we're going to get five days of continued rain. so here's a look at live doppler seven. the satellite radar image. notice this plume of moisture this atmospheric river bringing us rain today. and then right behind it another storm. you can see it there spinning. and that's going to hit us tomorrow afternoon. and into monday. right now some light rain falling over parts of the north bay as we pause and stop the live doppler seven still dry for most areas, but we're going to get rain in the next couple hours. it's a level two storm on our storm impact scale. downpours at times, especially this afternoon and this evening, with gusts in excess of 40mph possible. and this is also going to bring us some very rough and dangerous surf at our beaches today. so notice by 7:00 most of the rainfall still in the north bay. then 10:00 is when we start to see the rain fall throughout the bay area. some heavier rain continues tomorrow or rather this afternoon and this evening, mainly in the north bay. i'll

have those rain totals coming up. stephanie francis, thank you. >> in the north bay, preparation is underway ahead of these storms set to drench the bay area. firstrillionesponders are ready for some overtime and p-g-and-e's tells us they're ready to respond quickly to power outages. here's abc7 news reporter cornell bernard p-g-and-e's says it's ready for the next series of storms to hit the bay area. >> we pre-stage a lot of the materials and equipment that might be damaged during a storm. that's stuff like poles, conductors, wires, transformers, megan mcfarland says 1.4 million p-g-and-e's customers lost power during powerful storms earlier this month. >> but this round, the utility doesn't expect a direct hit. >> this storm, you know, rain, winds, low elevation, snow in some areas, but not those heavy sustained winds that can really damage our equipment. >> we've got the candles and the batteries out, but, um, that's kind of the key concern is all the power going down dusty road

lives inside the nevada mobile home park, which lost power two weeks ago. >> on top of that, nearby armstrong avenue flooded, trapping some folks in their homes. dusty expects that flooding will happen again. >> i like this that it reminds me, go get the food i need, whatever it is that i'm going to need, because we may not be able to get out in santa rosa. >> we found tree crews getting a jump on the weather, trimming limbs and branches. first responders say more than a dozen homes were damaged by fallen trees during the last storm. >> the grounds are saturated and we are concerned with the already weakened trees that even though the winds aren't necessarily going to be as strong, they could likely bring additional trees down. >> paul lowenthal says. the santa rosa fire department will be up staffing its swift water rescue team. sonoma county fire district will be patrolling the russian river ready to perform rescues if needed. officials urge everyone to be safe and be ready again. >> it really highlights the importance of making sure that people are ready and prepared not only for the potential for additional trees to come down,

but for more power outages as well. >> and speaking of outages, p-g-and-e's are asking customers to charge their cell phones and have flashlights handy. sonoma county closing some roads in the russian river valley ahead of the storms. these are roads which have flooded before in san rafael. cornell bernard abc seven news. well the heavy rain here at home means the potential for 3 to 4ft of snow at the lake tahoe ski resorts. >> abc seven spoke with kevin cooper from california mountain resort company about the conditions you can expect in the sierra. >> so the resorts are open at 100, and that's everything from china peak, dodge ridge, bear valley all the way through the tahoe basin. they are open at 100. you need to bring extra layers up here because this system is going to come in a little bit warm. so definitely be ready to go because it's going to be wait, it's not going to be cold smoke pile, but it's definitely not going to be sierra cement either. it's going to be that in between perfect to keep building the base as we march into the month of march. >> natalie. >> good tips there. if you are

planning on driving to tahoe, the best time to go is before this evening or midday tomorrow. now you can track exactly when the rain will arrive, hour by hour with our live doppler seven radar. just search abc seven bay area and your device's app store to download it now. happening today. organizers leading the recall effort of oakland mayor shane towle will start gathering signatures from the community. the group, oakland united, will hold a rally to formally begin the petition at 11 a.m. campaign organizers say they want the mayor removed because she has failed to address violent crime in the city. nearly 25,000 signatures are needed from registered oakland voters in order for this recall. to qualify in november's general election, mayor tao missed the deadline to respond to this recall effort. also in oakland, it's been one year since the first african methodist episcopal church suffered a devastating fire. now they're ready to start rebuilding the historic church will host a commemorative event this weekend to honor its 160 year legacy and

look to the future. here's abc seven news reporter tim johnson. >> monday marks one year to the day that the first african methodist episcopal church in oakland went up in flames. the church, which is commonly called fame oakland, is the east bay's oldest black church and has been a staple in the community for 160 years. >> this city knows us and we know them, so it's pretty devastating when that those flames went up, pastor rodney smith tells me. >> one year on fame is finally ready to start rebuilding and this weekend they'll host a special three day event to commemorate the fire and the church's future. tomorrow we're going to be doing community service at prescott elementary school on sunday, we're going to be celebrating our traditional worship service. >> and then on monday, everybody, everybody come out. we have a grammy award winning artist that is coming for our gospel concert. >> even though the church burned last year, pastor smith says something extraordinary has happened since that time. he tells us through these troubles, his community has grown stronger

. >> i was really afraid that people would stop coming to church. the very opposite has happened and we have seen more people since the church has burned than we did before, and that sense of community and service is fundamental to what fame oakland stands for, says dolly woodson, who was the first person to get a call that the building had caught fire. >> woodson tells me over the past 12 months, fame has kept up worship services despite not having a permanent home. it's important that the community knows that our mission is still alive, it's still viable, it's still going on. >> so the fact that that particular building on the corner of 37th and telegraph is no longer functional, the work that we have to do in the community is still going to go on a vision echoed by pastor smith, who says the future for fame is brighter than ever. >> and we're going to build back bigger, stronger and better than ever in oakland. tim jonze, abc seven news. >> also in the east bay police are searching for the killer of a woman found dead in a quiet

pinole neighborhood. the victim was shot to death inside a house on summit drive. that's a cul de sac off san pablo avenue. officers found her at 845 friday morning as they responded to reports of someone being attacked. investigators identified the suspect as 36 year old jeffrey kendall. they're looking for him right now. the victim has not been identified and no word yet on a motive. happening today, the antioch library will be closed indefinitely over safety concerns. library administrators say staff and visitors have encountered repeated dangerous incidents in just the last few months. antioch mayor lamar hernandez thorpe shared a letter he penned to the county administrator with abc seven news. he says the city was never given any notice of this closure and wants answers across the bay. now, a report evaluating those controversial center bike lanes here in san francisco has been released. the lanes are onn sfmta's 42 page report says the

bike lane has met its objective in improving traffic safety, but many business owners on valencia street claim the bike lanes have led to a decline of foot traffic into their stores in order to build the bike lane. sfmta removed 70 parking spots and turned them into loading zones. cyclists say the center bike lanes don't make them feel any safer. the overwhelmed feeling is that, you know, folks feel that the bike lane is not working. >> as a cyclist, i don't feel safer making a left turn or a right turn from the center of the lane, as if mta confirmed it is considering a change to the center bike lane on valencia street in the north bay. >> now the wife of the sonoma county sheriff has pleaded no contest to a felony dui charge after this 2023 crash in santa rosa. 47 year-old natasha whittinghill ingram's blood alcohol level was greater than two zero when her tesla slammed into this home on beaumont way. conditions of the plea include a

36 month probation period and 120 days of jail, or a work release program. the sentence will be up to the court on the peninsula. now stanford university students ended a sit in protest on campus after 120 days. this is whatrillionemains this morning. the students were protesting the israel hamas war and refused to leave white plaza. the local council on american-islamic relations says the students had a right to protest. however, the university says the demonstration became a safety concern for the community. as we head to break, let's check in with francis. good morning. >> good morning stephanie. morning everyone. we're looking live from emeryville towards san francisco. we already have some lightrillionain falling in parts of the north bay, like santa rosa and even san francisco airport. or rather, yes, san francisco airport. getting some lightrillionain right now and it's going to hit the rest of us in the next couple of hours. i'll let you know how much you can expect. this is a level two storm, and then we have a stronger storm arriving

at sfo this morning. this is the beginning of what will be several storms expected this weekend, including a level two today at 613. hundreds of people descended on the capitol to protest the death of russian opposition leader alexei navalny . he died in a russian prison camp on friday and was a fierce critic of russian president vladimir putin. a spokesman for putin said any suggestion russia

was involved in his death is, quote, appalling. closer to home , mourners gathered outside of san francisco city hall to pay tribute to navalny. over 100 people attended the vigil. many say that navalny's death is what happens when a country no longer has democracy. navalny's death comes as world leaders are meeting for the munich security conference that includes vice president kamala harris, who is meeting with ukrainian president vladimir zelensky today. harris is blaming putin for navalny's death. on friday, she reassured american support for ukraine and nato allies. us secretary of state antony blinken is also at this conference in the east bay. now, governor gavin newsom is unlocking a new effort to tackle homelessness. oakland is getting more than 100 new housing units. the $20 million investment is part of the state's homekey program. the governor toured this quality inn hotel that will be transformed into transitional housing. the governor says the state has spent more than three

and a half dollars billion to purchase 15,000 hotel and motel rooms in just the past three years, and the south bay, the santa clara convention center is hosting the silicon valley auto show this weekend. this year is all about electric vehicles and it's a chance to see the latest cars before they hit the dealerships. like this volkswagen id buzz an electric remake of the classic vw bus. you can also check out the tesla cybertruck you see here, or the new lexus gx 550 lucky suv. >> it used to be that when we saw electric cars, they kind of looked dorky, like it was kind of a dopey little car. now what tesla and others taught us is like, well, what if you could have an electric car that's sexy looking? even the prius has a sexy new look. >> there you have it. there's a lot of them. you can check out all the cars through tomorrow to the lunar new year celebrations now. and a huge festival that took place in san jose, which is home to the largest vietnamese

community in the entire nation. abc seven news reporter lauren martinez found people who came all over northern california to celebrate >> i think the vietnamese or korean or chinese, there's no language for entertainment. >> new year wishes are underway at the san jose tech festival, carnival rides, games and food vendors are set up outside the eastridge mall. tet lunar new year is the longest holiday of the year in vietnam. even a small festival like this reminds many of home. >> i try to find a sense of belonging. you know, like because that's what we used to do in vietnam. we have a lot of fair and festival like that in vietnam. >> one family from the sacramento area said they drive to the bay area every year because they don't have a community celebration like this. >> the festivals like listening to the music and everything, and like dressing up maybe like hanging out with the family, meeting some new people and

learning new things. >> rain is expected this weekend, but organizers are ready. >> we are like already set up some big tent so people can sit down and wait until the rain go and it's just too cold. we have some heaters for people can like feel warm and stay dry in the tent as well. >> an organizer described tet as thanksgiving, christmas and new year's all bunched into one big celebration. it's a time to honor traditions, family and a new start. >> just hoping everyone like health, the most important thing and yeah, wish everything you want come true in san jose. >> lauren martinez, abc seven news. so much fun. >> the festival will be from 11 a.m. to 11 p.m, both today and tomorrow. back here in san francisco, a new clubhouse was dedicated. this comes six years after a fire destroyed the prior one at the golden gate park golf course. golfers joined san francisco's mayor and a ribbon cutting ceremony. the event also marks the reopening of the municipal golf course after a

one year closure. the renovated course is expected to host 40,000 rounds a year as well. we are on storm watch this morning, waves more than 25ft high are expected at some locations this weekend. that's led to a high surf advisory along the coast and in the north bay. that advisory will be in effect from 10 a.m. today until 4 p.m. sunday, and frances is tracking the latest forest, including the timing, the impact, and we understand the possibility for the storm to be upgraded tomorrow. is that right? yeah. >> tomorrow is going to be even stronger. right now we have it as a level two, but we could bump it up to a level three because we're just going to get inundated with rain and it's going to have a cumulative effect on the damage it might cause the bay area. here's a look at live doppler seven satellite radar image. this light atmospheric river is going to bring us rain in the next few hours. heavier in. the afternoon, and then just behind it, another system arrives tomorrow afternoon and continues into monday. some lightrillionain falling right

now over parts of the north bay. we even had a few raindrops over sfo this morning and we're going to see it move in from emeryville. we're looking towards the bay bridge and lots of temperatures in the low to mid 50s. san francisco 54, oakland 55, hayward 56, san jose 54. and we also have 55 in half moon bay and as we show you another live shot in the north bay, this is san rafael. we see temperatures a little bit cooler in the north bay, some low 50s for santa rosa, petaluma, even fairfield in the east bay and concord in the east bay, rather. concord 51 degrees, livermore 49 degrees. right now sfo you can see the runway a bit wet there. today is going to be wet and windy. then tomorrow afternoon and monday a stronger storm arrives and that's why we might upgrade it. the unsettled pattern continues through midweek, so you want to have those umbrellas handy over the next five days. so at 8:00 this morning, you'll notice some of the rainfall still mainly in the north bay. and then it moves through the afternoon by about

2:00 we'll start to see some heavier rain, widespread rainfall, and we'll see the rain continues, especially in the north bay where we see the oranges and even some reds into this evening. and then what you'll notice is after 10:00 tonight, if you have plans to go out mostly dry, cloudy conditions, we could still see some spotty showers, but that's a great time tonight. not until noon tomorrow. that will be a good time to clean out the drains and gutters, because this is a system that's stronger. you see more yellow there tomorrow afternoon soon. and this is when the warm front moves through. so we'll see some heavy rain, especially those areas of red and orange. those are the stronger downpours. we ends will pick up two tomorrow afternoon and evening, and then it will turn into more rain monday as the cold front moves through. so because of the continuous rain, there's a flood alert in effect tomorrow. so through wednesday we're expecting flooding, small streams, creeks and on roads. in addition, the wind advisory

two today, moderate with downpours at times, especially this afternoon. gusts in excess of 40mph are possible, and rough and dangerous surf expected at the beaches, so watch out if you're heading there. 7:00 this morning, most of the rain still in north bay. you see, by about 9:00 it starts to hit the peninsula. and then 11:00, still mainly in the north bay. it's really not till later on this afternoon that some of the rain moves in towards the east bay, and some heavier rain with yellow. there around the bay, and then this evening notice itrillioneally impacts the north bay. the orange and the red. there they'll continue to get the most of the rain this evening and rainfall amounts range from anywhere from a quarter of an inch to over an inch. and i'll let you know what you can expect over the next few days. stephanie. all right, frances, thank you. >> and take a look at this mess. all these storms are having an impact on bay area beaches. sky seven was over. ocean beach here in san francisco where you could see driftwood and plastic and other trash in the sand. and it's not just the litter water

treatment plants sometimes release treated sewage during big storms. trash on the street gets pushed into the gutters and sewer systems and then ends up as trash on the beach and these storms are costing a lot of money to. an accuweather report says the atmospheric river that hit the state earlier this month could cost california get this an estimated $11 billion was sacramento county alone is looking at a $12 million bill. the county says the recent atmospheric river had about 150 downed trees and hit their drainage systems hard, but officials say a majority of the cost comes from damage to the electricity grid. the report comes as they're also bracing for more rain to hit the area this weekend. >> once the storm has passed, we'll assess the situation, go out, look at flood areas, look at how many trees the damage, and then turn to the board and say, we feel it's time to declare an emergency.

>> area could see up to four inches of rain through wednesday in the east bay. now, two men arrested last week in connection with a mass retail theft from the emeryville apple store are now accused in a string of other heists. they've been charged by the alameda county district attorney, and documents accused the men to be in connection with at least six other robberies at the berkeley store, with losses totaling over a quarter million dollars. the men are due back in court at the end of the month for preliminary hearings happening today. oakland representative barbara lee is keeping her campaign momentum going with another event. lee is holding a get out the vote rally in san francisco's castro district as part of her run for senate, according to recent polling, lee is trailing in third place with opponent adam schiff in a clear lead. the primary is on march 5th, with her hospital. understaffing was the subject of a health care worker protest at zuckerberg. san francisco general hospital

chan and his wife hope to never see again. >> i was shocked by this. bill chan was billed more than $2,200 after an er visit led to an unnecessary ambulance ride. because i know exactly how far the distance is. >> his wife amber, drove herself to the emergency department, was admitted and then transferred to the mental health inpatient clinic, which happened to be the building next door to the er, approximately 100 yards away. amber wanted to walk, but says she was told an ambulance was required. then came the bill. i was so shocked. the chan said. they were stuck sorting this out for five days as both the hospital and the ambulance company went back and forth on who's responsible to pay it. >> i think it's very unfair. >> this was a story we first brought you last year. since then, a new law passed pushing for more transparency in situations like this. assembly bill 716 went into effect in january and targets any surprise ambulance bills. see last year when you call 911, an ambulance

hour hour and a half out from that rainfall to hit san francisco. >> yeah definitely. we'll start to see some rain drops in san francisco during the 8:00 9:00 hour. here's a look at live doppler seven showing you this plume of moisture. so all this moisture is going to hit us today. and then just behind it is another system here. this is going to hit us tomorrow afternoon and continue through monday. so right now we have some lightrillionain falling through parts of the north bay. we've already got several hundreds of an inch parts of mount tam, and it's going to be approaching san francisco shortly. we already had a few raindrops over sfo live shot though. in san jose shows you some cloudy conditions. temperatures mainly in the mid 50s. oakland right at 55. san francisco 54. also san jose, san mateo a little bit cooler at 53 degrees this time we're looking at the golden gate bridge. so the roads still dry right now, but that's going to change in the next couple hours. and in the north bay we have some slightly cooler numbers. low 50s for you in petaluma it's 50 degrees fairfield 53, concord 51

and livermore 49 degrees. so cooler in parts of the inland areas. so here are the weather headlines. so today it's wet and windy. then tomorrow afternoon through wednesday a stronger storm arrives. the unsettled pattern continues through midweek. so you may need your umbrella all the way through wednesday. forecast animation shows at around 8:00 this morning, still mainly affecting the north bay. then by lunchtime we'll get widespread rainfall for everybody. and notice the areas of yellow. that's the more moderate rainfall it's going to hit the north bay hardest this evening. you see the oranges and the reds even through the evening hours. but by 9:00, if you have plans to go out, it turns into spotty showers and then we get a little bit of a break late tonight until about noon tomorrow. so that's the best time to make sure you clean out those rain gutters and drains before this heavier rain arrives sunday afternoon, and you can tell it's heavier by the reds and the orange still getting a lot of the north bay,
