some clouds headed our way throughout the day. today. the east bay will remain the sunniest. there's a look at live doppler seven, where you can see the smattering of some cloud cover. it is 50 in hayward and san jose. cooler in concord, 46 and 46. in oakland as well, with 42 sonoma and mid 40s santa rosa, 45 vallejo. so we're about 2 to 5 degrees cooler from the north bay to half moon bay. there and as we look out live from our sutro tower camera, temperatures in the 50s 9:00 partly cloudy conditions, partly sunny with low 60s inland. more sun there and we could even reach 70 in some of our areas where we do get more sunshine, but clouds overtaking the afternoon. and we'll talk about the cooler weather, the rainier days headed our way. the end of this week. stephanie, lisa. >> thank you. well, the stage is almost set for the kickoff of the seventh annual black joy parade in oakland today. the parade celebrates the black experience and highlights its positive influence throughout the bay area's diverse communities. today's events wrap

up a week of finance seminars, brunches, small business markets, and open mics for creatives. you can experience that joy today with live entertainment and activities for eryone. the parade begins at 1230 at 14th street and franklin and ends at 19th and franklin, and it goes until 230 this afternoon. join zach fuentes, julian glover and ama daetz as we stream this parade live today . starting at 1230, you can watch it also wherever you stream abc seven news for details, you can go to abc seven news.com/black joy parade developing news now. two people died after a shooting in san leandro saturday afternoon. another person was shot. now in critical condition. it happened around 330 at an apartment building on miramar avenue near foothill boulevard. no word on whether any arrests have been made. the alameda county sheriff's office tells abc seven

news it is investigating, and believes it started as a domestic dispute. antioch police are investigating after a teenager was shot and killed. officers say they found the victim, a 16 year old boy, inside of a car on the 1700 block of observation way yesterday morning. they say he had been shot at least once. officers tried to save him when they arrived on scene. he was then rushed to the hospital but later died. authorities say the shooting happened about two miles away from where they found him. no word yet on any arrests. authorities are also trying to figure out what started a fire to break out at a target store in vallejo. take a look at this video. a witness shot this where you can see the flames coming up from one of the aisles. there, shoppers and employees had to be evacuated once the fire alarm was triggered. once firefighters arrived, they quickly put out the flames. one person suffered minor injuries. new developments in the search for a new police chief in oakland. all of the

candidates will appear at a public forum next thursday. that's according to our media partners at the mercury news. the public will be allowed to ask questions, and the position has been open for over a year. after mayor xiang tao fired leronne armstrong over his handling of an investigation, armstrong sued the city over his firing, but is not seeking to get his job back. are you? see you to see. these angels >> hold up as ukraine is entering its third year of war with russia, hundreds of people held a car convoy and a rally at san francisco's embarcadero plaza. >> the attendees came from all over the bay area. they had speakers and performances to show their support. ukrainians, through all that they have endured since the beginning of the war two years ago. >> um about 30,000 ukrainians have come to california, and among them about five, 6000 come to bay area. and so they're also

area are watching a surge in norovirus cases. the stomach bug is spread through contact with an infected person or by eating contaminated food. state health officials say it's the top cause of vomiting, diarrhea and foodborne illness. it's often referred to as the stomach flu or food poisoning, according to data from the cdc, almost 13% of norovirus tests in the western u.s. are coming back positive.

well, there could be a payday ahead for some california drivers. a lawsuit claims a texas based company invaded drivers privacy by selling license plate data. according to sfgate digital recognition network broke a california law meant to regulate the use of automated automatic license plate readers. now, the court says any resident whose data was collected at least 15 times since june of 2017 could have been affected. a trial is scheduled for may on behalf of nearly 23 million californians as part president biden and the first lady welcomed the country's governors and their spouses for a black tie dinner at the white house. gavin newsom was there. biden gave a short speech of unity, particularly on the importance of finding compromise among differences. >> here's the possibilities. possibilities. because there's so i am never been more optimistic in my life about the prospects of what we can do if we just work together. there's

be using a $10 million grant from the federal aviation administration. updates will include restoring a closed women's restroom at gate four, refresh a men's room at gate three, and convert another men's room at gate seven to a single user family restroom and lactation suite. the terminal restroom renovation program will also update fixtures for water conservation. two east bay cities are trying to figure out the damage after being targeted by cyber attacks earlier this week. residents should expect delays for non-emergency services until systems are fully restored. city officials in oakley declared a local state of emergency after the ransomware attack on that same day, there was another attack on computer systems in pleasant hill. the issue was quickly isolated, but it's unclear if the two incidents are related. even though the a's are planning to leave oakland, their fans kicked off the baseball season with their own way, celebrating the town fans fest drew thousands of

give off a foul stench that smell attracts flies, which pollinate it, experts say. the plant that goes by the name raj is blooming at an unusually early time and because of its age, it may never bloom again. raj lives at the california academy of sciences in golden gate park. well, we have another day with a break from the rain, lisa is tracking the latest. yesterday was so beautiful. i mean, i was out by the marina green. it was just stunning. >> yeah, it really was. we needed to dry out and now everything is beginning to grow and bloom and we'll get more rain. in fact, we're going to see that return as soon as tomorrow. but not for everyone. it's a really weak system offshore, and it's going to spread more cloud cover and focus. the rain showers this time south of the golden gate bridge so you can see it there. it's about 800 miles to the west of us and just really basically affecting us with the higher clouds today there's a lightning strike offshore. so live doppler seven, they're picking up on that cloud cover. the high

clouds that will increase throughout the day. but you know, we're going to get a fair amount of sunshine here in the east bay. and that's where temperatures could climb to about 70. and also the south bay will be a bit sunnier where more cloud cover along the coast. and we'll hang out in the north bay as well. it is 46, in oakland, 50 in hayward with 47 san rafael. and those cooler numbers in the north bay in the low 40s. look outside here. looks pretty nice from our exploratorium camera. we are cooler today with some clouds temperatures in the 60s, but we could see a 70 degree reading with more sun light showers arrive with that weak level one system tomorrow, and looking at the end of the week, thursday through sunday, cold and rainy with the rainfall over an inch of rain for most of us. here's a look at the next several hours and you'll see that we've got the sun to start out this morning. but as we get through about two 3:00, you'll notice that the clouds continue to increase here, but still a good deal of sunshine throughout

the day in the east bay and south bay. and then stopping this early tomorrow when you'll notice we just have a few showers here from the south bay. the peninsula. and then as we get into later on monday afternoon, still lingering in our east bay valleys and the south bay. so adding up the precipitation there for your monday until 11:00. anywhere from a couple hundreds to about maybe a 10th of an inch of rain. this model painting a redwood city into livermore and brentwood with a couple hundredths here. looking at the sierra nevada this will be a weak snow maker. west slopes into the lake tahoe area 4 to 10in of snow with gusts to 45 miles an hour and this advisory starts at 10:00 tonight, going through 4:00 on tuesday. but the snowfall totals for what we're looking at into next weekend, look amazing. we're talking 5 to 6ft with this next system. but first things first. as for your day to day black joy parade

address all of their medical needs. despite the millions of dollars the city pours into the problem. but at one clinic, doctors are doing what they can to keep this crisis from turning into a catastrophe. abc seven news reporter lyanne melendez explores the question can their work help build a better bay area? >> when it comes to medically treating the unhoused, the unconventional has now become habitual. hola! okay >> okay. >> every friday, a small medical team from the san francisco health department comes to treat patients in this isolated bayview encampment. what do you see out here? >> we tend to see things that we see in the clinic, but they're often more severe because they've been, like, unattended to for longer. people with more severe mental illness, more severe addiction and substance use disorder. >> and the reason you come out here, what is that? instead of

them going to the clinic? >> there are lots of people who can't manage being inside, even for small amounts of time, who their mental illness is. so intense that they're too paranoid to come in. they're too weak or too ill to come in. this is a patient i've known for a long time. we're drying some blood and talking about some medications. we restarted doctor catherine taylor treats anyone willing to be cared for. >> it takes trust out. >> how many days do you think in a week have you taken it? >> this type of homeless health care is an effective way to keep them from ending up in the emergency room after her weekly checkup, juliana amos spoke to us about being unhoused for the past five years. i assume that you don't interact with many people. what does it mean to you for doctors to come to you? >> um, it means a lot because i don't like going on the busses.

the long bus ride, you know, down there. and sometimes i forget to come in. so it's good that they come out here. >> if they didn't exist, what would happen to you? >> uh, if i were dead. her circumstances, we couldn't help but notice how the american flag is the first thing you come across. we like our freedom out here, you know? so we know what's going on out there. we don't want to be stuck in sros where everybody's doing their drugs and dying. those unhoused or living in sros are closer to the downtown area and have access to a network of outreach teams. >> we staff between 8 and 9 vans a day, so 24 hours a day, 365 days a year. >> last year, in 2023, we responded to just over 11,000 calls. here's the outcome of their interactions with those struggling on the streets. >> 25% are taken to the hospital. another 25 are transported to a clinic or

shelter, and the remaining 50% either don't meet the criteria for a psychiatric hold or they decline their services. when you reach out to somebody, is it frustrating when you know that person needs so much help and intervention, but they don't want it? >> yes, of course, you know, but that's the that's the thing that we do the best is building that trust, building that report. and just being consistently able and showing up because someone showed up is why joseph peterson is alive today. >> all i did was kept drinking and using drugs. so therefore, after many years of doing that, my legs started having problems. complications with my legs. so they had to amputate my feet. >> what made you decide i've had enough? >> because he kept checking on me and he was coming up there to check on me to see how i'm doing, and that helped me a lot. i said, somebody really care about me.

i just want to say that i have never seen the republican party so unified as it is right now. now at 530, donald trump takes the south carolina primary in nikki haley's home state. >> but haley remains confident the race is not over. good morning. we'll have more on that story in just a moment. but first, a check on your forecast cooler today. >> yes, we're going to see a little bit of a cool down in some locations along the coast with our onshore flow, the north bay, marin county and the rest of us. well, a little more sun for another mild afternoon. it is 40 in danville right now. 47 san rafael, with a low 40 from saint helena there and also danville, chilly at 4050, in hayward and san jose. so we're a little bit cooler in parts of the north bay. and the coast. and that trend will continue throughout the day today, 9:00 mid 50s, partly sunny conditions. you can see the clouds filter in throughout the afternoon, but 1:00 we're in the mid 60s, so still a pleasant day

right? that's how one teacher in delaware thought an idea to get her students to spend more time reading and enthusiasm, quickly adding foster puppies to reading time, calling it puppy time. >> the kids who were the most reluctant for reading. they are the first ones that want to volunteer for puppy time. and so we've noticed a huge increase in their reading scores because of it. >> the puppies spend nights and weekends with students, their families, and other teachers, typically for a couple of weeks until the rescue helps place them in forever homes. so far, 51 foster puppies have been adopted through the program. very sweet. well, a project that will bring more housing to the south bay is now moving forward as plann it wrevelop the berryessa flea market site in sanos that's right next to the south bay bart station. there was talk of changing the plans, even building less housing. but as abc seven news reporter dustin dawsey explains, things are back on track. >> a win win doesn't happen every day in business, but

that's the case at the berryessa flea market. if you can't make progress, then you're just standing still and uh. >> in the development business, you only succeed if you actually are building something. so now we can roll up our sleeves and work together to start implementing the project. >> the plan remains to redevelop the flea market into thousands of homes, commercial and office space and an urban village. but this yellow portion has been our hang-up flea market. land use consultant eric shanower says acquiring half of this development to be office based may be problematic for the city. >> those blocks don't have any development potential and won't for a long time, if ever. so we have to work through that. but we have a commitment from the council member to take another look at the commercial uses. it's part of an agreement with the city and the flea market property owners. >> so is requiring that builders remedy cannot be used to change the plans to reduce office space or housing. builders remedy was designed to get housing projects approved in cities deemed by the state to not have enough housing. as of january, san jose
