thanks for watching. until next time, remember, the question is, what would you do? -- captions by vitac -- and off again on again sunday of storms across the bay area. >> the sideways rain in santa cruz, two mudslides in the north bay all holding steady into the evening. it is far from over, based off what we're going to see for the rest of the week. good evening, and thanks for joining us. i'm dionne lim. as we join you tonight, we are starting to see this immediate storm taper off. but after this full day of wet weather and much more ahead, we are seeing the

effects start to stack up. the storm has brought pockets of heavy rain at times, with some flooded streets and gusty winds out on the roads. but the good news is, any major damage has been kept at bay. we do have for you live team coverage of tonight's spread across the bay area, checking current conditions and all that is still to come this week. let's begin now with abc seven news weather anchor spencer christian. with what you are seeing right now, spencer. >> yes, beyond what we're seeing right now is widespread rainfall on live doppler seven now, not quite the widespread intensity, sustained intensity that we expected, but it's wet out there all across the region. and as we close in there, you can see some areas of yellows and oranges indicating some heavy downpours. but they are brief and they're isolated. this is a wider picture of the storm showing you the rotation that counterclockwise rotation sending wave after wave of showers and rain in our direction, along with generating gusty winds. so what was earlier a level two storm on the exclusive abc seven storm impact scale? it's now a level one.

it's still a significant storm. we'll see showers and brief downpours overnight into tomorrow. winds still gusting 25 to 45mph at times and localized flooding is still possible. here's the forecast animation starting at midnight. notice the coverage of the storm is not quite so wide, but where it does rain, where we do have downpours, they will be intense. but then during the overnight hours going into the morning commute, we'll see those showers and the downpours becoming more widespread and more isolated. and what enough though, that even going into tomorrow's evening commute will still have possibility of some wet, slippery roadways. rainfall totals by 11:00 tomorrow night will range generally from a quarter of an inch to three quarters of an inch. many locations, though, especially in the north bay, will see over an inch of rain. we still have a flood watch flood advisory in effect for the entire bay area, so localized flooding is likely in places with river on not rivers, but streams and creeks and roads in low lying areas. wind advisories still in effect until 4 a.m. tuesday. we could see gusts reaching 50mph at

times, and we have a high surf advisory in effect until tuesday morning at 4 a.m. a wave heights are elevated, and of course, these are dangerous. swimming and surfing conditions, so i'll have more on this. and the accuweather seven day forecast a little bit later. diane >> all right, spencer, and before you go, we do want to bring something up. this is pretty interesting. the national weather service has alerted us to the chance of possible tornadoes in northern california tomorrow. let's talk about the chances. spencer. >> yeah. well the area that was uh- considered most likely to see a tornado. dion is over in the central valley, where the atmospheric instability will be at its height. well, the interaction of cold air masses and warm air masses, creating unstable conditions in the atmosphere. so if thunderstorms develop under those conditions, there can be a rotation developing in those thunderstorms that can develop a momentum of its own, becoming a funnel cloud, and could touch down as a tornado. so those are the dynamic at play here. it may not happen. it's not a great likelihood, but there will be

enough atmospheric instability over in that area tomorrow that if we have thunderstorms, there is that remote possibility of a tornado developing. >> all right. and we will watch that closely. spencer. thanks okay. now we are seeing some of the small handful of impacts tonight, mostly in the north bay. we just got this video into the abc seven newsroom just about an hour ago, where you can see this large mudslide is on highway 128, in geyserville, just about a mile south of chalk hill road. it all happened at about 730. you can see caltrans is on it trying to get that tree out of there. the road is closed indefinitely, so no word yet on any time of reopening. then in marin county, highway one south of tomales is closed in both directions. right now. take a look at this. a car tried to forge the flood waters, but it stalled out under several feet of standing water. firefighters had to escort everyone in the vehicle to safety. the closure is also in place indefinitely from snake road up to tomales,

petaluma road, now, the coasts have dealt with whipping winds and hard rain at times. tonight, abc seven news reporter j.r. stone spent much of the day at ocean beach, and he is live for us at the ferry building in san francisco. with the conditions there. and it looks like things are looking wet there. >> they certainly are. we have seen hard downpours at times tonight in san francisco. dion but really far worse along the coast in comparison to here along the embarcadero. >> and as i talk about this, i do want to go to some of the video that we shot earlier this evening. this is what it looked like along the coast earlier this evening near ocean beach. we recorded this near the former cliff house location. those strong wind gusts really hit us using an umbrella. just out of the question. there the wind was blowing so hard the rain was coming down sideways and signs were being blown as if they were going to come off. some of the poles in the area. i even interviewed a woman whose hair

was just blowing all over the place as we spoke. now it's one thing to have the rain, but it's those strong wind gusts that create problems with power lines and trees. really though, a limited number of calls for that. tonight we spoke with several san franciscans this evening and asked them how they're dealing with the weather . rain to tomorrow or the next day. the next day. what are your thoughts? i'm afraid of the flooding for the homeless. >> i'm very concerned about that. and i think they should open up city hall and let them come in. i mean, if we really care about people and humanity that we should be making those spaces available all sky, light on the floors above me and there's not a lot. >> it's right above my kitchen and there's a leak, so i'm hoping it doesn't rain too hard. otherwise it might collapse. >> when we have this like expected for tomorrow. you know, rain monday, tuesday and wednesday. >> it's beautiful. >> you're okay with it? >> yeah, i love it. does it

doesn't leak in the rv or anything like that. no. >> are you staying dry tonight? so far? >> uh- doing pretty bad job of that. but uh, you know, i'm a smoker and, uh, not too many places to crowd under with this wind and rain. um, but, uh, we're making it work. troc a limited number of people out tonight, and those folks were only out because they had to get food reported live out here along the embarcadero. >> right now, you are looking live at the ferry building, and you can see those flags are not blowing. it is extremely calm, wind wise here along the bay, night and day. compared to what we saw along the coast. when that wind was blowing, when that wind, excuse me, was blowing so hard it was blowing that rain sideways. we have seen a couple of coyotes, not too many people out. they came within 20, 25ft of us. but fortunately kept on running down the road. reporting live in san francisco j.r. stone abc seven news. >> even they are trying to get

out of the rain jr. many thanks. now let's get over to the east bay where a very wet evening led to some serious danger. abc seven news reporter ryan curry joins us live in walnut creek now with conditions there, ryan. >> yeah. dion. good evening. we know these storms. they could pack a punch with some of the damage they bring with them. the flooding, the power outages, you name it. we've seen it recently, but tonight's biggest concern involves the road behind me. many having issues on it. visibility limited, creating some dangerous situations for many. if you were on the east bay freeway sunday night, what you saw was very limited. heavy rain and wind made visibility difficult as drivers worried for their safety just went crazy. >> i almost smack about five times coming up here. terrible. almost crashed about five times, bro. terrible along six, 80 and 24 were several accidents causing chp to close down lanes and off ramps. >> the rain coming in a way that caught drivers off guard,

swerving and stuff, stuff like that can't even drive straight for real. >> you know, in the hours before the storm, danville public works refilling their sandbags stations, those are free for residents to use in flood zones like off el capitan drive, a street with homes bordering a creek known to flood in downtown walnut creek. >> it was all hoods and umbrellas. anything to stay dry. the movies became a popular choice. >> a couple of my friends were like, hey, we should go see a movie. so yeah, it was just random. >> maybe random, but it probably was the best way for tim kohler to spend a sunday night after he spent all day cleaning his gutters and pipes. >> i have a water sensor in my garage and it went off. um, started this loud beeping sound and went outside and there was a massive puddle of water starting to run through the garage. so i had to go out and clean out all the drains. >> a good call on his part, because while he was going into the theater, the rain only intensified and tim's garage has flooded. once so he wanted to make sure he can watch the movie in peace. >> we have a couple of sandbags

in the garage by the door to the back, where it floods in, and then just make sure the drain out by the street gets like grass grows in it. so make sure the grass is cleared out. and tim was not the only one going to the movies tonight. >> there were so many other people following his footsteps, using that as the place for them to stay dry. but talking again about the roads, you can see traffic moving very steadily. there's not a lot of cars on the road, of course, at this time of night, however, if you are going on the roads, you got to be mindful of some of the conditions right now. you saw some of those crashes. it's not the best conditions right now, so just take it easy. if you are going out on the roads later on this evening into tomorrow morning. live here in walnut creek. ryan curry abc seven news. certainly always good advice ryan. >> thank you. now let's go to this morning where things they are drying out but still looking pretty gusty. this is a live look going up on 80 in soda springs right now. chains are required on highway 50 in el

dorado county. there are no chain controls on 80. winter storm warning is in effect until 10 a.m. on wednesday. and today we got a taste of what's to come. the uc berkeley sierra snow lab in the donner lake area says it picked up 7.5in of snow overnight. check out these serene scenes there. they expect another 18 to 30in through wednesday afternoon. now, luckily, power outages have been minimal compared to the weekend storm earlier this month. we keep you on top of storm impacts where you live from park closures and warming centers. you can find it all on the front page of abc7 news.com. well, still ahead tonight, a small suburban town in mourning three first responders killed in minnesota. the house call that turned into much worse. plus rethinking robo taxis after a waymo car was seen set on fire in san francisco. the new speed bump tomorrow to try and hit the brakes. and the nba in the bay

medical issue that impacts her ability to make decisions. the teen was last seen at the chinatown library branch on powell street thursday night. ebony alerts are intended to raise awareness of missing black women and children. governor newsom signed the bill enacting the program last year. tonight, the minneapolis suburb of burnsville is in mourning. they held this emotional candlelit vigil tonight in front of the town's city hall. family, friends and neighbors all remembering the lives of the two police officers and one firefighter paramedic shot and killed during an hours long standoff with another police sergeant was shot, but is expected to survive of the shots fired call came overnight when they responded to a domestic violence disturbance. they then found a gunman barricaded inside the home with a woman and seven children. police say the man opened fire on the two officers and then shot the paramedic, who ran to help the downed victims. >> i need that ambulance to 33rd

avenue and i need two additional ambulances. >> the dead were identified as officers paul elm strand and matthew ruge, both 27 and 40 year old firefighter paramedic adam finseth. the gunman was later found dead with a self-inflicted gunshot wound. all right. time to get into tonight's abc seven news. advancer at 11. it's our way. we get you on top of some headlines you'll be hearing more about in the days to come. and tonight, it's another push to rethink. robo taxis in san francisco, a coalition of san franciscans will call on governor newsom to ban self-driving taxis tomorrow. network for safety in our streets and for working people has organized a rally in chinatown tomorrow to present their argument. the group is comprised of residents, labor groups, trade workers and safety advocates. they pointed to the fire involving a waymo vehicle in chinatown on february 10th, and how waymo cars navigated through crowded chinatown

streets. they cite those examples as of what has upset these. opposed to the robo taxis , we'll be there to cover tomorrow's rally. one an heroic rescue at taylor mountain regional park in santa rosa today. look closely. firefighters managed to bring down this cat that got stuck in a tree just before the storm hit. a couple was on a walk with their leashed feline and needed some help getting the little adventurer down the well. the rain didn't stop. a very special celebration today in the east bay. nancy hsu rang in her 100th birthday, along with other seniors at morning star of hayward. she was born in china in 1924 and has quite the impressive bio, including a master's in chemistry, a career at ibm and she even wrote a book, nan is now a proud grandmother of three, a great grandmother of three. two. by the way, came all the way from scotland for her party today. cheers to many more years of

happiness ahead. and just based off of that photo, i think having family around and keeping active must be her secret to longevity. >> it lifts your spirits, it gives you energy. it makes you want to live, you know. yeah, that's great. >> i am inspired, i'm inspired as well. >> this weather is not very inspiring right now, so let me show you what's going on. go to live doppler seven. you can see that we've got rain. it's fairly widespread. it's mainly light to moderate, but there are some downpours there. right now. the heaviest rain or the heaviest concentration of downpours seems to be right here in the central part of the bay area from parts of marin county, san rafael, tiburon, down across the golden gate into san francisco, down to the bayview district and pushing eastward over toward emeryville. so this is a level one storm on the exclusive abc seven storm impact scale. overnight and tomorrow we expect showers, brief downpours. wind will be gusty at times. right now, the wind is pretty light, but we may see gusts ranging from 25 to 45mph. and there is a chance of localized flooding. here's our forecast animation starting at

midnight, at which point we'll probably have some pretty steady downpours over here in the east bay. inland east bay, going down into the san jose area, they'll quickly lift out of here between midnight at about 4 a.m. we get a little bit of a break in the intensity of the storm just before the morning commute begins, but then later in the morning, as the morning commute is underway, we'll see pockets of showers moving through with occasional downpours and of course, accompanied by strong wind gusts from time to time. rainfall totals between now and about 11:00 tomorrow night will generally range from a quarter of an inch to about three quarters of an inch, but we expect to see well over an inch in some parts of the north bay. up in clear lake and ukiah, and over in the inland east bay, nearly. excuse me, inland east bay, nearly an inch at brentwood, henrico to a live view from our rooftop camera looking across the wet embarcadero. it's 53 degrees here in san francisco right now. we have mid to upper 50s at oakland, hayward, san jose, san mateo, and half moon bay. now wet on the golden gate. and it's raining there right now. not very heavily though. 51 degrees at santa rosa and napa, petaluma

down to 48 degrees, low to mid 50s at fairfield, concord and livermore. so these are our advisories. start with the wind advisory, which is in effect until 4 a.m. tuesday. wind will generally be out of the south at about 15 to 30mph. we may see gusts up to 50mph. we also have a flood advisory or flood watch in effect. actually flood watch for the entire bay area through wednesday morning. flooding is possible mainly on creeks, streams, roads in low lying areas because the ground is saturated, as you know, and we have a high surf advisory in effect until 4 a.m. tuesday. wave heights are elevated, but not so much right now as they might be during the overnight hours and tomorrow when the winds pick up a little bit, large breakers may reach heights of 22ft. rip currents are a possibility, and of course, these are dangerous surfing and swimming conditions. now overnight low temperatures will be generally in the low 50s. high temperatures tomorrow mainly in the low 60s. so this is a fairly mild storm in terms of the temperature range. and

then as we look ahead you can see over in the sierra winter storm warning in effect until 10 a.m. wednesday, we expect about 2 to 4ft of additional snow above 7000ft. gusts up to 50mph. and here is our accuweather seven day forecast. it will be a wet and rainy and gusty presidents day tomorrow with a chance of a thunderstorm. uh. then we go level one storm that is tuesday wednesday. also level one storm activity still raining and breezy on tuesday morning. showers on wednesday getting sunnier and drier toward the end of the week. thursday and friday look pretty good to me right now, but uh- next weekend we'll see clouds increasing again with another chance of rain developing. >> never too early to look to next weekend. that's exactly right. yeah. all right. spencer. thanks. okay, dion. well, still ahead tonight on abc seven news at 11. it's not a free sample. a new costco scam to watch out for with some serious repercussion as the local alert tonight

come to rule the start of our week. so right away, let's get to abc seven news weather anchor spencer christian once again. and i hesitated a little bit because initially this was a level two. it has been downgraded. >> that's correct. it's still a significant, significant storm dion, we're going to get gusty wind out of this and widespread rainfall. but the rainfall is not quite so intense. and the coverage is not as great as it was expected earlier. here's a look at live doppler seven. you can see it's quite wet in many locations. and those little pockets of yellows and oranges indicate where we're getting some heavy, steady downpours right now. but they're brief downpours. so on the exclusive abc seven storm impact scale this level one storm overnight and tomorrow will produce showers, brief downpours. winds still may gusts between 25 and 45mph, but right now the wind is relatively calm overnight. as we follow the forecast animation, you can see the storm becomes more scattered going into the morning commute. we'll have some brief downpours and some pockets of showers, but they won't be very widespread and that will be the pattern throughout the day tomorrow. although it will be a

wet morning commute and a wet evening commute as well, we still have flood alerts and wind advisories in effect through tuesday morning, and high surf advisory as well. i'll have the full accuweather seven day forecast a little bit later. dion >> all right spencer, thanks a live look now from our camera at the santa cruz boardwalk where our coasts have a high surf warning in effect, many areas are bracing for the week of heavy rain and winds, with the city of pacifica closing its pier once again as a safety precaution. because of the high wave activity. now neighbors on beach boulevard are sandbagging their properties. seven parks are closed in san mateo county, with officials concerned about trees toppling well for safety reasons. >> it's a good thing today actually is less windy than yesterday. so we did come into the park and take a walk, but we turned around at a specific time in the north bay. >> this big tree fell yesterday in santa rosa, knocking out power to some downtown businesses and several roads in

sonoma county near the russian river saw weekend flooding firstrillionesponders say they expect more to come. come now. don't forget you can get the latest forecast and track the rain anytime with our live doppler seven radar. just search abc seven bay area in your device's app store to download it now. a san jose group is hosting its 44th annual day of remembrance event, commemorating executive order 9066. that court order led to the imprisonment of some 120,000 people of japanese descent during world war two. they held a candlelight procession to the venue to host speakers. this event is a reminder of the impact this had on generations of japanese, american families, and it was a moment to strengthen community and to stand together towards justice. well, tributes continue to pour in to remember russian opposition leader alexei navalny two days after he died at the penal colony where he was imprisoned in saint petersburg.

unidentified groups removed flowers and other items left at a memorial for navalny. but just as quickly as they were taken down, russian citizens left more to honor the man. us officials laid blame for his death, with vladimir putin. navalny's team says he was murdered. some us leaders say americans need to pay close attention about what's happening in russia. >> when you think about donald trump, for example, pledging retribution on what vladimir putin did to navalny is what retribution looks like in a country where the leader is not subject to the rule of law. and i think that we have to take donald trump very seriously. we have to take seriously the extent to which, you know, you've now got a putin wing of the republican party. >> navalny's body has been taken to a morgue for an autopsy. a prison official says he died from sudden death syndrome a year after entering hospice care. jimmy carter's grandson says the former president's spirit remains strong at the age

of 99, carter is the oldest living us president. he has survived cancers and a number of health scares. carter entered hospice care in february of 2023 after a number of hospital stays . his wife, former first lady carter, died last year at the age of 96. happening tomorrow. it is the next round of the jeopardy! champ wild card tournament and a local contestant will try to do the bay area proud. deb bilodeau is a winemaker based in oakland. they have won big on jeopardy before when they were victorious in two episodes last year, winning more than $17,000. tomorrow night's show for this one will be the champion tournament semifinals. they are facing crystal zhao of minnesota and matt harvey of rhode island, and you can cheer them on tomorrow starting at 7 p.m. here on abc seven. all part of a jam packed slate of shows all leading up to us here for abc

goes. try to avoid hitting it. the sonoma chicks rescue and sanctuary says it's been asking for help to relocate the turkey, but that police, animal control and other rescues have turned them away. the sanctuary founder hopes police will eventually help them capture it. well, the last time giant pandas lived at the san francisco zoo was back in 1984, and for months we've been covering the rumblings that they could make a return. but now, for the first time, i got an inside look at what it would take to get these giant creatures to come back to the city. >> so we're standing in the front of the enclosure where the giant pandas were. >> it's been nearly 40 years since san francisco hosted panda pair union and ying sing. their three month visit left quite an impression on the highest attendance we have ever had on thanksgiving. >> in the history of the zoo, even though they were just here for three months, we were over a million visitors since then, zoo ceo and director tonya peterson has dreamed of hosting giant pandas once again. >> but on a more permanent basis. >> we've been pursuing this

relationship for over a decade, particularly with the shanghai zoo and some of our partners in china. >> when san francisco hosted apec last november, chinese president xi jinping hinted california could once again see pandas return. mayor london breed even made a formal ask on the tarmac. then peterson got the call on christmas day, we received news that there were visitors and experts coming from chengdu. >> they want to get a sense of the zoo, a sense of our community, our sense of our dedication to conservation. also to medicine and to animal wellness. >> so does san francisco's stand a chance in being gifted these pandas from china? i consulted with the leading panda conservation expert who has been advising zoos for decades to see pandas. >> is a combination of financial , political uh- conservation oriented, and a legal town has advised zoos for decades on what it would take to host these black and white giants, and believes our city has the edge

over san diego, whose zoo is also in the running to raise up you have. >> is that your san francisco uh? >> and you have a, you know, a very strong asian community. >> even if san francisco has loaned the pandas, the cost would be significant. before the pandemic, estimates to convert this space totaled about $25 million. >> in addition to that, you should budget for about ten years of operating expenses. it can be up to $1 million a year to keep the giant pandas here, but to peterson, it's a price that would pay dividends that there's an instant joy between the human and the giant panda. >> i mean, look at how roly poly they are. >> they look so cuddly and kind of fun to hang out with. >> that's right. and apparently we have good climate to grow bamboo, i learned. so that is also another plus. i've already volunteered to go to china if they need a reporter on the ground there. >> do you need a weather report? oh, we could get double along so i can do the forecast, of course. yes. >> for the pandas of course, of course. >> well, first, i guess i should

forecast what's coming. our way. okay, here's a look at live doppler seven. we have widespread rainfall right now. it's mainly light to moderate with a few isolated downpours there. so, um. oh let's move it along here. there you go. on the exclusive abc seven storm impact scale. this is a level one storm overnight, and tomorrow we'll see more periods of showers with brief downpours. winds rather gusty. at the moment they aren't so strong, but 25 to 45 mile per hour gusts may occur, and there's a low chance of localized flooding. forecast animation shows that overnight, although we'll have some pockets of heavy downpours just before the morning commute gets underway, the storm will ease up just a bit, with some breaks between periods of rainfall, but then later in the day becomes a little bit more active. along with the gusty wind. so it will be a wet morning commute and a wet evening commute. we also have a flood and flood watch in effect. i was about to say advisory, but it's just a flood watch. so through wednesday morning, because of the rainfall and the saturated soil, we may see some minor flooding on creeks, streams and roadways in low lying areas. wind advisory
