>> president joe biden, along with his entourage of cars, helicopters and planes on full display wednesday in the bay area and specifically san francisco. the president, first arriving on air force one at sfo . then it was on to marine one for a quick helicopter ride to san francisco's marina green along the bay. >> it was an unexpected surprise. it was neat to be able to be in the same city where the president is and, um, you know, to have the excitement that's around that security was tough. >> yes, but so many excited to see the president's caravan at one point, that motorcade cruised through san francisco's marina cow hollow neighborhood teachers from kentucky said, put your politics aside, because this was really cool. >> i think regardless of what your political ideologies are, it's exciting to be in the city with the president of the united states and all that comes with that. >> president biden attending at least two fundraisers in san francisco wednesday, one held at the getty mansion in pacific

heights. biden seen with nancy pelosi during some of wednesday's events and making headlines for his comments at one of the private events, he referred to russian president vladimir putin as a, quote, crazy sob end quote, the president speaking publicly only once in the day, and that came before his arrival to the bay and in southern california. there he talked about the $1.2 billion in student loan debt relief that he is canceling. >> folks, i'm happy to have been able to forgive these loans because when we realize and relieve americans of their student debt, they're free to chase their dreams. >> the president will be in los altos thursday for another fundraising event. tickets there reportedly $100,000. a person. first things first, though, president ending the night at the fairmont hotel where he's staying and where security is extremely tight in san francisco, jr stone, abc seven news. >> governor newsom is actually swapping coasts with president

biden while he's in the bay area . tonight, gavin and jennifer newsom are in washington, d.c. through this weekend for the national governors association winter meeting. president biden, the first lady and vice president kamala harris will join them in dc on friday for meetings and a black tie dinner at the white house. meanwhile on the republican side, donald trump and nikki haley are campaigning hard, with the south carolina primary just three days away. haley was once governor there, but now finds herself as the last major candidate standing in the way of trump reclaiming their publican nomination for president. however haley is vowing to stay in the race until at least the super tuesday batch of state primaries on march fifth. even if she suffers another loss this saturday. >> all right, let's talk about the weather for a few minutes. after a week of off and on storms, we're finally seeing things clear out. abc seven news meteorologist sandyha patel is here with our 24 hour accuweather forecast. sandy >> yeah. and dan and we're really relieved to hear that we finally get a break. so let's take a look at a live picture right now from our mount tam cam. we do have some fog

overhead. that is going to be a concern again tomorrow morning as we check out live doppler seven. it is all quiet but a dense fog. advisory 2 to 10 a.m. for solano county. i suspect that is going to expand, especially when you look at the visibility. it's down to a quarter mile in santa rosa right now, so some dense fog has formed and as we check out your planner tomorrow morning, that dense fog will be around temperatures in the 40s by noontime. the sun's out. and at 4 p.m, bright and milder temperatures 5060, mainly clear at 7 p.m. with numbers in the 50s. we are in for some changes as we head towards the weekend. i'll be back with those details in ama. you're not going to want to miss this. >> i'll be back. all right. we won't then. all right. thank you. sandhya. new developments, a reimagine and wharf is on the horizon for capitola. but it could mean the demolition of two decades old businesses. tonight, residents joined in a town hall asking city leaders to reconsider their decision to tear down those buildings. capitola boat and bait and the wharf house restaurant were wrecked by monster waves during

last year's storms. officials have decided to demolish both structures after deeming them unsafe due to extensive damage to the buildings, foundations and walls. relatives of bait and boat owners say their building holds sentimental value, not only is it our business, it is a life for us out there. >> i met my husband out there on that wharf. >> there's no final decision on if the businesses will remain but the wharf is set to reopen this fall. meantime part of niles canyon road in alameda county will be closed until at least friday after a section of the road collapsed in monday's storm. >> the section is between old canyon road and main street near sunol. caltrans says it will assess the damage on friday to determine if it can be reopened to one way traffic until the rest of the road is repaired. well, new at 11 panda diplomacy is now officially renewed between china and the united states, but san francisco may be missing out. san diego zoo officials tell the associated

press that they are expecting two pandas as early as the end of this summer. all that is pending some permits and paperwork while visiting san francisco in november, china's president hinted that california could see pandas return. san francisco zoo officials tell us that they were on a short list. it's not clear if that's still the case or if san diego is the only zoo selected. but of course, the san diego zoo had china pandas once before. >> we are counting down to a busy weekend that includes san francisco's lunar new year parade, which is billed as the largest outside of asia. the city held a community celebration tonight in the rotunda at city hall. there's plenty of dancing featuring a dragon mayor. london breed served as the host of the event, and as she addressed the crowd, she touched on the city's immigrant population. that is the foundation of a diverse asian community. >> we have so much incredible history with so many different communities that celebrate lunar new year, and it what it is, what makes san francisco unique.

>> the parade is on saturday night, starts at 515 at market and second streets and ends at kearny street and columbus avenue, working to build a better bay area is what we do every day here at abc7 news. >> and here at 11. we love sharing those breakthroughs that we find every day. so tonight we start with a local high school students fighting for the change that they wish to see. abc seven news south bay reporter lauren martinez has the story. >> people of all ages are affected by alopecia areata, an autoimmune disease that causes hair loss. supriya surrender was diagnosed when she was 30 years old. everybody journey is different, but for me, i lost all of my hair in a three month time span. >> i lost my eyebrows. the year of follow ing surrender, said the diagnosis was jarring. >> she documented and shared her hair loss journey online so others wouldn't feel alone. you know, a lot of time people will say to you, oh, it's just hair, you know? >> at least it's just hair. it's

nothing else but the truth of it is, it's so much more than just hair. it is a piece of your physical identity. >> surrender is a plotting a new california bill that would provide health insurance coverage for wigs. on wednesday, assembly member mark berman said the bill was inspired by mountain view high school student miranda huang. >> i'm honestly still a little bit in shock because i didn't think it was going to happen this soon, and another high school senior reached out to the assemblyman about their stories with alopecia areata and how it's impacted their social lives. i think the biggest way that it impacted me was because my hair would obviously be lost in these coin shaped patches and it would be really obvious to people who who i was meeting for the first time. >> if passed, the bill would provide coverage of $750 for one wig a year for individuals experiencing medical hair loss. >> any time you lose hair, it's not just a cosmetic thing. you're not healthy. so it's a medical condition. >> currently, seven states

provide coverage for wigs for individuals with alopecia areata or those with cancer. >> it's not just the scalp hair. and like i know most of us don't miss our body hair, but it's the eyebrows, the eyelashes. it's the things that in a way make someone's identity. and i'm hoping just generally that we raise awareness. >> and i know that we've made a lot of progress in doing so already in the south bay. >> lauren martinez, abc seven news. our next abc seven news building a better bay area breakthrough takes us to oakland. >> the city announced a $3.5 million grant to help with public safety, an organization that runs a safety ambassador program in chinatown will be one of the beneficiaries. is okay. >> it's important because, um, things are a little bit out of control right now. um, there's a shortage of policing, there's a shortage of quality relationships between, uh, merchants, between citizens, between people walking on the street. >> the money is going to help expand the safety ambassador program into other areas.

>> and our final abc seven news building a better bay area breakthrough that we found is a beautiful new fix to an area of land in need of some repairs. >> foster city just finished its levee improvements project back in 2014. fema had said the levee system didn't meet minimum flood protection standards. >> now, besides the fixes, the project also includes upgrades to foster cities, bay trail, which is now fully reopened. >> and today marks a historic milestone not only for foster city but for the peninsula. this moment in time reflects how much we need to be aware of sea level rise. >> it's the culmination of a lot of careful planning, of course, and hard work. in all, the project took about four years at a cost of roughly $90 million ivf in question. >> the large implications we are seeing in alabama tonight, as the state's ruling sets up a potential fight in the us supreme court. plus, caffeine controversy, a new drink from dunkin is charging up the conversation and our pick for

buzzing about wendy's family speaks out on gma. it was more than two years ago when cinematographer for halyna hutchins was shot, and killed on the new mexico set of the movie rust, and tonight, as a criminal trial gets underway, we're getting a better idea of what this gun handler might have been doing in the days and moments before. >> it's a case that shut down production and set off a swirl of speculation. >> it sure did. and jury selection started today. it comes as new court documents claim that armorer hannah gutierrez had been using drugs and brought live ammunition onto the set, documents reveal. >> members of the rust crew were concerned about gutierrez, his alleged drug and alcohol use at the time. gutierrez is also accused of passing off a baggie of cocaine on the day of the shooting. alec baldwin, who has also been indicted, defended his actions shortly after the shooting. in an interview with abc news george stephanopoulos. >> well, the trigger wasn't pulled. i didn't pull the trigger. you never pulled the trigger? no no no no, no, i would never point a gun at

anyone and pull a trigger at them. never, never. that was the training that i had. you don't point a gun and pull the trigger. >> prosecutors dismissed the case against baldwin last year, but recently refiled charges, saying additional facts came to light. gutierrez has pleaded not guilty to two involuntary manslaughter charges and faces up to 18 months in prison if convicted. >> developing news a major health system in alabama has paused ivf treatments after the state ruled that frozen embryos are people. the university of alabama at birmingham made the announcement today, saying it was worried about potential criminal prosecution options. it follows last friday's state supreme court ruling that anyone who destroys frozen embryos can be held liable for wrongful death. one woman in alabama says she spent over $20,000 on ivf treatments, and to be told that there was a possibility that we would have to stop this in the middle of one of the most important parts of it is really terrifying. the medical association of the state of alabama says other medical providers will likely also stop providing ivf treatments.

>> california regulators are pumping the brakes on waymo's effort to expand its operations. the state's public utilities commission is suspending the autonomous vehicle company's expansion into san mateo county, here in the bay area and in los angeles, the puc says it needs to further review the request. one san mateo county supervisor had this critique of waymo's expand effort. >> they need to do a better job really communicating, and i think one of the issues that we had as a county was there issue on communicating with our fire department, communicating with our sheriff. >> waymo responded to the suspension in a statement to abc seven news. it says it's standard for regulators to automatically issue a suspension for further review on any advice letter and that in 2022, it's effort to provide service to san francisco was similarly suspended before eventually being approved in the north bay napa's 4th of july celebrations will look a little different this year. >> yesterday, the napa city

council approved replacing this year's traditional pyrotechnic show with a drone show like many other cities are starting to in the bay area and around the country. the traditional pyrotechnic show is being replaced because of concerns, of course, about noise pollution and increasing fire danger. the new show could consist of 400 drones, as well as a 3d light show for napa is going to be amazing. >> big patriot themes. just wonderful. you get to see statue of liberty, see the american flag spread out 400ft wide. it's going to be fantastic. we're looking forward to working with them to even bring more and different images into that show. >> sounds pretty cool. last year, the city of napa canceled its fireworks display out of fire safety concerns duncan is introducing a new energy drink to its menu today. >> the coffee chain and began offering sparked energy drinks, which come in two flavors berry burst and peach. a large drink has about 192mg of caffeine. the fda says that a healthy adult

like a novelty to have dry weather, especially these days. dan and i tell you what, we're not going to give you just one dry day. we're going to give you a couple of dry days, and it's going to warm up as well. i want to show you what's going on here on live doppler seven. we're going to get a little bit of ridging out ahead of this system that is just churning in the pacific. keep that in mind. we don't have any rain to speak of. the rain is long gone. we did have some showers this evening. a spotter near healdsburg told the weather service that there was a cold air funnel there this afternoon, and some heavy rain as well. so as we see here, pretty quiet weather picture behind the system that has departed rainfall so far last 72 hours. two and a third in santa rosa. ben lomond, almost 3.5in napa. over two inches over an inch in oakland. san francisco nearing two inches san jose, 6809/10 of an inch. there in livermore. so rainfall percent of average. look at santa rosa, almost 30in of rain 126% of average san jose at 137. oakland

you're still a little bit behind . 91 san francisco 121. but overall, those numbers are moving up. just like our statewide snowpack. january 1st of this year was only 28% tonight. that statewide snowpack is at 86% of where it should be. so that is good to see. certainly is quiet behind the system that came through. but we do have fog to speak of. and the visibility is still running low. flood warning was extended for sonoma county until 1 p.m. tomorrow, as the small streams up there still dealing with the flooding issues at this hour from our exploratorium camera, there is some fog in the city, quarter mile visibility in santa rosa, two and a half in napa. some dense fog is forming that advisory for solano county likely will get expanded to include other parts of the bay area for the morning, 40s and 50s. on your temperatures right now. a view that is beautiful from emeryville tomorrow, some dense fog, then sunshine. friday and saturday. warming up. you're not going to believe what you see here in just a moment.

sunday afternoon, going into monday morning, we do have a chance of showers. so tomorrow morning watch out for the fog. give yourself that extra time as we head towards 10 a.m. a little bit of fog still lingering towards the delta and around the bay, but by noon it has burned off and the sun is out. it is going to be a beautiful day, 30s and 40s on your temperatures. we're going to start out with the areas of fog. it will be dense. and then tomorrow afternoon, brightening up upper 50s to the mid 60s in places like san jose, the chinese new year parade is happening saturday right here in san francisco. it's going to be bright and comfy. 4 p.m. 60 degrees. the parade gets underway at 515 and at 6:00. it's still going to be pleasant in the upper 50s. no rain to speak of. 8 p.m. partly cloudy and mid 50s as far as rain goes. we'll have to wait until sunday afternoon, then going into monday, that's when we're seeing our next opportunity for rain. but this is not expected to be a rerun of the last several days where we had so much rain in some parts. accuweather seven day forecast thursday morning fog, then sun, milder weather.
