storms are on the horizon. we'll show you that coming up in eight minutes. let's check in with gloria and see how it's going. good morning drew. >> good morning everyone. so far it is looking really good out there. mostly green on our map of the roads here in the bay area. and when we take a live look outside in emeryville, you can see a little bit of traffic, but not too bad. right now. it'll take you about 18 minutes to get from highway four to the toll plaza. right now, san francisco ready to apologize to its black residents for decades of discrimination. >> and today, the city is expected to become one of the first major cities in the u.s. to formally do so. abc seven news reporter lena howland is at city hall this morning. lena, for many, this is a long awaited first step as san francisco considers providing reparations. >> hey, richie. that's right. good morning to you. some supervisors say this is a major step forward, and it's something all 11 supervisors have already signed on for as sponsors, guaranteeing its passage later on this afternoon. this resolution includes apologizing for the systemic removal of

black people through redlining and eminent domain. the lack of investment in critical public services in black neighborhoods, and the overpolicing of black residents. however, the measure does not address larger reparations proposals. the task force that suggested the apology also recommended more than 100 other measures to improve the lives of black san franciscans, one of them being a cash payout for the extraction of black wealth. but mayor london breed has said she is not in favor of cash payments. as for the black californians like andrea jordan, who can draw their lineage back to an enslaved african brought to america, she recently told us being made whole is long overdue . >> my great grandfather was a sharecropper who had 17 children and worked from sunup to sundown and died with absolutely nothing . they took his land and created laws to keep his land and he died with a frown on his face at

a committee hearing earlier this month, supervisor shamann walton, the only black member of the board and chief proponent of reparations, said that an apology from this city is very concrete and is not just symbolic as as as admitting fault is a major step in making amends. >> now, today's board of supervisors meeting is expected to start right around 2:00, and that's when they will vote on this resolution live in san francisco. lena howland, abc seven news. thanks lena. >> developing news. governor gavin newsom is facing another recall. the group rescue california is claiming he's abandoned california to advance his presidential ambitions. yesterday, they submitted almost 500 signatures and the paperwork needed to file for a recall. >> we got them in three days. um, they range from mostly just depressed, repressed and suppressed citizens of the state of california, along with some leadership and law enforcement

and so forth. >> the group says their concerns include homelessness, taxes granting, health benefits for undocumented immigrants, and the state's current $73 billion deficit. experts say this likely isn't a threat to the governor's position. gavin newsom has beat back recalls before, for he hasn't done anything necessarily scandalous since then. >> and we still have a pretty strong democratic majority in the state. >> the recall effort comes less than three years after the first failed attempt back in 2021. the governor issued a statement in response, saying, quote, trump. republicans are launching another wasteful recall campaign to distract us from the existential fight for democracy and reproductive freedom. we will defeat them. president biden is expected to make a rare visit to the us-mexico border on thursday. >> that's the same day that former president donald trump will also be visiting. although they won't be close, they'll be about 300 miles apart. president

biden will be in brownsville, texas. that's on the very southern tip of the state. former president trump's expected to give remarks in eagle pass that is five hours west. as you can imagine, the visits underscore just how important both parties feel. immigration is playing a part in the 2024 presidential race, and today, the president is set to meet with top congressional leaders to push for a new multi-billion dollar emergency aid package for israel and ukraine. this comes after the president said yesterday that he hopes for a cease fire in gaza by monday. mr. biden said his national security adviser believes a deal between israel and hamas is close. negotiations have been ongoing between the two sides, brokered by the us, egypt and qatar. the administration believes a ceasefire would allow for the release of the remaining israeli hostages in hamas custody and more now on the president. his actions in response to the conflict in gaza could play a role in today's primary election in michigan. this is one of the

elections where the democrats and the republicans are choosing . on the same day, president biden and former president trump are expected to win. but some groups plan to stage a protest vote against biden. abc news reporter perry russom has more now from washington. >> today, a critical test for president joe biden in michigan. >> we need to show president biden and all the other candidates that we support palestine. >> the president expected to face backlash from some democratic voters for his early unconditional support of israel in its war against hamas after the october seventh attack. >> muslim american community, our message is indeed february 27th in michigan. we are voting uncommitted, voting uncommitted is seen as a protest vote against the president. >> his stance on the war has shifted. earlier this month, biden, calling israel's response over the top a lot innocent people who are in trouble and dying. >> and it's got to stop in the 2020 general election, biden narrowly won michigan a key state, in winning him the white

house. >> if a sizable portion of the democratic electorate here in michigan votes uncommitted during the primary, that will be a five alarm fire for the white house. i worship god and i serve the people, biden continues to face protests across the country . >> three protesters were detained in new york city yesterday as biden announces he hopes to have a cease fire in gaza by monday. my national security advisor tells me that we're close. >> we're close. it's not done yet, but the hope of a cease fire appears to be too late to persuade voters in michigan, knowing that there are tens of thousands of individuals in michigan who are planning on withholding their votes, not only in the upcoming november election. >> and that poses the idea that a threat like donald trump can once again resume office. and so the question should be to the president, what will he do to prevent that unraveling of our democracy? >> over on the republican side, polls show nikki haley trailing former president trump by more than 50 points. haley is staying in the race, saying trump does not have enough support to beat

biden in november over perry russom. abc news, washington. >> and we're just now a week away from our primary. that's tuesday, march 5th. registered voters, you should already have received a mail in ballot if you're not registered or you, for whatever reason, didn't get the ballot in the mail, you can still vote. get in touch with your county elections office, or you can show up at a polling place on election day. >> new developments on a measles outbreak in florida growing just ahead of the spring break travel season. at least eight children now have the virus. it comes after the state's surgeon general sent a controversial letter to parents, allowing them to send unvaxed children to school amid the outbreak. gloria is at the live desk now with how parents are reacting. >> gloria, good morning amanda. health officials say the decision should be up to parents or guardians about whether to send kids to school. the outbreak is happening in broward county just north of miami. the school board says 33 kids are not vaccinated for measles. the concern is growing in elementary

schools as children without immunity are typically recommended to stay home for 21 days after exposure. they're also urged to get the vaccine as soon as possible. >> it's very, very stressful because you don't even know what's going even even if they have the vaccines, maybe something happened. i don't know. >> i think the education value is still there. with him returning to school. you know, we already had a massive time away from school with covid. we didn't want to repeat that at least 15 states have reported measles cases so far this year. >> measles is highly contagious and is spread through the air. when an infected person coughs or sneezes. symptoms may include fever, cough, runny nose, watery eyes and a rash of red spots. and in rare cases, it can even lead to pneumonia and even death . now let's switch gears and talk about the weather with drew. good morning. drew. >> hey gloria, we'll go outside. we are in store for a really

nice looking day. sutro tower, we have the city lights sparkling the east bay in the background. we have clear skies overhead, but it is chilly out there. live doppler seven along with satellite. yesterday we had a few isolated showers, mainly in the santa cruz mountains, parts of the peninsula and the east bay. that front is now pushing off to the south in the wake of it. we've cleared out the cloud cover, but cold air has moved in here. we're waking up in the 40s and 30s right now. good morning. danville, 3946, in san jose in the north bay, where we have frost advisories posted right now. look at this. calistoga down to 3437 in sonoma. so it is quite cold in our valleys this morning. look at the morning commute. you may want 1 or 2 extra minutes to warm up the car. you may have some frost on your windshield, but look at the forecast. we have sunshine. once that sun is up here at about 645 this morning, and those temperatures gradually warming into the 50s. so looking at the day today, nothing but sunshine. take the sunglasses with you. it is looking lovely. and as we head to the three day forecast tomorrow, equally as nice, but

abc seven mornings. people living in a san pablo neighborhood were finally allowed to return to their homes after a nearly 16 hour standoff. law enforcement blocked streets as they monitored and armed person who they say fired shots toward sheriff's deputies. you're going to see red on this map. it shows the area that was cked down, including an elementary school. it had to cancel classes for the day. the contra costa county sheriff's office says the suspect is now in custody. >> neighbors are upset over the

police response after a sideshow got out of hand in vallejo over the weekend. it led to a brawl shooting and looting of a nearby 7-eleven store. we have reported plenty on the police staffing shortages gripng the city in recent months. abc seven news reporter j.r stone is hearing from those neighbors and has the new video being used in the investigation. >> this is surveillance video showing dozens of teens and young adults rushing into a vallejo 7-eleven on sunday. police say the location, which now has plywood covering a busted out window, was ransacked and items were stolen by some of those who went inside. but this is only part of what happened. police and witnesses say everything started during a sideshow at this intersection in front of the store, and a male that shot male blue jeans, black cap, pulled a gun from his hoodie and started shooting in that direction. witnesses who live in this nearby neighborhood say the sideshow was going on for some time, and someone in this truck then tried to drive

through it, and at one point we saw a white truck drive into the sideshow. >> um, and the all the kids from the sideshow went and grabbed him out of the truck and started beating him up. and destroying his vehicle. >> video shows people jumping on top of the truck as the crowd went after the driver. a fight even broke out in the area. at least two people were injured, according to police. one of them struck by a bullet and one of them running into the 7-eleven for help. witnesses tell us the crowd chased after the man who ran into the store. as this happened, witnesses tell us others set the man's truck on fire. all this before police even arrived. neighbors are fearful and chose not to show their face. when we spoke with them monday, this woman says she called police and officers did not arrive for at least 40 minutes. >> i'm a homeowner here and i pay my taxes and to not get the help that i need is really

disheartening because i. i grew up here in vallejo and my city is not coming through for me. >> but the talk between officers on the police scanner spoke of cars running red lights and at least one ambulance blocked in. no arrests have been made. vallejo police tell us they did respond at one point, along with deputies from the napa county sheriff's department and the solano county sheriff's office. some neighbors say that's not good enough. >> i would love for the city of vallejo to just get their act together, especially concerning the police department. >> vallejo police are urging anyone with information in this case to come forward, but at the same time, i've talked with numerous neighbors who tell me that they have video of what happened, but no detectives have come by. tsay in vallejo jr. stone, abc seven news. and a target store in vallejo will be closed for a week after a fire over the weekend. >> that's believed to be arson. it ended up causing more than $1

million in damage to the structure and all of the stuff for sale. police and arson investigators are now gathering surveillance video as they search for the person who set the fire. >> can you believe that someone tried to set the place on fire? >> and i was like, well, it's vallejo, it's scary and it's upsetting. that's something like that would happen. but i'm not shocked. >> toxic smoke from burning plastic may have ruined a lot of merchandise, from clothing to food products. the solano county health department will determine what food needs to be thrown out . >> in oakland, the distinguished horned barbecue is up for a huge financial boost. the award winning restaurant is still rebuilding from a large fire in november. alameda county's board of supervisors is now considering $100,000 in government aid, even before the fire, the restaurant struggled to stay open during the pandemic. if approved, the funds will come from the pandemic american rescue plan, which provided $350 billion to state and local government s happening today. >> another walgreens in san

francisco is set to shut down for good. the store is located on the corner of front and sacramento streets. our media partners at the sf standard spoke with a store representative who says the closure is due to low foot traffic. customers will now have to go to the montgomery street location, which is four blocks away. this is the fourth walgreens to close in downtown san francisco since last fall. another reminder that the a's days in oakland seem to be numbered. >> yesterday, the team had rooted in oakland since 68. signs remove from the coliseum the a's began using that slogan in 2017 when they committed to building a new stadium in oakland. of course, the a's have announced they plan to move to vegas for the 2028 season. it remains unclear if they'll continue to play at the coliseum over the next few years. before that new stadium is built. >> starting today, the golden state warriors are waiving online service fees for ticket purchases on the final ten home games. it's for single game purchases made through march 1st, and the offer does not

apply to any resale tickets. this will be available to the general public at 2 p.m, while chase card holders will get the deal as early as 10:00 this morning. >> the sierra is gearing up for quite the storm later this week. drew has been talking about this. here's a live look at i-80 through the donner lake area. there's some pretty good snow build up already there. chains are required on 80 going from kingvale all the way through truckee. take a look at this winter warning from the national weather service. it says from thursday to sunday, the sierra could see anywhere from 5 to 12ft of snow in places above 5000ft. they're expecting whiteout conditions, so travel will be near impossible. we have been warned. yeah and even in the basin of tahoe, lake, tahoe city, homewood, they could see 5 to 6ft of snow and a really short amount of time. >> so there's going to be a major snowstorm for them. for us, it's a little bit of rain here and there. the sierra is really going to take the brunt of this next round of storms.

here's a live look outside from our abc seven oakland airport camera. it is quiet out there. future weather showing you we have clear skies, bright sunshine. it is chilly out there this morning by lunchtime we're climbing through the 50s into the afternoon. our warmest area should get into the low 60s for daytime highs, so it's brisk out there this morning. you want the winter jacket? a couple of layers underneath, but we have bright sunshine on the way and temperatures in the upper 50s to the lower 60s later on. today, tonight, but not as cold. not expecting frost advisories. we'll see those temperatures more in the 40s and 50s compared to the 30s we're in right now. and some of our coldest areas tomorrow is dry as well. but thursday rain is back in the forecast. it's a level one light storm with scattered showers, some gusty winds from time to time, but we're looking at minimal issues on thursday. this is a pretty quick moving system, so future weather getting you into thursday morning a lot of cloud cover. we expect some light showers first thing in the morning. it's likely in the afternoon. in the evening we'll see a line of quick moving downpours. doors swing through from north to south and that'll

just set the stage for more wet weather coming on friday and saturday. but this is going to be a very significant snowstorm form in the sierra. again, a winter storm watch is in effect starting thursday morning through sunday morning. we're talking upwards of 12ft of snow in our highest peaks. that snow level is going to drop to as low as 3000ft. so some of the foothills could see 1 to 4ft of snow. i just want to show you some of these numbers because they are very impressive. look at this. some areas approaching 100in of snow with this storm system. here's the accuweather seven day forecast for the next seven days for you. it is chilly but sunny today, mild tomorrow. there's those showers starting thursday through the start of the weekend with drier weather early next week. gloria. >> yeah, you know, right now we are tracking a multi-car crash in concord. so we have the information here for you. it's on westbound four before willow pass road. right now, speeds are down to 11mph and two lanes are blocked. this is the left lanes

weekend from the russian river. the woman, who initially had to be rescued, now faces multiple criminal charges, including battery on sheriff's deputies and firefighters. crews were able to pull that woman from the rushing water of the river, as well as two deputies who also needed rescuing. after the fast moving water swept them away. fire crews say the rescue was unlike any they've ever experienced. the woman, at one point when the lady was fighting the deputies and then she started fighting me, i had to reach down and i was able to get a good grip on her arm, and i was able to pull her into the boat. >> but when you add somebody who's combative at the same time, um, it adds a whole new level of complexity. my understanding at this point is that she may have been intoxicated. i want to make really clear, because i was cut off here, the woman tried to push the deputies underwater here at last check, that woman was still in the hospital. >> well, if catalytic converter

thefts have popped up, where you live, there's something you can do today to try to deter thieves . the livermore police department is holding a catalytic converter etching event. it's in partnership with las positas college. the event gives you a chance to get an id number etched into your catalytic converter at no charge if it's later stolen. this makes it easier to trace. the event runs from 8 to 4 at las positas college. two east bay cities are investigating cyber attacks. it happened to the cities of oakley and pleasant hill late last week. contra costa county officials say a full forensic analysis is currently being conducted, and they're looking into whether the two incidents are related. cyber attacks against local governments are becoming increasingly common. oakland was devastated by a major ransomware attack that crippled the city for weeks last year. >> it's really a financial motive for these, you know, bad actors. they want to intrude into the network, they want to lock down data and systems and
