black people through redlining and eminent domain. the lack of investment in critical public services in black neighborhoods, and the overpolicing of black residents. however, the measure does not address larger reparations proposals. the task force that suggested the apology also recommended more than 100 other measures to improve the lives of black san franciscans, one of them being a cash payout for the extraction of black wealth. but mayor london breed has said she is not in favor of cash payments. as for the black californians like andrea jordan, who can draw their lineage back to an enslaved african brought to america, she recently told us being made whole is long overdue . >> my great grandfather was a sharecropper who had 17 children and worked from sunup to sundown and died with absolutely nothing . they took his land and created laws to keep his land and he died with a frown on his face at

a committee hearing earlier this month, supervisor shamann walton, the only black member of the board and chief proponent of reparations, said that an apology from this city is very concrete and is not just symbolic as as as admitting fault is a major step in making amends. >> now, today's board of supervisors meeting is expected to start right around 2:00, and that's when they will vote on this resolution live in san francisco. lena howland, abc seven news. thanks lena. >> developing news. governor gavin newsom is facing another recall. the group rescue california is claiming he's abandoned california to advance his presidential ambitions. yesterday, they submitted almost 500 signatures and the paperwork needed to file for a recall. >> we got them in three days. um, they range from mostly just depressed, repressed and suppressed citizens of the state of california, along with some leadership and law enforcement

and so forth. >> the group says their concerns include homelessness, taxes granting, health benefits for undocumented immigrants, and the state's current $73 billion deficit. experts say this likely isn't a threat to the governor's position. gavin newsom has beat back recalls before, for he hasn't done anything necessarily scandalous since then. >> and we still have a pretty strong democratic majority in the state. >> the recall effort comes less than three years after the first failed attempt back in 2021. the governor issued a statement in response, saying, quote, trump. republicans are launching another wasteful recall campaign to distract us from the existential fight for democracy and reproductive freedom. we will defeat them. president biden is expected to make a rare visit to the us-mexico border on thursday. >> that's the same day that former president donald trump will also be visiting. although they won't be close, they'll be about 300 miles apart. president

biden will be in brownsville, texas. that's on the very southern tip of the state. former president trump's expected to give remarks in eagle pass that is five hours west. as you can imagine, the visits underscore just how important both parties feel. immigration is playing a part in the 2024 presidential race, and today, the president is set to meet with top congressional leaders to push for a new multi-billion dollar emergency aid package for israel and ukraine. this comes after the president said yesterday that he hopes for a cease fire in gaza by monday. mr. biden said his national security adviser believes a deal between israel and hamas is close. negotiations have been ongoing between the two sides, brokered by the us, egypt and qatar. the administration believes a ceasefire would allow for the release of the remaining israeli hostages in hamas custody and more now on the president. his actions in response to the conflict in gaza could play a role in today's primary election in michigan. this is one of the

abc seven mornings. people living in a san pablo neighborhood were finally allowed to return to their homes after a nearly 16 hour standoff. law enforcement blocked streets as they monitored and armed person who they say fired shots toward sheriff's deputies. you're going to see red on this map. it shows the area that was cked down, including an elementary school. it had to cancel classes for the day. the contra costa county sheriff's office says the suspect is now in custody. >> neighbors are upset over the

police response after a sideshow got out of hand in vallejo over the weekend. it led to a brawl shooting and looting of a nearby 7-eleven store. we have reported plenty on the police staffing shortages gripng the city in recent months. abc seven news reporter j.r stone is hearing from those neighbors and has the new video being used in the investigation. >> this is surveillance video showing dozens of teens and young adults rushing into a vallejo 7-eleven on sunday. police say the location, which now has plywood covering a busted out window, was ransacked and items were stolen by some of those who went inside. but this is only part of what happened. police and witnesses say everything started during a sideshow at this intersection in front of the store, and a male that shot male blue jeans, black cap, pulled a gun from his hoodie and started shooting in that direction. witnesses who live in this nearby neighborhood say the sideshow was going on for some time, and someone in this truck then tried to drive

through it, and at one point we saw a white truck drive into the sideshow. >> um, and the all the kids from the sideshow went and grabbed him out of the truck and started beating him up. and destroying his vehicle. >> video shows people jumping on top of the truck as the crowd went after the driver. a fight even broke out in the area. at least two people were injured, according to police. one of them struck by a bullet and one of them running into the 7-eleven for help. witnesses tell us the crowd chased after the man who ran into the store. as this happened, witnesses tell us others set the man's truck on fire. all this before police even arrived. neighbors are fearful and chose not to show their face. when we spoke with them monday, this woman says she called police and officers did not arrive for at least 40 minutes. >> i'm a homeowner here and i pay my taxes and to not get the help that i need is really

disheartening because i. i grew up here in vallejo and my city is not coming through for me. >> but the talk between officers on the police scanner spoke of cars running red lights and at least one ambulance blocked in. no arrests have been made. vallejo police tell us they did respond at one point, along with deputies from the napa county sheriff's department and the solano county sheriff's office. some neighbors say that's not good enough. >> i would love for the city of vallejo to just get their act together, especially concerning the police department. >> vallejo police are urging anyone with information in this case to come forward, but at the same time, i've talked with numerous neighbors who tell me that they have video of what happened, but no detectives have come by. tsay in vallejo jr. stone, abc seven news. and a target store in vallejo will be closed for a week after a fire over the weekend. >> that's believed to be arson. it ended up causing more than $1

million in damage to the structure and all of the stuff for sale. police and arson investigators are now gathering surveillance video as they search for the person who set the fire. >> can you believe that someone tried to set the place on fire? >> and i was like, well, it's vallejo, it's scary and it's upsetting. that's something like that would happen. but i'm not shocked. >> toxic smoke from burning plastic may have ruined a lot of merchandise, from clothing to food products. the solano county health department will determine what food needs to be thrown out . >> in oakland, the distinguished horned barbecue is up for a huge financial boost. the award winning restaurant is still rebuilding from a large fire in november. alameda county's board of supervisors is now considering $100,000 in government aid, even before the fire, the restaurant struggled to stay open during the pandemic. if approved, the funds will come from the pandemic american rescue plan, which provided $350 billion to state and local government s happening today. >> another walgreens in san

francisco is set to shut down for good. the store is located on the corner of front and sacramento streets. our media partners at the sf standard spoke with a store representative who says the closure is due to low foot traffic. customers will now have to go to the montgomery street location, which is four blocks away. this is the fourth walgreens to close in downtown san francisco since last fall. another reminder that the a's days in oakland seem to be numbered. >> yesterday, the team had rooted in oakland since 68. signs remove from the coliseum the a's began using that slogan in 2017 when they committed to building a new stadium in oakland. of course, the a's have announced they plan to move to vegas for the 2028 season. it remains unclear if they'll continue to play at the coliseum over the next few years. before that new stadium is built. >> starting today, the golden state warriors are waiving online service fees for ticket purchases on the final ten home games. it's for single game purchases made through march 1st, and the offer does not

weekend from the russian river. the woman, who initially had to be rescued, now faces multiple criminal charges, including battery on sheriff's deputies and firefighters. crews were able to pull that woman from the rushing water of the river, as well as two deputies who also needed rescuing. after the fast moving water swept them away. fire crews say the rescue was unlike any they've ever experienced. the woman, at one point when the lady was fighting the deputies and then she started fighting me, i had to reach down and i was able to get a good grip on her arm, and i was able to pull her into the boat. >> but when you add somebody who's combative at the same time, um, it adds a whole new level of complexity. my understanding at this point is that she may have been intoxicated. i want to make really clear, because i was cut off here, the woman tried to push the deputies underwater here at last check, that woman was still in the hospital. >> well, if catalytic converter

thefts have popped up, where you live, there's something you can do today to try to deter thieves . the livermore police department is holding a catalytic converter etching event. it's in partnership with las positas college. the event gives you a chance to get an id number etched into your catalytic converter at no charge if it's later stolen. this makes it easier to trace. the event runs from 8 to 4 at las positas college. two east bay cities are investigating cyber attacks. it happened to the cities of oakley and pleasant hill late last week. contra costa county officials say a full forensic analysis is currently being conducted, and they're looking into whether the two incidents are related. cyber attacks against local governments are becoming increasingly common. oakland was devastated by a major ransomware attack that crippled the city for weeks last year. >> it's really a financial motive for these, you know, bad actors. they want to intrude into the network, they want to lock down data and systems and
