we celebrate all cultures. good morning. it's saturday, february 24th. i'm stephanie sierra, lisa is back and she brought the good weather. >> yes, i did a preview of spring with a lot of sunshine and temperatures anywhere from 5 to 10 degrees above average. a system well offshore will bring us some cloud cover and a cooler day for sunday. saturday though, starts out with partly cloudy skies and the clouds thinning out for a very mild afternoon. 47 in oakland. good morning to you and san rafael with 45 santa rosa overall anywhere from a couple degrees milder this morning. so we are off to a warmer start and a sparkling view there from mount tam. looking back at the city. 9:00 low to mid 50s inland and bay upper 50s coast side and then by noontime we're in the mid 60s around the bay. 4:00 70s in the south bay. how about mid to upper 60s? pacifica half moon bay, montara and then by the evening the chinese new year parade, still in the 60s downtown, dropping off through

the 50s. so a nice afternoon and day today and looking at the cooldown and more rain in my seven day outlook coming up. stephanie >> lisa thank you. well, today up to 1 million people are expected to fill the streets of san francisco for the annual chinese new year parade. the event is the largest of its kind outside of asia. abc seven news reporter tim johns has the preparations and what to expect. if you're going at san francisco's pier 54, last minute preparations are underway for the past several weeks, stephanie mufson and her team have been hard at work making the floats for the city's chinese new year parade. >> we start our design process in like october or november, and then fabrication starts in december, and then we really get crank in. >> this year is the year of the dragon. the most important animal in the chinese zodiac calendar, a fact that mufson says has inspired her to make this year's floats some of the most intricate ever done people come from all over to see this parade, which is the largest of its kind anywhere in the world

outside of asia. this year, spectators will get a chance to see 19 different floats before the parade. hundreds gather at friday night for the annual miss chinatown usa pageant, an event that draws contestants from around the country inspires young women of the next generation to really empower them to come back and give back to their community, especially here in san francisco. >> chinatown. >> the pageant isn't the only thing drawing in visitors, though. tony lao is the vice president of the chinese chamber of commerce. he says they expect over 1 million people to come out for the weekend's festivities. >> my understanding is that most of the hotels here are fully booked already. we have a lot of people here, a lot of tourists here definitely is going to help us with their business in chinatown and in downtown, lao tells me the story of the chinese in america is directly linked with the history of san francisco. >> one reason, he believes why this weekend's parade is always so successful. >> i want people to understand our culture, enjoy our our celebration, and then also have fun all the more. >> reason mufson wants the

floats to be perfect, becoming part of the city's culture and making sure everyone has a good time. >> there's an electricity in the air that you can feel that's really unlike anything else, and that's that's actually the moment when i'm like, okay, this is we did it. it's good. everyone's happy. >> it's great in san francisco. tim johns, abc seven news. the dragon parade begins at six tonight at second and market streets, then ends at kearny street and columbus enue. >> all the festivities begin, though, at 515, and they'll go until eight. now, the fun does not stop there. the seventh annual black joy parade kicks off tomorrow in oakland. and here's what you can expect. the parade celebrates. it's the black experience and highlights its positive influence throughout the bay area's diverse communities. it is the centerpiece of meaningful events throughout the week leading up, including finance, seminars, brunches, small business markets and open mics for creatives. three community leaders were honored at what's called icons

people were asked to avoid the area while public works crews worked to remove this from the street. a federal judge paused a lawsuit impacting san francisco's ability to clear homeless encampments. that's while the supreme court decides a similar issue in oregon. a preliminary injunction is in place which prohibits san francisco from clearing homeless encampments unless it has enough shelter beds available. san francisco's city attorney says the pause keeps the city from wasting resources on a lawsuit that may be canceled in just a few months. in the south bay, a frightening incident in san jose shows just how dangerous power lines can be. it involved t men inside a cherry picker working on an apartnt building near the intersection of zanker road and vallejo. refighter say they were 40ft up when one of them hit his helmet on a high voltage power line. now that worker suffered severe burns to his upper body, but rescuers say his helmet likely saved his life. the lift could not be

lowered, so firefighters had to get the men down. both were taken to a hospital burn unit in a landmark move, 97% of cal state university students voted to create the largest student assistant union in the country. now it comes after years of battle for better treatment and benefits from the csu system. abc seven news south bay reporter dustin dorsey explains what it means for the students on a college campus. >> if the students are the blood and professors are the brain, student workers might be the heart by doing their part to keep everything going. but student assistants believe they haven't been part of that process. their pay is low, their hours are few, and they have no union to protect their rights. until now. >> today we had student assistants who work on 23 campuses at the cal state university system make e histor. we, um, you just heard the state officials here at the public employment relations board announced that the csu student assistants have overwhelmingly voted yes for our union.

>> yes. >> cheers. from across the state as the student assistants overwhelmingly vote to join the csu employees union, this group of more than 19,000 students makes up the largest union of undergraduate student workers in the nation. >> you know, there are times where my supervisors are like, oh yeah, we need more student assistants. >> alex alfaro works at san jose state's registrar's office, and her colleagues work in many capacities across the csu system, unionized will allow student assistants to fight for more hours, higher pay, even sick time. >> for me, sick days was one of the really important things like if i'm sick for class, like i catch covid, i can talk to the professor, but like when you actually work here, you're kind of just screwed. >> basically, no time off if you didn't work, you lost money. >> yeah, basically, we're in an era of strikes and unions from fast food workers, airport employees and even csu faculty. >> seiu international president mary kay henry says these students have once again shown workers are stronger together.

is expected to survive. the men in the van were heading to work. we're learning more about a change in how police officers enforce traffic rules in san francisco. the city's police commission voted to adopt a new policy that limits pretext traffic stops. officers will be restricted from vehicle searches without probable cause. so this means if anyone gets pulled over for a traffic stop, the officer has to tell the individual they make it about a race issue because the numbers are too high for the particular demographic in this city. >> like so what are we supposed to do? like we can only stop this many certain people, but everybody else is fair game. that's not how it works, right? the law is the law. >> supporters say the move will help eliminate racial profiling in traffic stops. the police officers association could file a lawsuit against the city and block this policy from being implemented. we'll be following it. me.to ceo mark zuckerberg is

asking a federal judge. to remove his name from dozens of social media addiction lawsuits against his company. zuckerberg's legal team argued his case inside a federal court in oakland, now, the suit seeks to hold zuckerberg personally liable for addicting numerous children to meta's platform. zuckerberg claims he can't be held personally responsible for meta's actions if he is removed as a personal defendant, it will have no impact on the allegations against meta. new developments about a story we brought you on wednesday about a company called giving pies. the san jose business told abc seven news she took a big hit after tesla placed an order worth thousands of dollars, then unexpectedly canceled. tesla ceo elon musk responded. he posted a message on x saying, quote, just hearing about this will make things good with the bakery. people should always be able to count on tesla trying its best. abc seven news is committed to

building a better bay area, and this morning we're thinking about small businesses. starting today, hundreds of them will sell their goods all under one roof in san jose. abc seven news south bay reporter lauren martinez has a preview of friend fest about like 275 vendors, which is a really good size for an event like this. >> hundreds of designers, artists, and creative small business owners are setting up their booths in san jose for this weekend's friend fest. san jose made holds several craft and retail fairs each year. they help emerging makers grow their local businesses and brands. this saturday and sunday will be their fourth annual friend fest, a free event that is expected to draw in 15,000 people. it's also . kind of like a tone setter because. i think you'll find that a lot of these vendors who are doing this event, this is their like first big event of

the year. the small business owners sell unique and handmade items, sometimes three days. >> like i just line them up and make about 20. but yeah, it takes it takes a long time. >> sj made hopes events like these enable creators to pursue their passion. >> it's what keeps me going. i've been doing this full time since 2009, so it it really like i'm able to be my own boss because of san jose made. it's what started me some vendors wanted to get a head start on setting up inside south hall on friday. >> we have to kind of fit all your best sellers in one little ten by ten space. anna musgrove started envy bags in 2007. a line of reusable and eco friendly products. the business started out as a wholesaler, but that all changed during covid. these kind of events are just great because you can sell direct to consumer so they get to know your product, they like it, they'll go to your website, nikita ravindranath creates and sells naturally dyed silk. >> so this type of scarf is called abundance. so they're only dyed with flower petals. she's been a vendor at sj made events for the past three years.

there's something for everyone. yeah. and i think that's what is also my calling. we make something for everyone. >> friend fest will be open from 11 to 5. >> both on saturday and sunday in san jose. lauren martinez, abc seven news. here's. something neat. >> all of california's recent rain has created an unusual sight in one of the driest places in america. we're talking about a lake in death valley, california's recent winter rainfall dumped more than five inches on that region alone. it created a lake that six miles long and three miles wide. but only about a foot deep. death valley's new lake water is attracting visitors to one of the hottest places on earth. death valley normally receives less than two inches of rain each year on average. the last time the lake appeared was 19 years ago, so it really puts it in perspective. and for the rain totals here in the bay area, lisa is tracking those numbers and we've certainly had a lot of it. how are we stacking up so

far this year? you know we're doing great. >> we've had some nice breaks in between the storms with several inches of rain, and this is considered another nice break before we get back into it at the end of the week, where we're going to see it looks like at least an inch, maybe two inches of rain as we get into next weekend. but let's enjoy this weekend where we're beginning to see the start of a beautiful day out there. the sunrise 648. it sets at 557 and about two weeks away from from changing our clocks, and over three weeks away from the vernal equinox, which is when spring begins. so yes, looking at a light at the end of the tunnel, if you're kind of tired of long winter rain, but some of you like the rain and good for you, because it is coming back. looks like several systems actually 54, in san francisco, 47 in oakland with 48 in san jose, what have you here with 50 and half moon bay. and as we look out, live from mount tam, pretty view as well. the city lit up there. 45 santa rosa, 37, in petaluma. so

dropping off recently into the upper 30s there, 45 fairfield and 42 in livermore from our roof camera. gorgeous view there. sunshine and warmer today. we'll bring you more clouds and cooler temperatures on sunday. maybe a few sprinkles here, but the level one system really arriving on monday. very light. just a couple hundredths of an inch of rain. so here's where we are today looking at our forecasted highs from the upper 60s to low 70. average highs should be in the lower to mid 60s. and then this column here looking at seven, nine, ten degrees above average for your saturday. so a few high clouds to get started. then they thin out. this is your sunday. you can see some of those showers offshore here. and then as we get into your monday that level one system dropping anywhere from nothing to just a couple of hundreds out there for most neighborhoods. so very weak system for you on monday. then we get back into a nice day on tuesday. chinese new year parade today couldn't be better with 64 degrees at 5:00. very mild

weather by 7:00, dropping. off into the upper 50s. starring. light out there. a little cooler for the black joy parade at 11:00. we'll be in the upper 50s, so more like average here by noontime. a mix of clouds and sun with low 60s to mid 60s by about 2:00 in the afternoon. so really a nice weekend today. the warmer day with numbers from the mid 60s. half moon bay and the winds on the light side. so a quick warm up out there for 70 in oakland this afternoon. that sun setting at 557. so getting a little bit later 70 in concord 72 in fremont santa rosa 73 was 74, in san jose. and this is a look at the rainfall accumulation through about seven days out. and you can see very preliminary. but this picks up over an inch to maybe two inches up in the north bay. so this will be modified and changed by the time we get closer overnight tonight clouds 50 and the accuweather seven day forecast. sunny warmer today. tomorrow. cloudier and cooler back to the

have more on that in just a moment. but we're starting this half hour with a look at the weather and a first in a while. no rain on the weekend. >> yeah, and not only that, we're about ten degrees above average for patino, san jose and in millbrae. how about some upper 60s? what have you here? the sun coming up and you can see that we are looking at a beautiful view. our sutro tower camera 54, san francisco. we're 46, in san mateo with 48, in san jose on the coast, 50 and mount tam. there a few high clouds with 45, santa rosa, 37 petaluma. so the clear sky dropping off into the 30s and our protected valleys with 43 in concord. so overall, most of us milder, a little cooler in hayward, oakland and half moon bay. but as we go through the morning hours, 9:00 mid 50s, sunny skies for everyone, a few high clouds, 1:00 we're in the upper 60s from san ramon and livermore to the low 70s in gilroy. how about that? 73 in santa rosa? and by 330 we're still in the low 70s in san jose . so even the coast very mild.

the chinese new year parade, a beautiful day today, 60s to start that out at 5:00 today. stephanie >> lisa. thank you. now to your voice, your vote. the polls are now open in the south carolina republican primary, and the only two candidates, former president donald trump and former south carolina governor nikki haley. they both made their final pitches to voters. here's abc news reporter alison kosik. >> it's good to see donald trump and nikki haley will face off today in south carolina's republican presidential primary. it will be the first head to head matchup for the last two major candidates since the new hampshire primary, a month ago. the contest taking place on haley's home turf, where she spent six years as south carolina's governor. on friday, the two delivering their final pitches to voters. haley, speaking in front of the uss yorktown in charleston, 70% of americans have said they don't want donald trump or joe biden.

they are the two most disliked politicians in america. former president trump, speaking to supporters in rock hill, supported by the democrats, supported and funded by the democrats. >> republicans aren't supporting her. they don't like her, and they don't like our policies. she's essentially a democrat. i think she should probably switch parties despite haley's home field advantage. >> the latest polling average from 538 shows her trailing trump by about 30 points. alison kosik, abc news, new york. >> today marks two years since russia's invasion of ukraine. and here in the bay area, local organizers will hold a rally and car convoy in san francisco to mark this somber anniversary. the convoy will leave civic center plaza and end up at harry bridges plaza in front of the ferry building. the event begins at noon. this morning. world leaders are visiting kyiv to show their support for ukraine and its president, vladimir zelensky. this as russia launched even more airstrikes on

ukraine overnight, president joe biden is asking members of congress to pass more aid for ukraine. now that's on top of the $45.7 billion already coming from the u.s. here's a look at how other countries compare when it comes to sending military aid for ukraine amid the war. now germany has given the second largest amount of aid at $19.1 billion. the list goes on to show the u.k. at 9.9 billion, denmark 9.1 billion and the netherlands at $4.8 billion. this is all according to the kiel ukraine support tracker. the biden administration announced more than 500 sanctions against russia following the death of alexei navalny. it will be the largest set of penalties the u.s. has made since russia invaded ukraine. the sanctions target the country's military defense, energy revenues and any third party individuals and companies supplying russia's war efforts. previous u.s. sanctions have hurt russia's economy in

is moving along nicely it's 641. new legislation from san francisco assemblyman matt haney would make a big change to pet owners looking to rent. ab 2216 would prohibit hefty pet fines and bans and rental units. landlords would only be allowed to ask about pet ownership after a tenant's application has been approved. now, opponents of this bill say it raises issues for rental housing providers. it would require landlords to have a valid reason not to allow pets in a rental property, whether it's a health or a safety uh- or some stated reason, not just a blanket pet ban. >> that is, excluding the
