to friday. it's february the 16th. >> we made it. yeah. welcome i'm andrew wet weather ahead. >> you've got one more dry day today. all day. we're fine. then over the weekend we start to see a pair of storms impact us with some rounds of heavy rain, some rough surf and some gusty winds. this morning, a live look from the exploratorium camera. we are cloudy upstairs right now. temperatures are starting out basically in the mid 40s to the low 50s as you get out the door on this friday outside in san jose, we have those clouds, so it's just a cloudy day. we'll stay dry throughout the afternoon. in fact, it's pretty mild out there later on today thanks to a south wind getting us into the 60s for our daytime highs. but live doppler seven, along with satellite. the wider picture. here's our area of low pressure is going to push a cold front through here later on tomorrow afternoon, and it will bring some heavy rain. tomorrow is a level two rain heavy at times with this moderate storm. some gusty winds and some rough surf. we have a high surf advisory in effect tomorrow. we'll look at rainfall totals and timing coming up in eight

minutes, but let's see how the commute is going for you. good morning. >> good morning. yes so far we're looking at a dry commute this morning and no major issues out there on the roads. you can see our map right here mostly in the green. so nothing major to report right now and actually looks a little bit even quieter than normal. maybe some people already starting their holiday weekend a little early and live outside at our walnut creek camera, you can see traffic is flowing nicely there, guys. all right. >> thanks so much, gloria. and as drew mentioned back to back storms are heading our way. and that's sending off warning signals for people across the bay area. while we won't see those fierce winds like we did two weeks ago, there will be enough rain to flood some low lying areas like this rv park in guerneville. residents in the north bay are already getting their sandbags ready yesterday. sonoma county fire district also helped to hand out special waterproof bags. >> these go bags dry bags will keep their items dry right if they have to evacuate or if it's super stormy. >> i'm going to put a flashlight in here, so i've got that. a

spare set of batteries and the bags also contain a disaster preparedness checklist. >> during the last major bay area storm two weeks ago, trees came down along the san mateo county coast. one man was even trapped, unable to leave his home until his neighbors were able to step in. two huge trees came down outside of richard newsom's house in montara, smashing his car and blocking his way out. thankfully, neighbors came to his rescue. chainsaws in hand, at about 2:00, i heard a snap and then heard this huge thump for about four hours. >> it was like an army of people out here with chainsaws and for the most part, i knew who they were. but some people came that i didn't even know with chainsaws, as you heard there, it took neighbors working together for several hours, but eventually they cleared those trees from the yard. >> one neighbor tells us he jumped in because he knew others in the community would do the same for him. of course, you can always track exactly when the rain will arrive hour by hour,

by using our live doppler seven radar. all you have to do is search abc seven bay area in your device's app store to download it. now >> and this morning we're seeing new video of the exact moment gunfire broke out at the kansas city super bowl victory parade. as you can see, the crowd immediately dispersed from the area in. doctors there say they have new details about the shooting, and gloria is at the live desk with that update. >> gloria, good morning amanda. investigators believe the shooting was a result of a personal dispute, not a targeted or terrorist attack. and there's new video this morning that you can see right here. we see how quickly people ran for safety. as soon as the first gunshots went off, one person was killed and 21 others were injured. nearly half of the injured were children. in one father who was shot in the ankle, tells abc news. his bullet wound was the least of his worries in the moment. after seeing that both his girlfriend and his child were also shot.

>> i couldn't help get our kids in. that killed me because i had to sit there and just wonder what was going to happen next. >> two people under the age of 18 are in custody, believed to be connected to the shooting. a third person who was detained has since been released. the estimated crowd size before that shooting was around a million people, and the shooting happened despite the presence of more than 800 police officers in the area. but now some security experts are raising the question of whether 800 officers were enough for that event. of course, we'll keep you updated on that investigation, amanda. >> all right. >> thanks so much, gloria. developing news in the north bay this morning. investigators say they will be back out at vintage high school in napa following a medical emergency on campus yesterday. they're still trying to figure out what caused more than two dozen students to get sick. some of those students had to go to the hospital. the district tells abc seven. many of the affected students were in a first period choir class when

they began to feel sick. one student, who evacuated the school tells us she walked through a theater to avoid the choir room. she's now weighing the risks of returning this morning, some of my own friends, you know, are trying not to go to school tomorrow and possibly, you know, couple days going forward next week. >> and, you know, even my family says that maybe i shouldn't go to school either. >> school employees and firefighters say p-g-and-e's confirmed there was no gas or carbon monoxide leak. so the cause of the sudden and widespread illness is still unknown. the district says additional tests will be done before school this morning. >> new developments this morning regarding that plan to build a new city in solano county, and whether the project could jeopardize security at travis air force base, the organizers of the california forever project say the plan will bring more than 20,000 new homes and apartments to this area between rio vista and the base. well, yesterday, travis air force base released a statement saying

developers have made changes to their plan that will not interfere with operations and exercises conducted on that base. but bay area congress members john garamendi and mike thompson, who both represent that area, are calling for more transparent tsay from the project's developers. >> this company has come in and, uh, purchased, um, about $1 billion worth of property. we did it under a veil of secrecy, uh, that we're not, uh, uh, willing to, uh, be open about what they were doing or even who they were. are distrust of this organization goes back to the very beginning. and there is still a long way to go for this project. >> it has to be approved by solano county voters in november . >> sfo is getting a financial boost from the faa. >> san francisco international airport is being awarded $31 million under president biden's infrastructure bill. the funding will be used for upgrades to the heating, ventilation and air conditioning systems inside the

international terminal. the money is part of a $970 million fund going to more than 100 airports around the country in a few weeks, the board that oversees the golden gate bridge will consider raising vehicle tolls starting in july. now, assemblyman ting ting, i should say, is introducing a bill to ban tolls on pedestrians or cyclists on all of california bridges. advocates say only cars and trucks should pay tolls because of the wear and tear they cause to the roads and bridges. >> but walking and biking on the other hand, cause almost nowhere to the infrastructure and keep our air clean. this bill should be a model of how we share the real costs of the modes that we choose to get around. >> the golden gate bridge has charged pedestrian tolls in the past from its opening in 1937 to 1970. >> pedestrians paid at a turnstile to walk on the bridge. >> if you're traveling by bart this presidents day weekend, you might want to budget some extra time because of some upcoming

service delays. bart will not be running trains between the richmond and el cerrito stations due to maintenance work on the tracks. bart's red line, which runs all the way between richmond and millbrae, will also be closed for the holiday weekend, and bart will be offering a shuttle to and from sfo to the millbrae station. officials also say riders should be prepared for up to 20 minutes in delays, as ski resorts, hotels and restaurants in tahoe are preparing for the long presidents day weekend. >> crews were out on the roadways clearing out any excess snow and laying out some extra sand and salt to prevent slide outs. other businesses have loaded up on staffing for the weekend, brought in more food and even laid out some new attractions for tourists. owner of cold water brewery says businesses in this area really thrive off long weekends due to the influx of people, so it really is our livelihood. >> it's what we depend on and i will tell you, at cold water, we bring it and we bring it out for

those people and we want the visitors and locals alike. >> there's a heavy winter weather advisory that will be in effect starting tomorrow through sunday. >> and here's drew. >> yeah. and amanda, as we head into the holiday next monday, we're going to pick up anywhere from 2 to 4ft of new snow. so it's certainly going to be busy there. we are tracking a pair of storms here locally today though. we're dry. one more dry day. the commute this morning if you have to go to work. we're looking good. cloudy skies and temperatures climbing through the 40s into the 50s. your skies just cloudy all day long. but we're dry all day long. it's just not a bright day. pretty overcast, but it's mild this afternoon. we'll get those temperatures into the low and mid 60s. despite the limited sunshine thanks to a south wind pumping in that mild air. now let's talk about the rain. future weather showing you tomorrow morning. here's 930. we have that lightrillionain overspreading the region. it's in the early afternoon thatrillionain picks up in intensity. we'll have some gusty winds as well with this level two storm. you see those bright

colors indicating the heavier rain and then by about 7:08 p.m, the showers are winding down. but much of the day tomorrow is going to feature rain falling. look at rainfall estimates will likely have that rain shadow effect thanks to the santa cruz mountains. in the south bay were mountain view, san jose. we'll get up to about a quarter of an inch. other areas like the city, oakland probably half of an inch of rain. and then in the north bay you'll see higher amounts, some areas picking up more than an inch of rain out of the system. tomorrow it will kick up our surf. a high surf advisory is in effect tomorrow along our entire coastline, we could see waves up to 28ft high, but then we track another round of rain. julian for sunday into monday. we'll show you that coming up in a few minutes. okay. >> thank you so much, drew. the biggest night in fashion here in the u.s. is still a few months away, but we're already learning the theme. and who will be the host coming up, the bay area native who will help co host the met gala and can pokemon be the answer to bringing business back to san francisco's downtown? >> the major deal just announced with the city a 90 classic is making a comeback. >> what we know about x-men 97

say this august. in a statement, the center cited a decline in the use of services over the past several years. this will leave two trauma centers. in the san jose area santa clara valley medical center and stanford health care. >> um, that's disappointing because it's i mean, it's supposed to be for the people, but they're closing it down because of the business. we don't ever want to see. >> like lifesaving medical services cut, particularly in our lower income neighborhoods. the fact that east side san jose will have to travel farther to get to a trauma center is concerning. >> regional medical center will continue to provide emergency care services and plans to expand its number of emergency room beds. >> the city of san francisco is on the verge of apologizing to its black residents. for decades of discrimination. a resolution

went before the board of supervisors yesterday and covers several significant issues. it includes apologizing for the systemic removal of black people through redlining and eminent domain, the lack of investment in critical public services in black neighborhoods in the overpolicing of black residents. however, the measure does not address a larger issue of reparations. the task force that suggested the apology also recommended more than 100 other measures to improve the lives of black san franciscans. one of them being cash payouts for the extraction of black wealth. but mayor london breed has said she is not in favor of cash payments, barriers along capp street in san francisco that were put up to stop alleged sex work. having some mixed results here apparently the problem was moved further down the street. essentially, our media partners with the san francisco standard report residents a couple of blocks over on shot well street have seen an increase in illicit activity. it varies from reports of car crashes and fights to open solicitation of sex workers. the abc seven news

i-team cover the problem and subsequent crackdown on capp street. the city is now looking into some permanent solutions to potentially block off streets in that area. >> artificial intelligence continues. to rapidly evolve and open. ai has introduced something that's really pushing things to a whole new level, ceo sam altman shared details on sora. it's a new software that can take a prompt and transform it into short video clips. for now, the number of people who can use it is being limited. there are safety concerns surrounding how the software might be deployed. altman did take requests on x and shared some of the results. you can see them by scrolling through his feed. our newsrooms personal favorite was a prompt of two dogs recording a podcast on the top of a mountain, and there it is right there. wow >> so the future. here we are. well, san francisco is expanding its popular first year free program. it automatically waives some of those fees associated with opening new businesses. the

first year free program was set to expire in june of this year, but it's now been extended. >> the more we have a vibrant, robust small business community, no vacant businesses, everyone benefits from it. >> the program began in 2021 when the pandemic left so many storefronts shuttered. since. then, over 6000 small businesses throughout the city have benefited from the program, with an additional 200 new businesses opening each week. we could pokemon help reawaken san francisco's economy. it looks like it could help potentially, the pokemon world championships are coming to the moscone center in august of 2026. bet you didn't know there was a pokemon world championship. uh. we are learning from the san francisco business times that the show organizers have already secured 21,000 hotel rooms. that's insane. competitors from around the world will be invited to compete. the competition was

advisory we're anticipating the heaviestrillionain to fall early in the afternoon tomorrow. here's future weather when you see those really bright colors. that's the heavy rain and this is 130 tomorrow afternoon. that. also coincides with some of the strongest winds. future tracker wind gusts showing you along the coast will likely have winds in excess of 40mph out of the south, away from this coast. those winds are more likely 15 to 30mph. some snow coming tomorrow. a winter weather advisory to kick off the holiday weekend. but then sunday into monday, this will become a winter storm warning as heavier snow will fall on the holiday for monday. so we'll get the snowfall tomorrow. it's some light snow. we'll probably see about six inches and a lot of spots, but then watch what happens monday into tuesday. we pile on that snow. we're talking 2 to 4ft of snow coming our way early next week. here's the accuweather seven day forecast. the next seven days for you. cloudy and mild today. then we have those storms. the first one tomorrow. the next one sunday night into monday. and those showers in the forecast through wednesday. gloria. >> yeah. well, you know, we're going to get right to our

oakland, anser hassan. abc seven news and the parade starts at wilma chan park. >> that's near the lake merritt bart station at madison and ninth streets. the parade runs from 11 a.m. to 1 p.m. on sunday . >> city leaders across the state are looking to increase the penalties for blocking vital bridges and freeways during a protest. this could include expensive fines, even jail time. orange county assembly member kate sanchez introduced a bill thursday that would double penalties for protesters who were purposefully obstructing the flow of traffic and preventing emergency vehicles from passing. now, this follows a protest on wednesday morning that shut down the golden gate bridge. the san francisco district attorney has filed charges that could result in jail time for some of the protesters who shut down the bay bridge during another demonstration last november. it happened during the apec summit. around 80 demonstrations were demonstrators were involved in that protest that lasted several hours. sanchez believes these types of demonstration actions have an underlying motive. >> the protesters are trying to

a big decision to make when it comes to working with the city of oakland over the next few years in a best case scenario, their new ballpark will be built in las vegas by the 2028 season. the best case for the a's? maybe not fans, right? but in the meantime, they need a stadium to call home and their lease at the coliseum ends after this season. so that means the team will have to find a place to play in 2025, 26 and 27. leaving the bay area for those years would mean walking away from $70 million in tv revenue to the abc7 sports team has learned that in exchange for staying in the bay area through 2028, the city is asking first for the team's name and colors to stay in oakland. second, a promise from the league for an expansion team. if the a's do leave. and third, the city wants half of the coliseum land owned by john fisher, which at the moment is holding up redevelopment of the whole 100 plus acre site. and lastly, they're asking for an undisclosed amount of money. you can bet it's going to be a lot
