go to 8-80 as you see was backed up for miles because of what the chp is calling a major injury crash reportedly involving a wrong way driver. >> it happened about 240 this afternoon in the southbound lanes near the geneva avenue onramp. sky seven spotted crews removing a person from a car that's badly banged up. as you can see, we also saw another wearing a neck brace talking with first responders. the chp says three vehicles were involved. all right, let's take a look at the traffic right now.

>> so not far from the accident scene, as you saw just a moment ago, it was moving. it's a frozen right there. but the chp did reopen all lanes about an hour ago. good evening. thank you for joining us. i'm ama daetz and i'm dan ashley. >> we are also following new developments out of san pablo, where residents of one neighborhood are now free to return home after a standoff that lasted all day. >> yeah, police were blocking streets as officers monitored an armed person locked inside a home. the red that you see on were locked down, including an elemenry school. the school canceled claes today. >> since early this morning, neighbors have been unable to come and go as they wish. then about 130 this afternoon, remaining residents were asked to leave the area altogether. police say the situation is now resolved. some neighbors say they started hearing gunshots about 9:00 last night. >> i one, i started hearing more shots and i looked around. you know what i always think it's always fireworks, but it really wasn't. it was a it was gunshots . and then it kept going out

like every hour. and by like around three i started hearing them say, oh, can you uh- leo ortega, you must come out with your hands up and a weapon. no weapons in hand. >> now, it's not confirmed whether law enforcement took anyone into custody. however, residents say they saw a man taken away in an ambulance with two sheriff's units following. >> in vallejo, a target store still closed as arson investigators work to recover surveillance video and search for a suspect. someone set a fire inside the store over the weekend. abc seven news reporter leslie brinkley is in vallejo. >> it was a paper towels that were lit on fire, and an employee was attempting to put it out with a fire extinguisher. the paper towel aisle at this target store went up in flames just before 3:00 on saturday afternoon. >> teenagers shot video on his cell phone inside the crowded vallejo target. >> i was in the toothpaste aisle and i turned to my right and there was just like flames all in the paper towel aisle. i saw a paper flying in the air and i

called my mom and we started to evacuate. >> smoke was visible from outside the store on admiral callaghan lane when six fire engines arrived. vallejo fire released a statement saying a quick and organized response by target employees can be credited with preventing injuries to store patrons. there was one person treated for minor smoke inhalation by ambulance crews. fire dispatch got numerous 911 calls as the store alarm tripped and sprinklers turned on. >> can you believe that? >> someone tried to set the place on fire? and i was like, well, it's vallejo, like this. >> mom was there on saturday during the fire and returned today, shocked that the store was still closed as fire cleaning crews lined up out front and put up fencing across the front doors. meanwhile, police and arson investigators are gathering surveillance video as they search for the suspect who set the fire. >> it's scary and it's upsetting

that something like that would happen, but i'm not shocked. >> target issued a statement saying we are grateful that no one was injured. the store will be closed temporarily during repairs and restock toxic smoke from burning plastic may have ruined a lot of merchandise from clothing items to food products, the solano county health department will determine what food products should be removed and destroyed, and damage to merchandise in the structure is expected to be over $1 million. in vallejo. i'm leslie brinkly, abc seven news. people took a stand against drug addiction today during a march and rally outside san francisco city hall. >> organizers want to raise awareness and promote resources for those dealing with addiction. the group included community activists, mayor london breed, and people who successfully completed treatment programs. >> doesn't matter if you're white, black, asian, latin american, it doesn't matter. you can end up out there on golden gate and hyde like i was five

years ago. actually, six years ago, holding drugs for the dealers out there. and i'm also living proof that through recovery and accountability and compassion, all working together, we can get our lives back. the mayor told the crowd that on average, two people a day die in san francisco from overdoses last year was the deadliest year on record for drug deaths in the city, and today, san francisco mayoral candidate daniel lurie announced a new six part plan to tackle the city's ongoing drug and mental health crisis. >> he says the city has failed to address public safety effectively. >> the agencies responsible for community safety, public health and our unhoused population are not coordinating. >> that was lurie today at a news conference breaking down his plan to address homelessness, drug dealing, drug addiction and mental health. the plan includes hiring more behavioral health and law enforcement officers to get people off the streets and into treatment facilities, lurie is

running against mayor breed and former supervisor mark farrell to the east. >> bay cities are investigating this afternoon after they were both hit by cyber attacks. but the city of oakley and the city of pleasant hill are still recovering. abc seven news reporter tim johns has been following the story for us today . he joins us with the latest information. and tim, a possible connection between the two. >> yeah. ama now, contra costa county officials say a full forensic analysis is currently being conducted to determine where exactly the cyber attacks came from. they tell me, while they're still not 100% sure they are looking into whether these two incidents are related. two more bay area cities are falling victim to another round of cyber attacks. the contra costa county cities of oakley and pleasant hill, both hit on thursday. right now, what they're doing is conducting, conducting a forensic audit of the situation. >> so that they can kind of see what happened in pleasant hill, the police department says the incident directly hit the city's computer infrastructure and in oakley, officials there declared

a local emergency immediately following their attack. >> as of monday, they tell abc seven news. while some departments have returned to nearly normal levels, others are still being impacted by the attack. >> things are coming back online . um, their belief is things are controlled, but things are always gradual, be brought back up. uh to check in and make sure that security is indeed, uh, won't be compromised. cyber attacks like these against local governments are becoming increasingly common. >> just last year, oakland was devastated by a major ransomware attack that crippled the city for weeks. >> it's really a financial motive for these, you know, bad actors was they want to intrude into the network, they want to lock down data and systems and then demand ransom payment. >> sarhuda is a cybersecurity expert and the ceo of cyber catch. he says given the growing trend of cyber attacks on smaller governments, it's important for them to be prepared. generally they will

look for the consumer data that involve, you know, high value. >> so they're looking for social security numbers. but driver's license information. >> contra costa officials say while they've improved cyber security measures across the county in recent years, they're always looking to do more a job that falls both on elected officials and individuals. >> it's so important whether it work or at home or on our phones , that we are being very careful about the things that we open, uh, the sites that we, uh, go to for and cyber security experts say there are several steps local governments can take to improve their overall preparedness. >> that includes things like making sure their standards comply with federal guidelines and running tests to ensure that their systems are prepared in the event of a real cyber attack . tim johns, abc7 news. >> all right, tim, thank you. >> still ahead here, a water rescue in the north bay goes wrong after the woman being pulled from the river turns on the people trying to save her.

received injections of a drug called xolair. doctor sharon chinnaraja says it works at the cellular level to block the immune system's overreact action to food proteins. >> it's an injection that soaks up all of the allergic antibodies in people with allergies. and so it takes it out of circulation. >> when the drug was developed by bay area based genentech, partnering with novartis in the stanford trial, it was shown to be safe and effective even in small children. doctors say the treatment doesn't eliminate the allergy. kids still have to be extremely cautious about avoiding snacks with nuts or other foods that they're allergic to, but the injections are able to keep patients safe from accidental reactions. annabelle's mom, victoria, says the extra protection is a relief from the almost constant stress. >> you know, travel, all going to school, going to events, assuring that whatever's on the

the deputies were trying to pull the victim from the cold water, but they didn't expect the woman to fight back. abc seven news reporter cornell bernard spoke with the rescue team that jumped in to help. >> it's one of those calls that once in a career, you don't expect it to happen. firefighter jonathan bowers says. >> that call came sunday in guerneville on the russian river. >> as the radio traffic started picking up, we knew we had a legitimate rescue on our hands. >> as far as i know, we have two deputies and a juvenile in the water. i don't know if we have additional people in the water at this time. >> okay. are the deputies injured? >> not that i'm aware of. >> officials say it was actually an adult woman. the two sonoma county sheriff's deputies, sergeant gary larson and deputy cody mccready, were trying to rescue from the super cold river. >> two deputies and the victim were basically clinging on to a bush in the middle of very fast moving water. >> captain spiegel says it's not clear how the woman got into the

river. the district swiftwater rescue team launched their boats, but minutes later they knew this rescue wouldn't be easy. one thing first responders did not expect when they got here is to have the victim fight them off. the sheriff's department says the victim was trying to push the deputies underwater when the rescue team arrived at one point when the lady was fighting, the deputies, and then she started fighting me. >> i had to reach down and i was able to get a good grip on her arm, and i was able to pull her into the boat. >> but when you add somebody who's combative at the same time, um, it adds a whole new level of complexity. my understanding at this point is that she may have been intoxicated. >> both deputies were in the water for about 25 minutes before being pulled to safety. >> both deputies out of the water and the rescue boat enroute to johnson's beach appear to be wet, tired, but okay. >> we were just happy to be there and help them out, you know? hats off to those guys for jumping in and trying to save someone's life. >> bringing the deputies on board that boat and bringing them to safety immediately. there was a lot of gratitude, a

lot of thanks. >> the victim is recovering in the hospital, and sheriff's officials say she faces arrest on multiple charges, including assault on deputies and firefighters. in guerneville. cornell bernard abc seven news. all right. >> time now to get a check on the weather. dry now, of course, rain is back in the forecast with as much as nine feet of snow. perhaps expected in the sierra. >> that is worth talking about. let's get to abc seven news meteorologist sandhya patel. sandhya it may be even higher by the end of the week. >> i know that sounds crazy. let's take a look at a live picture right now. ama and dan. as we look from our zephyr cove camera. certainly snow over the peaks. statewide snow pack 82% of average. i suspect that in about a week we're going to go well above average now for a m thursday until 10 a.m. sunday. the weather service is saying 5 to 12ft of snow is possible above 5000ft. 1 to 4ft above 3000ft, with those gusty winds up to 60 miles an hour, travel could be very difficult to impossible. giving you a quick look. this may be the heaviest

snow of the season, so far. by sunday night, 94in at donner, 98in at kirkwood. taking a look right now at the sierra, they are seeing some snow showers, but it's nothing heavy at this point here in the bay area. did you notice there were some showers that came through a line of showers that passed through earlier today, and that amounted to anywhere from a couple of hundreds to about a 10th of an inch of rain and some isolated locations picked up more so as we look at live doppler seven, skies are beginning to clear. we still have some cloud cover in the southern part of our viewing area, but later on tonight, as those skies clear completely, we are expecting a frost advisory tomorrow morning, 2 to 9 a.m, temperatures down to 36 degrees. this is covering the north bay. frost will form, so if you have any sensitive plants, bring them inside or cover them. a beautiful view from our mount tam cam right now 57. in the city it is 59. in oakland, 62 degrees in san jose and 55 in half moon bay. lovely view from emeryville, but it is definitely breezy. 60 right now in santa

rosa. low 60s concord, livermore , 50s in petaluma and napa. and look at this gorgeous view from our roof camera looking at coit tower tomorrow through wednesday. cold mornings, sunny days, thursday through saturday. cooler wet and gusty. and on saturday there's a possibility of snow on our local peaks between 2000 and 3000ft. here's what you need to know, though. tonight, those temperatures are going to drop as we head towards 10 p.m, 40s and 50s early in the morning. we're going to be seeing the coldest locations bottoming out in the mid 30s, and then temperatures will turn around in the early afternoon. but i would keep that extra layer handy. tomorrow morning is going to get chilly. 36 in livermore, napa 34, santa rosa, 31 at lakeport, down to the 40s in san francisco. oakland and san jose. high temperatures 5060. wall to wall sunshine tomorrow. take advantage of it because things will be changing. here we go. thursday a system moves in. this is coming out of the gulf of alaska. it's going to be a cold storm. it's going to sit with us right on through the early part of the weekend. sierra is going to see hefty

snow out of this system. and the showers may linger into sunday. so right now, taking you through sunday night, most of you will be in that 1 to 2 plus inch category, but the highest totals will be topping two inches. the accuweather seven day forecast does feature plenty of sun after those cold mornings the next two days. level one for thursday through saturday, saturday is the day that we may see snow on our peaks and a slight chance lingering on sunday before we go with a drier pattern. monday, dan and omar. >> all right, thank you sandhya. >> longtime giants fan favorite brandon crawford has found a new home. a number of reports say crawford has signed a contract with the saint louis cardinals, and the deal will become official once the 37 year old passes a physical. the giants and crawford parted ways after last season, his 13th with the team. crawford is a local product, grew up in pleasanton and was a key member of two world series teams. >> another reminder that the a's days in oakland seem to be numbered today. the team had the routed in oakland since 68 signs
