will be heaviest in the afternoon and early evening hours as we show you live. doppler seven right now lots of cloud cover, some fog in parts of the east bay and north bay, and this system just off the coast will be spinning there for the next few days, bringing us some heavy rain tonight and tomorrow. some chance of thunderstorms and then scattered showers on tuesday and wednesday. so it's a level storm. two moderate to heavy rain. expected wind gusts up to 50mph and flooding is a concern with this system. 9:00 this morning still dry and then by about lunchtime it hits the north bay first. some of the heavier rain is in the orange and the red there, and you'll see it will be pretty steady throughout the afternoon, mainly hitting the north bay and into the evening hours. you can see that red line north to south in the san bento valley. it will continue to bring us heavy rain overnight. rainfall totals in the next day, just until 11:00 this evening could possibly be over an inch and a half in parts

of the north bay, like clear lake and yountville, san francisco, getting near three quarters of an inch and less as we head farther south and east. i'll have more rain totals for you coming up. stephanie francis, thank you. in the north bay, this large tree came down on fourth street downtown, causing a power outage in santa rosa. >> firefighters showed up and cleared the tree within an hour. but they're warning people when these power lines come down, treat them as if they're energized and call 911. now the slick roads are making for some dangerous conditions on the road. one person has died after they reportedly hit a parked rv. it happened just after midnight on highway 237, in lafayette. reports show the sedan traveled off the highway into the rv, then slammed into a chain link fence. that's when the car went up in flames. the woman who lives in the rv was not hurt, but her vehicle was damaged. >> i'm mad, but then my heart also goes out to her family and everything, you know, because

they're going to lose their, you know, their dog is dead or their mom's dead, you know, or wife or something, you know, and so it shook me up. >> this is a developing story, and we will give you the latest information on once it is available this morning. there is a significant power outage we're tracking in campbell, right now. we're learning there are 963 people currently without power. as you can see here on your screen, the green and yellow dots do indicate the neighborhoods that are currently in the dot. and you can see that they're pointed out on the map. um we're also seeing the worst of the outages in san francisco, where about 100 people are currently without electricity, and near the santa cruz mountains, where we're learning nearly 150 people still currently don't have power. now, the rain is forcing a lot of people to change their holiday plans this weekend. while you prepare for more rain, firstrillionesponders are also

standing by in case you need their help. abc seven news reporter colonel bernard checks in with crews in the north bay. barry the gold ridge swiftwater rescue team fires a rope gun across the russian river. >> this team is running practice drills with swimmers ahead of strong back to back storms, which could raise river levels higher. >> so we've established our line across the river right? barrett will work on making his anchor on this side. >> this team now activated and ready for the real thing. if the call comes, we don't practice on the public uh. >> it's imperative that we're experts at our job before the emergency happens. >> by late morning, rain started falling in sonoma county. the storms bring a threat of flooding. that's why several roads in the russian river valley are being closed. like mark west station road, where firefighters rescued a driver two weeks ago after they ignored barricades and flooded signs. >> and we'll definitely be making a presence to make sure people are obeying the rules and

made an arrest in the murder of a woman at a pinole home. investigators say 36 year-old jeffrey kendall was taken into custody during a traffic stop late friday night in the santa cruz area. a gun was discovered in his car, kendall is now facing homicide and domestic violence charges. the woman. was found shot to death friday morning inside this home on summit drive. she has not yet been identified. we also have new details. the antioch library will reopen tuesday after the county decided to close it because of what it calls repeated dangerous incidents. abc seven news reporter anser hassan has learned. some of those incidents include sex and drug use. >> on saturday, the antioch library was closed. the list of reasons were documented in an email sent to the city. abc seven news was able to get a copy of the email. some of the concern was a couple openly having sex in the library, hallway and bathroom. police apprehending a wanted suspect using a computer in the teen section. drug use in the

library. vicinity car break ins and patrons verbally assaulting staff. >> they were just out at the um city council meeting getting awards and we haven't heard about any of this. >> tashina garrett is an antioch resident and community activist who uses the library a lot. she says she's never had any issues there. the library is located just a few blocks from a middle school, and the high school. she says it's an important place for students to come after school. >> they even have laptops that the children can, um, check out. >> then saturday evening, antioch mayor lamar hernandez thorpe announced on facebook that the library will reopen on tuesday. no reason given as to why garrett says she's ecstatic to learn the news she says the library is located in a low income neighborhood that is already struggling with limited resources. >> this community is losing everything. we recently lost target. joanne's um, we're supposed to be losing the

pittsburg, antioch amtrak station and now the library. >> mia hernandez thorpe sent a letter to the county administrator saying, quote, according to our city administration, no one in the city of antioch, including the police chief, was informed of any safety concerns by contra costa county regarding the library. garrett says the reopening of the library is also important because it's election season, so where is district one supposed to go and ■vote at? >> now there's a world of knowledge in that place, and it it it can't stay closed. >> in antioch, anser hassan abc seven news. >> also in the east bay, an alameda county fire crew is back in service after their recent storm cleanup effort was targeted by thieves, two service trucks and a buggy were both broken into and vandalized last week in pleasanton. the thieves took personal items and five chainsaws used for storm cleanup. that's a loss of about $15,000. so far, no one has been

arrested, and oakland police are investigating a similar incident as well. in that case, two workers were robbed of chainsaws at gunpoint thursday in the piedmont area. organizers campaigning to remove oakland mayor shane towle from office have officially started gathering petitions. oakland united or oust held its kickoff rally yesterday in jack london square, the organization has until july 22nd to collect about 25,000 signatures to initiate the recall, or 10% of oakland's register voters, judge brenda hardin, 40, the lead proponent of this recall, says the city has declined under tao's watch. >> it is sad that our city has become has gotten into the state. it is i care about oakland. i am out here because i care about oakland and because oakland deserves so much better, so much more than what this mayor is telling us that we should accept. mhm >> earlier this month, governor gavin newsom deployed 120 chp

officers to address the rising crime in oakland. today, the african methodist episcopal church in oakland will host its first worship service since its building burned in a fire one year ago. the church held an up from the ashes community day to celebrate the rebuilding of the congregation. the festivities included food trucks and games, as well as health, education and employment opportunities for the community. >> the church is a building, but the real church is the community and the people and the love. so when the physical building burned, it was the best way, worst thing that ever happened. because that made us turn inward and we decided that this upcoming year we were going to serve. we were going to love even more than we had before. that church burned this weekend marked one year since the fire happened on the peninsula. >> now, san mateo county's effort to prevent driverless waymo cars may fall short. that's according to our media

partners at the san francisco standard. the california dmv has approved waymo's use of freeways, highways and rural roads. that was back in january. now, waymo asked the puc to expand beyond san francisco, including to sfo, san mateo county sent regulators a letter last week objecting the plan, saying there was a lack of local input. all right, you have a window of time before the next storm arrives. how's it looking, francis? >> right now it's just looking cloudy over parts of the bay area. can you see some of those low clouds over san francisco as we look from emeryville? and there's some fog in parts of the north bay and east bay. but the rain is going to hit us around midday today, so take advantage of it while you can, francis. >> thank you. also ahead, boat troubles near bodega bay. why the coast guard is struggling to remove this boat after it's been stuck for over a week. plus, bay area experts say you could soon be paying even more at the grocery store. we'll explain

santa cruz as we are bracing for the next level. two storms set to arrive this afternoon. the area along the coast under a high surf advisory as well as the entire bay area under flood watch at 614, a new bill is gaining support from california lawmakers. the measure would allow california universities to employ under documented students without legal work permits. a separate piece of legislation was introduced this week. it allows all state universities and colleges to employ undocumented students who

struggle financially. california is home to about 83,000 undocumented college students, the largest in the nation. to consumer news now and the cost of groceries and certain household items. everything is getting more expensive, and experts say it likely will get worse here in the bay area. i spoke with a local economist about what to expect. according to the bureau of labor statistics, the cost of store bought food increased by more than 23% from february 2020 to may 2023. why are prices staying high as inflation declines? >> the food prices that you mentioned, it has gone up at an annual rate of about 4.8. while we were expecting it to be not so high and that actually has raised the rate of inflation, the general inflation, down by more than what we expected. we expected it to be about maybe 2.9. the latest statistics shows that 3.1. now the cost of

groceries vary drastically nationwide, as you were just pointing out, and we know it's especially bad in the bay area. >> why is this? do you see this trend changing any time soon? >> bay area and in general, california, as you know, is the fifth largest economy. we right below japan and germany. so we are a very rich area compared to the nation. for example, average salaries in berkeley is about 20% higher than the national average. unfortunate thing is that that kind of creates a feedback loop. so when the salaries go up, they charge higher prices. in fact, it's probably going to get worse because as you probably know, as of april of this year, the minimum wage is going to be about $20 an hour. >> i have another example for you. this ribbon is the same brand one purchased at christmas of 2022, and that was 14.99 and the same ribbon purchased this past christmas went up to 24.99. so rounding up here, let's just say inflation was at the height

10. that should have gone up no more than $1.50. instead that ribbon i just showed you went up more than 50. to what extent is this just corporations using inflation as an excuse to raise prices? >> yes, it is possible that corporations may take advantage of the height that's going on. everything. prices are going up and they raise prices in at a regional level, especially like i said, in the bay area. and when you ask why they say, well, it's inflation, whereas it's really not inflation, it's a number of factors that are combined together. one of the major drivers of inflation is the labor cost. you know, manufacturing especially that goes up in terms of uh. i mean, the ribbon and things like that. the major input to that is these are oil based products. so when the price of oil goes up, basically all of that goes up. >> amazon is joining space x and trader joe's in a lawsuit

responding to employee attempts to unionize. amazon made the filing against the national labor relations board on thursday. it denies charges, stating it retaliated against a new york worker who attempted to unionize two years ago. amazon says the charges against the company should be dismissed, and they claim the structure of the board violates the constitution. well we have new details on the operation to free this stuck fishing boat right near bodega bay. after a week long effort, the u.s. coast guard determined the 57 ton vessel cannot be moved because it's too heavy with water and sand. the press democrat reports salvage crews will need to take the boat apart instead, with powerful waves expected today, it's unlikely operations will begin immediately. the delay could increase the risk of the ocean breaking the boat apart. all right. take a look at this. some scary moments off of highway 101 in northern california this weekend. video shows moments where rocks and trees fell over

and started pouring onto the road after heavy rain. this happened in del norte county. crews spent the weekend cleaning up this debris and we'll take you to a live look in lake tahoe here shortly. from our camera at the heavenly ski resort, a winter storm warning is in effect today, starting at 4 p.m. until 10 a.m. wednesday, so keep that in mind if you're planning to head up. snow is expected later this evening, bringing that heavy rain across the bay here and frances is in the weather center tracking the very latest. how is this timing? i know we've been talking all morning about the afternoon. has that shifted at all or still around noon? >> right now it's on track to hit the bay area around midday and also snow levels up in tahoe will drop to around 5500ft later today, so they'll be getting more snow in the next few days. and that's good news for skiers. but if you want to head over there, you want to drive now before the heavy snow starts to hit the tahoe area. and it's all

due to this area of low pressure. this storm is what's going to make its way towards the bay area and bring rain to and snow to many parts of northern california. here's a look right now. you see, it's foggy and cloudy. in fact, visibility is limited in concord only a fourth of a mile. napa is one and one fourth mile and santa rosa three miles. temperatures right now in the mid 40s to low 50, is milder in san rafael at 52. san jose 53. but in some of the valleys it's cooler, like santa rosa is 44. also livermore 44 degrees. here's a live view as we look towards the richmond-san rafael bridge, where we see a little bit of that blue sky. and here are the weather headlines for this week. so today, heavy rain, strong winds this afternoon and early evening. then overnight it will still be heavy tapering off into showers. but we'll also be looking out for thunderstorms tomorrow and unsettled weather continues on tuesday and wednesday. but by thursday we should be dry. in fact, we'll be

drying out possibly wednesday afternoon. notice it's still quiet until midday 11:00, maybe a little bit of rain starting to fall in the north bay. and then here's some of that heavy, steady rain hitting the north bay. moving south past san francisco and into the east bay. by this early afternoon and early evening. and then overnight, it still remains heavy, but it does become more scattered in nature throughout the day. tomorrow still some downpours and with some of these downpours we could see some thunderstorms develop. so rain total estimates. this one is on the high end, but it could be anywhere from an inch and a half to up to five inches over the next several days into wednesday. also because of the high rain amounts, a flood watch in effect for the bay area starting this morning through wednesday morning, flooding is possible mainly on the creeks, streams and roads. were not concerned with major rivers at this point and the winds will pick up with a wind advisory through tuesday morning. gusts up to 50 miles an hour. so

possible downed trees, especially with the saturated soils. in addition to the high surf advisory, has been extended. if you're heading to the beaches, don't turn away from the water. there's a risk of rip currents, dangerous swimming and surfing conditions. here are the current wave heights, but they could get up to 28ft for some of those west facing beaches. winter storm warning in effect for the sierra starting this afternoon through wednesday, 3 to 4ft of snow over the passes so we could see chain controls, possibly road closures. here's the accuweather seven day forecast. stormy by midday rain and gusty with a chance of thunderstorms tomorrow is that level. storm two continues and then we ramp it down to a level storm one on tuesday and wednesday. we'll be ba

well this morning. no rain out there yet, but as you can see, we're hearing reports. roads are still slick on the golden gate bridge this morning from the last storm. more than 27 million california residents are under flood watches right now as another level two storm is expected to arrive to the bay area later today. good morning. frances is tracking the latest in the weather center, and when can we expect the worst of the storm today, frances? >> it'll be in the early afternoon to evening is when the steady, heavy rain will hit most of the bay area. as we show you live doppler seven. right now we've got some clouds, even some

breaks in the clouds, and this area of low pressure that's spinning off the coast will bring us rain for the next several days, but check out this pretty view from sutro. we're seeing some breaks in the cloud cover. a little bit of that sunrise in san francisco. it's 51 degrees. we see upper 40s in oakland and hayward and also in san mateo and san jose at 53. so it's a level storm two on our storm impact scale today and tomorrow. moderate to heavy rain with winds gusting up to 50mph. as stephanie mentioned there's a flood watch. so flooding is possible. there's also rough and dangerous surf. 9:00 this morning. still dry. and then by midday is when the north bay gets hit with some of the heavier rain. it continues through the early afternoon into early evening, and then it starts to taper off into scattered, scattered nature overnight. but still heavy rain through monday. rainfall amounts will be heaviest by midnight tonight. we could see up to over

an inch in many parts of the north bay, like santa rosa, yountville, clear lake and ukiah , and in the around the bay. generally anywhere from half an inch to an inch. more rainfall totals to come. >> stephanie francis, thank you. well, joining me now is paul lowenthal with santa rosa fire. paul thanks for being with us this morning. >> absolutely. thank you. well to start off, francis is expecting, as you may have just heard, her, today's storm will be, uh, you know, level two storm and the north bay is expected to get the brunt of it. >> how are you preparing for. >> so we've spent the last several days just outreaching to our community, making sure they know the potential of another round of rain. uh, the effects of it, like we saw earlier in the month with the potential for power outages, some nuisance flooding, um, as well as just slow traffic conditions, especially since the holiday weekend we expected there's a lot of people out and about. uh, we unfortunately saw a lot of trees come down into roadways affecting cars during that earlier, uh, month. uh, sorry.

earlier storm this month. and so the focus again today remains on just making sure people are prepared. uh, they're using kind of that break this morning to make any last minute preparations and then, uh, kind of see what it brings as we, uh, get out what looks like potentially a pretty strong, uh, some strong winds as well as some heavy rains throughout the afternoon into tonight. >> yeah, we're in that wait and see period. we understand. uh, speaking of the winds will be stronger than the rain. there's a lot of concern about the trees that are already weakened from the last storm. we just had some images of that up on our screen. what message do you have for people heading out today? >> yeah, and that's a really good point. and we saw yesterday , uh, in downtown santa rosa, a pretty large oak tree come down, uh, affect some businesses as well as damage a couple vehicles . and that really highlights what we're experiencing right now with just how saturated the soils are. and even yesterday, with really minimal winds that brought down a pretty large tree and that's the concern as we head into today. and so we asked people to, you know, survey their properties, check for any weakened trees or limbs, and

hopefully by now they've heeded those warnings and have had them evacuated. but it's definitely something to be prepared for. again as we experience, uh, the potential for some pretty gusty conditions, this afternoon. >> yeah, that tree on fourth street was huge. um, given what we saw with the last storm, a ton of downed trees and power lines leading up to widespread power outages. is there anything you and your team are approaching differently with this storm? uh other than staffing? >> not really. i mean, it seems like we're getting a lot more storms, uh, this season. uh, but really, as a county, we just prepare for weather much differently than we used to. um, and it really dates back to the 2017, 2019, 2020 fires, where as a county, we just look at the weather conditions, we look at what the resources that we have are available and we make adjustments. so for this particular storm, the santa rosa fire department has up staffed a swiftwater rescue team. uh, so has, uh, the gold ridge fire department, as well as sonoma county fire district. and then a number of fire agencies across

the entire county have also provided additional staffing in the form of engines that create task force and strike teams. and really, those resources are designed to be able to surge to where incidents are in need of those resources, uh, or provide us with fire rescue team if, if, if, uh, if that's the need as well. um again, hopefully we get through it without any significant issues, but we are expecting an increase in call volume today. >> and speaking of those teams, i saw my colleague cornell barnard was out with the swiftwater rescue team practicing yesterday. um, you know, we understand that that, you know, the north bay is already got an inch of rain in the last 24 hours, and i just spoke with francis on the higher end, 4.5in of rain expected, uh, throughout the day. um, that are possible, i should say. do you expect that team may be activated? >> i hope not, but unfortunately we see time and time again where residents don't heed the warnings. they end up driving into closed areas, uh, that are closed for a reason and end up getting stuck. and although it

it's 51, in san francisco, oakland 48, hayward 49, san jose 53, and upper 40 in san mateo, half moon bay, 54 degrees. this time from our east bay hills. camera look at how pretty it is with a mix of clouds and some sun peeking through. it is chillier in the north bay in santa rosa 44, and also in the east bay. we see some mid 40s in concord and in livermore. here's how it plays out. still dry. and this is why if you want to do anything outdoors, you want to do it before midday by lunch time it's going to start bringing rain to the north bay. some heavier rain there throughout the afternoon hours for everyone in the bay area through 5 p.m. that's the orange and the red. those are the heavy downpours with the very strong rain rates. so we'll get most of our rainfall from noon to midnight. and then tomorrow it turns into scattered showers. but heavy at times throughout the day with the chance of thunderstorms. so here's another rainfall estimates. we have several models and they range quite a bit. some of them were saying up to five inches in the

north bay. and now some here are saying maybe up to three inches and less than that. as you head south of san francisco. but generally we can say it's safe to say we can expect up to three inches of rain in the north bay over the next few days, and less than three inches. so maybe 1 to 3 or two inches south of the golden gate bridge. and also because of the high rain amounts , there's a flood watch in effect for the entire bay area today through wednesday morning. we're expecting flooding on the creek, streams and roads, but not major rivers. at this point, the winds also will be stronger with the system gusting up to 50 miles per hour. so that's why stephanie was saying we could see some downed trees again. again. and in addition, we're picking up some very strong surf breakers up to 28ft, especially for the west facing steep beaches. and that has been extended through tuesday morning. if you want to get to and from tahoe, now's the time to do it, because a winter storm warning starts at 4:00 this afternoon and continues to
