this morning before another storm hits the bay area. the concern now becomes outages as saturated soil causing trees like this one to fall over. good morning. it's sunday, february 18th, i'm stephanie sierra. another level two system on the

abc seven storm impact scale arrives later today. meteorologist francis dinglasan is with us this morning. and francis, when can we expect the rain to pick back up? and when do the heaviest downpours begin? >> right around midday. so we have a break. take advantage of this right now. all is quiet on live doppler seven, but we are tracking the next system just off our coast. it's spinning right there and it's going to hit us around midday. it's going to bring us some very heavy rain this afternoon and overnight into this evening. so on our storm impact scale, it's a level two today and tomorrow. moderate to heavy rain at times. winds will be gusting up to 50mph. so flooding is possible and a concern for our streams, rivers and some roadways. so 9:00 this morning. still pretty dry. and then you'll notice that around lunchtime it hits the north bay. first. those areas of red is where we see the downpours and the oranges and the greens are the lighter rain by this evening you notice it still focuses mostly on the north bay, but this system will be sliding

through the rest of the bay area. even heavy rain through the sacramento valley. the area of red there line moving east throughout the evening and overnight. we'll see some heavy rain. in fact, rainfall estimates for this 12 hour period from about noon to midnight will be over an inch, maybe 1.75in in yonville near one, and a half inches in napa. but if you're south of the golden gate bridge, san francisco, about three quarters of an inch, and then in the rain shadow areas like mountain view, maybe only a quarter of an inch, and in the east bay, about half an inch. i'll let you know how much more rain we can expect over the next few days. stephanie francis, thank you. >> we're seeing impacts in the north bay. this large tree came down on fourth street downtown, causing a power outage in santa rosa. fire fighters showed up and cleared the tree within an hour. but they are warning people when power lines come down like this. treat those power lines as if they're energized and call 911. now the

slick roads are making for some dangerous conditions on the road. one person has died after they reportedly hit a parked rv. it happened just after midnight on highway 237, in lafayette. reports show the sedan traveled off the highway into the rv, then slammed into a chain link fence. that's when the car went up in flames. the woman who lives in the rv was not hurt, but her vehicle was damaged and a man. >> but then my heart also goes out to her family and everything, you know, because they're going to lose their, you know, their dog is dead or their mom's dead, you know, or wife or something, you know, and so shook me up. >> this is a developing story. >> we will give you the latest information once it's available. now, this morning there is not a significant amount of people waking up without electricity. that's good news. you're looking at p-g-and-e's outage map and the green and yellow dots are indicating the neighborhoods that are currently in the dark right now. as of right now,

we're seeing most outages near petaluma, where there are 140 people with no electricity, and near the santa cruz mountains, where nearly 150 people don't have power currently. well, the rain is forcing a lot of people to change their holiday plans this weekend while you prepare for more rain, firstrillionesponders are standing by in case you need their help. abc seven news reporter cornell bernard checks in with crews in the north bay. barry. the gold ridge swiftwater rescue team fires a rope gun across the russian river. >> this team is running practice drills with swimmers ahead of strong back to back storms, which could raise river levels higher so we've established our line across the river right? >> barrett will work on making his anchor over on this side. >> this team now activated and ready for the real thing. if the call comes in, we don't practice on the public uh. >> it's imperative that we're experts at our job before the emergency happens. >> by late morning, rain started falling in sonoma county. the

storms bring a threat of flooding. that's why several roads in the russian river valley are being closed. like mark west station road, where firefighters rescued a driver two weeks ago after they ignored barricades and flooded signs. >> and we'll definitely be making a presence to make sure people are obeying the rules and not going past the barricades because they will be fined. this room is all about gathering intelligence on the incoming storms. >> sonoma county fire activating its emergency operations center, where real time data and weather forecasts are being reviewed and relayed to crews responding to emergencies. >> so we're looking to very strong winds causing trees down again, power lines down, looking at very heavy rainfall. so we're probably going to be dealing with roads flooded in petaluma. >> the umbrellas were up. we found emerson rahimian pulling a wagon selling girl scout cookies in the rain. >> my mom always tells me to take my hood down so when people can see my whole face, but in my

ears get really cold in petaluma . >> cornell, bernard. abc seven news now you can track exactly when the rain will arrive hour by hour with our live doppler seven radar. >> just search abc seven bay area and your device is app store to download it now. police have made an arrest in the murder of a woman at a pinole home. investigators say 36 year old jeffrey kendall was taken into custody during a traffic stop late friday night in the santa cruz area. a gun was discovered in his car. kendall is now facing homicide and domestic violence charges. the woman was found shot to death friday morning inside the home on summit drive. she has not been identified. we also have new details. the antioch library will reopen tuesday after the county decided to close it because of what it calls repeated dangerous incidents. abc seven news reporter anser hassan learned that some of those incidents include sex and drug use. >> on saturday, the antioch library was closed. the list of

reasons were documented in an email sent to the city. abc seven news was able to get a copy of the email. some of the concerns were a couple openly having sex in the library, hallway and bathroom, police apprehending a wanted suspect using a computer in the teen section, drug use in the library. vicinity car break ins and patrons verbally assaulting staff. >> they were just out at the um city council meeting getting awards, and we haven't heard about any of this. >> tashina garrett is an antioch resident and community activist who uses the library a lot. she says she's never had any issues there. the library is located just a few blocks from a middle school, and the high school. she says it's an important place for students to come after school. >> they even have laptops that the children can, um, check out. >> then saturday evening, antioch mayor lamar hernandez thorpe announced on facebook that the library will reopen on tuesday. no reason given as to why garrett says she's ecstatic

to learn the news. she says the library is located in a low income neighborhood that is already struggling with limited resources. >> this community is losing everything. we recently lost target. joanne's um, we're supposed to be losing the pittsburg, antioch amtrak station and now the library. >> mia hernandez thorpe sent a letter to the county administrator saying, quote, according to our city administrator, no one in the city of antioch, including the police chief, was informed of any safety concerns by contra costa county regarding the library. garrett says the reopening of the library is also important because it's election season, so where is district one supposed to go and vote at now? >> there's a world of knowledge in that place, and it it it can't stay closed. >> in antioch. anser hassan abc seven news organizer is campaigning to remove oakland mayor shane towle from office, officially started gathering

petitions. >> oakland united or oust held its kickoff rally yesterday in jack london square, where the organization has until july 22nd to collect about 25,000 signatures to initiate the recall, or 10% of oakland's registered voters. judge brenda harbin forte, the lead proponent of this recall, says the city has declined under tao's watch. >> it is sad that our city has become has gotten into the state. it is. i care about oakland. i am out here because i care about oakland and because oakland deserves so much better, so much than what this mayor is telling us that we should accept . mhm. earlier this month, governor gavin newsom deployed 120 chp officers to address the rising crime in the area. >> today, the african methodist episcopal church in oakland will hold its first worship service since its building burned in a fire over a year ago. the church held an up from the ashes

community day to celebrate the rebuilding of the congregation. the festivities included food trucks and games, as well as health, education and employment opportunities for the community. >> the church is a building, but the real church is the community and the people and the love. so when the physical building burned, it was the best, worst thing that ever happened because that made us turn inward. and we decided that this upcoming year we were going to serve and we were going to love even more than we had before. that church burned this weekend marked one year since the fire happened on the peninsula. >> now, san mateo county's effort to prevent driver less waymo cars may fall short. that's according to our media partners at the san francisco standard. the california dmv has approved waymo's use of freeways , highways and rural roads in january. now, waymo has asked the puc to expand beyond san francisco, including to sfo, san

rain this morning as we are preparing for the next level two system to arrive. it's 513. we're learning more about the home explosion in virginia that killed one firefighter. authorities say the man killed was a volunteer firefighter and a father of three. trevor brown was pronounced dead on the scene , and officials say he had been volunteering since 2016 and is survived by a wife and three children. >> we lost a family member. we lost one of our owners. the system doesn't matter. it's career or volunteer. we lost a family member. crews initially responded to reports about the smell of gas outside of the home. >> that's when they found a 500 gallon propane tank and that tank then exploded. ten firefighters were transported to local hospitals, four of them are recovering, but are expected to survive. two civilians were also hurt. the cause of this explosion is still unknown this morning. a new bill is gaining support from california lawmakers. the measure would

allow california cities to employ undocumented students without legal work permits. a separate piece of legislation was introduced this week, and it allows all state universities and colleges to employ undocumented students who struggle financially. california is home to about 83,000 undocumented college students, the largest in the nation. to consumer news now and the cost of groceries and certain household items, everything now is getting more expensive. and experts say it likely will get worse here in the bay area. i spoke with a local economist about what to expect. according to the bureau of labor statistics, the cost of store bought food increased by more than 23% from february 2020 to may 2023. why are prices staying high as inflation declines? >> the food prices that you mentioned, it has gone up at an annual rate of about 4.8. while we were expecting it to be not so high, and that actually has

raised the rate of inflation, the general inflation, by more than what we expected. we expect it to be about maybe 2.9. the latest statistics shows that 3.1. now the cost of groceries vary drastically nationwide, as you were just pointing out and we know it's especially bad in the bay area. >> why is this? do you see this trend changing any time soon? >> bay area and in general, california, as you know, is the fifth largest economy uh- right below japan and germany. so we are a very rich area compared to the nation. for example, average salaries in berkeley is about 20% higher than the national average. unfortunate thing is that that kind of creates a feedback loop. so when the salaries go up, they charge higher prices. in fact, it's probably going to get worse because as you probably know, as of april of this year, the minimum wage is going to be about $20 an hour. i have another example for you. >> this ribbon is the same brand

one purchased christmas of 2022, and that was 14.99, and the same ribbon purchased this past christmas went up to $24.99. so rounding up here, let's just say inflation was at the height 10. that should have gone up no more than $1.50. instead that rabbit i just showed you went up more than 50. to what extent is this just corporations using inflation as an excuse to raise prices? >> yes, it is possible that corporations may take advantage of the hike that's going on every prices are going up and uh- they raise prices in at a regional level, especially, like i said, in the bay area. uh- and when you ask why, they say, well, it's inflation, whereas it's really not inflation, it's a number of factors that are combined together. one of the major drivers of inflation is the labor cost. you know, manufacturing especially that goes up in terms of i mean, the

ribbon and things like that. the major input to that is these are oil based products. so when the price of oil goes up, basically all of that goes up. amazon is joining space and trader joe's in a lawsuit responding to employee attempts to unionize. >> amazon made the filing against the national labor relations board on thursday. it denies charges, stating it retaliated against a new york worker who attempted to unionize. that is, two years ago. amazon says the charges against the company should be dismissed, and they claim the structure of the board violates the constitution. we have new details on the operation to free a stuck fishing boat near bodega bay, take a look at this. after a week long effort, the u.s. coast guard determined the 57 ton vessel cannot be moved because it's too heavy with water and sand. now, the press democrat reports salvage crews will need to take the boat apart instead, with powerful waves expected, it is unlikely operations will begin

immediately. the delay could increase the risk of the ocean breaking the boat apart. we'll take a look. some scary moments off of highway 101, in northern california this weekend. video shows moments where rocks and trees fell over. wow. and just started pouring onto the road after this heavy rain. this happened in del norte county. crews spent the weekend cleaning up all that debris, and the stretch of 101 is now open at the oregon border. lots of heavy rain there and that heavy rain continues today. francis is in the weather center tracking the very latest. and how is the timing looking? >> it's coming right around midday, so if you need to do anything outdoors right now is a good time to do it. this morning until about lunchtime. and that's when it hits the north bay. first, with all the rain coming, our way, stephanie, we could see more landslides and possibly some downed trees, so we'll let you know where the heaviestrillionain will hit. here's a look at live doppler seven right now in the satellite radar image. so you see this low

pressure spinning off our coast as we zoom in right now. not too much going on, but this is going to hit us over the next 24 hours, especially hard. what's causing a trouble right now? if you're heading out shortly is visibility is limited. it's down to half a mile in concord, santa rosa, three fourths of a mile. and we also have some low clouds over the coast. half moon bay, six miles as we show you live, shot from from our exploratorium camera. you can see those low clouds over the financial district. san francisco is currently 51. oakland 49 degrees, so it's a little bit cooler this morning. san mateo also still in the 40s half moon bay at 54 degrees and this time from emeryville. we're looking west towards bay bridge and san francisco. some chilly numbers for you in santa rosa, concord and livermore in the low 40s. petaluma, napa and fairfield right now in the low 50s. so here's when you can expect for today. we're going to see some

heavy rain and strong winds. this arrives in the afternoon and continues overnight. and then tomorrow we'll see the showers scattered but heavy still. and then possible thunderstorms throughout the day tomorrow. and then we still have this unsettled pattern through mid week. so scatters will linger into tuesday and wednesday. a high surf advisory still in effect until 4:00 this afternoon, with large breakers up to 28ft and current wave heights right now range from 12ft in point arena down to six feet in monterey bay. be careful if you're heading to the coast this morning. here's a futurecast model. so 9:00 just some clouds. we might even see some sunshine there through parts of the south bay and then lunchtime is when we start to see some heavy rain move in towards the north bay first. that's the. red, the downpours, the oranges and yellows. more moderate rainfall. and then by this evening you'll notice it continues to move through the

north bay, sliding a bit towards the southeast. and then this evening is when we'll start to see the rain continue, especially through the sacramento valley down south of san jose. and this rainfall will continue new into tuesday and wednesday, even though it starts to taper off. and then rainfall amounts will be quite impressive . they'll be ranging from anywhere from over or actually under an inch in livermore to over 4.5in in santa rosa. so be prepared for this rain to really hit the north bay the hardest once again. and also along the coast. here's the accuweather seven day forecast. so expect the storm to hit by midday tomorrow. also, gusty with a chance of thunderstorms. then we drop it to a storm level one on tuesday and wednesday with the showers tapering off by morning. thursday looks dry by now. friday possibly mostly sunny, but we're also tracking another system that is bringing us a chance for next weekend, so that could be changing. >> okay, so we'll see it again

and ballers has picked a home field. the team will play at the historic raimondi park in west oakland, and as abc seven news reporter ryan curry explains, the ballers are investing more than $1.5 million to renovate this park. >> when you look at this field, it's safe to say it's seen better days. an old scoreboard, unkempt grass. but those better days might be coming fairly soon. i think it's just going to be about showing your love of oakland and showing your love of community. enter the new minor league team starting their first season. founders brian carmel and paul freeman pride

pressure that's going to be making its way toward us this afternoon. that's going to bring us the rain. and it's a storm level two on our impact scale, moderate to heavy rain with us gusting up to 50mph. flooding is possible and a concern for some of our streams, rivers and also on the roadway. 9:00 this morning. still looking pretty dry. by around 1230. as we see we see some heavy rain hitting the north bay. and then this evening will also see some heavy rain spread a little bit more south and east. but notice the brunt of it still hits the north bay overnight. tonight we'll see some heavy rain move in throughout the rest of the bay area, and rain totals just over the day to day will range from anywhere there, from a quarter of an inch and half mountain view, all the way to 1.75in in yountville. more rain to come and more totals coming up. stephanie francis, thank you. >> and those waves have been churning in san francisco because of the back to back

storms. there is a high surf advisory in effect until 4 a.m. tuesday, and those waves could reach well over 20ft in height. it covers all the bay area beaches down to monterey. former president donald trump hit the campaign trail just one day after being fined $355 million by a new york judge. now, nikki haley also joins in on her home state race with just one week until the primary, abc news reporter johny fernandez has more from the battleground. >> one day after being fined $355 million in his civil fraud case, former president donald trump hit the campaign trail in two battleground states saturday . trump's first stop at a sneaker convention in philadelphia facing some boos from the audience. it's a slightly different audience than i'm used to, but i love this audience. >> we have to go out and vote. we got to get young people out to vote. >> the former president then

traveling to michigan this november, the great state of michigan is going to tell crooked joe biden, you're fired. his republican rival, nikki haley, taking aim at the former president's legal troubles. >> then the campaign reports came out and we saw that he spent $50 million of campaign contributions to his campaign on his personal court cases. think about that. but haley is trailing 32 points behind trump in her home state with the south carolina primary just a week away. >> meanwhile, president biden, in a call with president zelensky, said ukraine's withdrawal from the town of avdiivka was tied to congress's inability to pass further aid to help the country fight its war with russia. >> look, ukrainian people have fought so bravely and heroically they put so much on the line and the idea that now you're running out of ammunition, we walk away. >> i find it absurd. >> the senate already passed

are petitioning at uc berkeley for a change in leadership after a shooting on campus this month. on february 9th, a man fired several rounds into the air shortly after getting into a fight on campus. thankfully, no one was hurt, and campus police took the man into custody a short time later, the campus warned me system did not notify students of the incident until 40 minutes after. so far, 177 signatures call for the resignation of the university's emergency management director, along with reform of the warn me system. san francisco is expanding its first year free program that waives many fees for new business owners. since the program began, the city says it waived almost $2.6 million in fees, but business owners tell abc seven news reporter luz pena they need more help during the pandemic. >> andrea becerra found refuge in her kitchen as she grieved the passing of her dad. >> the first is fine. my

the valleys. livermore 43, also in the north bay. it's only 44. in santa rosa. and then right around the immediate bay area, upper 40s to near low 50s, 51 in san francisco. so here's what it looks like for today. it's still quiet right now. you have a chance to get things done, go outdoors, clear the drains, and then just before lunchtime, we'll start to see the warm front moving through the north bay and then through the rest of the bay area. this is the heavier, steadier rain throughout the afternoon into this evening, and then we'll continue to see some very heavy showers turning more scattered in nature tomorrow. but with the scattered nature, we still could see a chance of isolated thunderstorms. also tomorrow is our best chance for that and also into the central valley. these are higher rainfall amounts all the way into wednesday, so we could see a little less than this. but some areas could reach over 4.5in, like santa rosa and yountville, possibly napa. even san francisco can get up to three

inches by wednesday. of course, we'll see less rain in the rain shadowed areas and in the interior valleys like livermore, possibly less than an inch. so there's a flood watch in effect. it starts today at 10:00 and continues through wednesday. flooding is possible in the creeks, streams and on roads. we're not concerned with major rivers at this point. also, the winds will pick up, gusting up to 50mph. winds from the south today until 4 a.m. on tuesday, and high surf advisory also extended until tuesday morning, so breakers reaching up to 28ft for some of those west steep facing beaches. don't turn your back to the water if you're at the coast, and if you're heading to and from tahoe right now is a great time to go. because this afternoon at around 4:00, a winter storm warning starts. they could see 3 to 4ft over the peaks. gusts up to 55mph. so travel will be very difficult to impossible. definitely. we'll see chain controls and possibly

operator to keep it open. here's abc7 news south bay reporter dustin dorsey. >> like a scene from an apocalypse movie, an east san jose gem sits empty with green water and drained pools. a sad sight to see at raging waters. after the owners of northern california's largest water park announced their sudden and surprising close at the end of last season. but soon enough, the park will look like this once again. >> raging waters will be open this summer, providing the fun experience we all know and love. >> this is exciting to our residents in district eight and east san jose. raging waters is back. >> back like it never left. only better this time with food trucks and a wine garden to go along with the family fun, the city hopes to finding long time partner to keep the park open permanently. but for now, a short time agreement will keep it open and maintained. california dreamin entertainment will operate the park until at least september 2025. they're going to invest about $6 million
