two on the exclusive abc seven news storm impact scale with scattered showers, downpours and thunderstorms. >> yeah, check out how quickly san francisco flooded. this is in the marina district at union and franklin streets. cars and even a muni bus on the 45 union stockton line made it through the intersection, but they had to go through what looked like a few inches of water after the flash flood warning has expired, it is no longer in effect. >> yeah, abc seven news meteorologist sandhya patel is tracking the storm for you and joins us with the very latest on this. sandra, that's right. >> and dan and anna, let's check out live doppler seven because you will notice that we are still tracking wet weather across the region. we're going to get you right into street level radar where it is raining at this hour across sea ranch old state highway, annapolis road in the north bay. so watch out. the roads are still slippery. heading towards the piedmont area. emeryville, berkeley. it's lighter rain into orinda across 24 now san francisco this afternoon got 8000/800 of an inch per hour

just in one hour. and with that much rain on top of saturated ground along with the fact that we have a lot of concrete and hills, well, the ground just couldn't take it. which is why we saw the flooding. you see that taking you back in time. showers right now from the santa cruz mountains, heading towards morgan hill and spotty and san jose offshore. we do have a batch of moisture. it is moving in the direction of point reyes at 6:45 p.m. watch out for downpours at 745 in santa rosa. so we're not through yet. there are a number of flood alerts across the bay area. we're going to start with that flood warning in sonoma county until 10 p.m. tonight. they've already seen flooding roadways, streams, creeks and that remains a threat. flood watch for the rest of the bay area. and then there's a flash flood watch south of us in the burn scar area until 10 a.m. tomorrow. so as we widen the picture, this area of low pressure is still drying up moisture. we're still seeing lightning strikes off the coast. and as we go, hour by hour, we'll still see some pockets of downpours. this evening. tomorrow morning we'll see those showers, those showers

right over the abc seven studios in san francisco this afternoon. we don't get that very often. check out the rain and gusty winds that came with it they were running through the rain in san jose when this downpour hit downtown. drivers had their windshield wipers running on high as well >> this is the view drivers had on highway 24 today, headed toward the caldecott tunnel from oakland. caltrans just announced that highway 84, also known as niles canyon road, will remain closed until at least friday. what's called a slip out resulted in the damage that you see here, and prompted caltrans to close the road about 24 hours ago between old canyon road and main street in sunol. on friday, caltrans will reassess the damage and see if it's safe to reopen one lane. you can get the latest forecast and track all this rain anytime with our live doppler seven radar. just search abc seven bay area in your

device's app store to download it now. new developments in the battle over that ca martial center bike lane. ttrillionuns nearly a mile along san fraisco valencia street, a group of business owners has filed claims against the city. they say the presence of the bike lane violates their rights and hurts the economic vitality of the area. abc seven news reporter luz pena has covered this story since last year. she's here with the very latest on this lose. >> that's right, the center bike lane was finalized six months ago, but the actual construction began in april. so for over ten months, many business owners say they've been struggling today, three business owners filed complaints against san francisco and the group said at least 20 other business owners are set to file in the coming days and weeks. stand behind their attorney. a group of valencia street business owners said they reached their breaking point today. they filed multiple claims against the city of san francisco over the controversial valencia street center bike lane. >> violates not only our clients civil rights, but also the

city's charter, which mandates that the city protect the economic welfare of its businesses. the center bike lane has been a catastrophic failure to the businesses on valencia street. >> the claim seeks immediate removal of the bike lane and compensation for financial losses caused by the bike lane. one of those business owners said the bike lane contributed to the closure of his music venue in november. >> we are declaring here today that we are incredibly inspired and motivated by how many citizens are rising up, speaking out and filing claims against the city right along with us. >> kevin ortiz represents multiple businesses on valencia. he said today's claims are the first of a wave of many others. >> this is one of the few times that, you know, community and businesses are fighting back. we've had multiple businesses closed down as a result of the bike lane. right. and so, you know, you know, folks feel like this is their last, like option. >> and for the first time, the valencia merchants association,

which represents 200 businesses here and has been meeting with sfmta behind closed doors, it's also making their stance against the bike lane public with this letter, but we want it gone immediately. >> the timing is really important. we want we kind of want people to pay attention to what's going on here and treat this as the emergency that it is. we have lost a lot of merchants and we're continuing to lose merchants. >> reporter it comes ahead of the latest sfmta board of directors meeting after feedback and some say pressure from many in this community, the agency is now considering to change the bike lane design into a side running bikeway. regarding the mid valencia pilot project, but some cyclists don't want sfmta to change the center bike lane at all. >> i feel safer after i ride with my one year old. i feel i bike, i can see what's happening because i'm not worried about getting doored or run over. >> sustainable transport.

advocate luke bornheimer says started the better valencia campaign about a year ago, before the center bike lane was approved. he says many cyclists here are against it. i'm really happy to see mta uh- coming forward with two designs for curbside protected bike lanes and really talking about changing the center bikeway to a curbside protected bike lane design. now, the biggest setback, according to business owners, was the removal of 70 parking spots, turning them into loading zones to build the bike lane. sfmta has made changes around the bike lane, including bringing back 58 parking spaces in the evenings. but business owners say that's not enough. as to the claims filed today, the city has 45 days to investigate and decide if the claims are denied. business owners have six months to file a lawsuit. luz pena, abc seven news lucy thank you. >> president biden touched down at lax just a few hours ago for a two day california visit, which includes stops in the bay area. president biden will participate in two campaign receptions today and tomorrow in southern california. the president will fly to the bay area tomorrow for two more fundraising events, one in san francisco wednesday and another

in los altos hills on thursday before returning to the white house for the march 5th. primary is just two weeks away, and that means midnight is the deadline to register to vote. but if you miss it, there are still options. abc seven news south bay reporter zach fuentes explains there's just 15 days before the march 5th primary. >> some people might think a primary election is not as important as a general election, but every election is important. >> it's a message officials like santa clara county registrar shannon boucher are working hard to share, even in general elections. the statewide turnout leaves much to be desired. in 2022, only 51.5% of eligible californians voted in the november election. boucher says the primaries have even more room for improvement. >> look at four years ago, in our last presidential primary election, where only 52% of our registered voters turned out and cast their ballot. so those 52% of people made the decision for 100% of the voters. so it's

important to get out. there are local races, there are state races, and federal races. >> that's why she says getting eligible voters registered is a priority. ahead of march 5th. the deadline is tuesday at midnight, but in california, there are still options. if you miss it, we can do what they call conditional voter registration starting tomorrow. >> so through election day, where any voter can come down to any of our 100 plus vote centers , or they can come down to our office and they fill out a conditional voter registration. >> from there, people are given a ballot and can return it with a conditional voter registration envelope, and we will take it back to our office, enter their information, and then be able to count their ballot so it's not too late. >> if they don't get registered by today. >> heading to register to vote ca.gov can not only let you register to vote, it's also where you can check your registration status, confirm your address and other details to help make sure those who can are able to vote. >> you need to get out and cast the vote to have your voice heard. you're only getting one

closed the library on saturday, a move they say was due to car break ins, drug use, harassment of staff and other illegal activity. the library now has a patrol vehicle and an extra armed security guard. in addition to the guard already inside. during library operating hours. plans for the largest housing project ever in cupertino have been approved. we're talking about the former site of the vallco shopping mall as abc seven news south bay reporter dustin dorsey explains,

city leaders believe this will help build a better bay area. >> this is all that remains of vallco town center after the mall officially closed nearly a decade ago, the mall acted as a community center where people could gather and meet. and now, newly approved plans by the city aims to bring back that sense of community. >> it has housing uh- it has retail, it has office space and, um, you know, i think it will it will be a hub for our civic and social activities. and in a few years when all this comes to pass, soon, this empty lot along stevens creek boulevard and wolf road will transform into the rise. >> it's the largest housing project in cupertino's history. nearly 2700 units, including 50% affordable housing. there will be plenty of retail and office space as well, but mayor sheila mohan says the emphasis is on giving people a place to live. >> it recognizes that uh- times have changed. the city has

exciting things to happen in our city in a while in cupertino. >> dustin dorsey, abc seven news an update to a story we first told you about friday on abc seven news plans to put a sober living facility in the heart of san francisco's chinatown are being scrapped. >> it would have gone at the north beach hotel on kearny. there was considerable pushback from the neighborhood and the city heard the concerns. the mayor's office in a statement said the support wasn't there for the facility, so it will look for an alternate location. >> all right. really came down for a while. today. a number of parts of the bay area, you saw the flooding that we showed you in san francisco and other spots. >> it seems like maybe it's calming down a bit. sandhya yeah, it will tomorrow evening. >> uh- ama and dan. let's take a look at live doppler seven right now and we'll talk about where we are seeing some wet weather at this hour. light to moderate showers moving across bolinas highway one, stinson beach. obviously it is still raining on top of saturated ground, so i wouldn't let your guards down in the east bay even though it's lightrillionain uh- oakland, piedmont, emeryville. street

level radar into kensington. still seeing some spotty showers. also from san jose. alum rock park, moore avenue into the santa cruz area, boulder creek, swanton, you are seeing some of that wet weather widening the picture here. there is more moisture off the coast. it is moving towards inverness. 718 it will be in san rafael at 748. so watch out for some heavy rain. it will be brief, but it's still there and the wider perspective showing you that atmospheric river just has been slamming southern california. they've had over 70 mile an hour wind gusts, some rain as well. we have had our share of thunderstorms here across the state, not just here in the bay area, but across the central valley. that area of low pressure just off the coast, drying up that moisture. you got the heating from the sun and we had the downpours. san francisco at one point this afternoon, 8000/800 of an inch in just one hour. san francisco picking up an inch and a third so far in the last 24 hours, just over an inch in santa rosa, half an inch

in oakland and less in livermore and san jose. half moon bay, 60/900 of an inch. i want to step aside, show you some live views. still some slippery roadways from our golden gate bridge camera. zephyr cove looks quiet, but there is some snow showers in a pretty view from santa cruz. watch out on the roadways looking at emeryville cameras. still some pockets of low visibility and rain. 40s and 50s on your temperatures. here's a look at the headlines tonight. showers. thunder chance remains in the forecast tomorrow. scattered showers. you'll even see some sun and a few clouds going through. and then thursday and friday it will be dry with a mix of sun and clouds. level two for tonight. moderate strength storm. isolated thunder. chance remains. downpours at times and the urban flooding threat remains not just the roadways, but those smaller streams and creeks. 7:00 tonight you're still looking at those showers. this continues even into the latter part of the evening. we get a little bit of a lull and then here comes some more wet weather. 8 a.m. in the north bay, 11 a.m. it's confined to the north bay, and then all of a sudden you start to see some of

the showers appearing in other parts of the bay area for the afternoon. going into the evening hours before this system winds down additional rainfall. we're looking at anywhere from a few hundredths of an inch to about a quarter of an inch, but keep in mind, if you get caught under a thunderstorm, some could see up to a half an inch of rain in the mountains. that warning has been dropped. it's a winter weather advisory until 10 a.m. tomorrow for to six inches of snow, up to ten inches for the peaks, with those gusty winds, it may be difficult to get up there and there may be delays, so keep that in mind. i would carry the chains if i were you. if you're going up 30s and 40s tomorrow morning, have those umbrellas handy. tomorrow afternoon. we'll keep those scattered showers in the mix. you'll need the shades as well. 50s and 60s on the accuweather 70 forecast here is your accuweather seven day scattered showers. i should say 50s and 60s for your temperatures. level one tomorrow, thursday, friday, saturday for the chinese new year parade. all good to go. it's going to be just a mix of sun and clouds and then sunday and monday is when we have our

helping the homeless, it is impossible to address all their medical needs. >> there are more than 7000 homeless people in the city at last count. >> but there is one clinic and doctors who are doing what they can to keep this crisis from turning into a catastrophe can their work help us build a better bay area? >> abc seven news reporter lyanne melendez followed a small team of doctors working in the so-called trenches. they really are the trenches. she's here with the story. remarkable what you saw. >> i don't know how they do it, really. i mean, their work is amazing. truly. so, you know, we know that taking care of themselves, their health is not always a priority for many living on our streets or in shelters. now, there are so many other distractions and concerns they are dealing with. so we're going to show you some of the people who care that the unhoused stay somewhat healthy and alive when it comes to medically treating the unhoused. the unconventional has now become habitual. all are okay

>> okay. >> every friday, a small medical team from the san francisco health department comes to treat patients in this isolated bayview encampment. what do you see out here? we tend to see things that we see in the clinic , but they're often more severe because they've been, like unattended to for longer. >> people with more severe mental illness, more severe addiction and substance use disorders. >> and the reason you come out here, what is that? instead of them going to the clinic, there are lots of people who can't manage being inside, even for small amounts of time, who their mental illness is so intense that they're too paranoid to come in. >> they're too weak or too ill to come in. this is a patient i've known for a long time. we're drawing some blood and talking about some medications. we restarted. >> doctor catherine taylor treats anyone willing to be cared for. it takes trust.

>> how many days do you think in a week have you taken it? this type of homeless health care is an effective way to keep them from ending up in the emergency room after her weekly checkup, juliana amos spoke to us about being unhoused for the past five years. >> i assume that you don't interact with many people. what does it mean to you for doctors to come to you? >> um, it means a lot because i don't like going on the busses. the long bus ride, you know, down there. and sometimes i forget to come in. so it's good that they come out here. >> if they didn't exist, what would happen to you? >> uh? if i was dead. >> despite her circumstances, we couldn't help but notice how the american flag is the first thing you come across as we like our freedom. >> my hair, you know. so so we know what's going on out there. we don't want to be stuck in sros where everybody's doing their drugs and dying. those

unhoused or living in sros are closer to the downtown area and have access to a network of outreach teams. >> we staff between 8 and 9 vans a day, so 24 hours a day, 365 days a year. >> last year, in 2023, we responded to just over 11,000 calls. >> here's the outcome of their interactions with those struggling on the streets. 25% are taken to the hospital. another 25 are transported to a clinic or shelter, and the remaining 50% either don't meet the criteria for a psychiatric hold or they decline their services. when you reach out to somebody, is it frustrating when you know that person needs so much help and intervention, but they don't want it? >> yes, of course you know, but that's the that's the, the thing that we do the best is building that trust building that report and just being consistently able and showing up because someone showed up is why joseph peterson

is alive today. >> all that did was kept drinking and using drugs. >> so therefore, after many years of doing that, my legs started having problems, complications with my legs. so they had to amputate my feet. >> what made you decide i've had enough? >> because he kept checking on me and he was coming up there to check on me to see how i'm doing. and that helped me a lot. i said, somebody really care about me. >> you know, today peterson has permanent housing and helps out at the maria x martinez health resource center, a clinic dealing specific with the unhoused population in this building opened a little over a year ago. >> we're finding is really working for people. >> the clinic is strategically located in the south of market area and sees between 60 and 70 patients a day. >> they can come in to see the dentist and then find out, oh, you have a psychiatrist here. and they can see the psychiatrist the same day, all in one. >> they also offer addiction treatment. why do you continue to volunteer here?
