starting today. good morning. it's saturday, february 17th. we're talking about a level two storm and i want to welcome back meteorologist francis dinglasan, who is tracking the latest. >> yeah you're definitely going to need your umbrella over the next five days. we're going to see lots of rain. we're going to start off with a look at live doppler seven, the satellite radar image and what you'll notice is this long plume of moisture extending all the way to hawaii. and when we see this, this light atmospheric river, we know we're going to get a lot of rain as we look at live doppler seven right now, looping over the last few hours, we're starting to see some rainfall right now hitting the north bay. we're already getting a few hundredths of an inch in some parts of the north bay, but it is a level two storm and the heaviest rain will be hitting us this afternoon soon. so today, expect rain with downpours at times and gusts up to 40 miles an hour or even more. this storm brings us rough and dangerous surf to at the beaches with huge breakers close. to 28ft. in the

next couple hours, we'll start to see most of the rainfall hit the north bay. some lightrillionain, and then by about 10:00 this morning, we'll see some heavier rain in the north bay. the areas of yellow and orange. but all of us should be getting lightrillionain around the bay area this morning and into this afternoon is when things really pick up. i'll have rainfall amounts and possibly an even stronger storm with the accuweather seven day forecast coming up. stephanie francis, thank you. >> and the north bay preparation is underway ahead of these storms set to drench the bay area. firstrillionesponders are ready for some overtime and p-g-and-e's says it's ready to respond quickly to power outages. here's abc seven news reporter cornell bernard. >> p-g-and-e's says it's ready for the next series of storms to hit the bay area. >> we pre-stage a lot of the materials and equipment that might be damaged during a storm. that's stuff like poles, conductors, wires, transformers. megan mcfarland says 1.4 million p-g-and-e's customers lost power during powerful storms earlier this month. >> but this round, the utility

doesn't expect a direct hit. >> this storm, you know, rain, winds, low elevation, snow in some areas, but not those heavy sustained winds that can really damage our equipment. >> we've got the candles and the batteries out, but, um, that's kind of the key concern is all the power going down dusty road lives inside the nevada mobile home park, which lost power two weeks ago. >> on top of that, nearby armstrong avenue flooded, trapping some folks in their homes. dusty expects that flooding will happen again. >> i like this that it reminds me, go get the food i need. whatever it is that i'm going to need because we may not be able to get out. >> in santa rosa, we found tree crews getting a jump on the weather, trimming limbs and branches. first responders say more than a dozen homes were damaged by fallen trees during the last storm. >> the grounds are saturated and we are concerned with the already weakened trees that even though the winds aren't necessarily going to be as strong, they could likely bring additional trees down on paul, lowenthal says the santa rosa

fire department will be up staffing its swift water rescue team. >> sonoma county fire district will be patrolling the russian river ready to perform rescues if needed. officials urge everyone to be safe and be ready again. >> it really highlights the importance of making sure that people are ready and prepared, not only for the potential for additional trees to come down, but for more power outages as well. >> and speaking of outages, p-g-and-e's are asking customers to charge their cell phones and have flashlights handy. sonoma county closing some roads in the russian river valley ahead of the storms. these are roads which have flooded before in san rafael. cornell, bernard abc seven news the heavy rain here at home means the potential for 3 to 4ft of snow at the lake tahoe ski resorts. >> abc seven spoke with kevin cooper from california mountain resort company about the conditions you can expect in the sierra, so the resorts are open at 100, and that's everything from china peak, dodge ridge, bear valley all the way through the tahoe basin. >> they are open at 100. you

mayor tao missed the deadline to respond to this recall effort. also in oakland, it's been one year since the first african methodist episcopal church suffered a devastating fire, and now they're ready to start rebuilding. the historic church will host a commemorative event this weekend to honor its 160 year legacy and look to the future here. here's abc seven news reporter tim johns. >> monday marks one year to the day that the first african methodist episcopal church in oakland went up in flames. the church, which is commonly called fame oakland, is the east bay's oldest black church and has been a staple in the community for 160 years. this city knows us and we know them, so it's pretty devastating when that those flames went up, pastor rodney smith tells me one year on fame is finally ready to start rebuilding. and this weekend they'll host a special three day event to commemorate the fire and the church's future. tomorrow we're going to be doing community service at prescott

elementary school on sunday, we're going to be celebrating our traditional worship service. >> and then on monday, everybody, everybody come out. we have a grammy award winning artist that is coming for our gospel concert. >> even though the church burned last year, pastor smith says something extraordinary has happened since that time. he tells us through these troubles, his community has grown stronger. >> i was really afraid that people would stop coming to church. the very opposite has happened and we have seen more people since. the church has burned than we did before. >> that sense of community and service is fundamental to what fame oakland stands for, says dolly woodson, who was the first person to get a call that the building had caught fire. woodson tells me over the past 12 months, fame has kept up worship services despite not having a permanent home. >> it's important that the community knows that our mission is still alive, it's still viable, it's still going on. so the fact that that particular building on the corner of 37th and telegraph is no longer

functional, the work that we have to do in the community is still going to go on. a vision echoed by pastor smith, who says the future for fame is brighter than ever. >> and we're going to build back bigger, stronger and better than ever in oakland. >> tim jones, abc seven news. also in the east bay, police are searching for the killer of a woman found dead in a quiet pinole neighborhood. >> the victim was shot to death inside a house on summit drive. that's a cul de sac off san pablo avenue. officers found her at 845 friday morning as they responded to reports of someone being attacked. investigators identified the suspect as 36 year old jeffrey kendall. they're looking for him right now. the victim has not been identified yet, and no word on a motive. an antioch starting today, the city library will be closed indefinitely over safety concerns. library administrators say staff and visitors have encountered repeated dangerous incidents in just the last few months. antioch mayor lamar hernandez shared a letter he

penned to the county administrator with abc seven news. now he says, the city was never given any notice of this closure and wants answers across the bay now, a report evaluating those controversial center bike lanes in san francisco has now been released. the lanes are on leia street in the mission a' 42 page report says the bike lane has met its objective in improving traffic safety. but many business owners on valencia street claim the bike lanes have led to a decline of foot traffic into their stores in order to build the bike lane. sfmta removed 70 parking spots and turned them into loading zones. cyclists say the center bike lanes don't make them feel any safer. >> overwhelming feeling is that, you know, folks feel that the bike lane is not working as a cyclist, i don't feel safer making a left turn or a right turn from the center of the lane. >> as of mta confirmed, it is considering a change to the center bike lane on valencia street in the north bay. now the wife of the sonoma county

sheriff has pleaded no contest to a felony dui charge after this 2023 crash in santa rosa. 47 year-old natasha whitting hill ingram's blood alcohol level was greater than two zero when her tesla slammed into a home on beaumont way. you see here conditions of the plea include a 36 month probation period and a 120 days of jail, or a work release program. the sentence will be up to the court on the peninsula. now, stanford university students ended a sit in protest on campus after 120 days. this is what remains. this morning. students were protesting the israel-hamas war and refused to leave white plaza . the local council on american islamic relations say the students had a right to protest. however the university says the demonstration became a safety concern for the community. as we head to break, let's check in with francis. good morning. >> good morning stephanie. enjoy this live view from the exploratorium camera looking

russian opposition leader alexei navalny. he died in a russian prison camp on friday and was a fierce critic of russian president vladimir putin, a spokesman for putin said any suggestion russia was involved

in his death is, quote, appalling. closer to home, mourners gathered outside of san francisco city hall to pay tribute to navalny. over 100 people attended the vigil, and many say that navalny's death is what happens when a country no longer has democracy. naval his death comes as world leaders are meeting for the munich security conference that includes vice president kamala harris, who is meeting with ukrainian president vladimir zelensky today. harris is blaming putin for navalny's death on friday, she reassured american support for ukraine and nato allies as us secretary of state antony blinken is also at this conference in sterling, virginia. a firefight died and several others are injured after a house explosion. ten other firefighters and two civilians were rushed to hospitals in washington, dc after the blast. witnesses said they smelled gas at the scene. then this. >> this is an explosion. people

trapped in a basement, large debris fall everywhere working on trying to get the firefighters out of the basement . >> very scary. at least one firefighter was trapped in the basement of the house after this blast. and the cause of the fire is not known. back here, closer to home in the east bay, governor gavin newsom is unlocking a new effort to tackle homelessness. oakland is getting more than 100 new housing units. the $20 million investment is part of the state's homekey program. the governor toured this quality inn hotel that would be transformed into transitional housing. the governor says. it's not just a capital investment. >> we need to seed some of the operational supports, so we provide a sense of community and place and continuity and confidence for neighbors that this is an added value. this is not a burden for the community. >> this hotel will be ready in about a year. the governor says the state has spent more than three and a half dollars billion to purchase 15,000 hotel and motel rooms in just the past

three years in the south bay. the santa clara convention center is hosting the silicon valley auto show this weekend, and this year is all about electric vehicles, and it's a chance to see the latest cars before they hit the dealerships like this volkswagen id buzz, an electric remake of the classic vw bus. you can also check out the tesla cybertruck or the new lexus gx 550 luxury suv. >> it used to be that when we saw electric cars, they kind of looked dorky, like it was kind of a dopey little car. now what tesla and others taught us is like, well, what if you could have an electric car that's sexy looking? even the prius has a sexy new look. >> there's a lot of them. you can check out all the cars through tomorrow to lunar new year celebrations now, and a huge festival that took place in san jose, which is home to the largest vietnamese community in the nation. abc seven news reporter lauren martinez found people who came from all over

northern california to celebrate . >> i think the vietnamese or korean or chinese, there's no language for entertainment. new year wishes are underway at the san jose tech festival. >> carnival rides, games and food vendors are set up outside the eastridge mall. tet lunar new year is the longest holiday of the year in vietnam. even a small festival like this reminds many of home. >> i try to find a sense of belonging, you know, like because that's what we used to do in vietnam. we have a lot of fairs and festivals like that in vietnam. >> one family from the sacramento area said they drive to the bay area every year because they don't have a community celebration like this. >> the festivals like listening to the music and everything and like dressing up, maybe like hanging out with the family and meeting some new people and learning new things. >> rain is expected this weekend, but organizers are ready. >> we are like already set up

some big tent so people can sit down and wait until the rain go and it's too cold. we have some heaters for people can like feel warm and stay dry in the tent as well. >> an organizer described tet as thanksgiving, christmas and new year's all bunched into one big celebration. it's a time to honor traditions, family and a new start. >> just hoping everyone like health, the most important thing and yeah, wish everything you want come true in san jose. >> lauren martinez, abc seven news. the festival will be from 11 a.m. to 11 p.m. today and tomorrow back here in san francisco. >> a new clubhouse was dedicated this comes six years after a fire destroyed the prior one at the golden gate park golf course. golfers joined san francisco's mayor and a ribbon cutting ceremony. the event also marks the reopening of the municipal golf course after a one year closure. the renovated course is expected to host 40,000 rounds a year. well, we are on storm watch this morning.

waves more than 25ft higher, expected at certain locations this weekend. that's led to a high surf advisory along the coast in the north bay. that advisory will be in effect from 10 a.m. today until 4 p.m. on sunday, and frances is tracking the latest for us and the timing this morning. how's it looking? >> oh yeah. we're going to get hit by two storms this holiday weekend. right now it's looking quiet. we're getting some lightrillionain in the north bay, but more rain heading our way. and we'll start off with live doppler seven. the satellite radar image. because you can see how long this plume of moisture stretches out to hawaii, bringing us a lot of rain today before another storm arrives tomorrow. so here's a look as we zoom in closer to the bay area. some lightrillionain falling right now over santa rosa. we've already had a few hundredths of an inch, especially along the north bay mountains, and we'll get more of this rain in the next few hours. right now, temperatures in the mid 50s. enjoy this pretty view of the bay bridge and san

francisco while we can. before the rain moves in. looking from sutro, most temperatures in the low 50s in parts of the north bay, santa rosa, petaluma at 52 fairfield, concord at 51. livermore. chillier at 49 degrees. and this time in san jose. we're checking out some clouds there. so today is going to be wet and windy. tomorrow we have a slightly stronger storm arriving today. storms a level two. tomorrow is a level two, but we may bump it up to a level three. and then we have this unsettled pattern that stays with us through midweek. you'll be using your umbrellas quite a bit, so rainfall estimates today estimates today. not that impressive of anywhere from a quarter of an inch to over an inch. notice this is going to hit the north bay hardest today. but when we talk about the cumulative effects that's going to affect us over the next few days. so 9:00 this morning is when we expect to see rain. for most of us. and notice the north bay still gets the heavier rain this afternoon. the areas of yellow and orange appear, and

those are some of the downpours. also, the darker green ■moving through parts of the east bay this afternoon. and then this evening it starts to clear out. but you see why we get more rain in the north bay. we get a nice little break actually, tomorrow morning until about lunchtime. so that's a great time to clean out the gutters to check the damage and prepare for the next wave, which comes tomorrow afternoon. and what you'll notice with this one is it's going to be stronger. so we have heavier rain, stronger winds. notice the areas of orange and yellow, widespread from the north bay all the way down to the peninsula and the along the santa cruz mountains. so this is going to accumulate the rainfall and the grounds will already be saturated, continuing through tomorrow night into sunday and monday. notice the areas of pink and white there that is snow falling over the sierra, where they'll be getting feet of snow this weekend. high surf advisory stephanie mentioned this afternoon and tomorrow afternoon breakers may even reach up to 28ft for some of those west facing beaches. and then there's

good morning. we're expecting a level two storm arriving today, so if you're joining us this early, those dog walks, they could happen in the next hour. but yeah, that's about it, huh? you want to squeeze them in while you can because as we look at live doppler seven, the satellite image, we're already starting to see some rain hit the north bay. >> and this is going to bring us a lot of rain over the next few days. as you can see, we're going to get hit today. and then tomorrow with an even stronger storm. so back here in the bay area, some lightrillionain falling over parts of the north bay. but if you're on the peninsula, east bay or south bay, as stephanie mentioned, get that dog walk in while you can. you have a couple hours. maybe we'll show you how it plays out.

so it's a level storm. two today on our storm impact scale, the rain arrives. downpours at times, especially in the afternoon. gusts in excess of 40mph are possible. and this brings us rough and dangerous surf at the beaches. so 7:00 notice most of the rain still mostly in the north bay. then by about 10:00 we'll get some more widespread rain all around the bay area, but the heaviest rain the areas of yellow and orange tend to hit the north bay throughout the afternoon and into this evening. then we get a little of a bit of a break tomorrow, but then a stronger storm arrives. rainfall rates today range from anywhere from a quarter of an inch to over an inch. and notice the north bay will get the most. i'll have more details on what you can expect with the accuweather seven day forecast. stephanie >> all right, frances, thank you. now speaking of thatrillionain rain, look at this mess. all these storms are having an impact on bay area beaches. sky seven was over ocean beach here in san francisco where you could see

driftwood, plastic and other trash on the sand. and it's not just the litter water treatment plants sometimes release treated sewage during big storms and trash gets on the streets rather gets pushed into the gutters and sewer systems and then ends up as trash on the beach. the storms are costing a lot of money to an accuweather report says the atmospheric river that hit the state earlier this month could cost california an estimated $11 billion in sacramento county alone is looking at a $12 dollar bill. the county says the recent atmospheric river had about 150 downed trees and hit their drainage systems hard, but officials say a majority of the costs come from damage to the electricity grid. the report comes as they're also bracing for more rain to hit the area. this weekend. >> once the storm has passed, we'll assess the situation, go out, look at flood areas, look at how many trees the damage, and then turn to the board and say, we feel it's time to

declare an emergency. >> the sacramento area could see up to four inches of rain through wednesday in the east bay. now, two men arrested last week in connection with a mass retail theft from the emeryville apple store are now accused in a string of other heists. they've been charged by the alameda county district attorney. documents accused the men to be in connection with at least six other robberies at the berkeley store, with losses totaling over a quarter million dollars. the men are due back in court at the end of the month for preliminary hearings happening today. oakland representative barbara lee is keeping her campaign momentum going with another event lee is holding a get out the vote rally in san francisco castro district as part of her run for senate, according to recent polls, lee is trailing in third place with opponent adam schiff in a clear lead. the primary is on march 5th. hospital understaffing was the subject of a health care worker protest at zuckerberg san

francisco general hospital yesterday. stanford step up, step up, step up. registered nurses and other hospital workers say staffing conditions have become dangerous. they say they play a critical role in the city's plan to address the homelessness crisis. we continue to hear all of these plans to clean up, but there's no back end to the clean up plan. >> what are you going to do when you clear the encampments? >> where are those people going to go? there are no beds for them at the hospital. >> the san francisco department of public health tells abc seven news the city has made progress in filling some of the staffing shortages brought on by the pandemic. 109 registered nurses have been hired since late last year. temporary nurses have been hired, too, but that's been a point of contention with certain labor groups developing news. now, a huge blow for former president donald trump after a new york judge finds him. nearly

$355 million in his civil fraud case. abc news reporter johny fernandez has the details, along with trump's response. >> former president donald trump was fined $355 million and banned from doing business for three years in new york on friday, a judge arthur engoron ruling trump fraudulently overvalued his properties in order to get favorable bank loans and insurance rates. one example cited in court the trump tower triplex records, showed it was nearly 11,000ft■!s, but documents that trump filed stated it being nearly triple the size 30,000ft■!s. and while trump claimed his mar-a-lago resort was worth up to $600 million, it's true assessed value was actually no more than 27 million. >> donald trump falsely, knowingly inflated his net worth by billions of dollars to unjustly enrich himself. his family and to cheat the system. >> his sons, also facing consequences. eric and don

at the bay and we are tracking a level two storm this morning. francis will have all the details coming up. if you're traveling by bart this presidents day weekend, you might want to budget some extra time due to upcoming service delays. bart will not be running trains between the richmond and el cerrito del norte stations due to maintenance work on the tracks. bart's red line, which runs all the way between richmond and millbrae, will also be closed for the holiday weekend. because of that, bart will be offering a shuttle to and from sfo to the millbrae station. officials also say riders should be prepared for up to 20 minutes in delays. new this morning, a consumer alert transportation officials are

warning people of fast track text message scams. according to the examiner, the metropolitan transportation commission and the bay area toll authority say fast lane drivers on the golden gate and bay bridges are being targeted. some customers received messages with a link taking them to fake websites requesting they pay fines. transit officials do not use text messages to request payments for any tolls. now to the latest from the abc7 news i-team. a new california law is cracking down on surprise ambulance bills. i did some digging to find out how it will impact you. it was the short yet most expensive ambulance bill. frank chan and his wife hope to never see again. >> an i was shocked by this. bill chan was billed more than $2,200 after an e.r. visit led to an unnecessary ambulance ride . because i know exactly how far the distance is, his wife amber, drove herself to the emergency

view in san jose where it is cloudy with your headlines. so today it's going to be wet and windy. tomorrow afternoon and even stronger storm arrives and that continues into monday and then unsettled through midweek. so you're going to be seeing rain for probably the next five days. here's a future cast model 9:00 this morning is when we start to see more widespread rainfall all around the bay area. from the north bay down to the south bay. this storm is really going to hit the north bay the hardest, and that's where we see more of the yellows and oranges throughout the afternoon. and even into the evening hours. the north bay will get the most rain. we start to get patches of dry spots along the peninsula and in the east bay this evening, and then notice we get a pretty good break late tonight through tomorrow about noon. that's a great time to clear out the rain uh- shutters and all the rain drains and here is where we start to see the rain start to hit the bay area again. and what we'll notice by tomorrow afternoon is when we see the

heavier downpours for almost everybody. widespread rain, north bay, all the way down to south bay and the santa cruz mountains. and that continues tomorrow night and into monday. and the pink and white there that is snow falling in the sierra. so they're going to see lots of snow for the presidents day, presidents day holiday. so because of the cumulative effect and we're going to be inundated with rain over the next few days, there is a flood watch that starts tomorrow morning and continues through wednesday for the entire bay area highlighted there in green and the wind. advisory starts tomorrow morning with gusts up to 50mph, so we could see some downed trees and watch out for power outages and the rainfall estimates. if we take it over the next few days, are very impressive. many areas will see over 3 to 4in of rain. san francisco possibly up to five inches of rain. more than that in santa rosa. and then check out ben loman in the santa cruz mountains, maybe even 8.5in
