russian president vladimir putin , and a horse skiing on the slopes. >> the wild winter sporting event that brings thousands of people together every year. talk about wild. >> the more you know i've never seen this before. >> me neither. that's a new one for me, right? wow >> well good morning everyone. it is monday, february 19th. we want to get straight to drew with a look at our forecast. yeah. and today's just one of those days. >> you really want to stay up to date with what's going on. because we have the potential for severe storms move through here. that's not something we see every day. and what we're watching on live doppler seven. it's not just one shield of rain, but it's discrete cells. you see that are popping up first. that approach the north bay this morning and then that chance will spread south throughout the afternoon. that's why we bumped it up to a level three today, because we have the potential for severe storms and with that could have pockets of heavy rain, some strong winds as well, and some localized flooding. san jose right now it is quiet with mostly cloudy

skies. that chance of storms first is in the north bay. this morning and then in the afternoon. those chances spread south and east across the region. we'll take a closer look at that severe potential in six minutes. let's check in with gloria and see how the commute is going. >> good morning drew. good morning to everyone so far. it's looking really good out there on the roads this morning. if you look here, this is our overall map in the bay area. and you'll see mostly green. and that means not too many major issues out there this morning. and so far the drive is dry for the most part. we've been looking at all the cameras here that we have in the bay area, and no major issues as far as rain this morning. this is a live look from our bay bridge toll plaza camera and we're starting to see a few more cars out there than we did earlier. but still pretty light today on this holiday. and the metering lights are not on yet. >> all right. thank you. gloria, here's something we don't say often in northern california, tornadoes could be in the weather forecast for parts of the area this afternoon. the national weather service's storm prediction center says there is

a 5% chance of isolated tornadoes across portions of the sacrament valley, and there's a 2% chance of isolated tornadoes, damaging winds and large hail in populated areas along the i 80 corridor. places like vallejo, fairfield and vacaville in the north bay. >> this morning, sonoma county is already dealing with roadway flooding. here's a look at conditions in windsor. some streets look more like rivers. new video from overnight shows water gushing down star road and mark west station road. we're told a nearby creek overflowed, prompting the county to close the intersection. and as drew mentioned, the storm is bringing strong winds and big waves. abc seven news reporter lena howland is live along the coast in pacifica. lena, it looks like you threw on a hat because of all that wind. how's the weather out there? >> hey, amanda. that's right. this hat was absolutely needed because of the gusty winds. we've been experiencing all morning long out here on the coast in pacifica. luckily, we're not experiencing any rain,

just yet, but those gusty winds out here are certainly keeping us on our feet at this hour. now this area is under a wind advisory, a high surf advisory, and a flood watch. right now, a similar story we are seeing across the bay area. this is what this is what it looked like along the coast last night near ocean beach. this video was taken near the former cliff house location. the wind was blowing so hard. the rain was coming down sideways and signs were being blown as if they were going to come off. some of the poles. and while it's one thing to have the rain, it's those strong wind gusts that can create problems with power lines and trees. we spoke with several san franciscans yesterday night and asked them how they're dealing with the weather. >> rain to tomorrow, the next day. the next day. what are your thoughts? >> i'm afraid of the flooding for the homeless. i'm very concerned about that. and i think they should open up city hall and let them come in. i mean, if we really care about people and humanity that we

should be making those spaces available when we have this, like, expected for tomorrow, you know, rain monday, tuesday and wednesday. >> beautiful. you're okay with it? >> yeah, i love it. >> does it doesn't leak in the rv or anything like that. >> no. >> and last night truly a limited number of people out and about because of these conditions. and those folks were only out because they had to get food. now back here, live at the pacifica pier, we can hear those very loud waves crashing into the pier behind me every few minutes. in these conditions, it's another very important reminder to keep your distance from the water during this high surf advisory. live in pacifica lena howland, abc seven news. >> okay, thank you so much. lena. here at 605, we are seeing some impacts from the storm overnight in the north bay. a mudslide closed, part of highway 128 in myersville. this is about a mile south of chalk hill road. it happened around 730 last night. caltrans was on the scene. as you can see there with

chainsaws trying to get that tree out of the way. >> then in marin county, highway one south of tomales is closed in both directions. right now. take a look at this. one car tried to forge through the flood waters, but it stalled out under several feet of standing water. firefighters had to escort everyone in the vehicle to safety. the closure is also in place indefinitely from snake road up to tomales petaluma road in the east bay. >> the rain last night led to some serious dangers on the road. those who drove the bay area freeways had very limited visibility. heavy rain and wind along the six 8-80 and 24 caused several accidents, and that led to chp to close down lanes and off ramps to. in the hours before the storm, danville public works refilled their sandbags. stations. those are free for residents to use in flood zones, like off of el capitan drive, a street with homes bordering a creek that is known to flood a couple of sandbags in the garage by the

door to the back, where it floods in. >> and then just make sure the drain out by the street gets like grass grows in it. so make sure the grass is cleared out. sunday night's wind and rain was the strongest of the storm. >> expected to continue into the day today. >> luckily, power outages have been minimal compared to the weekend storm. earlier this month, we keep you on top of storm impacts where you live from park closures and warming centers. find it all on the front page of abc seven news.com. for people in russia are gathering to pay their respects to alexei navalny, the opposition leader and vocal vladimir putin critic, died in a russian prison on friday. >> glorious standing by at the live desk with more on this story. and gloria, he truly had an impact on so many of his supporters. >> julian, this morning we are hearing from the wife of alexei navalny, who just released a video claiming that she will continue her late husband's work in opposing russian oppression. navalny was pronounced dead on friday, where he was serving a 19 year sentence in saint petersburg. unidentified groups

removed flowers and other items left at a memorial to navalny. but just as quickly as they were taken down, russian citizens left more to honor the man. his team believes he was murdered. u.s. officials are now pointing the finger at russia leader vladimir putin. some u.s. leaders say americans need to pay close attention to what's happening in russia. >> when you think about donald trump, for example, pledging retribution on what vladimir putin did to navalny is what retribution looks like in a country where the leader is not subject to the rule of law. and i think that we have to take donald trump very seriously. we have to take seriously the extent to which, you know, you've now got a putin wing of the republican party. >> navalny's body has been taken to a morgue for an autopsy. there are some reports that his body was bruised. a prison official says he died from sudden death syndrome. amanda.

>> all right. thanks, gloria. police in san francisco are intensifying the search for a missing 16 year old girl named mason. dangerous. oman police issuing the region's first ebony alert in hopes of finding her. police say she's at risk because of age. and they say a medical issue which impacts her ability to make decisions. the teen was last seen at the chinatown library branch on powell street last thursday night. ebony alerts are intended to raise awareness of missing black women and children, whose cases often go underreported and unsolved. governor newsom signed a bill enacting the program last year in an effort to hopefully bring more black women and children home. library reopening the new measures an east bay library is implementing after several dangerous incidents and snow in the sierra, our current storm system is bringing some fresh snow to the lake tahoe area. >> we'll tell you how much is already fallen just over the past weekend. >> 609 this morning, live doppler seven showing you more

wednesday, and we're getting a taste of what's to come. the uc berkeley sierra snow lab in the donner lake area says it picked up 7.5in of snow over the weekend, and you can see this serene scene here. they expect another 18 to 30in through wednesday afternoon. soon, a travel could really be tough today for people that might be trying to leave tahoe drew for the holidays. >> yeah, hopefully you're not trying to go there today because it's going to be a mess with heavy snow falling. probably not until later tomorrow due conditions really clear up locally here today. right? a level three for the chance of severe storms popping up. pockets of heavy rain and wind and localized flooding. so here's future weather this morning. that chance of downpours and storms will first remain in the north bay through about lunchtime, then into the afternoon. we'll start to that chance of some showers and downpours moving through the east bay and approaching the south bay by about 430. and again, ■some of these storms may turn severe. and what that means it could have some gusty winds,

weekend. oakland united or oust it, held its kickoff rally saturday in jack london square. the organization has until july 22nd to collect about 25,000 signatures to initiate the recall, or 10% of oakland's registered voters. judge brenda harbin fought the lead proponent of the recall, says the city has declined under tao's watch. it is sad that our city has become has gotten into the state. >> it is. i care about oakland. i am out here because i care about oakland and because oakland deserves so much better, so much more than what this mayor is telling us that we should accept. mhm. >> the group says rising crime is the reason for the recall effort. governor newsom's office just released data last week about the initial deployment of 120 chp officers to address the rising crime in the area. the bay area is now on the clock as hosts for the nba all star game. last night, there was a

thought she backed out at the last second thing. like, maybe not. maybe i'll just watch. >> i bet you she would thrive, though. no, i think she was. >> she seems like she's got a good core. yeah. >> there you go. >> stability. yes >> you can eat a whole lot of that. >> yeah. what a wild. okay. all right. it seems difficult. >> no thank you. yeah no i'm good. >> skiing itself is hard enough. right. >> like, let's be real here. >> you pulled my horse. not that great. all right, here's live doppler seven this morning. what? we're watching are these cells developing off of our coastline right now. what you're noticing, it's not a shield of rain heading our way. we're watching what we call these kind of discrete cells that are developing off our coastline. that could become severe as we go throughout the morning and afternoon. the first chance of finding the storms this morning in the north bay, we have rain falling around sea ranch, cloverdale. we'll have this next system moving into sonoma county and marin county. it's already windy out there right now. those winds, strongest along the coast. we see frequent gusts 20 to 30mph and it just stays windy throughout the afternoon. now

the storm prediction center has outlined and part of the sacramento valley and parts of the bay area for the risk of tornadoes. and what they're looking at is that we will have some lift in the atmosphere today and a little bit of rotation as well. i think the highest threat for a tornado today is going to be around sacramento. and points to the north, but there are areas close to the sacramento valley, napa county, solano county, i would say inland parts of contra costa and alameda county. that would include livermore, antioch, even concord that do have the chance to see a tornado. now, it's not guaranteed. we just have the ingredients in the atmosphere. today is one of those days. you really want to stay updated with the forecast because the conditions will be changing as these storms move through. it's part of the reason why we have increased the storm impact scale to a level three today. for that potential of severe storms, it's not going to be widespread, but where we see those severe cells develop, we'll see pockets of heavy rain and wind, and that will lead to localize flooding. a flood watch already in effect. more rain will just exacerbate

that issue. future weather showing you will find those showers first in the north bay this morning and then heading into the afternoon. that's we'll likely see that chance of some severe weather in the east bay and in parts of the south bay. here's the accuweather seven day forecast, level three today for those severe storms is the severe threat is gone tomorrow and wednesday. but showers still in the forecast. but then we'll start to find some dry weather on thursday. >> gloria. yeah. you know speaking of dry, the roads have been dry this morning. >> that's been really good for the morning commute. if you look at our overall map here, mostly green. so no major issues this morning. but we are following something in oakland. so we're going to zoom in here. this is over on northbound 13. this is north of redwood road. this is near joaquin miller road. and there's reports of a downed tree here. so this is causing some backups but not to major speeds are down about 63mph. so it's really not too bad. but we're getting reports that at least one lane is blocked. so we're going to keep monitoring this for you throughout the morning. and then a look at your mass transit for today bar is not

device's app store to download it now. >> an alameda county fire crew is back in service after thieves broke into two service trucks in pleasanton. the thieves took personal items and five chainsaws used for storm cleanup, a loss of about $15,000. so far, no one has been arrested. oakland police are investigating a similar incident in that case, two workers were robbed of chainsaws at gunpoint thursday in the piedmont area. >> happening today another push to rethink the robo taxis in san francisco. a coalition of san franciscans are expected to call on governor newsom to ban self-driving taxis, network for safety and our streets and working people organized a rally in chinatown. it's set for this afternoon to present their argument. the group is made up of residents, labor groups, trade workers and safety advocates. they will specifically discuss safety concerns surrounding the february 10th waymo vehicle fire in chinatown, and how those cars navigate through crowded

chinatown streets. the operator or the operation to free a stuck fishing boat near bodega bay has hit another snag. >> after a week long effort, the us coast guard determined the 57 ton vessel cannot be moved because it's too heavy with water and sand. the press democrat reports. salvage crews will need to take the boat apart instead, with powerful waves expected, it's unlikely operations will begin immediately. the delay could increase the risk of the ocean breaking the boat apart. new developments in the middle east. the un security council is expected to vote tomorrow on an arab backed resolution demanding an immediate humanitarian cease fire in gaza. gloria is tracking the latest from the live desk this morning. hey, gloria. >> good morning. amanda the u.s. is vowing to veto the upcoming un resolution calling for a humanitarian cease fire. u.s. ambassador to the un linda thomas-greenfield issued a statement saying the u.s. is working on a deal between israel and hamas, and that deal would

see the release of hostages, also a pacifier of at least six weeks. and this comes as the largest medical facility in gaza is no longer running this morning. that's according to the hamas run health ministry. it reports the power was cut off at nasser hospital in khan yunis following an israeli raid. the world health organization says 200 patients remain at the hospital. israel's prime minister says he will also continue with plans for a ground operation in rafah. rafah is the only major area of gaza yet to be occupied by israel. this morning, the palestinian foreign minister accused israel of apartheid. he urged the un's top court to declare that israel's occupation of lands sought for a palestinian state is illegal and must end immediately and unconditionally early, for any hope of a two state future to survive. julian. >> thank you, gloria. a san jose

group host a day of remembrance to honor those forced into internment camps during world war two. this is the 44th year the group held the commemorative ceremony. demonstrators at the event, held a candlelight procession that ended with various speakers. 120,000 people of japanese descent, most of them american citizens, were imprisoned by executive order during world war two. >> it appears drug overdose deaths in california prisons are creeping back up despite the use of overdose reversal drug narcan. according to our media partners at the san francisco standard, there were 59 overdose deaths in 2022. that's compared to 23 and 24 deaths in 2020. and 2021. the state started putting more money into prevention programs in 2019 after a record 64 deaths. it appeared to work for a couple of years. the emergence of fentanyl could be to blame for the rise. >> san francisco police are threatening to cut ties with a

we have this area of low pressure that is creating thunderstorms off the coast of northern california. it's creating lift in the atmosphere today and winds that are turning with height. and what that means , we have the potential for severe storms, and that does include the potential for an isolated tornado. now looking at our risk map, the best risk of a tornado today would be in the sacramento valley. but there are areas that border the sacramento valley, like napa county, solano county and inland parts of contra costa and alameda county that are underneath thatrillionisk of an isolated tornado. just what that means. the atmosphere has the ingredients it needs to produce a tornado. one is not guaranteed, but that's something we'll be watching as we head throughout the day. that's the reason why we've listed the storm impact scale to a level three strong storm today. for that severe storm potential, this morning, those storms will stay in the north bay as we head into the afternoon, thatrillionisk moves into the east bay. this is 230 and then moves into the south bay later

after a shooting on campus this month, or at least shots were fired on campus on february 9th. a man fired several rounds into the air shortly after getting into a fight on campus. thankfully, no one was hurt, and campus police took the man into custody a short time later. however, the campuses warned me system did not notify students about the incident until 40 minutes later, so far, 177 signatures called for the resignation of the university's emergency management director, along with reform of the warning system. >> former president trump made a unique appearance at sneaker con in philadelphia over the weekend. first to unveil a new line of sneakers called the never surrender our high tops and then ask for votes. he made stops in michigan as well as pennsylvania over the weekend

hour. future weather. this morning we're watching the north bay closely. that's our first chance of seeing those stronger storms. then as we get into the afternoon, we see that daytime heating that chance now moves south along the peninsula into the east bay and parts of the south bay. later on this afternoon. so it's a day where we could have storms pop up as we see the afternoon roll on. here's the accuweather seven day forecast at a level three today for that severe weather threat. tomorrow and wednesday. just some light showers. and then by thursday we're finally drying out from this pattern. gloria >> yeah. you know, it has been dry out there on the roads this morning. so that is good for the morning commute. it's also been really light traffic today compared to what we usually see this time of the morning. this is a live look outside at our bay bridge toll plaza camera. you can see how empty it is out there right now. so if you are going to be driving, this is a good time because you won't have too much traffic. and if you're taking mass transit, we do have an update for you on bart. the red line is not running today. that's because of track work. so they are going to be having free busses replacing train service.
