this resolution is a major step forward, and it's something all 11 supervisors have already signed on as sponsors for guaranteeing its passage later this afternoon. this resolution includes apologizing for the systemic removal of black people through redlining and eminent domain, the lack of investment in critical public services in black neighborhoods, and the overpolicing of black residents. however, the measure does not address larger reparations proposals. the task force that suggested the apology also recommended more than 100 other measures to improve the lives of black san franciscans. one of them being a cash payout for the extraction of black wealth. but mayor london breed has said she is not in favor of cash payments . as for the black californians like andrea jordan, who can draw their lineage back to an enslaved african brought to america, she recently told us being made whole is long overdue. >> my great grandfather was a

sharecropper who had 17 children and worked from sun up to sundown and died with absolutely nothing. they took his land and created laws to keep his land and he died with a frown on his face. >> at a committee hearing earlier this month, supervisor shamann walton, the only black member of the board and chief proponent of reparations, said that an apology from the city is very concrete and is not just symbolic, as admitting fault is a major step in making amends. today's board of supervisors meeting, where they are expected to vote on this resolution, is expected to start at 2:00 this afternoon. live in san francisco lena howland abc seven news. >> thanks so much, lena. neighbors are upset over the police response after a sideshow got out of hand in vallejo over the weekend. it led to a brawl, shooting and looting of a nearby 7-eleven store. witnesses say a person in a white truck tried to drive through the interseion

of rolling wood drive and springs road. that's when spectators rushed the pickup and started beating up the driver. shots were fired during the brawl. the crowd chased the driver into the nearby 7-eleven, and the pickup was set on fire. all of this happened before police showed up. witnesses say officers didn't arrive for at least 40 minutes. >> i'm a homeowner here and i pay my taxes and to not get the help that i need is really disheartening because i. i grew up here in vallejo and my city is not coming through for me. >> vallejo police tell abc seven they did respond at one point, along with deputies from nearby agencies. police say at least two people were injured. last check no arrests have been made. >> a target store in vallejo will be closed for a week after a fire over the weekend that is believed to be arson. it ended up causing more than $1 million in damage to the structure and items that were for sale. police

and arson investigators are now gathering surveillance video as they search for the person who set that fire. >> can you believe that someone tried to set the place on fire? and i was like, well, it's vallejo. it's scary and it's upsetting that something like that would happen. but i'm not shocked. >> toxic smoke from burning plastic may have ruined a lot of merchandise. from clothing to food products, the solano county health department will determine what food needs to be thrown out . >> we have more information about a story we first told you about yesterday on abc seven mornings. people living in a san pablo neighborhood were finally allowed to return to their homes after a nearly 16 hour standoff. law enforcement blocked streets as they monitored an armed person who they say fired shots toward sheriff's deputies. the red on this map shows the areas that were locked down, including an elementary school that had to cancel classes for the day. the contra costa county sheriff's office says that suspect is now in custody.

into the network, they want to lock down data and systems and then demand ransom payment. cyber security experts say there are several steps local governments can take to prepare. >> that includes running test to ensure systems function correctly in the event of a real cyber attack. >> we are learning bizarre new details about a rescue that happened over the weekend on the russian river. you are not going to believe what this woman is accused of doing. she now faces multiple criminal charges, including battery on sheriff's deputies and firefighters who are trying to save her. the crews were able to pull that woman from the rushing waters of the river and they pulled out two deputies who also needed rescuing because the fast moving water swept them away. fire crews say the rescue was unlike any they've ever experienced. the woman tried to push the deputies underwater. >> at one point when the lady was fighting, the deputies, and then she started fighting me. i

had to reach down and i was able to get a good grip on her arm and i was able to pull her into the boat. >> but when you add somebody who's combative at the same time, um, it adds a whole new level of complexity. my understanding at this point is that she may have been intoxicated. >> unbelievable. at last check, the woman was still in the hospital. if catalytic converter thefts have popped up, where you live, there's something you can do today to try and deter thieves. >> the livermore police department is holding a catalytic converter etching event. it's in partnership with las positas college. the event gives you a chance to get in an id number really etched into your catalytic converter at no charge. if it's later stolen. this makes it easier to trace. the event runs from 8 to 4 at las positas college. a newly approved drug could change the lives of millions of kids with food allergies. the drug, called xolair, works at the cellular level to block the immune system's overreaction to food proteins. in a stanford led clinical trial, it was shown to
