ring of several days of rain continued on your presidents day today, that holiday now at five. the latest on the storms impacting the bay area. >> from mudslides to high tides and flood warnings, a look at some of the damage left behind with rain here in the bay area, snow is falling in the sierra. >> what you need to know if someone you know is in tahoe hitting the slopes, plus the nearby region under a rare warning for possible tornadoes. >> this morning. >> we have a lot to talk about on this presidents day holiday. thank you so much for joining us. we obviously want to start

with drew. you're bumping up today's storms on the storm impact scale. yeah. to the level three because there's a chance of severe storms rolling through as the day goes on. >> here's live doppler seven. and what you notice it's pretty quiet overhead this morning. we have some rain in the santa cruz mountains. but what we're watching, we see these storms developing offshore. some of these have the potential to become severe later on this morning and into the afternoon. the wider picture part of the reason why we have this pretty strong cold front that's going to roll through here later on through the day, and there will be some lift in the atmosphere, and that could create some thunderstorms and they could be severe at times. i think the best chance will be later this morning and into the early afternoon. and the areas that could see them were most likely be the inland east bay. that would be concord, antioch, livermore. those are the areas we're watching very closely. but it is windy out there this morning. look at sfo, we're gusting to 44mph right now, 22 in livermore. so we have bumped up the storm impact scale to a level three, a strong storm today for that possibility of severe storms, pockets of heavy

rain and wind. we're still underneath flood watches and wind advisories. and here's just future weather rolling you through the morning. we'll see some showers move on shore, but close to lunchtime. there you can see we could see some heavier showers, a severe storm, pop up. we'll take a closer look at the severe potential coming up in about eight minutes. let's see how we're doing on the road before this morning. >> good morning drew. good morning everyone. so of course it is a holiday today and it is really quiet out there on the roads this morning. i've been looking at all our traffic cameras, not too many cars out there at all. look at our golden gate bridge camera right here. this is a live look and you see very few vehicles out there this morning. now, the chp has issued a wind advisory for the golden gate bridge. so if you are driving here, just keep that in mind. be very careful when you're driving on the golden gate bridge. and then a live look at our bay bridge toll plaza. and also not too busy here this morning. the metering lights have not turned on yet. guys. >> thanks so much gloria. tornado could be in the weather forecast for parts of northern california this afternoon. the national weather service's storm

prediction center says there is a 5% chance of isolated tornadoes across portions of the sacramento valley, and there's a 2% chance of isolated tornadoes, damaging winds and large hail in populated areas along the i-80 corridor. places like vallejo, fairfield, and vacaville in the north bay. this morning, sonoma county is already dealing with roadway flooding. you see it there. here's a look at conditions in windsor. some streets look more like rivers. new video from overnight shows water gushing down star road and mark west station road. we are told a nearby creek overflowed, prompting the county to close the intersection. and as drew mentioned, the storm is bringing strong winds and big waves. abc seven news reporter lena howland is live along the coast in pacifica. you can see the wind there, lena. how's it looking in ? >> hey, amanda, good morning to you. here on the coast in pacifica. we are not seeing any rain just yet, but we are definitely feeling those gusty winds and we can hear them too,

in the waves crashing in to the pacifica here. right behind me. here. now, this area is under a wind advisory, a high surf advisory, and a flood watch. right now it's a similar story we are seeing across the bay area. this is what it looked like along the coast last night near ocean beach. this video was taken near the former cliff house location. the wind was blowing so hard. the rain was coming down sideways and signs were being blown as if they were going to come off some of the poles. and while it's one thing to have the rain, it's those strong wind gusts that create problems with power lines and trees. we spoke with several san franciscans last night and asked them how they're dealing with the weather. >> rain to tomorrow. the next day. the next day. what are your thoughts? >> i'm afraid of the flooding for the homeless. i'm very concerned about that. and i think they should open up city hall and let them come in. i mean, if we really care about people and humanity that we should be making those spaces available when we have this,

like expected for tomorrow, you know, rain monday, tuesday and wednesday. >> beautiful. you're okay with it. >> yeah, i love it. does it doesn't leak in the rv or anything like that. no and night truly a limited number of people out and about because of these conditions. >> and those folks that were out only were only out just because they had to get some food. now back here, live at the pacifica pier, we can still hear those waves crashing into the pier behind me every few minutes. here it's another importantrillioneminder to keep your distance from the water during this high surf advisory. live in pacifica. lena howland abc seven news. >> good advice. thank you. lena, we are seeing some impacts from the storm overnight in the north bay. a mudslide closed, part of highway 128 in dyersville. this is about a mile south of chalk hill road. it happened around 730 last night. caltrans was on the scene trying to get that tree out of the way. >> then in marin county, highway one south of tomales is closed

in both directions right now. take a look at this. one car tried to forge the flood waters, but it stalled out under several feet of standing water. firefighters had to escort everyone in the vehicle to safety. the closure is also in place indefinitely from snake road up to tomales petaluma road in the east bay. >> the rain last night led to some serious dangers out on the road. those who drove through the bay area freeways had very limited visibility. heavy rain and wind along the six, 80 and 24 caused several accidents, and that led chp to close down lanes and off ramps in the hours before the storm. danville public works refilled their sandbag stations as those are free for residents to use in flood zones like off of el capitan drive, a street with homes bordering a creek and known to flood a couple of sandbags in the garage by the door to the back, where it floods in. >> and then just make sure the drain out by the street gets like grass grows in it. so uh- make sure the grass is cleared

out sunday nights, wind and rain was the strongest of the storm, expected to continue into the day today. >> let's go up to the sierra now where things are drying out. you're looking at i 8-80 at old ag. this is a live look going up on 80. as i mentioned in soda springs, right now, chains are required on highway 50, in el dorado county, chains are needed on highway 80. in nevada and placer counties, a winter storm warning is in effect until 10 a.m. wednesday. and today we got a taste of what's to come. the uc berkeley sierra snow lab in the donner lake area says it picked up 7.5in of snow overnight. check out this serene scene there. they expect another 18 to 30in through wednesday afternoon, and luckily, power outages have been minimal compared to the weekend storm. earlier this month. we keep you updated on top of storm impacts where you live from park closures and warming centers. find it all on the front page of

abc7 news.com. i'm >> people in russia are gathering to pay their respects to alexei navalny, the opposition leader and vocal vladimir putin critic. he died in a russian prison on friday. glory is at the live desk with more on this and gloria, he really had a true impact on so many of his supporters. >> julian, this morning we are hearing from the wife of alexei navalny, who just released a video claiming that she will continue her late husband's work in opposing russian oppression. and navalny was pronounced dead on friday, where he was serving a 19 year sentence in saint petersburg, unidentified groups removed flowers and other items left at a memorial to honor him. but just as quickly as they were taken down, russian citizens left more to honor the man. his team believes he was murdered. u.s. officials are now pointing the finger at russian leader vladimir putin. some u.s. leaders say that americans need to pay close attention to what's happening in russia. >> when you think about donald trump, for example, pledging retribution on what vladimir

putin did to navalny is what retribution looks like in a country where the leader is not subject to the rule of law and i think that we have to take donald trump very seriously. we have to take seriously the extent to which, you know, you've now got a putin wing of the republican party demolished body has been taken to a more foreign autopsy. >> there are some reports that his body was bruised and a prison official says he died from sudden death syndrome. >> amanda. >> thanks. gloria. today is president s day, a federal holiday and you can expect to see some closures and holiday schedules. federal, state and local government offices will all be closed for the day, as well as u.s. mail service banks and wall street. most public transit will be returning or running on reduced or weekend style services. i should say bart shut down the red line for the whole holiday weekend for crews to finish up a major trackway rebuild near the richmond station. busses will instead run between the richmond and el cerrito stations. the red

line is set to reopen service tomorrow between 5 and 9 this morning. >> it has been a pretty wet holiday weekend, so far, and later on today we will have more rain in the forecast and the chance for a couple of severe thunderstorms. part of the reason why we've thrown our surface map on here. the area of low pressure still well off the coastline, but what is happening? we call this a triple point. it's where three different fronts meet at one area, and it's right off our coastline currently. and in this area we have a lot of lift in the atmosphere here and also some rotation can occur and this is going to move on shore later on this morning and into the afternoon. and that is why we have the threat not only for a severe thunderstorm, but an isolated tornado. now the storm prediction center, which monitors the entire country for the risk of severe weather, has placed part of our region underneath the risk of a brief tornado. and that would mainly be parts of the east bay, including antioch, concord, livermore. i think the highest chance of seeing a brief tornado would be in the sacramento

valley, specifically sacramento and points to the north. but this is something we're watching very closely, and part of the reason why we've increased the storm impact scale to a level three today, a strong system, because of that possibility of severe storms. not everybody is going to see one. but where we do see them pop up, they will drop heavy rain and have some gusty winds at times, flood watches are still in effect along with wind advisories. here's future weather. we go hour by hour. here you can see later this morning those deep reds in parts of the north bay, the east bay indicating that potential for severe storms popping up. that flood watch is still in effect through wednesday for the potential of more heavy rain, and that wind advisory is still in effect through tonight. for those strong, gusty winds, we'll take a closer look at the storm potential for severe weather later today, and when we'll finally get out of this rainy pattern coming up. julian, in just a few minutes. >> all right. we are ready for that. thank you. drew. still to come, the bay area's first ebony alert. what? police want you to know this morning. >> and rethinking robo taxis.

that's a promise. not a promo. on. police issued the region's first ebony alert in hopes of finding her. police say she's at risk because of age and a medical issue that impacts her ability to make decisions. the teen was last seen at the chinatown library branch on powell street last thursday night. ebony alerts are intended to raise awareness of missing black women and children whose cases often go unsolved. governor newsom signed a bill enacting the program last year to hopefully bring more black women and children home. >> happening today, another push to rethink robo taxis in san francisco. a coalition of san franciscans are expected to call

on governor newsom to ban self-driving taxis. network for safety in our streets and for working people. they organized a rally in chinatown this afternoon. or i should say, yesterday afternoon, to present their argument. the group is made up of residents, labor groups, trade workers and safety advocates. they will specifically discuss safety concerns surrounding the february 10th waymo vehicle fire in chinatown, and those and how those cars navigate through crowded chinatown streets. >> the antioch library will be reopening tomorrow after the county decided to close it because of what it calls repeated dangerous incidents. here's abc seven news reporter anser hassan. on saturday, the antioch library was closed. the list of reasons were documented in an email sent to the city. >> abc seven news was able to get a copy of the email. some of the concerns a couple openly having sex in the library, hallway and bathroom, police apprehending a wanted suspect using a computer in the teen section. drug use in the library. vicinity car break ins

and patrons verbally assaulting staff. >> they were just out at the um. city council meeting getting awards and we haven't heard about any of this. >> tashina garrett is an antioch resident and community activist who uses a library a lot. she says she's never had any issues there. the library is located just a few blocks from a middle school and the high school. she says it's an important place for students to come after school. they even have laptops that the children can, um, check out. then saturday evening, antioch mayor lamar hernandez thorpe announced on facebook that the library will reopen on tuesday. no reason given as to why. garrett says she's ecstatic to learn the news. she says the library is located in a low income neighborhood that is already struggling with limited resources. >> this community is losing everything. we recently lost target. joanne's um, we're supposed to be losing the pittsburg, antioch amtrak

station. and now the library. >> mia hernandez thorpe sent a letter to the county administrator saying, quote, according to our city administrator, no one in the city of antioch, including the police chief, was informed of any safety concerns by contra costa county regarding the library. garrett says the reopening of the library is also important because it's election season, so where is district one supposed to go and vote at? >> now there's a world of knowledge in that place, and it it it can't stay closed in antioch. >> anser hassan abc seven news. >> organizers. campaigning to remove oakland mayor shengtao from office officially started gathering petitions over the weekend. oakland united, or oust, held its kickoff rally saturday in jack london square. the organization has until july 22nd to collect about 25,000 signatures to initiate the recall, where 10% of oakland's registered voters voters, judge brenda hardin, 40, the lead

proponent of the recall, says the city has declined under tao's watch. it is sad that our city has become has gotten into the state. >> it is. i care about oakland. i am out here because i care about oakland and because oakland deserves so much better, so much more than what this mayor is telling us that we should accept. mhm. >> the group says rising crime is the reason for the recall effort. governor newsom's office just released data last week about the initial deployment of 120 chp officers to address the rising crime in the area. >> downtown oakland's black panther party museum received a big boost in its mission to promote the party's rich history. east bay assembly member mia bonta presented staff with a $1.25 million check to pay for the museum. abc7 news was there as visitors took in one of several films being screened on saturday. it would have been founder doctor huey p

newton's 82nd birthday. the bay area is now on the clock as hosts for the nba all star game. last night there was a ceremonial hand off between the owners of the indiana pacers, who hosted last night's game. the entire weekend's festivities and the warriors will be playing host next year. the game will be at the chase center on february the 16th, with several events all across the bay area, including in oakland. steph curry says he can't wait uh- a lot to offer. >> this is the whole bay. has a lot to offer. you know, san francisco chase center, possibly some uh- some spotlights on oakland and our history. there in that city as well. but i'm excited and thankful to be a short drive. >> haha. yeah. some of the events include the celebrity game, the hbcu classic at oakland arena, the warriors former home, the three point and dunk contest as well as the game itself, will be held at the chase center. the warriors hosted the all star game in 1967

at cow palace in daly city, and in oakland arena in 2000. it is going to be so much fun. i love watching this. oh my gosh, you know, the three point contest was so good this year too. it is cool. >> yeah. that floor. oh yeah. cool. that's in the future. yeah. that's the future of like nba arenas. sign me up. >> sign me up. >> very cool. >> all right. later today, guys, we are tracking the potential for some strong storms out there. what we're watching on live doppler seven. you see things gathering off the coastline. and you notice that it's not just one shield of rain. you kind of see these discrete cells popping up along the front. we'll watch these move onshore first in the north bay this morning, and then we'll see that chance of showers spread south closer to lunchtime. snow is falling in the sierra. a winter storm warning still in effect. you can see through truckee south lake. we are seeing snow showers this morning. here's that winter storm warning. this will last until wednesday morning when the storm is all wrapped up. we'll see 2 to 4ft of snow, mainly

above about 7000ft. let's talk about that severe chance of storms later on today, the storm prediction center has outlined parts of the east bay, the north bay, for an increasing risk of some of these thunderstorms. i think the highest risk today would be in the sacramento valley, but still, there is the chance that 1 or 2 of these storms that move through here locally could contain hail and lightning. that's part of the reason why we brought the storm impact scale to a level three today. for that severe storm potential, it's not going to be a day where it's just raining all the time for everybody. but the threat today is for those pockets of severe weather could have some heavy rain and wind. so let's go through future weather this morning, 730. we'll likely find those showers and downpours first in the north bay by about nine 930. those downpours working through the city parts of the east bay and then closer to 11:00, we see those showers and storms through oakland and concord and then some popping up past lunchtime in the south bay. now thatrillionainfall, where we get those downpours, it will add up quickly. don't take any city as what you're going to get

exactly. take the trend. you see some areas like half moon bay, santa rosa, yountville picking up more than an inch. that's just an indication of where we find those downpours. you get a lot of rain in a short amount of time. that's something we're watching very closely today. so you have the threat for severe weather. we'll track those thunderstorms possible later this morning and into the early afternoon. we'll get those temperatures into the 60s. here's the accuweather seven day forecast a level three today for the chance of strong storms. we'll drop it down to a level one tomorrow and wednesday. just some light scattered showers. and then by thursday we'll start to dry out. it looks like we'll start out the weekend with dry weather. gloria. >> yeah. you know, at least for now, it is dry out there on the roads. so if you'll be driving in the next few hours, you shouldn't have to worry about the rain. the wetrillionoads right now. so we're taking a live look outside at our 8-80 camera over near the oakland coliseum. you can see also, it's pretty empty out there today compared to what it usually is this time of the morning. with the holiday, we haven't seen as much activity. if you look here, golden gate bridge also not not very busy at this time of the

though. south winds gusting over 40mph at sfo right now. here's that level three today for the potential for severe storms later on this morning and into the afternoon. now, this is not going to be a level three day where it's just widely spread rain all day long. it's these cells that are going to develop and move onshore that have the potential to bring some gusty winds, some hail, some heavy rain, and that could bring some localized flooding. so here's future weather later on this morning, we'll start to see some action develop in the north bay as we head later on into the morning and into the early afternoon, we'll start to see some of these stronger cells develop underneath this front that is moving through. we'll take a closer look at that severe storm threat. who could see the worst of it coming up in about eight minutes. but let's check in with gloria and see how we're doing with the commute this morning. >> good morning andrew. good morning everyone. so far it is dry out there on the roads. so you're not going to have any major issues with wet roads this morning and traffic so far has been pretty light as well. of course it is still early. it is a holiday day and maybe that's why it's so much lighter today, but this is a live look outside

at our golden gate bridge camera and you can see how empty it is compared to what it usually is this time of morning. and chp has issued a wind advisory for the golden gate bridge. so if you drive here, just keep that in mind this morning. >> all right. thank you. gloria. the coast have a high surf warning in effect. and here's what it looks like right now at the santa cruz boardwalk this morning. you can see relatively calm. many areas bracing for the coming days of heavy rain and winds. the city of pacifica is closing its pier once again as a safety precaution due to high wave action. neighbors on beach boulevard are sandbagging their properties. seven parks are closed in san mateo county, with officials concerned about trees toppling well for safety reasons . >> it's a good thing today actually is less windy than yesterday. so we did come into the park and take a walk, but we turned around at a specific time in the north bay. >> this big tree, wow, fell saturday into santa rosa,

later on this morning into the afternoon. as this feature moves onshore. the storm prediction center, which monitors the entire country for the risk of severe weather, has placed part of the bay area underneath a risk of a brief tornado that would be parts of the north bay and the interior east bay close to the sacramento valley. that would include antioch, livermore, concord, even solano county. napa county. i think the best chance of finding a tornado is likely around sacramento later today, but we still have that chance with that rotation in the atmosphere. that's why we've raised the storm impact scale to a level three today for severe storms possible. now not everybody's going to see one, but the chance is there and we do find those storms popping up. we could see pockets of heavy rain, some gusty winds, future weather showing you this morning the best chance for those showers and storms in the north bay. then later on this afternoon, here's 230. we could see some of those cells developing in parts of the east bay as we get that sunshine and that daytime heating, a flood watch in effect for the entire region. as we watch more

snow levels right now. basically above about 6500ft. currently, a winter storm warning is still in effect until wednesday morning after the storm wraps up, we'll find 2 to 4ft of new snow, likely above 7000ft. now let's talk about the severe weather potential back here at home. the storm prediction center has outlined the entire bay area for at least a risk of thunderstorms. the highest risk for thunderstorms today is in the sacramento valley, but there are areas bordering the sacramento valley like napa county, solano county, even parts of contra costa and alameda county. that would include livermore, antioch, concord that have a chance of seeing hail, lightning, even a brief tornado. that's part of the reason why we have increased the storm impact scale to a level three today. for that potential of severe storms. the big takeaway not everybody is going to see severe weather, but where we do find those storms pop up, they will see pockets of heavy rain, some strong winds. so localized flooding is very possible. here's future weather for the morning. it's the north bay. we're watching very closely for those scattered showers and downpours continuing through about lunchtime and then into

the afternoon. watch parts of the east bay and the south bay for the potential of some stronger storms out there. rainfall potential where we find those downpours moving over the same areas. it's not out of the question. we could pick up more than an inch of rain today, and that will cause some problems. flood watches are up, our ground is already saturated, so localized flooding is a concern. along with that severe weather today, we'll find temperatures in the upper 50s to the lower 60s. here's the accuweather seven day forecast. we're watching for the potential of severe weather today. tomorrow and wednesday. the severe threat is gone, but the showers still linger and then we'll finally dry out. starting on thursday. gloria. >> yeah, you know, we do have a mass transit update for you right now. if you take bart to the red line is not running today. and it's been that way the whole weekend. this is because they're doing some track work near the richmond station. they do have free busses that are replacing the train service. so you can go on bart's website for all the details on how you can get to your destination today, and then a live look outside at our san mateo-hayward
