you open a window. look out! they're going. well, that's not good. >> yeah, not good at all. first, we showed you the video of this mid-air scare that involved a damaged wing. now, at five, we're hearing from passengers who were on that flight that left from sfo that made that emergency landing in denver. >> this is one of the few times that, you know, community and businesses are fighting back. >> business owners in san francisco taking legal action against the city over the controversial valencia street bike lane. the immediate change is they're now demanding president biden will be in the bay area later today, his first visit since the apec summit back in november. san francisco streets and sidewalks temporarily transformed into rivers and small ponds. take a look. stunning scenes across the

city during yesterday's downpour . drew's tracking the changes today. >> hey good morning. it is wednesday, february the 21st. >> we want to begin with a check of our weather. drew >> it was a lot for a lot of people yesterday. now we have one more day of the showers to deal with and then we get some dry weather this morning. though fog is an issue in a lot of spots, especially across the city and in the north bay. look at our rooftop camera at kgo along the embarcadero, very foggy along the embarcadero. you typically could see some of the lights of the bay bridge. you can't see that this morning. look at visibility right now. we're down to zero miles in novato, a quarter of a mile from petaluma, napa through concord and livermore. so it's our valleys this morning. and across the city, you're dealing with low visibility live doppler seven. we also have some widely scattered showers out there this morning. and that's the theme today. we're on the tail end of our wet pattern. so we have a level one today for those widely scattered showers, a brief downpour is possible, but it's really minimal issues today. we're just trying to get this storm out of here over the next

24 hours. so here's future weather showing you as you head towards lunchtime and into the afternoon. you could see 1 or 2 showers popping up, but then after the sun goes down, we're done with the rain. we'll take a closer look at the drier pattern coming up in a few minutes. let's check in with gloria and see how the commute is going. >> good morning. well, i know drew, you mentioned it. the fog. this morning is the big thing. if you're driving low visibility, check this out. this is a live look outside right now at our bay bridge camera. and you could see barely even see actually the cars there, the lights on the lower left hand side of your screen. but it's so hard to even make out the cars right now because of that fog and chp has issued a fog advisory for the bay bridge throughout san francisco. it's pretty foggy in a lot of areas as well. we also have a solo car spin out that we're tracking right now. this is in san rafael, and this is over at northbound 101 at central san rafael. and so that is causing some delays in that area. three lanes are currently blocked. so we'll keep monitoring that for you amanda. >> all right. thanks so much gloria. part of niles canyon road in alameda county will be

closed until at least friday after it was damaged during recent storms. you can see what happened. part of the road there collapsed on monday. the impacted section is between old canyon road and main street in the sunol area. caltrans says it will assess the road on friday to determine if it can be reopened to one way traffic, at least until the rest of the road is repaired. >> people in san francisco are continuing to clean up this morning after that intense storm yesterday dumped nearly an inch of rain per hour this is what it looked like at franklin and green street yesterday, when water just started coming up through the manhole covers over in hayes valley. a pretty similar situation when there was so much water, it turned the middle of this intersection into a small fountain. one man said. floods came in while he was dining at a restaurant on hayes street. >> yeah, all over, all over. the water was like uh- rushing in like a big wave. >> the flood roads did not appear to stop people from driving through the pools of water, though. reminder this is

a really bad idea. you never know what's beneath that water. yeah >> of course. and your voice, your vote and the race for the white house president joe biden kicking off a three day visit to california with stops right here in the bay area. mr. biden is expected to attend a series of campaign fundraisers throughout the state. and right now, we go live to abc seven news reporter lena howland. she's in san francisco with more on this good morning. lena >> good morning amanda. protesters are expected to gather here at alta plaza park today while president biden attends a series of campaign fundraising events in the area. this group is demanding an immediate cease fire in gaza. president biden arrived in la last night. he is expected to fly into sfo this afternoon before taking a helicopter over to marina green. today, the san francisco chronicle is reporting he's expected to attend two private campaign fundraisers hours before heading to los altos for another fundraiser on thursday, according to park news

. the fundraiser tonight is being held by the getty family, where speaker emerita pelosi is expected to be there. they say tickets are reportedly set at $100,000. a person in the la times is reporting thursday's fundraiser in the los altos hills will be held at the home of robert and danielle klein, and it will be co-hosted alongside former state controller steve westly. but after the u.s. vetoed a widely supported un resolution demanding an immediate cease fire on the gaza strip, a group of about 150 protesters rallied yesterday at the montgomery street bart station in downtown san francisco. they want the u.s. government to reconsider a $14 billion military aid package approved for israel. the same group of demonstrators from the palestinian youth movement are expected to be in san francisco during president biden's visit today, they will be doing a protest rally and march here in pacific heights that's expected to start right around 5:00

tonight. live in san francisco. lena howland abc seven news. >> thank you for that, lena. this morning we're learning more details about the emergency landing of a flight from sfo on monday after the plane's wing suffered some damage. we first told you about this yesterday morning here on abc seven morning's gloria standing by at the live desk with this and a passenger saw this happening. and what was the response from the pilot? >> good morning. julian. united airlines flight 354 left sfo bound for boston, but it diverted to denver after that damage was discovered on the plane's wing. so now we have video that shows the extent of the damage. check this out. a passenger took this on the flight. they say they were a bit concerned after takeoff when they felt the plane shake, and a little while later, a pilot walked down the aisle, saw the damage out the window, and went back to the cockpit. united airlines has confirmed the plane was diverted because of an issue with a slat on the wing of the 757 aircraft. passenger kevin

clark says he's still thinking about what happened on that flight. >> he actually went through some incredible turbulence, you know, probably half an hour after he came on and talked about it. and that's when i really got panicked because i'm like, boy, if this wing is flopping now and this turbulence, what, you know, what's going to happen. so i kept looking out the window, looking at the edge of that wing going, well, i don't see any more parts missing yet. that's good. that definitely was good. >> and the plane landed safely. the passengers were put on another plane headed to boston and all 165 people on board were okay. the faa says the cause of the incident is still under investigation. so julian thankfully everybody's okay. yeah thankfully so. >> gloria. but as we've been talking about this incident this week on that united flight is just the latest in a string of mid-air incidents across the country. here's abc news reporter alison kosik. >> this morning. the faa is investigating multiple mid-air incidents across the country, including in new york, where

this single engine plane made an emergency landing on a busy long island highway. very, very shocking. >> see a plane go down, the pilot facing engine trouble, was trying to land at a nearby airport, but didn't make it. >> no one in the plane or on the ground was seriously injured. meanwhile an american airlines flight was forced to return to albuquerque after a man allegedly tried to open the plane door after takeoff. videos show passengers wrestling the man to the cabin floor, then then using duct tape to restrain him. blaze was one of the first passengers to wrestle him down. >> he already had the safety mechanism down. he had both hands on the lever and he was like yanking it and he's a big dude and he had it, you know, pretty well pulled. and we i don't know if you could hear it, but i could hear the actual difference in pressure. there was a whistling. >> the man was taken into custody after the plane landed. the fbi is now investigating. alison kosik abc news, new york,

new developments the city of salinas is restarting the search for a new police chief, just a week after vallejo's interim police chief was said to have accepted the job. >> you may remember there were reports last week that jason to had been picked for the job and was about to resign from the vallejo police department. the city of salinas never confirmed. tom was the person local media outlets in salinas say the process is restarting because of the way the candidates were identified. they had originally applied to be assistant chief when that position was filled. the rest of the candidates were moved into the pool for chief and. >> and just at the end, i determined that we need to look at at everyone, not just the finite number that i had identified for me in middle of january. >> according to open vallejo, which first reported tom's hiring in salinas, there were some concerns about tom's actions while on duty in

vallejo. there were also concerns from salinas community members because the city is in the middle of hiring a permanent city manager in antioch, a retired pittsburgh police chief will step in as the chief of that police department. brian addington has been named antioch's interim police chief. he's retired or he retired from his pittsburgh role in may 2022 after serving for nine years. he will now replace former chief steven ford, who stepped down last year amid a racist texting scandal case against the police department. addington starts his new role on monday, according to antioch mayor lamar hernandez thorpe, the current interim chief, will return to his previous duties. we have some new developments in the battle over the controversy. >> center bike lane on san francisco's valencia street. a group of business owners have filed claims against the city. now, the group says the lane has caused a big impact on their businesses, including lost revenue, and they're now demanding the immediaemal of the lane and compensation for financial losses it may have

caused. >> we kind of want people to pay attention to what's going on here and treat this as the emergency that it is. we have lost a lot of merchants and we're continuing to lose merchants. >> abc seven spoke to one cyclist who says he benefits from the center bike lane regularly and does not want it to go away. >> i feel safer, i ride with my one year old. i feel like i can see what's happening because i'm not worried about getting doored or run over. >> the city now has 45 days to respond to these claims. if it denies them. business owners have six months to file a lawsuit against the city. we should also note sfmta is already considering changing the design into a side running bike way. >> 511 will take you outside. we're dealing with thick fog across the city. parts of the north bay and the east bay. this is our south beach camera pointed at the bay bridge. you can barely make the cars headed into the city this morning. a dense fog advisory has been issued for the valleys of the

north bay and the east bay. i would also include san francisco in this as well, because we have some pockets of thick fog across the city. this will linger until 10 a.m. there's just a lot of moisture left over in the atmosphere from yesterday's rain. it has condensed into that fog this morning. it's also a colder morning. going to feel that chill in the atmosphere. we're starting out in the 40s across the board. as you step outside. the morning commute will feature that fog in areas. early on. we'll start to see a mix of sun and clouds throughout the late morning and the early afternoon. and once we get a little bit of sunshine, that creates instability and that will create the chance of an isolated shower this afternoon. we're still under the influence of this low pressure for one more day. southern california getting inundated with heavy rain l.a. under a flash flood warning this morning. for us locally, it's a level one for widely scattered showers. minimal issues. we're almost done with this storm system. so as you take a look outside the golden gate bridge has that fog this morning. dense fog advisory early on, some isolated showers in the afternoon. and then after

city not included, but i would include the city because look at sutro tower. we got a lot of fog out there this morning, and it is thick in spots. so just be careful the next couple of hours until that sun gets up here. it's a totally different story in the south bay. a live look at san jose. we don't have fog. we have a little bit of cloud cover overhead. one more day of showers. the level one storm today for isolated showers. nothing like the downpours. we experienced yesterday. then tomorrow dry weather is back. the sun shine is going to return and it looks like the next significant storm not headed our way until the first weekend of march. we're going to get a nice dry pattern in here starting tomorrow. here's live doppler seven. a couple of light isolated showers out there, and as you get some heating later on this afternoon, that could initiate some more isolated showers. a winter weather advisory still in effect for the sierra until about 10 a.m. this morning. snow is falling, but this storm will be wrapping up and ending throughout the afternoon. back here at home today to level one for widely scattered showers. a brief downpour possible. we're expecting minimal issues, nowhere near the intense

that will allow you to get that ballot to participate in the march 5th primary. >> number four, the white house will announce major sanctions against russia on friday in response to the death of alexei navalny, according to national security spokesperson john kirby. kirby says the sanctions will also hold russia accountable for its ongoing war in ukraine. >> number five, a group of san francisco business owners have filed claims against the city demanding the removal of that controversial valencia street bike lane. the group wants compensation for financial losses. they say the lane has caused their businesses. the city now has 45 days to respond and number six, a live look outside at our bay bridge camera and see if you can make out the cars there. >> the lights very hard to see. that's because it is very foggy out there. chp has issued a fog advisory for the bay bridge, so be careful when you're driving this morning. >> number seven, tinder says it's activating its advanced id verification system in the u.s. by the summer, users will have to upload a valid driver's license or passport and take a

video selfie in order to get a blue authenticity check mark. that'll be interesting. well it's never too late to go back to school. one retired bay area doctor decided he had more to accomplish in life, and now he's set to graduate from cal's executive mba program as the oldest student ever, 76 year old doctor peter fung is in the graduating class of 2024 at uc berkeley. after retiring from practicing medicine two years ago, he decided he wanted to run for the santa clara board of supervisors and figured getting an mba would help him. >> i closed down my clinical practice in january of 2022, and said uh. and within a month i got so bored, doctor fung is also the board member of the el camino health district and leader of the hospital's stroke program. >> one of them, at least his professor, describe him as tenacious. >> he was an active participant in class and doesn't look like

he's in his mid 70s. >> doctor fung will graduate with classmates generally in their 30s, the same age as his own children. >> a new proposal would offer free books on drug recovery at san francisco public library branches. if approved, san francisco would be the first city in the nation to do this. the library launched a pilot program in april to distribute recovery materials at three public library branches. since then, the city says more than 2600 books have been given out in today's gma first look, school districts all across the country are struggling to find substitute to cover classrooms when teachers call out sick or take days off. here's abc news reporter morgan norwood in this morning's gma first look. >> the nationwide substitute teacher shortage intensifying with many school districts from coast to coast scrambling to find fill ins. >> in some instances, is again the district that has 2700 teachers. uh. we may have as

on what documents are revealing about that informant. >> this morning, the former fbi informant accused of making false bribery claims about president biden and his son hunter, has been released on bond. alexander smirnoff is seen here in the blue hoodie leaving court in las vegas yesterday, a judge released him under the conditions that he restrict his travel and hand over his passport and wear an ankle monitor. smirnoff is charged with lying to the fbi, claiming the bidens accepted millions in bribes from burisma, a ukrainian energy firm. federal prosecutors say smirnoff has now admitted that officials affiliated with russian intelligence were involved in passing along that story, which prosecutors say was fabricated. house republicans have used smirnoff's bribery allegation as a justification for their long shot effort to impeach president biden if he volunteered himself, if he came to them and said, i can help you with this, that's another hallmark of russian operations, where they'll pick somebody and say, hey, go to the fbi or go to this organization, tell them that you have information, then
