this resolution is a major step forward, and it's something all 11 supervisors have already signed on as sponsors for guaranteeing its passage later this afternoon. this resolution includes apologizing for the systemic removal of black people through redlining and eminent domain, the lack of investment in critical public services in black neighborhoods, and the overpolicing of black residents. however, the measure does not address larger reparations proposals. the task force that suggested the apology also recommended more than 100 other measures to improve the lives of black san franciscans. one of them being a cash payout for the extraction of black wealth. but mayor london breed has said she is not in favor of cash payments . as for the black californians like andrea jordan, who can draw their lineage back to an enslaved african brought to america, she recently told us being made whole is long overdue. >> my great grandfather was a

sharecropper who had 17 children and worked from sun up to sundown and died with absolutely nothing. they took his land and created laws to keep his land and he died with a frown on his face. >> at a committee hearing earlier this month, supervisor shamann walton, the only black member of the board and chief proponent of reparations, said that an apology from the city is very concrete and is not just symbolic, as admitting fault is a major step in making amends. today's board of supervisors meeting, where they are expected to vote on this resolution, is expected to start at 2:00 this afternoon. live in san francisco lena howland abc seven news. >> thanks so much, lena. neighbors are upset over the police response after a sideshow got out of hand in vallejo over the weekend. it led to a brawl, shooting and looting of a nearby 7-eleven store. witnesses say a person in a white truck tried to drive through the interseion

of rolling wood drive and springs road. that's when spectators rushed the pickup and started beating up the driver. shots were fired during the brawl. the crowd chased the driver into the nearby 7-eleven, and the pickup was set on fire. all of this happened before police showed up. witnesses say officers didn't arrive for at least 40 minutes. >> i'm a homeowner here and i pay my taxes and to not get the help that i need is really disheartening because i. i grew up here in vallejo and my city is not coming through for me. >> vallejo police tell abc seven they did respond at one point, along with deputies from nearby agencies. police say at least two people were injured. last check no arrests have been made. >> a target store in vallejo will be closed for a week after a fire over the weekend that is believed to be arson. it ended up causing more than $1 million in damage to the structure and items that were for sale. police

and arson investigators are now gathering surveillance video as they search for the person who set that fire. >> can you believe that someone tried to set the place on fire? and i was like, well, it's vallejo. it's scary and it's upsetting that something like that would happen. but i'm not shocked. >> toxic smoke from burning plastic may have ruined a lot of merchandise. from clothing to food products, the solano county health department will determine what food needs to be thrown out . >> we have more information about a story we first told you about yesterday on abc seven mornings. people living in a san pablo neighborhood were finally allowed to return to their homes after a nearly 16 hour standoff. law enforcement blocked streets as they monitored an armed person who they say fired shots toward sheriff's deputies. the red on this map shows the areas that were locked down, including an elementary school that had to cancel classes for the day. the contra costa county sheriff's office says that suspect is now in custody.

>> this week, oakland residents will get the chance to meet the finalists for police chief during a public forum. it's been more than a year since mayor shengtao fired a former police chief, laurent armstrong, on thursday. residents will be able to meet the candidates some say whoever gets the job needs to make changes fast. one business owner says his store has been burglarized almost daily. i love this city, but i just this crime rate is just pushing me out. >> uh- sometimes i think about, you know, just going to a different state where it's more safer. >> we need to have the chief uh- the potential chief has a basic understanding of the diverse cultures and to build the working relationship with all communities. >> the forum will be held thursday night at 630 at oakland city hall. >> your voice, your vote. president biden's actions in response to the conflict in gaza could play a role in today's primary election in michigan, some groups are planning to

stage a protest vote against biden back in 2020. mr. biden narrowly won the great lakes state. it was a key state for his run for the white house, traditionally voting uncommitted is seen as a protest against the president. >> if a sizable portion of the democratic electorate here in michigan votes uncommitted during the primary, that will be a five alarm fire for the white house. >> meanwhile, polls show republican candidate nikki haley trailing former president donald trump by more than 50 points. haley still vowing to stay in the race, saying trump doesn't have enough support to beat biden. in november. and we are now just a week away from california's march primary. it is next tuesday, march 5th. registered voters received a mail in ballot. if you're not registered or didn't receive one, you can still vote. get in touch with your county elections office or show up at a polling place on election day. so to come. a measles outbreak spreading in one part of the

kingvale all the way through truckee. so here is the winter warning from the national weather service. it says from thursday to sunday the sierra could see anywhere from 5 to 12ft of snow in places above 5000ft. they are expecting white out conditions, so travel will be nearly impossible. drew. >> yeah, it's going to be one of those storms. reggie where they may have to shut down the interstate for a time because the snow is going to be falling very fast. so today, tomorrow you're fine getting up there even through the afternoon on thursday will start to see some light snow fall. but it's friday and saturday. that is when we see significant heavy snow blizzard conditions. i mean, the snow is falling at a rate of 2 to 3in per hour today. back here at home it's sunny. we have a brisk start today. get those temperatures into the upper 50s and mid 60s for our daytime highs tonight. if you are headed to chase center, madonna is in town. we will have those temperatures gradually falling through the 50s into the upper 40s. by midnight. just be aware of that. it does get chilly

the outbreak is happening in broward county, that's just north of miami. the school board says 33 kids are not vaccinated for measles, and the concern is growing in elementary schools as children without immunity are typically recommended to stay at home for 21 days after exposure. they're also urged to get the vaccine as soon as possible. >> it's very, very stressful because you don't even know what's going even on if they have the vaccines, maybe something happened. i don't know. >> and i think the education value is still there with him returning to school. you know, we already had a massive time away from school with covid. we didn't want to repeat that at least 15 states have reported measles cases so far this year. >> measles is highly contagious. it spread through the air when an infected person coughs or sneezes, and symptoms could include fever, cough, runny nose, watery eyes and a rash of

red spots. in rare cases, it can even lead to pneumonia or even death. reggie thank you gloria. >> developing news governor newsom is facing another recall. the group rescue california is claiming he's abandoned california to advance his presidential ambitions. yesterday, they submitted almost 500 signatures and the paperwork needed to file for a recall. >> we got them in three days. um, they range from mostly just depressed, repressed and suppressed citizens of the state of california to, along with some leadership and law enforcement and so forth. >> the group says their concerns include homelessness, taxes, granting health benefits for undocumented immigrants, and the state's current $73 billion deficit experts say this likely isn't a threat to the governor's position. >> gavin newsom has beat back recalls before. he hasn't done anything necessarily scandalous since then, and we still have a pretty strong democratic majority in the state. >> the recall effort comes less

than three years after the first failed attempt in 2021. the governor issued a statement to respond, saying, quote, trump. republicans are launching another wasteful recall campaign to distract us from the existential fight for democracy and reproductive freedom. we will defeat them a long standing san francisco restaurant, sam's burgers, is all boarded up after getting its windows smashed in, and one photo you can see the gaping hole in the front window. >> the manager there tells us someone threw one of their outdoor seating chairs through the glass. sam's has been on broadway off columbus since 1966, and the late anthony bourdain once said it was one of the top three burgers in the world. the manager says nothing like this has ever happened at this burger spot in its 60 plus years of business. >> that is a shame gone, but not forgotten. hundreds of people came out to celebrate what they're calling the end of an era. oh boy. fans and longtime

francisco would become one of the first major cities in the u.s. to formally do so. this resolution includes apologizing for the systemic removal of black people through redlining and eminent domain, the lack of investment in critical public services in black neighborhoods, and the over policing of black residents. it's something all 11 supervisors have already signed on as sponsors for guaranteeing its passage later this afternoon. this apology is just one of more than 100 other measures suggested by a task force to help improve the lives of black san franciscans, including. a lump sum cash payout which is not included in this resolution. while lawmakers are now working to pass more than a dozen reparations bills on the state level, senator steven bradford of southern california explains what this means. >> reparations is not charity. it's not a handout. it's not a gift. it is what was promised. it's what is owed. and it's something that is 160 years

people off the streets and into treatment facilities. lurie is running against mayor breed, current supervisor asha sapphire, and former supervisor mark farrell, the current san francisco mayor. >> london breed, also taking time yesterday rallying to address the city's drug crisis on the steps of city hall, she stood alongside community activists and people who successfully completed treatment programs to raise awareness and promote resources for those dealing with addiction. doesn't matter if you're white, black, asian, latin american, it doesn't matter. >> you can end up out there on golden gate and hyde like i was five years ago. actually, six years ago, holding drugs for the dealers out there. and i'm also living proof that through recovery and accountability and compassion, all working together, we can get our lives back. >> the mayor told the crowd that on average, two people a day die in san francisco from overdoses. last year was the deadliest year on record for drug deaths in the city. >> new at six, parents and students at a san francisco high school are raising questions

about campus security and unhoused man was found sleeping in the girls locker room, according to the chronicle. members of the softball team found the man at lowell high school saturday morning before their practice. they say they heard snoring, then found him in the crawl space above ceiling ducts. police showed. up, escorted the man off campus. the school district says lowell is following up to ensure that all exterior doors are locked after school hours. >> happening today another walgreens in san francisco is set to shut down for good. the store is located on the corner of front and sacramento streets. our media partners at the sf standard spoke with a store representative who says the closure is due to low foot traffic. customers will now have to go to the montgomery street location, which is four blocks away. this is the fourth walgreens to close in downtown san francisco since last fall. >> a former uc santa cruz student accused of strangling his girlfriend to death is expected to appear in court this morning. santa.

20 year-old samuel stone killed his girlfriend last week at seabright state beach. investigators say he was the person who made the original 911 call. he called 911 uh- and informed our dispatch center that a homicide had just occurred and that he was somehow involved. >> i think everybody that i've talked to about it on campus is pretty horrified and like shocked that that could happen. >> the victim has only been identified as a 20 year old, 21 year old bay area woman. police are working to find a motive for what may have led up to her death. >> president biden is expected to make a rare visit to the us-mexico border on thursday, the same day former president donald trump will also be visiting. the two will be about 300 miles apart. president biden will be in brownsville, texas. that's on the very southern tip of the state. former president trump is expected to give remarks in eagle pass. that's about five hours west. as you can imagine, the visits underscored just how important

into the network, they want to lock down data and systems and then demand ransom payment. cyber security experts say there are several steps local governments can take to prepare. >> that includes running test to ensure systems function correctly in the event of a real cyber attack. >> we are learning bizarre new details about a rescue that happened over the weekend on the russian river. you are not going to believe what this woman is accused of doing. she now faces multiple criminal charges, including battery on sheriff's deputies and firefighters who are trying to save her. the crews were able to pull that woman from the rushing waters of the river and they pulled out two deputies who also needed rescuing because the fast moving water swept them away. fire crews say the rescue was unlike any they've ever experienced. the woman tried to push the deputies underwater. >> at one point when the lady was fighting, the deputies, and then she started fighting me. i
