helicopters just left about 5 or 10 minutes ago. there were hundreds of people out here all hoping to catch a glimpse of the president for the very first time. one woman says her hands were shaking because she was so excited. here's a closer look at how things looked. a short while ago. as we mentioned, the president was here. we had seven. helicopter was fly in circling the area. one of them marine one with the president. they all landed here at the marina green and then of course, his motorcade took him to a private fundraising campaign a short distance away. he left, like i said, just a few minutes ago. now, we can tell you that today we hear from people in the area about what biden is hoping to accomplish. >> and yeah, it's just cool. different and kind of exciting. >> at marina green, lots of barricades and security and people eager for president. joe biden's arrival. >> it's exciting that, uh, i can maybe observe him from the distance. >> the president attends two fundraisers in san francisco. >> as long as he's doing what he's got to do to get reelected,

i'm happy the president attends two fundraisers in san francisco , including a reception at the gordon getty family home, u.s. representative nancy pelosi, the former house speaker, is expected to be there. >> smart of him to come to come here where his where people are wanting to see him. >> president biden counting on bay area supporters to boost his campaign chest. >> we are the atm for the political world, and there's a lot of folks here with a lot of money who are interested in politics. the march primary is just around the corner. president biden reportedly has $130 million in the campaign chest, while the gop front runner, former president donald trump, has about 36 million and mounting legal bills have been a drain on his campaign funds. >> it's often the case in politics that the candidate with more money wins, but it's not always the case. um, and we've seen that on both sides of the aisle and in presidential campaigns. so it's a it's an indication of, of some enthusiasm, um, for the biden

campaign. but it's not necessarily a sign that trump's in trouble. and tonight, of course, behind me, the golden gate bridge beside me. >> alcatraz. so many people say what an iconic place to see the president. now we know that this is the president's third trip to san francisco in the past six months. the last time he was here was in november for the apec summit. that's the latest live here in san francisco. marina green, back to you. >> all right, suzanne, thank you. >> all right. turning now to the weather. we're still seeing some clouds. that's what greeted president biden as he arrived at sfo. but the rain is definitely winding down. >> thankfully, spencer christian here with the first look at the forecast. blue skies and sun. >> yes, the skies are getting bluer, larry. and the sun is becoming more prominent, more visible in the sky. here's a look at live doppler seven. you can see little patches of light scattered showers around the bay area right now. pull back and give you a wider view and you can see how they are winding down so there's still enough left in this storm to give it a

ranking on the exclusive abc seven storm impact scale. so going into this evening, it's a level one system widely scattered light showers, brief downpours are possible. minimal impacts. and the forecast animation shows you that as we get into about oh 6 or 7:00, you'll see almost nothing on the radar screen here. and what's to follow is, well, i'll tell you that good news a little bit later with the accuweather seven day forecast. kristen larry. >> all right. thank you. spencer well, part of niles canyon road near sunol is still closed. the road between old canyon road and main street was damaged during this week's storm. caltrans will assess the road on friday to determine if it can be reopened to one way traffic until the rest of the road is repaired. >> now along the peninsula. this week's storm also forced the pacifica municipal pier to shut down because of high waves. the pier will remain closed for the rest of the day, set to reopen tomorrow if waves subside in southern california, mudslides have forced the closure of the pacific coast highway. this is

public safety, recall shengtao protest voters clashed with some of the mayor's supporters. >> as it was harrowing. it was terrified, crying. um, no one should go through it. and this better not happen again. the tension getting so bad at one point that seneca scott, a pro recall protester, says he was physically assaulted. i was pushed several times before i was punched. that wasn't the first time i was, uh, touch. i was aggressively shoved from behind. >> the news conference eventually moving farther down the road while the pandemonium continued nearby, with the mayor taking a moment to respond to the craziness. >> i just want to say i love every single one of you. you all with signs. you all here standing behind us. this is our democracy. >> the new grant is a $3.5 million investment in collaboration with oakland based organization family bridges, which runs a safety ambassador program in chinatown. the new money will be used to expand the program into other areas. >> it's important because, um, things are a little bit out of

control right now. um, there's a shortage of policing. there's a shortage of quality relationships between merchants, between citizens, between people walking on the street. >> while many of the protesters say they were out here for several reasons, one of the main ones they tell us is that the city of oakland lost other grant money last year. that happened back in september, when the east bay city lost millions of dollars in other public safety funding after it failed to submit an application to the state on time. the blunder received heavy criticism. >> um, the money just based is being handed out to us, waiting us to file some paperwork. i mean, how hard is that in 2023, data shows a spike in violent crimes, vehicle thefts and robberies in oakland, with everything going on. >> mayor tao says grants like these are one way to help stop the violence. >> over the past year, we have invested in a robust police department and placed more police officers on the street to conduct patrols and special operations in oakland.

>> tim jonze abc seven news. >> the abc7 news i-team has learned in east oakland, private school is closing at the end of the school year due in part to rising crime in the neighborhood. parents at saint anthony catholic school received notice two weeks ago, according to an email sent from the oakland diocese. aside from crime, the notice says the closure is tied to homelessness, lack of affordable housing as well as human trafficking operations near the campus. enrollment at the k through eight school has declined to 65 students. the i-team first broke the story about human trafficking one year ago, where video showed young girls and alleged pimps near the grade school. the diocese says saint anthony's is facing overwhelming financial challenges despite large investments. a former school parent, rosa vargas, says families are worried about finding a safe alternative for their kids. >> it's really hard to get into good schools. it's really hard and for us parents that were

that we were paying to get our kids in a safe school, it's hard because we take our our children to another school and then we're told that they're not at grade level. the oakland diocese is assuring families that it will help them find alternative or alternate catholic schools for their children to attend. >> the state pressing the pause button on expanding waymo's driverless taxis into san mateo and los angeles counties. >> abc seven news reporter lena howland spoke with officials about why they wanted to slow the waymo drive down. >> we pump the brakes on waymo. >> after hearing of waymo's request to the california public utilities commission to expand to other counties, san mateo county sent a letter to the cpuc protesting this expansion, citing a lack of communication. but at the end of the day, they need to do a better job really communicating. >> and i think one of the issues that we had as a county was

there issue on communicating with our fire department, communicating with our sheriff. >> on tuesday, the consumer protection and enforcement division, which serves as the enforcement arm of the cpuc, said the expansion of waymo into both san mateo and los angeles counties has been suspended for up to 120 days from the end of the initial review period on february 20th, for the following reason. advice letter requires further staff review. san mateo county supervisor david canepa noted a number of safety incidents in san francisco, including when he says a waymo vehicle stopped on a fire hose during a fire, and when one drove through the yellow tape at a crime scene and most recently when a waymo was vandalized and set on fire in chinatown during a lunar new year celebration. >> my greatest concern was on highway 101, where speeds are at 65 to 75 miles an hour. if you're having issues with them in an urban setting at 15 to 25

miles an hour, what thinks that you can expand that technology and make it safe for others? at 65 to 75 miles an hour, and in the next 120 days, moving forward, canepa says he's hoping waymo can establish better lines of communication with the county. but we need to make sure our and hold accountable that those who are moving forward, this technology, that they make it safe for people. >> waymo says their services in san francisco are not impacted by this decision. in san mateo county, lena howland abc seven news. in a statement to abc seven news, waymo said it's actually standard for regulators to automatically issue a suspension for further review on any advice letter. >> they say a 2022 advice letter seeking to provide service to san francisco was also similarly suspended before eventually being approved. >> seeking justice a domestic violence survivor comes forward to help others. changing amber alerts why may soon not just before missing kids anymore. a

green. we know he has two events tonight in san francisco. one will be at the home of gordon getty and uh. a short time ago, we saw the helicopters land over at marina green, presumably with the president. huge police presence in the neighborhoods. besides the two san francisco events, there's another fundraiser tomorrow in los altos hills. >> questions from the board of supervisors today about the effectiveness of mental health treatment in san francisco and whether the city actually kept a promise it made back in 2021. to add 400 new treatment beds. >> abc seven news reporter luz pena has the latest for us. luis. >> yeah, most treatment beds are not run by san francisco. instead, the city outsources this. they have contracts with private providers. many are nonprofits outside of the city, and the city's budget committee has been waiting for this report since 2020. for two hours, san francisco supervisors questioned the city's public health department, asking where are the treatment beds? >> we have no idea. based on the numbers we're looking at today,

how many san francisco with vere you may know or someone in your department may know how many san franciscans with severe mental health needs are in those, as needed. beds. >> in 2021, the city announced a plan to add 400 new treatment beds for mental health and addiction treatment. since then, the city has added about 350 beds of this type today, the city's health department said the expansion has led to a total of 2550 treatment beds, but supervisor mandelman said their numbers may not be accurate. >> they had a plan to add 400 additional beds. they believe, and they are telling us that they are close to having added those beds, but they have some key footnotes that are concerning to us. one is 15 to 20% of those beds may be unavailable because of staffing challenges. the public health department said the staffing shortage is part of a nationwide staffing crisis for mental health professionals. >> in terms of the intersection between an impact of staffing on

as needed beds, we don't know that meaning we apply by for a placement. >> the facility accepts or doesn't accept, and we don't track if they're not accepting. >> when it comes to getting treatment. beds san francisco competes with other counties for access. >> the competition is fierce. we have never replaced the state mental hospitals that have been closed. there's there are these private facilities that are sort of providing that service, but there aren't nearly enough of those beds for the needs of all the counties. and of course, san francisco has a lot of need. >> the salvation army's harbor light center has 136 beds. the city funds 65 of those beds. they they are urging the public health department to pay for more treatment. beds within the city. >> we have basically beds open that the city could purchase today. >> you're saying they're empty. >> they're empty. if they chose to do that, we could then fill

up harbor light. >> supervisor mandelman wants the city to change its plan for treatment beds. i think we need to own more of those buildings ourselves and the need for treatment. beds in san francisco is climbing, and according to experts, the prevalence of mental health illness among the unhoused population across california is as high as 80. now, after today's committee meeting, supervisors are planning to request a follow up with the department of public health for more clarity. luz pena, abc seven news a new plan to tackle homelessness and housing affordability. >> it's called the housing for all act, and it would give a boost to federal funding to existing housing programs. >> the act will invest in an array of programs that would support the development of affordable housing, provide immediate assistance to those experiencing homelessness, and support innovative local programs to help transition individuals to permanent housing . all counties are currently developing a comprehensive regional homelessness plans to coordinate and build upon the existing efforts. the investments from this act can

greatly expand what is possible at the local level, lawmaker hope to get the bill to the president's desk later this year. >> we're learning more about bart's plan to redevelop the north berkeley bart station newly released renderings show double the number of buildings on the site. the plan now calls for 13 mixed use and residential buildings, with more than 700 units. over half would be designated as affordable and each building would rise between 3 and 8 floors. the plan also includes a new greenway, native plant, landscaping, common space and an activity courtyard. >> all right, well, certainly a nicer day to be outside today. >> yes. finally, a little bit of clearing. spencer christian. >> so much more pleasant after four days of rainfall totals ranging from two and a half to 5.5in across the bay area, right now our latest storm is fizzling . here's a look at live doppler seven. you can see that we have so little left in the way of shower activity. a hesitant to even give this a ranking, but there's nothing sadder than an

unranked storm. so let's take a look at the satellite radar composite image. you can see that there's nothing developing offshore behind this last wave of showers. so on the exclusive abc seven storm impact scale, this is a level one storm, but a weakening level one storm going into the evening hours, with just a few widely scattered showers, a brief downpour or two possible, but we don't have those storm impacts we've had the last few days. so here's the forecast animation. notice how widely scattered these showers are, and they'll become even more widely scattered going later into the evening hours. and so it'll be just about all over by about seven, 8:00 this evening. notice how calm it is out there. wind speeds. it's breezy, but wind speeds are generally under 15mph. and what a 24 hour temperature change 6 to 9 degrees warmer over much of the bay area than at this time yesterday. here's a view the rain free view from sutro tower. looking out over san francisco, we have temperature readings right now in the upper 50s at san francisco, oakland and san mateo, 6061 degrees at hayward, san jose, and 57 at half moon

bay. nice. you at uh- emeryville. looking across the bay, it's 55 degrees right now at santa rosa. in fact, mid 50s also at petaluma and napa, 6061 degrees at fairfield, concord and livermore. and these are our forecast headlines. brighter skies and drier conditions tomorrow. going into the weekend we'll see sunnier and milder weather. but early next week it will get cloudier and cooler and become unsettled once again overnight under partly to mostly cloudy skies. we'll see low temperatures generally in the low to mid 40s, so cool but not cold and tomorrow's highs under bright skies. a 58 half moon bay 60. in san francisco, low 60s right around the bay shoreline. also low 60s into the inland east bay. down in the south bay it will be quite mild mid 60s at san jose and morgan hill, and up in the north bay is sort of the average temperature range for this time of the year, about upper 50s to maybe 61 degrees. here's the accuweather seven day forecast. bright sunny skies for the most part tomorrow, friday and saturday with high

his reelection campaign. the president arrived at san francisco international airport less than 90 minutes ago, then hopped on a helicopter to go to san francisco. now we know there are two events tonight, and you are looking live at a picture from outside the house of gordon. getty that's one of the locations where the president will be stopping a very large police presence, as you would expect. and tomorrow he's going to be in los altos hills before returning to washington. >> new developments today in president biden's efforts to forgive student loans. >> more than 150,000 borrowers are getting debt relief. abc news reporter reena roy with the details. >> a major sigh of relief for 153,000 student loan borrowers across america. starting wednesday, the biden administration alerting them that their federal student loans have been forgiven. >> folks, i'm happy to have been able to forgive these loans because when we realize and we

leave americans of their student debt, they're free to chase their dreams. >> those qualify need to be enrolled in the president's repayment plan and have a low original balance. took out $12,000 or less in loans for college, and have been making payments for at least ten years. if you meet the criteria, your loans will be forgiven in the coming days. the white house adds. those who took out more than $12,000 will be eligible for cancellation, but on a longer timeline. >> an awful lot of people student debt are putting off whether they can have a child, whether they can a whole range of basic, basic, fundamental issues. >> with this latest round, the biden administration has approved almost $138 billion in debt relief for 3.9 million people. this is just the first round. so anyone who enrolls now and meets the criteria going forward will also see this relief. president biden says voters are frustrated and he wants to show he's delivering on his campaign promise. reena roy abc. news, new york. >> uh- san francisco survivor of

domestic violence is now coming forward to urge other victims to seek justice for a crime that is vastly underreported and it's the subject of a special report coming up on abc seven news at six, an i-team reporter, dan noyes, joins us now in studio to talk about it. >> well, larry and kristen, this survivor gave me total access to her case. all the evidence and photos that document how the abuse finally stopped. jordan atkin tells me the night of february 5th, 2022 started out great. her parents and grandmother came for dinner in the san francisco apartment she shared with her partner, antonio gomero. >> you try to be like me, the only thing is you're not slick like me. >> he was 12 years older than jordanna got her a job working for him in commercial real estate, and he liked to cook, so he made dinner for my family, cooked lamb shanks for them, and then he made me sea bass because i don't eat meat. >> and we had a great time. it was really nice. um, everyone was getting along and laughing until he fell behind a

surveillance camera caught her family leaving after 1030 that saturday night. >> jordan and antonio seemed in good spirits as they walked back upstairs, but he was actually seething about something her father had said. jordan got in trouble as a 13 year old for texting an older man, even though she never met him in person. and it was. >> there's just something so small, right? um that i didn't share with him because i knew how volatile he was and how violent he was over things that nothing like he would find any reason to become violent with me. >> antonio exploded and told jordan to get out of the apartment, throwing all their clothes into two garbage bags. >> he punched me a few times here and then he grabbed my clothes here and threw them out of that window on the right. >> the building's front door camera caught jordan at a 10:58 p.m, rushing outside to retrieve her belongings. for ten minutes, she agonized over what to do. then antonio came down. she told

the fcc is proposing final rules on a plan to require cable companies to advertise the price you'll pay when your bill arrives. the goal of the all in pricing is to eliminate misleading charges. a similar law banning junk fees at restaurants, hotels and online ticket merchants takes effect on july 1st. you guys, i just went through this. i was like, what is this extra $45 fee, service fee? and they're like, oh, it's always just by default. they're don't worry about it. and i'm like, don't worry about it. >> i know i've done the same thing. kristen funny. i just literally last week and today at lunch with two buddies, one of whom i used to work here in our sales department, we were just talking about the high cost of cable and how much and all of these fees just today i've called them many times to discuss it with him. if you get

representatives. she sent a quote that a tesla representative approved. still, she did not immediately get a payment from tesla's vendor. i'm like, okay, i'm going to wait, you know? >> and, um, they're professional. they're a big company. so they, you know, once it's approved, it's approved, right? >> rossi sarinana said. just after 9 p.m. the next day, she got a call from the tesla representative and she said, oh, i'm so sorry. >> you know that our vendor hadn't paid you yet. you know, i think they kind of knew. and but i have a question for you. can we double the order after speaking with her staff, who planned to work around the clock to double the order they took on the job, she bought ingredients and turned down other orders, but still hadn't gotten her payment. >> after following up, she got this text message and say, oh, i'm sorry, plans have changed. >> we're not going to. we need the order anymore. the giving pies was out more than $2,000. >> a big hit for the small business. all rossi, dinato was told, was that the decision came from upper management. she posted what happened to her on social media where it got plenty of attention. abc seven reached

out to tesla and did not hear back, but while we were doing our interview at the giving pies late afternoon, someone with tesla finally reached out to her, explaining to me what happened that it was miscommunication that the employee, laura, had no authority to, uh, to promise any payment. they offered to find a way to still buy pies from her, something rossi sardinata says. for now, she's hesitant to commit to after this experience. she said she's reevaluate how she does business with larger corporations, despite the disappointment. there's also a sense of gratitude to the many customers who came in here, and nearly cleared out this display case after seeing this story posted on social media. >> you got to help your community. the people that make your community, the merchants, are in your community because if you don't help them, no one else is studying. >> nadeau hopes that by sharing this story, larger corporations can be reminded to respect small businesses. >> because i don't want them to feel like, oh, you know, we can do whatever. no, it's people's life that they are affecting. and i want them to know that in san jose's fuentes, abc seven news. >> yeah, small businesses can't
