in the north bay. point rays 52 degrees. looking at a couple degrees cooler here and there. but overall we're talking partly sunny conditions back into the 60s for a mid day. but then we'll just kind of stop it there with mid 60s and more sun from livermore to concord into san jose, the north bay, the coast breezier with more clouds. and we'll talk about our level one system arriving tomorrow. and rainfall totals in a few minutes. stephanie >> lisa. thank you. well, the stage is almost set for the kickoff of the seventh annual black joy parade in oakland today. the parade celebrates the black experience and highlights its positive influence throughout the bay area's diverse communities. today's event wraps up a week of finance seminars, brunches, small business markets, and open mics for creatives. you can experience that joy today with live entertainment and activities for everyone. the parade begins at 1230 at 14th street and frankn, and will end at 19th and franklin. it goes until 230 this afternoon.

join zach fuentes, julian glover and ama daetz as we stream the parade live today. starting at 1230. you can watch it wherever you stream abc seven news. for more details, you can head to our website, abc seven news.com/black joy parade. developing news now. two people died after a shooting in san leandro saturday afternoon. another person was shot, now in critical condition. it happened around 3:30 p.m. at an apartment building on miramonte avenue near foothill boulevard. no word on whether any arrests have been made. the alameda county sheriff's office tells abc seven news it is investigating, and believes it started as a domestic dispute. anti police are investigating after a teenager was shot and killed. officers say they found the victim, a 16 year old boy, inside of a car on the 1700 block of observation way yesterday morning. they say he had been shot at least once. officers tried to save him when

they arrived on scene. he was rushed to the hospital but later died. authorities say the shooting happened about two miles away from where they found him. no word yet on any arrests. authorities are also trying to figure out what started a fire to break out at a target store in vallejo, take a look at this video from a witness where you can see the flames coming up from one of the aisles. shoppers and employees had to be evacuated once the fire alarm was triggered. once firefighters arrived, they quickly put out the flames. one person suffered minor injuries. we're tracking new developments in the search for a new police chief in oakland. all of the candidates will appear at a public forum next thursday. that's according to our media partners at the mercury news. the public will be allowed to ask questions. the position has been open for over a year now. after mayor shane tao fired leronne armstrong over his handling of an investigation . armstrong then sued the city over his firing, but is not seeking to get his job back. are you seeking swease is a bold

at the bay bridge this morning. it is 610. how health officials in the bay area are watching a surge in neural virus cases. the stomach bug is spread through contact with an infected person or by eating contaminated food. state health officials say it's the top cause of vomiting, diarrhea and foodborne illness. it's often referred to as the stomach flu or food poisoning, according to data from the cdc, almost 13% of norovirus tests in the western u.s. are coming back

positive. well, there could be a payday ahead for some california drivers. a lawsuit claims a texas based company invaded drivers privacy by selling license plate data, according to sfgate digital recognition network broke a california law meant to regulate the use of automatic license plate readers. the court says any resident whose data was collected at least 15 times since june of 2017 could have been affected. a trial is scheduled for may on behalf of nearly 23 million californians and the south bay. now people from all over the bay area are coming together to help out a small pie shop. it gained even more popularity after a last minute cancellation, costed at thousands of dollars. abc seven news reporter lauren martinez has these new developments. >> it's crazy. i didn't even think around that high. >> the community is giving back to the giving pies on saturday, a line of customers stretched out the door.

owner says she has worked with several of silicon valley's biggest companies, including apple, google and adobe. the oakland airport will start work to update and modernize their bathroom facilities. here's a live look from there. right now, we're learning the port of oakland will be using a $10 million grant from the federal aviation administration. updates will include restoring a closed women's restroom at gate four. refer mesh at a men's room at gate three, and convert another men's room at gate seven to a single user family restroom and lactation suite. the terminal restroom renovation program will also update fixtures for water conservation in two. east bay. cities are trying to figure out the damage after being targeted by cyber attacks earlier this week, residents should expect delays for non-emergency services until these systems are restored. now, city officials in oakley declared a local state of emergency after this ransomware attack on the same day, there was another attack on computer systems in pleasant hill. the

phan. abc seven news in san francisco's famous corpse flower is about to bloom again. >> it's expected to happen today, lasting for a few days now. during that time, the plant will grow up to ten feet tall and give off a foul stench. that smell attracts flies, apparently, which pollinate it. experts say the plant that goes by the name mirage is blooming at an unusually early time and because of its age, it may never bloom again. mirage lives at the california academy of sciences in golden gate park. well, we have another day with a break from the rain. lisa is tracking the latest. we were talking about how yesterday was so beautiful. how's today going to stack up? >> yeah, you know, some neighborhoods could reach 70 degrees. that's where we see more sun from concord to, say, dublin into morgan hill. and otherwise, if you're by the coast or the north bay, it'll be a bit breezier. the winds coming off the ocean and looking at some higher clouds filtering in throughout the day. we also have some fog, but but as we go through the morning hours, not much of a big deal as we look at

live doppler seven, there's a system way offshore hundreds of miles to the south and west of us, and that is what will bring in some of the high clouds throughout the later part of the afternoon. but as for this morning, we're not looking at any fog at the lower levels, but on top of mount tam, isn't that gorgeous there with 55 san francisco, 47, in oakland it is 50. in hayward, 48. in san jose, low 50s san mateo and half moon bay. and from our sutro tower camera, just getting a little bit of daylight there. 648 is the sunrise setting closer to 6:00, so we're getting a little bit more of daylight and we'll be changing those clocks in about two weeks. 42 santa rosa, 37 petaluma. so once again, chilly locations in the north bay with 43 by the delta, 46 in concord and a roof camera featuring the clear sky. so cooler with some clouds today for some of you. overall, we'll see more 60s than 70s as we get into your monday level one system with some light showers and then the end of the week

that they're too paranoid to come in. >> they're too weak or too ill to come in. this is a patient i've known for a long time. we're drawing some blood and talking about some medications. we restarted. >> doctor catherine taylor treats anyone willing to be cared for. it takes trust. >> how many days do you think in a week have you taken it? this type of homeless health care is an effective way to keep them from ending up in the emergency room. >> after her weekly checkup, giuliana amos spoke to us about being unhoused for the past five years. i assume that you don't interact with many people. what does it mean to you for doctors to come to you? >> um, it means a lot because i don't like going on the busses. the long bus ride, you know, down there. and sometimes i forget to come in. so it's good that they come out here. >> if they didn't exist, what would happen to you? >> uh? if i were dead.

>> despite her circumstances, we couldn't help but notice how the american flag is the first thing you come across as we like our freedom. >> my hair, you know. so we know what's going on out there. we don't want to be stuck in sros where everybody's doing their drugs and dying. those unhoused or living in sros are closer to the downtown area and have access to a network of outreach teams. >> we staff between 8 and 9 vans a day, so 24 hours a day, 365 days a year. >> last year, in 2023, we responded to just over 11,000 calls. >> here's the outcome of their interactions with those struggling on the streets. 25% are taken to the hospital. another 25 are transported to a clinic or shelter, and the remaining 50% either don't meet the criteria for a psychiatric hold, or they decline their services is when you reach out to somebody. is it frustrating when you know that person needs

so much help and intervention, but they don't want it? >> yes, of course, you know. but that's the that's the thing that we do the best is building that trust building that report and just being consistently able and showing up because someone showed up is white. >> joseph peterson is alive today already was kept drinking and using drugs. >> so therefore after many years of doing that, my legs started having problems, complications with my legs. so they had to amputate my feet. >> what made you decide i've had enough? >> because he kept checking on me and he was coming up there to check on me to see how i'm doing. and that helped me a lot. i said, somebody really care about me. >> you know, today peterson has permanent housing and helps out at the maria x martinez health resource center, a clinic dealing specifically with the unhoused population in this building opened a little over a year ago. >> we're finding is really working for people.

underground weapons facilities, air defense systems, radars and a helicopter tower. now, this is the fourth time the u.s. and allies have launched an attack on the iran backed rebel group. also new this morning, israel is now agreeing to an updated cease fire and hostage deal. they agreed to a new framework that will establish a six week cease fire in gaza in exchange for 40 hostages. israel says it's waiting to hear back from hamas on whether or not they accept the updated language. up to 400 palestinian prisoners could be released in this new deal. the israel defense forces will redeploy boy, but not withdraw from gaza. this, as israel is continuing, plans to push forward into rafah to alexei navalny's spokesperson says his body was handed over to his mother. she claims russian investigators refused to release his body unless she agreed to not hold a public funeral. navalny's aides say they threatened his family to agree to their conditions, or they

for a couple weeks at a time until the rescue helps place these pups in forever homes. so far, 51 foster puppies have been adopted through this program in the south bay. now, a project that will bring more housing is moving forward as plannit will redevelop the berryessa ea market site in san jose next to the south bay bart station. there was talk of changing the plans, even building less housing, but as abc seven news repoustin dorsey explains, things are back on track. >> a win win doesn't happen every day in business, but that's the case at the berryessa flea market. if you can't make progress, then you're just standing still and uh. >> in the development business, you only succeed if you actually are building something. so now we can roll up our sleeves and work together to start implementing the project. the plan remains to redevelop the flea market into thousands of homes, commercial and office space and an urban village. >> but this yellow portion has been our hang-up flea market land use consultant eric

shanower says requiring half of this development to be office space may be problematic for the city. >> those blocks don't have any development potential and won't for a long time, if ever. so we have to work through that. but we have a commitment from the council member to take another look at the commercial uses. >> it's part of an agreement with the city and the flea market property owners. so is requiring that builders remedy cannot be used to change the plans to reduce office space or hohousing. builders remedy was designed to get housing projects approved in cities deemed by the state to not have enough housing . as of january, san jose is in compliance because it's a there's a large public investment to build a bart station at that site. >> it's really important that we maximize the density there, build a large number of housing units that will include affordable housing and also hold out, um, property there to build commercial space in the future. >> the final part of the deal is for the city to help with other costs for development. cohen says commercial properties coming to this new project will likely be assessed fees to help

those mid 40s in concord. livermore checking in at 42 degrees. so 50 degrees in santa cruz, about a 10th of an inch of rain for your monday today. those clouds thin out a bit, but it's a cooler afternoon, maybe about 6061, in santa cruz. and then as we get towards your monday, a weak level one system with light accumulation a couple hundreds to maybe a 10th of an inch of rain and then the colder weather arrives as soon as tuesday. it will be dry, though for the middle of the week, and then we'll add in a cold system from the north. it is a big snow maker in the sierra nevada. it will bring us a decent amount of rain and low snow levels locally. level one system monday scattered showers, morning commute possibly into the evening commute and looking at those slippery roadways, there's a look at today where you'll see throughout the morning hours some clouds around. but look at all that sun in the east bay and south bay. and then by about 5:00 we've got mostly cloudy conditions stopping this monday, 9:00, and you can see the
