start to your saturday in the bay area, as many places get a good soaking from the latest winter storm and more is on the way. good evening, i'm karina nova. the first of back to back storms blew through the bay area today, but tomorrow is expected to be stronger. a two on our exclusive storm impact scale. let's get our first look at the weather with spencer christian and how long it's going to last and how bad it's going to be. spencer well, it's going to be stronger. >> karina, than the one we have

today. as you pointed out, it's going to be a level two storm on our exclusive abc seven storm impact scale. let's take a look at live doppler seven. you can see the storm that we had earlier this evening is just about over. we have just a few light scattered showers. and here comes storm number two. also a level two storm. it's going to be much stronger than the one we had today. it's going to bring us tomorrow. moderate heavy rainfall. in fact, this storm will continue into monday. uh- wind gusts 20 to 40mph or even higher. rough and dangerous surf and a flood watch is in effect. here's the forecast animation starting 10 a.m. tomorrow. notice that the storm doesn't really move onshore until around midday between noon and about 2 p.m. it'll spread across the entire bay area, bringing periods of very heavy downpours and strong, gusty winds. and it's going to continue through tomorrow night and through the day on monday, leaving behind maybe two or more inches of rainfall. as i mentioned, a wind advisory in effect from tomorrow morning through tuesday evening. and we have a flood advisory in effect and a high surf advisory. i'll give you a closer look at the seven days ahead in just a few

minutes. >> karina. all right. spencer. thank you. in santa rosa, this large tree came down on fourth street downtown, causing a power outage in the area. firefighters showed up and cleared the tree within an hour, and they warned people when power lines come down, they should treat them as energized and call 911. the bay area is bracing for the storms. this holiday weekend, and firstrillionesponders say they're ready for whatever comes . abc seven news reporter cornell bernard went to the north bay, which was one of the first places to get a hit today as the rain rolled in, barry. the gold ridge swiftwater rescue team fires a rope gun across the russian river. >> this team is running practice drills with swimmers ahead of strong back to back storms, which could raise river levels higher. >> so we've established our line across the river, right? barrett will work on making his anchor on this side. >> this team now activated and ready for the real thing. if the call comes, we don't practice on the public uh. >> it's imperative that we're

experts at our job before the emergency happens. >> by late morning, rain started falling in sonoma county. the storms bring a threat of flooding. that's why several roads in the russian river valley are being closed, like mark west station road, where firefighters rescued a driver two weeks ago after they ignored barricades and flooded signs. >> and we'll definitely be making a presence to make sure people are obeying the rules and not going past the barricades because they will be fined. >> this room is all about gathering intelligence on the incoming storms. sonoma county fire activating its emergency operations center, where real time data and weather forecasts are being reviewed and relayed to crews responding to emergencies. so we're looking to very strong winds causing trees down again, power lines down looking at very heavy rainfall. so we're probably going to be dealing with roads flooded in petaluma. >> umbrellas were up. we found emerson rahimian pulling a wagon selling girl scout cookies in

the rain. >> my mom always tells me to take my hood down. so when people couldn't see my whole face but in my ears get really cold. we're seeing some strong wind and rain here in petaluma, the chp says stormy weather always increases the risk of spinouts, so if you're out and about, you know the drill. >> be careful and slow down in petaluma. cornell, bernard. abc seven news. >> thanks, cornell. the surf was churning today in san francisco because of the storm. there is a high surf advisory in effect until 4:00 tomorrow afternoon, and the waves could reach well over 20ft in height. it covers all the bay area beaches down to monterey. it is estimated that the severe winter storms that hit california earlier this month will end up costing the state nearly $11 billion, much of the high cost associated with storm is from the damage that was done to the state's power grid, from high winds and downed trees. and while crews are still cleaning up, more storms are moving in with heavy rain. parts

of the bay area are expected to see up to six inches of rain between now and wednesday. you can track exactly when that rain will arrive and how bad it will be hour by hour with our live doppler seven radar. just search abc seven bay area in your device's app store to download it now. new details tonight on the antioch library. it's going to reopen on tuesday after the county decided to close it today because of, quote, repeated dangerous incidents. abc seven news reporter anser hassan learned that some of those include sex and drug use. >> on saturday, the antioch library was closed. the list of reasons were documented in an email sent to the city. abc seven news was able to get a copy of the email. some of the concerns a couple openly having sex in the library, hallway and bathroom, police apprehending a wanted suspect using a computer in the teen section. drug use in the library. vicinity car break ins and patrons verbally

assaulting staff. >> they were just out at the um city council meeting getting awards, and we haven't heard about any of this to garrett is an antioch resident and community activist who uses a library a lot. >> she says she's never had any issues there. the library is located just a few blocks from a middle school and the high school. she says it's an important place for students to come after school. >> they even have laptops that the children can, um, check out. >> then saturday evening, antioch mayor lamar hernandez thorpe announced on facebook that the library will reopen on tuesday. no reason given as to why garrett says she's ecstatic to learn the news. she says the library is located in a low income neighborhood that is already struggling with limited resources. >> this community is losing everything. we recently lost target. joanne's um, we're supposed to be losing the pittsburg, antioch amtrak station and now the library.

>> mia hernandez thorpe sent a letter to the county administrator saying, quote, according to our city admin station, no. one in the city of antioch, including the police chief, was informed of any safety concerns by contra costa county regarding the library. garrett says the reopening of the library is also important because it's election season, so where is district one supposed to go and vote at now? >> there's a world of knowledge in that place, and it it it can't stay closed. >> in antioch, anser hassan abc seven news. police have made an arrest in the murder of a woman at a pinole home. >> investigators say 36 year old jeffrey kendall was taken into custody during a traffic stop late last night in the santa cruz area. a gun was discovered in his car. kendall is now facing homicide and domestic violence charges. the woman was found shot to death yesterday morning inside the home on summit drive. she has not been identified. in alameda county,

fire crew is back in service today after their effort to clean up following a recent storm was shut down by thieves. two service trucks and a buggy were broken into and vandalized last week in pleasanton. the thieves took personal items and five chainsaws used for storm cleanup. a loss of about $15,000. the department was able to replace three of the stolen chainsaws, and so far no one has been arrested. oakland police are investigating a similar incident. in that case, two workers were robbed of chainsaws at gunpoint thursday in the piedmont area. organizers of the campaign to remove oakland mayor xiang tao officially started gathering petitions today. oakland united to recall xiang tao, or oust, held its kickoff rally today in jack london square. the organization has until july 22nd to collect about 25,000 signatures to initiate the recall, or 10% of oakland's register voters. judge brenda harbin forte, the lead proponent

people from partaking, and the many carnival rides there. games and food vendors outside the eastrillionidge mall. the tet lunar new year is the longest holiday of the year in vietnam. and happening tomorrow, vo. the city of oakland will be hosting its second annual lunar new year parade. the parade starts at 1 p.m. and will mission park and will extend through the chinatown district. the parade is hosted by the oakland chinatown improvement council. downtown oakland's black panther museum received a big boost in its mission to promote the party's rich history. east bay assembly member mia bonta presented staff with a $1.25 million check to fund the museum . it was a big night there today and abc7 news was there as visitors took in one of several films being screened. today. would have been founder doctor huey p newton's 82nd birthday. the museum threw a big party in his honor as part of the

celebration. well, we just talked about a couple of big events happening this weekend. so much going on. unfortunately for oakland, that outdoor event might get rained on. so just bring your rain gear and still try to enjoy it. >> exactly. just brave the elements and get an early start because the rain tomorrow may not really hit here until about midday. >> okay, so early part of the day looks a little better. >> much better. okay. much better. so right now we're looking at live doppler seven. and you can see that today's this evening storm just about gone. but there is still there are still some light sprinkles down in the south bay and in the santa cruz mountains. but that storm is gone and this is the storm. we're focusing on now, a stronger, more intense storm moving in tomorrow and monday. it may even last until wednesday on the exclusive abc seven storm impact scale. this is going to be a level two storm tomorrow, with moderate to heavy rainfall, wind gusts generally about 20 to 40mph, with higher gusts from time to time. rough and dangerous surf will be with us through the day tomorrow as well. here's the forecast

animation starting at 10 a.m. tomorrow by about noon or a little bit afternoon. we'll see the first wave of strong heavy rainfall moving onshore the north bay and then during the next two hours we'll see it spreading to all parts of the bay area. these areas of orange and yellow and red represent heavy downpours, and there will be lots of them across the entire region through tomorrow night in to monday morning through the morning commute monday into morning, monday evening. this storm is going to be with us for a while, so. so up until 11:00 tomorrow night. we're expecting rainfall totals in excess of an inch and a quarter in the north bay, just just under an inch in oakland, just under an inch in san mateo, over inch in redwood city. and that's just for between now and tomorrow night, 11:00. there'll be more on monday and tuesday. right now we're looking at temperature readings from san francisco to half moon bay in the low to mid 50s. we have temperatures up north right now in the 40s in some spots, 46 in petaluma right now, 49 at napa, about 50. low to mid 50s at santa rosa, fairfield, concord and livermore. and these are the forecast headlines overnight some scattered showers but not

much in the way of additional rainfall. until tomorrow. tomorrow and monday expect a stronger storm arriving and sort of lingering for a while. and then through the middle of the week going into the latter part of the week, the weather will will remain unsettled, although the rainfall is not going to remain heavy that entire period of time. wind advisory in effect from 10 a.m. tomorrow to 4 a.m. tuesday. winds will be generally out of the south, 20 to 30mph, with gusts up to 50 or maybe even higher. so bear that in mind because trees could blow down with the ground so saturated and high. surf advisory in effect until 4 p.m. tomorrow, large breakers may reach heights of 22ft. and of course, that means dangerous swimming and surfing conditions and flood watches in effect, for the entire bay area from 10:00 tomorrow morning to 10 a.m. wednesday. flooding is possible, or even likely actually on creeks, streams and roadways in low lying areas overnight. low temperatures will be in the upper 40s to low 50s. highs tomorrow, generally in the low to mid 60s, so it will be mild and a pretty warm storm, but certainly a wet one. and over in

the sierra winter storm warning in effect from 4 p.m. tomorrow to 10 a.m. wednesday, 2 to 4ft of snow could accumulate above 7000ft. and our forecast animation long terme shows us going into the middle of the week. with that storm just sort of lingering and producing significant rainfall, at least into the middle of the week. here's the accuweather seven day forecast level two storm tomorrow, a level two storm on monday. finally, on wednesday, we'll see the storm weaken a bit to a level one, and there may be choosier is what i meant. but also on wednesday, a showers lingering into wednesday morning and finally thursday. maybe be our best chance to see a sunny day. but the next four days are going to be pretty wet. >> wow. and it's been raining pretty much almost, what, seven days? kind of on and off it has. >> and the ground is saturated and so it doesn't take a lot of rain to produce the, you know, concerns for flooding. and those concerns are with us right now. all right. >> well, i know you're going to stay on top of it, spencer, thank you so much. we'll check back in with you. but still

virginia, home reduced to a pile of smoldering rubble after it was leveled by a massive explosion friday evening. >> total devastation. there's a debris field well into the street and into the neighboring homes. >> firefighters arriving at the residence following a call about the smell of gas. >> crews found a 500 gallon underground underground propane tank leaking. the odor, the propane from that leak had migrated into the home. >> minutes later, a catastrophic explosion which trapped several firefighters inside the home. >> we had a surgeon significant damage. the house was pretty much leveled. people trapped in a basement, large debris pile everywhere, working on trying to get the firefighters out of basement. >> one firefighter was killed, 45 year old trevor brown of the sterling volunteer fire company. we lost a family member. >> we lost one of our own. as the system doesn't matter, it's career or volunteer. we lost a family member. >> ten firefighters were transported to local hospitals

57 ton vessel cannot be moved because it's too heavy with water and sand. the press democrat reports. salvage crews will need to take the boat apart instead, with powerful waves expected all weekend, it's unlikely operations will begin immediately. the delay could increase the risk of the ocean breaking the boat apart in your consumer news now, we're talking about the cost of groceries and household items. everything is getting more expensive, and experts say it's expected to get worse in the bay area. abc7 news anchor stephanie sierra spoke with a local economist about what to expect, according to the bureau of labor statistics, the cost of store bought food increased by more than 23% from february 2020 to may 2023. >> why are prices staying high as inflation declines? >> the food prices that you mentioned, it has gone up at an annual rate of about 4.8. while we were expecting it to be not so high, and that actually has

raised the rate of inflation, the general inflation, by more than what we expected. we expect it to be about maybe 2.9. the latest statistics shows that 3.1% right now, the cost of groceries vary drastically nationwide, as you were just pointing out and we know it's especially bad in the bay area. >> why is this? do you see this trend changing any time soon? >> bay area and in general, california, as you know, is the fifth largest economy uh- right below japan and germany. so we are a very rich area compared to the nation. for example, average salaries in berkeley is about 20% higher than the national average. unfortunate thing is that that kind of creates a feedback loop. so when the salaries go up, they charge higher prices. in fact, it's probably going to get worse because as you probably know, as of april of this year, the minimum wage is going to be about $20 an hour. i have another example for you. >> this ribbon is the same brand

one purchased christmas of 2022, and that was 14.99, and the same ribbon purchased this past christmas went up to 24.99. so rounding up here, let's just say inflation was at the height 10. that should have gone up no more than $1.50. instead that rabbit i just showed you went up more than 50. to what extent is this just corporations using inflation as an excuse to raise prices? >> yes, it is possible that corporations may take advantage of the hike that's going on every prices are going up and uh- they raise prices in at a regional level, especially, like i said, in the bay area. uh- and when you ask why, they say, well, it's inflation, whereas it's really not inflation, it's a number of factors that are combined together. one of the major drivers of inflation is the labor cost. you know, manufacturing especially that goes up in terms of i mean, the

>> it's been nearly 40 years since san francisco hosted panda pair union and yinxing. their three month visit left quite an impression. >> the highest attendance we have ever had on thanksgiving in the history of the zoo. even though they were just here for three months, we were over a million visitors since then, zoo ceo and director tonya peterson has dreamed of hosting giant pandas once again. >> but on a more permanent basis . >> we've been pursuing this relationship for over a decade, particularly with the shanghai zoo and some of our partners in china. >> when san francisco hosted apec last november, chinese president xi jinping hinted california could once again see pandas return. mayor london breed even made a formal ask on the tarmac. then peterson got the call on christmas day, we received news that there were visitors and experts coming from chengdu. >> they want to get a sense of the zoo, a sense of our community, our sense of our dedication to conservation. also to medicine and to animal wellness. >> so to san francisco, stand a chance in being gifted these pandas from china. i consulted with the leading panda

conservation expert who has been advising zoos for decades, choosing pandas is combination of financial, political. call. >> uh, conservation oriented and a legal town has advised zoos for decades on what it would take to host these black and white giants, and believes our city has the edge over san diego. >> who zoo is also in the running to let it up. >> you have. is that your san francisco? uh. and you have a, you know, a very strong asian community, even if san francisco has loaned the pandas the cost would be significant. >> before the pandemic, estimates to convert this space totaled about $25 million. >> in addition to that, you should budget for about ten years of operating expenses. it can be up to $1 million a year to keep the giant pandas here, but to peterson, it's a price that would pay dividends, that there's an instant joy between the human and the giant panda. >> in san francisco, diane lim, abc seven news spencer's here

with me now to talk about the weather. >> but first, have you seen the pandas in person? >> i have not, no, but i want to. >> i got to see them in washington dc at the zoo. they're really. and it was so cool. oh man. and it's quite an experience. you take a lot of pictures. yeah. yeah. so hopefully they make it here. so make it easy for all of us to be able to see them. i want to take pictures with them. yeah. with i know you're like can i hold one. they're like no, no, no. >> here's a picture for you. you live doppler seven. well sort of live. you can see our next storm moving in our direction. it's closing in on us in just a few hours. it'll be here as a level two storm on the exclusive abc seven storm impact scale tomorrow and even into monday. a moderate heavy rainfall, wind gusts up to 45mph or higher. rough surf, of course. here's the forecast animation. the storm arrives onshore tomorrow in the midday hours up in the north bay, and then it will expand quickly to other parts of the bay area. and you see those bright colors, the reds and oranges and yellows indicating heavy downpours. so this is going to be a pretty intense

storm continuing through the day tomorrow night through the day tomorrow through tomorrow night into monday, and even into tuesday morning. it'll be accompanied by strong gusty winds. so we have a wind advisory in effect tomorrow into tuesday morning. gusts up to about 50mph. we have a high surf advisory in effect until 4 p.m. tomorrow with dangerous surfing and swimming conditions, of course, and a flood watch for the entire bay area that's in effect until 10 a.m. wednesday. especially for creeks, streams and roads in low lying areas. here's the accuweather seven day forecast level two storm tomorrow and monday, then a level one tuesday and wednesday. so there's a lot of rain coming our way on top of already saturated soil with occasional wind gusts that are pretty strong. so we may see some downed trees and some power outages over the next few days. >> all right. thanks for that, spencer. appreciate it. all right. let's get to chris now with a preview of sports high karina coming up in sports. >> spring training gets going for both the a's and giants down in arizona. plus dame time in indy. oakland's own damian

>> spring training is underway. the a's full squad reports on monday in arizona. earlier this week, the a's made history hiring jenny kavanaugh to become the first woman in major league baseball history to be a team's primary play by play announcer. kavanaugh has 20 years of media experience, most recently served as backup play by play announcer with the colorado rockies, along with her hosting and reporting duties as well. giants assistant coach alyssa nakken is not yet at spring training, but has a really good excuse. she gave birth to a girl, austin, last month and is on maternity leave. manager bob melvin says he isn't sure when she'll be back with the team, but alyssa, still helping the giants new coaches learn about the players even taking part in team meetings via zoom. melvin glad for any and all assistance she's providing. we've had some meetings last few days. >> she's been on, uh, you know, via zoom, but there's a lot more important things going on in her life, right now. you know, we had a coach's, uh, little two day meeting here that she put together the whole thing very structured. um and i think she.
