get ready for the rain to return in what is expected to be a series of storms over the next few days. so we are getting ready. good evening. i'm ama daetz and i'm dan ashley. >> thanks for joining us. it will be a wet and windy weekend. yeah. >> let's take a live look out of the conditions right now as we time out. when this rain will arrive. for the details, let's go to abc seven news meteorologist sandhya patel. sandhya. yeah. >> and ama and dan, let's take a look at live doppler seven. right now we have a level two storm that we are tracking. it does have a weak atmospheric river moving in tomorrow that moisture plume extending all the way back towards hawaii. a second storm right behind it that gets in here sunday afternoon into monday. so timing out the first system at 8:00 tomorrow morning. rain begins to move in. it becomes moderate by 11 a.m. in pockets and then intensifies and heavier rain by 3 p.m. you will notice across the region, along with stronger winds, a flood watch has already been issued for sunday morning into wednesday morning as flooding is possible on streams, creeks and roadways, and the concern is the cumulative effect

as one storm after another saturates the ground. a high surf advisory goes up. tomorrow. it runs until sunday, and that is because breakers will be up to 28ft in favored locations. level two on our storm impact scale. rain downpours in the afternoon for tomorrow. gusty winds 20 to 40 plus miles an hour. we're talking about rough and dangerous surf and our rain chances remain elevated right on through the middle of next week. so as we take a look at the statewide picture, you will notice some parts of the state, including us. we're looking at over six inches of rain. some areas up to eight inches of rain. i'll be back with a full look at your holiday weekend forecast coming up. >> dan okay, sandy, thanks a lot. and with that in mind, people across the bay area are preparing for this approaching storm. first responders say they're ready to race to any emergency as it pops up. p-g-and-e's is planning for power outages as usual. tree crews in the north bay are trying to limit the damage. we saw some out today trimming loose branches and limbs more than a dozen homes were damaged

by trees during the last storm last month. >> the grounds are saturated and we are concerned with the already weakened trees that even though the winds aren't necessarily going to be as strong, they could likely bring additional trees down. >> now you can track the storm with the same live doppler seven that sandhya uses every day. just search abc seven bay area in your device's app store to download it now. >> california's governor is unlocking a new effort to tackle homelessness in the bay area. today, he announced funding for the latest project, homekey initiative. abc seven news reporter anser hassan has more on the transformation of an oakland hotel into transitional housing. >> the program you see behind me, this will be up and operational within 12 months. california governor gavin newsom announcing the latest hotel to be converted to housing for the homeless, this time in oakland near the coliseum. it's not just a capital investment. we need to cede some of the operational supports so we provide a sense of community and place and continuity and confidence for

neighbors that this is an added value. this is not a burden for the community. >> governor newsom says over the past three years, the state has spent more than three and a half dollars billion to purchase 15,000 motel and hotel rooms. he says homekey projects are being fast tracked. this hotel will be ready in 12 months. >> this is a moment to celebrate . homekey saves lives here in oakland. >> the 104 rooms of this quality inn will be remodeled to include a kitchen. it will house 77 people. an additional 26 units are being set aside for miners. east bay state senator nancy skinner says the location being oakland is also significant. >> this project is going to mostly house oakland people. so it's, you know, anywhere they can be close to their roots, close to if they still have some family connections, all the better. >> oakland city council member trevor reed, who represents district seven, where the hotel is located, says this site also makes sense because it's close

to county services. >> we're right next to alameda county's social services building, and so this is a corridor that has supportive services, and we need a lot more services. we need to make sure that there's traffic safety. we need to make sure that there's housing stability, that there are jobs. >> critics argue that project homekey is becoming financially unsustainable and that many sites struggle with limited state oversight and drug problems, meaning many of those they are trying to help end up back on the streets. but supporters point out that lives are being saved and that progress is being made. >> let us remember that every brick laid, every unit created is a testament to the positive change we can achieve when we work together in oakland, anser hassan abc seven news. >> a proposed new sober living facility is stirring up controversy in san francisco. >> the fility on kearny street would be near both chinatown and north beach, where neighbors claim to be blindsided by the project. abc seven news anchor

dion lim is here. >> dion. the mayor is acknowledging a lack of communication. >> she is. but i also learned today that the city was actually talking about this proposed site since last spring. >> so no matter how you feel about recovery centers, there is no denying community leaders in chinatown say this communication from the city now is simply too little, too late. >> it couldn't have happened at the worst time in the middle of chinese new year to be. >> we were blindsided. eva li, chairperson for the chinatown merchants association, learned about mayor breed's announcement last week of a possible city funded sober living facility in the neighborhood by reading about it in a newspaper, i was alarmed. it was a little unsettling. >> the 150 bed north beach hotel at 935 kearny will house those who have been clean for a year in hopes residents can maintain sobriety. li believes there are better locations than this densely populated intersection of commerce and tourism. chinatown was suffering already. >> we've been through the pandemic. the lack of tourism,

um, we've got the anti-asian hate. we don't need this right now. you know, we're suffering enough. >> supervisor aaron peskin says he was made aware of a proposal for this sober hotel last spring. but it wasn't until january he was asked to participate in a community meeting, where he responded a vehement no, you're on your own. when asked about the communication confusion on thursday, mayor breed acknowledged how many in the community felt it was definitely a surprise to them. >> it is so important that you talk to community first and you build community trust that unfortunately did not happen and stressed no plans have been finalized. >> recovery advocate tom wolfe agrees that the rollout of the proposal was botched, but believes these facilities give former users a fighting chance. i know some people are going to be upset and i'm sorry i'm just here to tell people that we need to start thinking differently about how we're going to solve this crisis. >> we can't lock everybody up. we can't put everybody in the tenderloin. for li, who

represents many business leaders in the area, it's not the right solution. >> and wants to make something loud and clear to city leaders. >> patients are 30% of the san francisco population. i'm saying don't mess with us. they think of chinese. americans were the quiet. that's not true anymore. >> now, something else that was pointed out to me about the area of the sober hotel is just a few doors down in one direction is a bar, and the other direction is a liquor store. we will stay on top of this story. we shall see what develops. >> yeah, it'll be interesting. yeah. >> thanks, dion. thanks, san francisco's board of supervisors appears poised to approve a resolution apologizing to the city's black residents for decades of discrimination. >> the apology would be for the systemic removal of black people through redlining and eminent domain, as well as the lack of investment in critical public services in black neighborhoods and the overpolicing of black residents. however the measure does not address larger reparations proposals. mayor london breed has said she is not in favor of cash payments. >> students still thinking about

college have a chance to interview with universities this weekend. abc seven news was at the marriott in downtown oakland as preparations were underway for tomorrow's black college expo. more than 30 historically black colleges and universities will be there to meet with students, offer scholarships and in some cases on the spot. admissions could be a terrific opportunity. workshops on financial aid and internships are also available. >> we are here to give every student an opportunity you don't have to be the cream of the crop. you can be that student that just needs to find a place so that they can excel in the future. >> cal state universities and uc schools will also be represented. as you can imagine, the black colleges expo starts at 10 a.m. at the oakland marriott city center. >> some students trying to apply for financial aid for college are now facing a technical glitch because their parents are undocumented. the free application for federal student aid, or fafsa, was recently overhauled for the first time in

30 years, cutting down the time it takes to fill out the form. but now, more than 100,000 high school seniors in california say their applications are being blocked because their parents don't have social security numbers. the students themselves are documented u.s. citizens. many students depend on fafsa awards to decide which college to attend. coming up, we'll visit the silicon valley auto show as it gets underway. >> a lot of buzz about tesla's cybertruck, but other electric models are also catching the attention of buyers. >> plus, a proposal to speed up the revitalization of downtown san francisco. but it comes at a cost of the environment. review details when abc seven news at ♪ ♪ ♪

interior. >> in the american version, you can purchase this platform as an accessory that reaches the same level as that second row, so it's kind of a flush level. you could turn it into a camper, you could stick a mattress back there and then check this out. you have this extra cargo space as well. >> volkswagen says the id buzz will be available this fall. look. so we have only scratched the surface. there are nearly a dozen manufacturers here with so many different cars that you can see for yourself. the silicon valley auto show is happening from friday to sunday right now in santa clara. zach fuentes, abc seven news. >> one bay area transit agency is celebrating a prepandemic comeback. the sonoma-marin area rail transit, or smart, which services sonoma and marin counties, has exceeded its 2019 ridership levels. the rail service is the first of the 27 bay area transit agencies to reach the milestone. data shows riders use the service for local trips and as a fun way to get around. on the weekend, san francisco lawmakers scott wiener has introduced a bill to revive the city's downtown area. >> the state senator wants to exempt construction projects

resort company during our 3 p.m. program, getting answers, we talked about what travel plans you should make if you want to go skiing so the resorts are open at 100, and that's everything from china peak, dodge ridge, bear valley, all the way through the tahoe basin. >> they are open at 100. you need to bring extra layers up here because this system is going to come in a little bit warm. so snow levels are going to flex. they're going to start about 6500. then they're going to drop. and then i've seen them flexing up towards 7000ft. so most base areas at the resorts are anywhere between 6250 and 6900ft. so definitely be ready to go because it's going to be wait, it's not going to be cold smoke powell but it's definitely going to be sierra cement either. it's going to be that in between perfect to keep building the base as we march into the month of march. >> cooper's the best, he says. if you're planning on heading to

tahoe, leave before tomorrow's storm to avoid the most difficult driving conditions. >> yeah, i mean, it looks cold. it was cold here. it's got to be freezing up there. yeah and a lot of snow. >> sandyha patel is tracking what we're going to get here in the bay area. and of course up in tahoe city. >> yeah, and dan and ama, i just want to show you a beautiful picture from tahoe. and like you said, definitely pack those layers because you see the snow on top of the mountains. statewide snowpack is at 76% of average tahoe right now 37 degrees. all right. so if you are heading up, now's the time to go tomorrow. mixed precipitation, windy conditions. so it's a rain. snow mix, a few showers and gusty on sunday, both rain and snow 45 degrees. heavy rain and snow on presidents day. this is going to be the most challenging time to get up there. i would hold off and the snow continues on tuesday, but it is going to be nice to see the snow up there. let's talk about our active pattern. a pair of level two storms coming in this weekend into early next week. first one's tomorrow. the second one

is sunday afternoon into monday. expect downpours, gusty winds, rough surf, flooding on the roadways, streams and creeks. certainly will happen, at least at the second half of the weekend. possibility of downed trees and outages. and there is a chance of shallow landslides. here is our first storm. it is wound up nicely here. it does have that moisture plume extending out towards hawaii. here is the second storm and this looks even more potent than the one coming through tomorrow. so let's look at what's happening locally. see a lot of cloud cover. there is moisture up in the clouds, but it's not hitting the ground right now. your temperature is in the 50s and the 60s. at this hour. it's pretty mild in many areas of the south bay with the south wind out ahead of it tomorrow it's a level two, a moderate strength storm on our storm impact scale. rain down pours, especially in the afternoon evening gusts 20 to 40 plus miles an hour. rough and dangerous surf coming your way. so in the early morning hours, you're okay. 8 a.m. you start to see the rain moving in as we head into the noontime hour. pockets of moderate rain and then later on 3:00, you're

going to notice those downpours in really across the region. 5 p.m. still looking at some heavy rain going over to scattered showers for the latter part of saturday evening and early sunday morning, you get a little bit of a breather. i'll show you that in a moment. but just tomorrow's storm. what is north bay locations? over an inch santa cruz mountains looking at over an inch and a half. most of you right here will be in that quarter to three quarters of an inch. but places like napa picking up up to 9/10 of an inch. the winds come up out of the south 30 to 39 miles an hour along the coast. saturday morning, and going up to 40 miles an hour. now the hills will be stronger with those gusty winds. you could see some trees toppling. don't be surprised, especially as the ground is nearing saturation. saturday evening. winds are still gusty and then they start to drop off late in the evening. a winter weather advisory tomorrow morning to sunday morning in the sierra, 4 to 10in above 6000ft. gusty winds. it turns over to a warning 4 p.m. sunday until 10 a.m. wednesday, 1 to 2ft above 5500ft, 3 to 4ft

over the peaks. with those gusty winds, travel is going to be very difficult to impossible, so i wouldn't even try going up during that time. 40s and 50s on your temperatures in the morning, rain begins to develop and then it does intensify. by for the afternoon temperatures in the 50s and 60s for the afternoon. we're going to go to sunday morning. this is your breather. i mean, a little drizzle in the morning. that's about it. here comes that second storm sunday afternoon going into the 3:00 hour downpours into the evening, you'll still see some heavy rain at times. and as you look at the rainfall projections from sunday, all the way through wednesday, as that storm stalls, we're looking at 1 to 3in from most of you, but 4 to 6in plus in the santa cruz mountains and the coastal hills are looking at 6 to 8in of rain. here's a look at the accuweather seven day forecast two for tomorrow sunday afternoon on monday is a two chance of thunder and then a one for tuesday and wednesday. and then we get a chance to dry out.
