and an oakland church on the road to rebirth of the event today that could help reopen the doors after a devastating fire. abc seven news starts right now. >> always live abc seven news starts right now. >> it's all hands on deck tonight for emergency crews in the north bay. the latest winter storm is rumbling across the bay area this evening, giving us yet another wet weekend and new concerns about flooding in many areas. good evening and thanks for joining us. i'm karina nova. the weather system is measuring a one on our storm impact scale right now. not much of an impact across the bay area. so far, but that could change soon. we have team coverage starting with spencer christian in the storm center and spencer thankfully today a little bit more calm. but tomorrow is a concern, right? >> you're right about that, karina. so we've got lightrillionain right now across the bay area. there may be a few isolated downpours. let's take a

close up look. you can see that the rain is becoming more widespread now. we've got some little pockets of steadier rain surging onshore right now, mainly up in the north bay, down through the golden gate into san francisco and onto the northern part of the peninsula. but the storm is going to become more widespread as we get into the next couple of hours, but it's still a light storm. you can see the bigger, stronger storm still offshore, moving in our direction. that will be plowing into the bay area tomorrow. right now, though, we have gusty winds, wind gusts at the coast up to an and over 30mph. the wind will be tapering off a little bit later in the evening. so this is still a level one storm through tonight with continued periods of lightrillionainfall, maybe occasional downpours, wind. gusts can still reach 20 to 40mph, but they'll be easing up after 10 p.m. and we have rough and dangerous surf. here's the forecast animation starting at 5 p.m. notice between 5 and 8:00. we'll see that steadier, heavier rain pretty much moving out of here with little pockets of showers trailing into the late night, and even the overnight hours in advance of the arrival

of our next storm, which is coming our way tomorrow. so this current storm will produce rainfall totals just under a half inch for most of the bay area, but we have a wind advisory that will be in effect from 10 a.m. tomorrow to 4 a.m. tuesday. so we've got some strong, gusty wind coming our way tomorrow and the next couple of days. we have a high surf advisory in effect until 4 p.m. tomorrow. wave heights are elevated and dangerous. swimming and surfing conditions and we have a flood watch in effect for the whole bay area. i'll have the full accuweather seven day forecast a little bit later. uh- karina. >> all right, spencer, thank you. abc7 news reporter cornell bernard continues our coverage now. he's live in petaluma, where the storm has rolled in, and cornell, how are things looking for you now? >> hey, karina. well, we are definitely getting wet. it has been raining off and on now for several hours. it's windy, two firstrillionesponders are gearing up for stronger storms this weekend into next week, which could bring which could bring flooding and the possibility of some water rescues. barry the gold

swiftwater rescue team fires a rope gun across the russian river. this team is running practice drills with swimmers ahead of strong back to back storms, which could raise river levels higher. >> so we've established our line across the river right? barrett will work on making his anchor on this side. >> this team now activated and ready for the real thing. if the call comes, we don't practice on the public. >> it's imperative that we're experts at our job before the emergency happens. >> by late morning, rain started falling in sonoma county. the storms bring a threat of flooding. that's why several roads in the russian river valley are being closed. like mark west station road, where firefight rescued a driver two weeks ago after they ignored barricades and flooded signs. >> and we'll definitely be making a presence to make sure people are obeying the rules and not going past the barricades because they will be fined. >> this room is all about gathering intelligence on the incoming storms. sonoma county fire activating its emergency

seven bay area in your devices app store. now to download it. an alameda county fire crew is back in service today. their effort to clean up after a recent storm was shut down by thieves, two service trucks and a buggy were broken into and vandalized last week in pleasanton. the thieves took personal items and five chainsaws used for storm cleanup, a loss of about $15,000. the department was able to replace three of the stolen chainsaws. so far, no one was arrested, and oakland police are investigating a similar incident. in that case, two workers were robbed of chainsaws at gunpoint thursday in the piedmont area. an update to a story we first brought you last night. police have made an arrest in the murder of a woman inside a home in pinole. investigators say 36 year old jeffrey kendall was taken into custody during a traffic stop late last night in the santa cruz area. a gun was discovered in his car. kendall is now facing homicide and domestic violence charges as the woman

was found shot to death yesterday morning in the home on summit drive. she has not yet been identified. kendall is being held on $1.1 million bail. the campaign to remove oakland mayor shengtao from office took a major step forward today. organizers have officially started gathering signatures on their petitions. the group oakland united to recall xiang tao or oust, held its kickoff rally today in jack london square. judge brenda harbin fought the lead proponent of the recall, says the city has declined under tao's watch. tao has not commented on the recall. it is sad that our city has become has gotten into the state. >> it is. i care about oakland. i am out here because i care about oakland and because oakland deserves so much better, so much than what this mayor is telling us that we should accept . mhm. >> the organization has until

july 22nd to collect about 25,000 signatures to initiate the recall. that's about 10% of oakland's registered voters. democrat katie porter is picking up a key endorsement in california's senate election today. the san francisco chronicle endorsed porter in next month's primary. the paper picked porter over 11 other candidates in the race, including congress members adam schiff and barbara lee. in giving its endorsement, the chronicle's editorial board called porter the most impressive of the candidates they interviewed and said she was overflowing with ideas and energy while demonstrating deep policy knowledge. investigators remain on the scene of a deadly explosion in virginia. when we come back, the search for a cause of the blast that leveled a home and killed a firefighter also know an anniversary that could have been somber for one east bay church is now providing hope for parishioners. the latest on their efforts to rebuild

[jim valvano] don't give up. don't ever give up® a massive house explosion in the washington, dc suburbs. the home in loudoun county, virginia, was obliterated in the blast. a volunteer firefighter identified today as 45 year old trevor brown was killed. brown was a married and a father of three young children. the tragedy is hitting hard for the fire agencies in the d.c. suburbs. we lost a family member.

>> we lost one of our own. as the system doesn't matter its career or volunteer. we lost a family member. >> 11 other firefighters and two civilians were also injured but are expected to survive. firefighters were called to the home to investigate a gas smell. there honing in on a 500 gallon propane tank that was apparently leaking as the cause of the explosion in oakland church is marking one year since a devastating fire. with a sign of their rebirth. parishioners of the first african methodist episcopal church gathered today for a day of service. they held an up from the ashes community day to celebrate the rebuilding of the congregation. the festivities included food. trucks and games as well as health, education and employment opportunities for the community. >> the church is a building, but the real church is the community and the people and the love. so when the physical building burned, it was the best, worst thing that ever happened because that made us turn inward. and we

decided that this upcoming year we were going to serve and we were going to love even more than we had before. that church burned. >> there will be events tomorrow and monday to mark the church's rebirth. fame is the east bay's oldest black church. it's been in the community for 160 years. we're learning new details about the safety concerns that led to the abrupt shutdown of the contra costa county library branch in antioch. the library sent a long list of detailed incidents to the city, including hate messages and drug use. inside the building, as well as the discovery of blood and bullet casings on the property, all within the last few weeks. the county announced it is shutting down the library, effective today. until further notice. antioch mayor lamar hernandez thorpe told abc seven news the city was not given any notice about the closure. there's a new plan to try to move a stuck boat back in the

determined the 57 ton vessel cannot be moved because it's too weighted down by water and sand. the press democrat reports salvage crews will need to take the boat apart instead, with powerful waves expected all weekend, it's unlikely operation will begin immediately. the delay could increase the risk of the ocean breaking that boat apart. it? yeah, and they've just had bad weather, you know, to deal with. and that's really impacted their efforts there. >> and there's not going to be much improvement over the next three days. the gusty winds, heavy rain at times uh- and the high surf. it's going to be problematic. so and not just for that but for all of us, pretty much everyone in the bay area. >> i mean, just look at this radar. >> oh my gosh, you're right karina, it's raining right now and it's becoming a bit more widespread. and you see those orange and yellow colors here up. uh, just offshore moving into the north bay. this is our

heavier, steadier rain right now. it's mainly in the north bay and down to the golden gate into san francisco right now. now this system is going to move out of the bay area later tonight, but the stronger system is coming in behind it. that will be our next storm. it will be a level two on the exclusive abc seven storm impact scale. but right now, we've still got a significant storm. we've got wind gusts up to almost 40mph in some coastal locations. this is a level one storm, the one for tonight on on the exclusive abc seven storm impact scale. and through tonight we expect to continue rain with a few downpours. but the rain will taper off late tonight. it will be gusty for a couple more hours, but the gusts will be easing after about 10 p.m. and rough and dangerous surf will be with us for a while. here's the forecast animation starting at 5 p.m. notice between five and about eight. we'll see the storm weakened significantly into just a few areas of scattered showers. that will be the pattern overnight right into tomorrow. before that next stronger storm arrives. rainfall totals from the current storm. um, by 8:00 tomorrow morning. generally under a half inch of

rain across the bay area. but of course, that will change as other storms approach us 56 degrees right now in san francisco and oakland. upper 50s, mid to upper 50s at hayward, san jose, san mateo and half moon bay. other temperature readings right now mainly in the low 50s at santa rosa, petaluma, upper 50s at napa, fairfield, concord and livermore. and let's check out our forecast headlines for this evening. wet and windy for the next few hours tomorrow through monday. stronger storm arrives, bringing heavier rain, stronger winds and through midweek, our weather pattern is going to remain up settled. so you can see that we should be prepared for some active weather for a few days. a wind advisory will be in effect from 10:00 tomorrow morning to 4 p.m. tuesday, and our winds will be out of the south at 25 to 35mph, with gusts possibly exceeding 50mph. we also have a high surf advisory in effect until 4 p.m. tomorrow. large breakers may reach heights of 18 to 22ft. and of course, this means dangerous swimming and surfing conditions. we have a flood uh- flood watch

in effect for the entire bay area. that's a watch, not a warning. so between 10 a.m. tomorrow, 10 a.m. wednesday, flooding is possible on streams, creeks, roadways in low lying areas, especially overnight lows mainly upper 40s to low 50s. highs tomorrow in the 60s mid 60s. pretty mild, but it will be rainy and in the sierra we have a winter storm warning that will be in effect from 4 p.m. tomorrow to 10 a.m. wednesday. we could see 2 to 4ft of snow. they're going into wednesday and our forecast animation shows wave after wave of rain and stormy weather coming in monday. tuesday finally winding down on wednesday. so we've got some challenging weather ahead of us. here's the accuweather seven day forecast two consecutive days tomorrow and monday of level two storms tapering off to level one on tuesday and wednesday. and finally beginning to dry out late next week. >> we're just minutes away from two bay area legends battling for three point supremacy. the warriors steph curry and walnut creek's own sabrina ionescu going head to head at all star
