dines is a policy and legislative advocate for health access. california she explains. under the new law, patients can't be charged more than their in-network cost, so the consumer will will know what that charge is going to be when they call that ambulance. >> there's not that unpredictability for those who don't have insurance. this bill also caps what they can be charged when they call an ambulance at that, the medicare or the medi-cal rate. >> katie says the new law also has protections for consumers who are sent to collections by ensuring there will not be adverse credit for unpaid ambulance bills posted for a year and it also prohibits wage garnishment on these types of bills. more transparency means some more peace of mind. >> this story is part of a multi newsroom collaboration focused on increasing transparency and accountability in california by demonstrating that the public harm caused by government secrecy for the i-team. >> stephanie sierra, abc seven

through the hallways of city hall, steve gilman and matthew belmont hold on to each other tight, knowing that many fought for what they decided to do today. no other time. it was 20 years ago this week that then mayor gavin newsom ordered the city to begin issuing marriage licenses to same sex couples in what became known as the winter of love. today mayor breed commemorated the historic move with many of the key players that led the battle for marriage equality. we're celebrating the advocacy of so many of those same sex couples who showed up to san francisco show year after year after year, asking for the right to do what anyone else deserves. >> the right to do. and that is marry the person they love among them, then city attorney dennis herrera, who took the case to the supreme court. >> this is a terrific reminder of the battle that we fought 20

live picture from zephyr cove. because it is not just rain. we're talking about snow, right now. they are chaining up on 50. see it is snowing at this hour. just a beautiful sight. especially when the statewide sierra snowpack stands at 73% of average. now at this hour, light snow falling in tahoe. it is gusty up there. winter storm warning until 4 p.m. tomorrow, up to two feet above 6000. between 5 and 6000, half a foot to a foot and gusts to 50 miles an hour will mean difficult to impossible travel. so keep that in mind. we're looking at live doppler seven and pretty much seeing widespread rain right now. so we're going to get you into the street level radar and just kind of scan where we're seeing the wet weather from santa cruz heading towards the summit into corralitos. it is moderate rain as we look at san martin, gilroy, highway 101 might be a little bit of a tough go, especially if your commute takes you through there. it might be a little slower. just keep that in mind. headlights on peninsula, san carlos, redwood city, san mateo getting the steady rain. same thing for san francisco going into brisbane so

far. some parts of the north bay, like kentfield and santa rosa picking up over a half an inch of rain. rain started in the north bay this morning. as you know, across the cordelia junction. 8-80 seeing the wet weather and in the east bay from oakland heading into emeryville seventh street. watch out, it is wet out there and not only wet, but gusty as well. so here's a look at the system that is moving in. we're seeing the mountain snow. seeing the rain across the region and as we widen the picture here, there is a stronger storm coming in this weekend that will bring heavy rain at times, gusty winds and then another storm that follows as we go into early next week. i want to show you these live pictures from the roadways to the runway. it is wet out there. santa cruz, you're seeing the choppy waters. zephyr cove, another view of that snowy scene. now gusts at the lower elevations like hayward, 20 miles an hour. but at the higher elevations it is still gusty. so your temperatures at this hour, 40s and 50s. here's a live view from santa cruz camera tonight. wet and gusty. tomorrow afternoon through friday. you

pretty much get that break. so if you're looking for that break for your best chance to get out of town, if you are thinking about it and then for the holiday weekend, stronger storms are coming in. current system is a one. it's a light system, brief heavy rain at times. slight chance of thunder and breezy to gusty for this evening. 7:00 tonight. still looking at a rainy pattern. 8 p.m. you will notice it is widespread now as we go into 9 p.m. it becomes more scattered in nature. not everyone is going to be dealing with the wet weather as we go towards 11 p.m, some pockets of moderate rain in the north bay very light, scattered, spotty. whatever you want to call it. showers for the 5 a.m. hour. it'll be pretty isolated during the morning commute tomorrow, and then it's pretty much done. rainfall estimates additional rain. we are talking about about a 10th of an inch in places like the inland east bay, to a quarter third of an inch of rain expected. now as we go towards the weekend systems. so your break is between thursday afternoon and friday afternoon.

friday night, the next storm is coming and approaching, but it's really the saturday that's going to be the soaker with some gusty winds at times we could see some minor flooding on the roadways. certainly the small streams and creeks will see potential for flooding. sunday morning you have a break. i mean, it's just going to be a shower here and there. but then sunday night, going into monday, we do get that stronger storm coming in. it will dump in some heavy rain as well. sierra snow and then this just lingers through much of early next week and even into wednesday before the system winds down. so rainfall projections statewide looking at a good soaker. but some parts of the north bay and also some parts of our coastal hills, looking at 4 to 7in of rain that is why we are concerned, obviously, about some trees going down, flooding 40s for your temperatures tomorrow morning with isolated showers and for the afternoon 50s 60s partly cloudy. accuweather seven day forecast. isolated morning showers. it's a dry friday until

friday night. a two for saturday, a one for sunday. it's a two stormy start to presidents day and then one for tuesday and wednesday. so ama and dan we're going to be in for a stretch of that wet weather. okay >> happy valentine's day. >> thank you. and same to you very much. >> well, san francisco's lake merced south has finally officially reopened. city leaders gathered for a special ribbon cutting ceremony to celebrate the newly renovated park renovations to the lake's southwest corner of the 614 acre park. it was the first phase of the $4.6 million lake merced trail improvement project. upgrades included a brand new fitness court, new picnic tables and benches. assembly member phil ting, who helped secure funding for the project, says it was money well spent. >> i couldn't imagine an a better use of state resources, local resources, because it's what people want. it's this is where pienta, where people convene this is where people meet. and it's such a great, great, great place. >> the entire renovation project is expected to wrap up later this year.

more than $4,000 from a north bay couple's tax refund taken by the edd, without saying why. turns out a scammer had used the husband's identity to file a phony unemployment claim during the pandemic. >> three years later, the edd tried to claw back that money by taking it from the victim. abc seven news reporter stephanie sierra has the story from seven on your side. >> it feels like it was stolen from us. the state literally stole money from us. >> isaac and ellen vieira were totally bewildered. out of nowhere, they discovered the state employment development department had seized their tax refund, has more than $4,000. >> it was very hard to really understand what's going on. what are we what did we do wrong? and we had no idea. >> it's so difficult because

we're up against the state. they just took our money and it's the state. what are you going to do about that? we just feel so powerless. >> an irs notice said edd took their funds due to, quote, unemployed payment fraud, but neither of them had claimed unemployment. not even during the pandemic. thank you for calling the employment development department. >> we try to contact edd with no no one to contact that goes around and around, and you can't get ahold of anybody. >> later, isaac realized what happened. three years ago, the edd sent his boss this notice, saying he had applied for unemployment when he did not, his employer quickly replied, saying isaac was working and did not apply for benefits and any claim was fraudulent. isaac assumed that shut the case. well, it did not. i did all the right things. >> my hr team did all the right things. i thought that the process was taken care of. >> it turns out the edd kept paying the fraudster even after that alert. and now edd was coming back after isaac for

payback. >> you're the one that gave my money away. and now you're going to take my money again, isaac filed a new fraud report with the edd but heard nothing back. >> he tried calling, but no help . >> they wouldn't give me any answers. they just said, somebody will call you in a couple of weeks. i never got any call from anybody. >> the couple had planned to use the refund for a family vacation , but e-d-d took all the money they had coming. i ended up having to get like a little moonlighting job so that we could, um, have our normal vacations. we told edd it had just taken $4,000 from another id theft victim. the agency quickly looked into isaac's case, but had no records of his fraud alerts. so we provided his contact information. that's when edd realized it had been sending benefits to the scammers address, not isaac's and not just $4,000. edd told isaac it sent $30,000 to the scammer. the edd said it didn't know it was sending money to a fraudsters address because, quote, people do move all the time and

unfortunately there is no government database that maintains up to the minute updates on people's addresses for any cross matching purposes. the real culprit here is identity theft. edd did not say why it kept sending money, even after isaac's boss reported the fraud. three years ago, but tells us we have continued to clean up eligibility issues on some claims from the pandemic that were difficult to complete. with the demands of the time, we continue to work hand in hand with investigators to bring offenders to justice. >> you guys are like heroes to us. you saved us. you saved our money. >> e-d-d finally did give isaac his money back. >> i can't even tell you how grateful i am to you guys. and much. >> stephanie sierra, abc seven news. >> all's well that ends well. edd has implemented a new id verification process for every new unemployment claim. the agency says it should stop fraudulent claims before they get started. a new poll out today finds san francisco is making some progress when it comes to changing people's attitudes about where the city

is headed. >> the annual city beat poll from the chamber of commerce shows 72% of respondents feel the city is still on the wrong track, but that's actually an improvement. the same poll last year found 77% of voters felt san francisco wasn't on the right track. the signs are showing that residents are feeling that our economic condition of the city is actually better than it was a year ago, so there's a great sense of optimism going forward. >> but i think voters realize that we have to do some things that create that optimism. uh- perception of san francisco and the reality of san francisco. >> and he says that starts with bringing people back downtown. but the city has some work to do to make that happen. the city beat poll found only 61% of voters feel safe going downtown during the day, and at night. it's just 34% in the south bay san jose business owners are hoping that a new partnership with police will help prevent crime. >> it's all part of a program to expand a network of security cameras, and as abc seven news south bay reporter dustin dorsey explains, police believe it will

make everyone safer keeping a business running for more than 50 years is no easy feat, but trini's cafe is making it happen in san jose. >> the bottom line isn't always their biggest challenge at their monterey road location. that's crime. >> somebody came in with a knife uh- ones. thank god there was a customer that helped me. crime uh- it has lowered a little bit. it was worse before, but with these cameras installed, it's going to be, uh, help us >> trini's cafe is the first to participate in the capture crime pilot program that provides security cameras to businesses. free of charge, an initiative mayor matt mehan first introduced as a council member.t surveillance cameras can reduce the overall crime rate by 25. they can deter potential thieves, and they can help our officers solve crimes and hold thieves accountable. >> it's a strategy that the city is embracing. recently, adding license plate readers and speed

cameras. police say it's an effective way to compensate for a short staffed department. it is a proven fact when we have digital evidence, images of the crimes per se, those are priority seized uh, within the investigation when we have little to nothing to go on, it becomes a little more troublesome. businesses get two cameras, a monitor and a hard drive with a two year memory. in exchange, police are able to use the cameras for investigations. privacy expert mike katz is worried about the surveillance society that this may create. >> i don't want to be in that society where i feel like i'm being watched all the time and that other parts of my life may be impacted by relatively minor or trivial things that happen. that, and we're not doing that currently with the cameras. uh, to be fair. but it certainly makes it a lot easier to go down that path. >> the pilot program will give out 50 cameras. if it works, expect more cameras in more businesses in san jose. dustin dorsey, abc seven news. >> new developments at the

pacifica pier is partially back open after it was battered by storms. sky seven found plenty of people out today. some of them were fishing. there is a barrier about halfway that keeps people from going all the way down to the end. the city could close the pier again, depending upon the weather. a crab fishing boat is still stuck on the beach near bodega bay, but at least something has moved. the fuel crews removed diesel from one storage tank on board the boat yesterday. some of the fuel leaked during failed efforts to tow the boat back into the water on monday. it's no longer leaking, but the boat is still stuck and ran aground during rough seas friday night, and the stormy weather that will be here over the next few days is affecting plans to refloat that boat. >> it's been awfully tricky. well some sad news to report. the mother of oakland's mayor has died. the city announced the news today, saying that chuntao passed away this morning. shengtao is one of her ten children in the mayor's family is asking for privacy as they grieve, and we wish to the best. >> there's a quick and easy test that can help you learn about
