five. it's going to be an extra busy weekend here in the bay area. the chinese new year parade and the black joy parade returns, reminding everyone how diverse this region is. we have everything you need to know as we celebrate all cultures. good morning. it's saturday, february 24th. i'm stephanie sierra, lisa is here and hopefully some no rain. yeah, you know what? >> we're going to take a break for just a little bit and enjoy a lot of sunshine, temperatures

above average today as we look at our satellite composite here, you'll notice that there is a system spinning offshore that will bring us some clouds tomorrow. as for today, we're starting out partly cloudy and a look at live doppler seven. quiet temperatures are milder 15 in oakland right now, fremont and san jose with 43 in sonoma and 44 in brentwood. so compared to 24 hours ago, we're anywhere from 2 to 6 degrees warmer. you probably feel it out there. and look at that view from mount tam just sparkling where we'll get into the mostly sunny conditions and 9:00 will be in the mid to upper 50 mid 60s for most of us by noontime. and look at the low to mid 70s arriving around the bay and inland. so we'll talk about the milder temperatures today and the cool off for the second half of the weekend and the return to the rain with my accuweather seven day forecast coming up. lisa thank you. >> well, today up to 1 million people are expected to fill the streets of san francisco for the annual chinese new year parade. the event is the largest of its

kind outside of asia. abc seven news reporter tim johns has the preparations and what to expect. >> if you're going at san francisco pier 54, last minute preparations are underway for the past several weeks, stephanie mufson and her team have been hard at work making the floats for the city's chinese new year parade. >> we start our design process in like october or november, and then fabrication starts in december, and then we really get cranking. >> this year is the year of the dragon. the most important animal in the chinese zodiac calendar, a fact that mufson says has inspired her to make this year's floats some of the most intricate ever done. people come from all over to see this parade, which is the largest of its kind anywhere in the world outside of asia. this year, spectators will get a chance to see 19 different floats before the parade. hundreds gather at friday night for the annual miss chinatown usa pageant, an event that draws contestants from around the country inspires young women of the next generation to really empower them to come back and give back

to their community, especially here in san francisco. >> chinatown. >> the pageant isn't the only thing drawing in visitors, though. tony lao is the vice president of the chinese chamber of commerce. he says they expect over 1 million people to come out for the weekend's festivities. >> my understanding is that most of the hotels here are fully booked already. we have a lot of people here, a lot of tourists here definitely is going to help us with their business in chinatown and in downtown, lao tells me the story of the chinese in america is directly linked with the history of san francisco. >> one reason, he believes why this weekend's parade is always so successful. >> i want people to understand our culture, enjoy our our celebration, and then also have fun all the more. >> reason mufson wants the floats to be perfect, becoming part of the city's culture and making sure everyone has a good time. there's an electricity in the air that you can feel that's really unlike anything else, and that's that's actually the moment when i'm like, okay, this is we did it. >> it's good. everyone's happy. it's great in san francisco. >> tim johns, abc seven ns the

dragon parade begins at 6 p.m. tonight at second and market streets, then ends at kearney street in columbus avenue. >> all fties begin at 515 and go until 8 p.m. well the fun does not stop there. the seventh annual black joy parade kicks off tomorrow in oakland and here's what you can expect. the parade celebrates the black experience and highlights its positive influence throughout the bay area's diverse communities. it is the centerpiece of meaningful events throughout the week leading up, including finance seminars, brunches, small business markets , and open mics for creatives. three community leaders were honored at what's called icons among us for their work to uplift communities. one honoree tells us what black joy means to them. >> joy is internalized. it comes from a part of your being that is connected to experience. and so to be able to think of african americans as coming together to celebrate the

victory and the suffering as a part of who we are, is just a phenomenal idea and experience. >> again, you can experience that joy tomorrow with live entertainment and activities for the entire family. join zach fuentes, julian glover and ama daetz as we stream the parade live tomorrow starting at 1230. watch it wherever you stream abc seven news, and for more details, you can head to our website, abc seven news.com/black joy parade in alameda county, now saint james road in piedmont, piedmont is back open after being shut down for a couple of hours because of a downed tree. a large tree alongside the road fell over yesterday afternoon. people were asked to avoid the area while public works crews worked to remove the tree from the street. a federal judge paused a lawsuit impacting san francisco's ability to clear homeless encampments. that's while the supreme court decides a similar issue. in oregon, a preliminary injunction is in place which prohibits san francisco from

clearing homeless encampments unless it has enough shelter beds available. san francisco's city attorney says the pause keeps the city from wasting resources on a lawsuit that may be canceled in just a few months. in the south bay now, a frightening incident in san jose shows just how dangerous power lines can be. it involved two men inside a cherry picker working on an apartment building near the intersection of zanker road and vallejo street. firefighters say they were 40ft up when one of them hit his helmet on a high voltage power line that worker suffered severe burns to his upper body, but rescuers say his helmet likely saved his life. the lift could not be lowered so firefighters had to get the men down. both were taken to a hospital burn unit and a landmark move, 97% of cal state university students voted to create the largest student assistant union in the country. it comes after years of battle for better treatment and benefits from the csu system.

abc seven news south bay reporter dustin dorsey explains what it means for the students on a college campus. >> if the students are the blood and professors are the brain, student workers might be the heart by doing their part to keep everything going. but student assistants believe they haven't been part of that process. their pay is low, their hours are few, and they have no union to protect their rights. until now, um, today we had student assistants who worked on 23 campuses, um, at the cal state university system make history. >> um, you just heard the state officials here at the public employment relations board announced that the csu student assistants have overwhelmingly voted yes for our union. >> yes. >> cheers. from across the state as the student assistants overwhelmingly vote to join the csu employees union, this group of more than 19,000 students makes up the largest union of undergraduate student workers in the nation. >> you know, there are times where my supervisors are like,

oh yeah, we need more student assistants. >> alex alfaro works at san jose state's registrar's office, and her colleagues work in many capacities across the csu system, unionizing will allow student assistants to fight for more hours, higher pay, even sick time. >> for me, sick days was one of the really important things like if i'm sick for class, like i catch covid, i can talk to the professor, but like when you actually work here, you're kind of just screwed. >> basically no time off if you didn't work, you lost money. >> yeah, basically, we're in an era of strikes and unions from fast food workers, airport employees and even csu faculty. >> seiu international president mary kay henry says these students have once again shown workers are stronger together. our movement to win unions for all is about demanding transformation and change. >> it's about using our power to win the future. we want one one that is full of joy, hope and healthy, thriving communities now coming soon to csu campuses statewide and in san jose,

dustin dorsey, abc seven news. >> governor gavin newsom is in washington, dc for the annual national governors meeting with president biden tonight. as the black tie dinner at the white house and here's a live look from there right now, newsom says the president has discussed his policies and initiatives. >> well, i was just with him. he's making a case for industrial policy, bringing back american manufacturing jobs and supply chains. he was talking about the chips act, the science act. he was talking about his bipartisan infrastructure bill. he was talking about what he wants to accomplish on the border as effectively or, well, than any of us. and i just had that privilege and opportunity to see that with governors from both the republican and the democratic party. >> newsom also added that president biden wants to compromise with republicans on immigration and the border. as we head to break, let's check in with lisa. good morning. >> good morning. partly cloudy skies this morning with 40s in the north bay, 50s elsewhere and some higher clouds keeping us a bit milder. this morning they'll thin out for sunshine and a very mild afternoon. it seems like

it is. 512 developing news out of central california. eight people died in a two car crash in madera county. california highway patrol says three of those people were not wearing their seatbelts, which could have prevented deaths. the niece of one of the men killed says her uncle was like a father to

her. >> my uncle was always a happy person, the sweetest person anybody can meet very hardworking. >> authorities say a van and pickup truck collided head on. chp also believes the truck may have crossed lanes and hit the van. one man in the truck and seven men in the van died. another person was injured but is expected to survive. the men in the van were heading to work. we're learning more about a change in how police officers enforce traffic rules in san francisco. the city's police commission voted to adopt a new policy that limits pretext for traffic stops. officers will be restricted from vehicle searches without probable cause. if anyone gets pulled over for a traffic stop, the officer has to tell the individual why they are pulling them over on camera. supporters say the move will help eliminate racial profiling in traffic stops. the san francisco police officers association president called the commission's vote ridiculous.

>> they make it about a race issue because the numbers are too high for the particular demographic in this city. like so what are we supposed to do? like we can only stop this many certain people, but everybody else is fair game. that's not how it works, right? the law is the law. >> the police officers association could file a lawsuit against the city and block the policy from being implemented. meta ceo mark zuckerberg is asking a federal judge to remove his name from dozens of social media addiction lawsuits against his company. zuckerberg's legal team argued his case inside a federal court in oakland. the suit seeks to hold zuckerberg personally liable for addicting numerous children to meta's platform. zuckerberg claims he can't be held personally responsible for meta's actions, even if zuckerberg is removed as a personal defendant in the suits, it will have no impact on the allegations against meta. we have new developments about a

story we first brought you on wednesday about a company called giving pies. the small san jose business told abc seven news she took a big hit after tesla placed an order worth of thousands of dollars that unexpectedly canceled tesla ceo elon musk responded, he actually posted a message on x saying, quote, just hearing about this will make things good with the bakery. people should always be able to count on tesla trying its best. well, of course, follow up with giving pies to let you know what happens. abc seven news is committed to building a better bay area, and this morning we're thinking about small businesses. starting today, hundreds of them will sell their goods all under one roof in san jose. abc seven news south bay reporter lauren martinez has a preview of friends fest, about like 275 vendors, which is a really good size for an event like this. >> hundreds of designers, artists and creative small business owners are setting up their booths in san jose for

this weekend's friend fest. san jose made holds several craft and retail fairs each year. they help emerging makers grow their local businesses and brands. this saturday and sunday will be their fourth annual friend fest, a free event that is expected to draw in 15,000 people. it's also kind of like a tone setter because i think you'll find that a lot of these vendors who are doing this event, this is their like first big event of the year. >> the small business owners sell unique and handmade items, sometimes three days. >> like i just line them up and make about 20. but yeah, it takes it takes a long time. >> sj made hopes events like these enable creators to pursue their passion. >> it's what keeps me going. i've been doing this full time since 2009, so it it really like i'm able to be my own boss because of san jose made. it's what started me some vendors wanted to get a head start on setting up inside south hall on friday. >> we have to kind of fit all

inches on that region. it created a lake that's six miles long and three miles wide, but only about a foot deep. death valley's new lake water is attracting visitors to one of the hottest places on earth. the last time the lake appeared was 19 years ago, but with climate change officials say they expect to see more changes as the climate change models for this area predict warmer temperatures, which we are definitely seeing and also more intense rainstorms, meaning that this is usually just a dry salt flat. death valley normally receives less than two inches of rain each year on average, so that puts it in perspective. and for the rain totals here in the bay area, lisa is tracking the numbers. we've had a lot of it recently. how are we so far this year? >> you know, everyone is above average except oakland at 90. and i can say with pretty good confidence, we are not done with the rain. so if you like the rain, not only do we have it in

our seven day outlook, but if we go out 16 days, there's even more rain. so this is certainly been a banner year and it looks to continue as el nino has brought us bountiful rainfall and it's been really without many problems. but as we look at live doppler seven right now, system spinning offshore and it's high pressure building in that will make for a nice day today in fact, with a lot of sunshine, we'll be looking at temperatures well above average. it is 51 in hayward, right now, 43 in palo alto, 55 san francisco and in the north bay, a little cooler with low 40s in sonoma, 46 in santa rosa. their forecast highlights sunshine and warmer. today, cloudy with cooler conditions for your sunday. showers will stay offshore, and as we look at monday level one system, we're talking less than a 10th of an inch of rain. so the forecast highs today from the upper 60s at the coast to the mid 70s in the santa clara valley. average highs here in the low to mid

60s. so you'll notice we are anywhere from 6 to 10 degrees above average for your saturday. this all comes to a screeching halt as we get into sunday monday, but it'll still be nice the next several days. there's a look at the clear sky, the clouds for your sunday, the showers staying offshore and then into monday. very weak system and in fact rainfall amounts of hard to pick up any around the heart of the bay. but you can see from ben loman, san jose, maybe a couple hundredths. and for the rest of the day today with the sunshine, a beautiful afternoon, 5:00 for the chinese new year parade, 64 degrees clear skies throughout the evening and with those stars out, temperatures dropping into the upper 50s for sunday, you'll notice the difference for the black joy parade. but still nice. 11:00 59 degrees. i remember many years when they've had some really rough weather here, so a mix of clouds and sun with low 60s in the afternoon, mid 60s by about 2:00. so really some nice weather if you like it on the warmer side. and today is your day with highs here from

day. >> 40 in danville it is 50. in oakland, temperatures in the north bay 43 calistoga, sonoma and mill valley in the mid 40s. so compared to yesterday, 4 to 6 degrees milder. so we're starting out mild. we have some clouds that have insulated us by 9:00 mid 50s throughout the afternoon. 1:00 we're already in the upper 60s to low 70s an afternoon. highs will be reached around 330 4:00, and you can see low 70s from the south bay up in santa rosa. and then by the evening hours. so nice out there still in the 60s looking at a pretty nice day to follow on sunday. but some changes not as warm. and don't put away that rain gear. i'll explain in a few minutes. stephanie. >> lisa. thank you. now to your voice, your vote, the polls are now open and the south carolina republican primary, the only two candidates, former president donald trump and former south carolina governor nikki haley, made their final pitches to voters. here's abc news reporter alison kosik.

>> it's good to see donald trump and nikki haley will face off today in south carolina's republican presidential primary. it will be the first head to head matchup for the last two major candidates since the new hampshire primary, a month ago, the contest taking place on haley's home turf, where she spent six years as south carolina governor. on friday, the two delivering their final pitches to voters. haley, speaking in front of the uss yorktown in charleston, 73% of americans have said they don't want donald trump or joe biden. they are the two most disliked politic in america. former president trump, speaking to supporters in rock hill, supported by the democrats, supported and funded by the democrats, republican aren't supporting her. >> they don't like her and they don't like her policies, she says. essentially a democrat, i think she should probably switch parties. >> despite haley's home field advantage, the latest polling

average from 538 shows her trailing trump by about 30 points. alison kosik, abc news, new york. >> today marks two years since russia's invasion of ukraine. and here in the bay area, local organizers will hold a rally and car convoy in san francisco to mark this anniversary. the convoy will leave civic center plaza and end up at harry bridges plaza in front of the ferry building. the event begins at noon over at night. russia launched more airstrike attacks on ukraine as both sides appear determined to fight on world leaders are now urging support for ukrainian president volodymyr zelensky. president joe biden is asking members of congress to pass more aid for ukraine. now that's on top of the 45 point dollars billion already coming from the us. that's $45.7 billion. and you can see germany has allotted $19.1 billion. the uk at 9.9 billion, denmark 9.1 billion.

and the netherlands at 4.8 billion. so that puts it in perspective. all of this is according to the keel ukraine support tracker. now the biden administration announced even more than 500 sanctions against russia following the death of alexei navalny. it will be the largest set of penalties the us has made since russia invaded ukraine. the sanctions target the country's military, defense, energy revenues and any third party individuals and companies supplying russia's war efforts. previous us sanctions have hurt russia's economy. >> respond to putin's brutal war of conquest in response to uh- alexei navalny's death, because make no mistake, putin is responsible. we in the united states are going to continue to ensure that putin pays the price for his aggression abroad and repression at home. >> president biden said. more sanctions are expected and there are new developments in the alabama court ruling that led to
