>> you could soon be paying more to cross the iconic golden gate bridge. how you can weigh in before that final decision is made. thanks so much for being here. it is thursday, february the 15th. >> yeah. good morning. we want to head straight to gloria with the traffic alert. and gloria, we're hearing about a deadly crash on the bay bridge this morning. >> yes, we have some breaking news for you this morning. there is a deadly crash on the bay bridge that is impacting traffic right now. so look at our live cameras right here. you can see all the police activity out there. there are a lot of police personnel out there. this is impacting those people who are leaving the city. and this is on the lower deck of the bay bridge, right now. the three right lanes are blocked and we're told one person died and we're told a truck hit a car. so let's show you a map to show you exactly the area that's being impacted right now. so again, lower deck of the bay bridge, eastbound 80. this is before treasure island. and at last, check speeds were down to 20mph in this area. and again, one person has died. so we're working to get more information about this for you.

jose police headquarters. and, lena, they're actually offering up these cameras for free. >> hey, julian. that's right. as part of the capture crime pilot program, this is something that the san jose police believe will make everyone safer and they're doing it by handing out these free security cameras as part of the two year program. 50 small businesses across the city of san jose will be getting two cameras, a monitor and a hard drive with a two year memory in exchange, police are able to use the cameras for investigations. shrines cafe is one of the first businesses to take part in this program. after serving the area for more than 50 years. because even after a half century in business, they say sometimes the bottom line isn't always their biggest challenge. instead, that's crime. >> somebody came in with a knife a once. thank god there was a customer that helped me. crime uh- it has lowered a little bit. it was worth before, but with these cameras installed, it's

going to be, uh, help us a lot. >> studies have shown that surveillance cameras can reduce the overall crime rate by 25. they can deter potential thieves , and they can help our officers solve crimes and hold thieves accountable. >> although experts worry about the surveillance society that this could create this strategy is something that the city is embracing. also recently, adding license plate readers and speed cameras. police added that this is an effective way to compensate for a short staffed department. live in san jose lena howland, abc seven news all right, thank you, lina city agencies and police departments from fremont to richmond are creating a task force to address crime in the east bay. >> the task force will focus on the area around interstate eight, 80 and 80. police say thieves are using the interstates to getaway quickly after committing a crime. now,

police want to install license plate readers and share data across police departments. >> many crimes are committed using stolen vehicles, stolen license plates. the ability to bring those cameras to continue to improve the tools that law enforcement have, that's paramount. >> i need the national guard to be here. that's what i got to do. seven on our streets oakland councilman noel gallo called on the task force to go further. >> he reiterated his calls to bring in the national guard to patrol high crime areas in the east bay. well, it's been a year since former oakland police chief laurent armstrong was fired. that means it's also been a year that the city has been without a permanent police chief. although we're showing you video right now of oakland mayor shintaro, who fired armstrong after a federal monitor questioned his response to another officer's misconduct. now, months later, an independent audit cleared armstrong of any wrongdoing, and now he's suing the city and the mayor, saying his firing was

illegal. >> a hometown celebration for the kansas city chiefs turned to chaos in a matter of seconds. police there now investigating yesterday's deadly shooting during the team's super bowl victory parade. gloria is at the live desk this morning with the latest information. gloria an estimated 1 million people were at the victory parade in kansas city for the chiefs and their super bowl win when gunshot rang out and one person is dead. >> that victim has been identified as lisa lopez galvan, a dj at a kansas city radio station. station khfi confirmed the news on their facebook page. lopez galvan was the host of a latin music show. police say that 22 people were shot. seven of them have life threatening injuries. there were 11 children among those victims. investigators have detained three people and say they have recovered one gun. video shows paradegoers tackling a suspect. now paul contreras sat down with his daughter to describe what happened. >> it was probably 30s, but that

30s the whole time he's fighting, he's fighting to, you know, get up. and i didn't know if he had another weapon, you know, get up and run away, you know? so that 30s felt like a couple minutes, but it wasn't scary moments described right there. >> president biden has released a lengthy statement about the shooting, and it reads in part, quote, for this joy to be turned into tragedy today in kansas city cuts deep in the american soul. these events should move us, shock us, shame us into acting. san francisco mayor london breed also weighed in, saying, quote. on sunday, kansas city and san francisco shared a thrilling and joyous moment over an incredible football game. what should have been a celebration in is now heartbreaking. i've reached out to mayor lucas to offer our support and love during this difficult and tragic time in kansas city's police chief says there were more than 800 officers working the event. many held people to safety, help the

injured and now an investigation into what sparked the shooting is underway. police are asking witnesses for video that could help shed light on what happened. they're just tragic, amanda, truly, thank you so much. >> gloria san francisco public health officials say their effort to curb drug related overdose deaths citywide is working. new data shows 66 people died of accidental overdoses last month, but that's down 21% from last january. officials say the key is treatment, and we want to ensure that all of us, all of our dpa contracted providers and df services as well as other city services, are working together to raise awareness about treatment that's available, able to raise awareness about the effectiveness of treatment and work together to double down on our efforts to get people into needed and life saving care. experts say. it starts with methadone, which can dramatically reduce the risk of death, especially when there's

fentanyl involved. the city is working to make it more accessible through primary care providers. new federal rules expected to roll out in the next six months, would allow patients to take methadone home while they wait to get into opioid treatment programs, new data finds. san francisco is making some progress when it comes to changing people's attitudes about where the city is headed. the annual city beat poll from the chamber of commerce shows 72% of respondents feel the city is still on the wrong track. that's actually an improvement, though. the same poll last year found 77% of voters felt san francisco was not on the right track. >> the signs are showing that residents are feeling that our economic condition of the city is actually better than it was a year ago, so there's a great sense of optimism going forward. but i think voters realize that we have to do some things that create that optimism. uh- perception of san francisco and the reality of san francisco, the city beat poll also found only 61% of voters feel safe going downtown during the day.

>> at night, it's just 34. >> drivers are getting a chance to weigh in on proposed toll increases for the golden gate bridge. there are four proposals being considered. the most expensive would raise costs by $0.50 a year through 2028. this includes tolls for fast track pay as you go and invoice commuters. the cheapest proposal increases tolls by 35% annually through 2028, and the other two proposals fall somewhere in between. now, if approved, the new tolls could start on july the 1st, officials say the four options will raise almost half of a projected $220 million deficit over the next five years. >> the golden gate bridge requires ongoing maintenance and operational support to keep the public safe, and ensure the bridge can be used and enjoyed by future generations. >> the next public hearing on the toll hikes will be next thursday february the 22nd at 9 a.m. >> time now 510. we'll take you to live doppler seven along with

satellite. our current storm is wrapping itself up. we picked up close to a quarter to a half of an inch of rain yesterday. we're drying out today. a dry day tomorrow. and then here comes our next storm. you can see that area of low pressure, that classic comma shaped sewing showing you a stronger system is on its way to start out the weekend. but today, you don't have to worry about any of the rain early on. we have a fair amount of cloud cover out there. a live look from the exploratorium camera. we'll find brighter skies as we march through the afternoon highs today actually near average. not too bad. later on today, a fair amount of sunshine 50s to the mid 60s by about 4 p.m, then we turn our attention to saturday. it's a level two, a moderate storm, so a stronger storm than what we just went through. rain, heavy at times. the winds will be gusty between 20 and 40mph, and will also have rough surf along our coast line. so just anticipate the start of the holiday weekend is going to be wet and windy looking. atrillionainfall totals for saturday. you could see around the bay shoreline a 2:45 quarters of an inch of rain, likely higher rainfall in the

elections this week. the board voted 6 to 1 to vote to look at other voting alternatives before making a final decision. the district could face a lawsuit for potentially violating the california voting rights act. the school board also approved algebra one classes for the next school year. the courses will only be about uh, only be in about a third of the district schools due to a lack of qualified teachers, though the oakland unified school district is facing a $23 million budget deficit for the next school year . during a board meeting last night, we learned some of the options being considered to close that gap. some of those ideas include moving and eventually getting rid of some school staff positions, reorganizing and consolidate certain departments within the district, and reducing discretionary spending. now, many of the proposals are not sitting well with the local teachers union. >> we're well aware that this is a constant sort of theme from the district. they always claim doom and gloom, but for the past few years they have also ended

the year with very healthy reserves. and a vote for a solution isn't expected until the end of the month. san francisco's lake merced south has officially reopened, and city leaders gathered for a special ribbon cutting ceremony to celebrate the newly renovated park. the renovations to lakes to the lake's southwest corner of the 614 acre park was the first phase of the $4.6 million lake merced trail improvement projects. upgrades included a brand new fitness court, new picnic tables and benches, assembly member phil ting, who helped secure funding for the project, says it was money well spent. i couldn't imagine a better use of state resources. >> local resources, because it's what people want. it's this is where places where people convene. this is where people meet, and it's such a great, great place. >> the entire renovation project is expected to wrap up later this year. >> our stormy weather that will

be here over the next few days is impacting the removal of a crab fishing boat that's still stuck on the beach near bodega bay. crews removed the fuel from one storage tank to board the boat. some of that fuel leaked during failed efforts to tow the boat back into the water on monday. it's no longer leaking, but the boat is still stuck there. it ran aground during rough seas last friday night, while all the rain from the wet weather is filling up california's reservoirs. and that's a good thing. almost all of the state's reservoirs are above their historical averages for the state. folsom is at 129% and oroville is at 131. locally, the sonoma reservoir is at 109% of average, and this is a trend that was reported during their last snowpack measurement. all the rain was filling up those reservoirs. however, the snowpack was lacking because of all of the wet storms we've seen. thatrillionemains, the case with the state reporting the snowpack at 73% of normal

>> overall, though, we are in good shape, our four biggest reservoirs, all above the historical averages. so that's good for the summertime. yeah, the snowpack is a bit below average. we have more snow coming over the weekend and early next week. live doppler seven showing you that we have a couple of lingering showers in the north bay. for the most part, we're dealing with mostly cloudy conditions and increasing sunshine as we go throughout the day, so we're wrapping up yesterday's storm saw a quarter to a half of an inch of rain. temperatures later on this afternoon. quite pleasant. we'll get you into the low and mid 60s under that increasing sunshine overnight tonight. a blend of stars and clouds. we are dry temperatures in the 40s and in the 50s. now. tomorrow is a dry day. then we get to saturday and the rain is back in the forecast and saturday storm is a bit stronger than the one we saw yesterday. lightrillionain in the morning. then that intensifies as we head into the afternoon on saturday. so just anticipate that saturday is going to be a pretty wet day all day long. that's just one of several storms we're tracking over the holiday weekend. here's saturday storm, then a stronger system looks to move in here

sunday night into monday, and this one is going to linger. that low pressure is going to sit and spin off our coastline tuesday into wednesday. and then potentially another storm here on thursday. so you get the picture. the rainfall is going to add up. so tomorrow through early next week 1 to 2in for a lot of us. but we're watching the north bay and the coastline where some areas 3 to 5in of rain could cause some issues early next week. here's the accuweather seven day forecast. next seven days for you. sun and clouds today. dry tomorrow. get those storm preps in because then we get to the active pattern over the weekend and early next week with on and off showers through wednesday. gloria. >> yeah, you know, we're continuing to follow this deadly crash that's impacting traffic on the bay bridge. we've just confirmed two people have died in this crash. so very unfortunate. and you could see the flashing lights there still a lot of activity out there as they work to figure out exactly what happened. and again, two people have died. this is really impacting those people who are leaving the city on the bay

as part of this two year program, 50 small businesses across the city of san jose will be getting two cameras, a monitor, and a hard drive with a two year memory free of charge. in exchange, police are able to use the cameras for investigations. the camera, although experts worry about the surveillance society that this could create, police say it's an effective way to compensate for a short staffed department. >> it is a proven fact when we have digital evidence, images of the crimes per se. those are prioritized within the investigation. when we have little to nothing to go on and it becomes a little more troublesome. >> i don't want to be in that society where i feel like i'm being watched all the time, and that other parts of my life may be impacted by relatively minor or trivial things that happen. that and we're not doing that currently with the cameras. to be fair, but it certainly makes it a lot easier to go down that path.
