staring at it from the window. yeah. get another chance today. okay so it's beautiful today. we have that frosted advisory in effect again. here's a live look from our exploratorium camera showing you clear skies. but bundle up out there. it's even colder than we were this time yesterday. look at these numbers. i mean, we're at 39 in santa rosa, right now. 48 in the city holding at 40 in vallejo, 36 in fremont. so it is cold out there. have the winter jacket with you. we do have a frost advisory in effect for the north bay this until 9 a.m. this morning. this area is seeing some temperatures and some of our spots down to 34 degrees. so it is chilly out there. live look from our rooftop camera. the sky is looking beautiful today. after that frosty morning it's mostly sunny skies. actually a warmer afternoon on the way later today into the 60s, away from the coast. but rain is back here tomorrow. gloria we'll talk about that in the blizzard warning issued for the sierra in a few minutes. all right. >> thank you so much, drew. this morning. we know a lot more about the announcement macy's made early yesterday morning. the company is about to undergo

a major restructuring closing stores, including its flagship in san francisco and refocusing on its more profitable brand. profitable brands. and the plans include adding 15 bloomingdale's stores and 30 bluemercury cosmetic stores, also shutting down 150 stores of the 500 that it has nationwide. that's a 30% cut over the next three years. there are about a dozen macy's in the bay area, and the only one confirmed so far for closure is san francisco's union square location. an abc news reporter, lena howland, is joining us this morning with reaction to the announcement. good morning, lena . >> good morning gloria. city leaders are trying to remain optimistic, but this is clearly a big blow for san francisco and 400 macy's store employees. it's also a big disappointment for many shoppers. macy's says 150 of its stores will close over the next three years. 50 of them by the end of this year. the union square location will not be part of the initial first 50 closures, mayor london breed

says macy's is selling the property at union square and will remain open until after the sale or transition. she says the move has nothing to do. what's with what's happening in downtown san francisco? we've had even this past holiday season between november 20th and the end of the year, we've seen a significant decline in crime. >> and so we know this has nothing to do with that decision. it's really a larger business decision that macy's has made. >> macy's says the closures are part of a shift in business strategy from large stores to malls and from large stores in malls to more boutique shops. the president and ceo of the union square alliance said i believe that we should work toward a solution that allows macy's to keep this iconic store open. however, if that does not come to pass, our expectation is that a new owner for this iconic site will come forward to continue a fresh and vibrant vision at this critical location. san francisco's

flagship store will stay open until the property is sold, which likely won't happen until the end of the year. live in studio lena howland, abc seven news. >> all right, lena, thank you so much. so is macy's closing a reflection on the city? some think so, including people running to replace london breed as mayor of san francisco. here's what candidate daniel lurie had to say about it. >> this is a blow, but we're coming back. this city is the greatest city in the world. but we need a plan. and that's where we have to address public safety and the drug crisis on our streets. we need to give businesses certainty that when they're here in our city, that they know what they're getting. >> and another candidate, mark farrell, called it, quote, a gut punch and scary news for san francisco. his post on the platform x went on to say, as mayor, i will be aggressive and proactive in providing clean and safe streets so that we make our downtown and city more welcoming for residents, businesses and visitors. we asked abc7 news

insider phil matier to weigh in. also here's his perspective office occupancy still 36% vacancy rates in those high towers downtown. >> only half the workforce is returning full time to work in the downtown area. and the tourism, which is a $10 billion industry which people would shop in that area, hasn't come back yet either. you're going to have to reimagine the downtown where too reliant on tech and too reliant on tourism and retail and it's just it's gone the way of the dodo bird. >> now, phil was part of an event that we hosted in december with san francisco's mayor, police chief and district attorney. we talked about downtown as well as drug use, crime and the city's homeless problem. you can see what they said and how they're promising to improve those issues. the whole ad free discussion is available to stream on the abc7 bay area app. >> we have the official list of candidates hoping to become the next oakland police chief. the police commission revealed the

four people who will be appearing at the public forum tomorrow at city hall. it is a diverse group with only one local candidate. abdul pridgen is the former san leandro police chief. he left the department last week. floyd mitchell was the chief of the lubbock, texas police department. lisa davis is currently a lieutenant colonel in cincinnati. lewis molina has an extensive resume and is currently the assistant deputy mayor for public safety in new york city. people are allowed to submit questions for the forum by going online. the deadline is 6:00 tonight. we are following up on a story we first brought you yesterday. >> alejo's interim police chief is now answering questions about the department's response to a violent weekend. you may recall a series of high profile public safety incidents were reported by neighbors, including this side show. you see right there, abc seven news reporter j.r. stone has the department's response. >> vallejo city officials addressing community members for the first time since two major

incidents. first, a fire that appears to have been set saturday inside target. and second, a 7-eleven that was ransacked during a sunday sideshow that left one person shot. and this pickup truck on fire. >> our target was set on fire. the sideshow that you reported on, it's lawlessness. completely lawlessness in the city. and everyone knows it. and they're taking advantage of it. >> on monday, multiple neighbors who chose not to show their face out of fear voiced their safety concerns. after the 7-eleven and sideshow situation on tuesday, community members like paula conley took it a step further, begging for help from the governor. >> state of emergency last july. we have no help from the outside , no sheriff's, no chp. oakland, just got an influx of officers from the governor, and we would like the governor to send officers here. >> interim vallejo police chief jason todd says the department is severely understaffed. at just 33 patrol officers, but they have made improvements. they will bring a proposal to

the council next month, which could allow for solano county deputies to help with patrols. that's only part of it, too. we were able to actually bring two vallejo officers back that had re and came back, and we're we're going to on board for more. >> so they're the it's really exciting for us as for the police response to sunday's sideshow, one that neighbors were angered by. so we're not going to send officers into to a situation that they don't have enough resources. and so we did not have enough resources to respond quickly to that event. what i would say to anybody watching or the community is to call it in and to really be a good witness. >> the shooting victim during that sideshow suffered non-life threatening injuries, but no arrests have been made in that case, and no arrests have been made in that target arson case in vallejo. j.r. stone abc seven

news now to details on an event of violent disrupted by protesters on the uc berkeley campus. >> jewish organizations and the university are condemning demonstrators, including pro-palestinian activists, according to the uc berkeley, a group of 200 protesters surrounded zellerbach hall, where a student group was going to hear from a notable pro-israel advocate. the protesters broke doors and windows to get into the event, causing people inside to fear for their safety. the event was canceled and the building was evacuated. the chancellor of uc berkeley issued a statement saying the incident violated university rules and its fundamental values, including, quote, free speech, diversity of perspective, and the ties that bind. this community together. >> new development in san francisco has become one of the first major cities to issue a formal apology to its black residents. the board of supervisors unanimously approved the resolution yesterday. this apology is one of dozens of recommendations made by a

living in the east bay will no longer have to seek testing and treatment at a patchwork of facilities. john mr health and ucsf have opened a new cancer center in walnut creek, adjacent to the medical center at john muir hospital. the facility includes nearly 60 new bays for

radiation therapy and on site pharmacy, and an oncology lab. john muir says patients will benefit from its oncology sites and equipment, along with the clinical research and access to trials through ucsf. >> it's sort of the best of both worlds because you can get access to that without having to go to the big institution, cross the tunnel, the bridge park in the city, you know, having all of that in this community, i think we're really fortunate that patients are already using the facility. >> it will be fully operational by mid-march. >> a newly proposed high rise housing development could bring more than 130 new homes to san jose, the san jose mercury news reports. the development would be built in what's currently a blighted area. this is along winchester boulevard near westfield valley fair mall, and also santana row. now, the project would feature two towers connected by a sky bridge. the developers are still gathering public input on that project, and also new in san jose. a new

urban pot site. opening night was last night on first street, just a block away from plaza cesar chavez. this looks really cool. abc seven news south bay reporter lauren martinez got a sneak peek to show us how this could be another unique boost for the city. >> pinball in a strongman games, you gotta hit it a new, fun and imaginative miniature golf course is opening in downtown san jose. >> i mean, i look at this space and i'm just. i'm bursting with pride. steve fox created and founded urban putt. >> he's opened similar mini golf venues after leaving a 35 year career as an editor and writer. >> it had been inspired by a series of parties that i used to have at my house. they were bring your own hole, miniature golf parties, urban putt, san jose is a combination of mini golf, a full bar and a restaurant. >> it becomes a complete experience, and that's really i think, what people are craving. >> the 18 hole course is an ode to south bay landmarks from the san jose sharks to the winchester mystery house. >> it celebrates the present,

past and future. >> this is a town built on innovation. it's a it's a place that really is expects creativity and rewards it. and so, you know, that's why i think san jose is a perfect spot for what i'm trying to do, fox said. >> downtown san jose has potential and not enough immersive environments. alex duszynski, ceo of the san jose downtown association, said with the workforce not fully back in entertainment, space like this is needed. >> i mean, this all adds to foot traffic. this all adds to activation of downtown when the signia is going to be the tower for students to live in. we have over 400 students to start with, and then later it's going to be up to 800 students. i'll be walking up and down the paseo, especially during weekdays, uh, between 9 to 5. we'll add more vibrancy again to downtown, which we very, very much need you can swing on by urban putt on thursday, and once it hits 8

p.m, it'll turn into 21. >> and over in san jose. lauren martinez, abc seven news and it's official. >> raging waters will live on under new operators. san jose city council members approved the new lease agreement and operating contract at california dream and entertainment will operate the park until at least september 2025. the prior operator announced they were closing for good at the end of last season. the land is owned by the city of san jose, the best spot in the bay area to beat the heat since 1985, will reopen this summer. right? >> how many times you go as a kid? >> all the time. >> you and i was a crossing guard during school, and this was our summer treat as they would treat us to a trip to raging waters. >> that's nice. so are we would always be there. >> that is awesome, a staple. >> it's so popular. i'm sure a lot of people are so happy. it's staying open to totally. >> we have some nice warm weather today. i don't think it's water park weather by any means, but it's nice for february. we'll get rain returning here tomorrow.

outside right now at our bay bridge toll plaza. camera and you can see it's going to take about 12 minutes to get from the toll plaza to san francisco. it is not busy here at all right now. number seven, adele has postponed the march dates of her las vegas residency due to illness. >> anyone with tickets will receive information on rescheduled dates once they are confirmed with what appears to be the inevitable departure of the a's, the future of the oakland coliseum remains a mystery. a's fans say it could be the site of new economic opportunities. abc seven news reporter ryan curry explains what is standing in the way for the future of east oakland is centered around the coliseum and community groups wanted out of john fisher's hands. >> the oakland united coalition is calling on the alameda county board of supervisors to end their agreement with the a's owner. >> their agreement is allowing the a's ownership to block the flow of needed resources into the east oakland community. >> development groups such as the african american sports and entertainment group already have big plans to redevelop the land.

the plans include new housing, a new entertainment district, and possibly new stadiums for other teams. however fisher owns half the land which he bought from the county. >> john fisher stop preventing the use of the coliseum by interested sports teams and sporting events. sell your stake in the ownership of the coliseum. >> this is a massive chunk of land that could be used for so many different projects, and those we spoke with today say a development here would benefit not just this community, but the entire city and land is very important to us is it's not right for them to refuse to work together with us, and for them to have the rights to the land. that's right. we reached out to the a's and they said they're planning to meet with aasg in the coming weeks about future plans. it's a project that could change the look of east oakland, but this group worries fisher will stand in the way. >> we want the board of supervisors to call on the athletics to stop their interference with events at the coliseum, a place that they claim is no longer viable, but a

just ten minutes right now. all right. thanks gloria. >> happening today, a case that will have implications for gun control across the country. the supreme court set to consider if the government can ban bump stocks under federal law. those are devices added to semiautomatic rifles to essentially allow them to be fired more rapidly, like a machine gun. donald trump's justice department implemented the ban after the 2017 las vegas mass shooting. it is the deadliest mass shooting in american history. 60 people were killed and more than 850 others were injured. a northern california woman's effort to grow her family is in limbo because of the alabama supreme court's ruling on ivf. her last embryo is at the university of alabama at birmingham, which is halted. has halted ivf services and will not release it. her doctors called her shortly after the ruling, and i could hear the devastation in her voice. >> um, and that's when i knew this isn't happening. >> heather mauer started

fertility treatment when she was living near alabama with her husband, who was in the air force. they moved to california in 2022 and had a son. the transfer of mauer's second embryo was supposed to be next month, but that is called off because of the court ruling, which said frozen embryos are human beings. alabama lawmakers have been working on a change to the law to protect ivf. mauer hopes that legislation will pass the light at the end of the tunnel. >> the dream that we're fighting for, what we're working hard towards is a growing our family is expanding it. it is bringing life to our last embryo. >> joe mauer is also looking into taking legal action to get uab to release the embryo to another facility that will do the transfer. >> your voice, your vote. both president joe biden and former president donald trump are cruising to victory in michigan's primary. mr. biden getting at least 80% of the vote, even as he faced a protest

vote for his handling of the war in gaza. abc news reporter perry russom has more from washington. >> protest vote fallout in michigan the a vote uncommitted was a humanitarian vote. >> tens of thousands of people voting uncommitted in the democratic primary, sending a message to president biden over his handling of the war in gaza. >> i don't think the democrats take us seriously. um, and they're going to they're going to have to start if they plan to win in november. >> michigan is home to the largest community of arab americans in the country. >> it's very well known that we support a ceasefire in gaza. >> refugees are struggling to survive. the un says more than half a million people are one step away from famine. this man says getting food, water and medicine is an extreme challenge . president biden says he's hoping for a ceasefire by monday. we are trying to push this deal over the finish line. >> we do think it's possible the president, also facing pressure at home to avoid a government

one week away, with several key races and propositions to be decided in the march primary. but what will the turnout look like? as abc seven news reporter zach fuentes tells us, there's a big effort to get people to cast their votes, especially those in marginalized communities. >> his from policy to candidates critical decisions are being made in just under a week in the march 5th primary election. >> i think people forget that we, the community, are the employers of our elected officials. >> still, officials and community groups are concerned with low turnout in primary elections. >> look at four years ago in our last presidential primary election, where only 52% of our registered voters turned out and cast their ballot. so those 52% of people made the decision for 100% of the voters. >> as of monday in santa clara county, about 89,000 of more than a million registered voters have submitted vote by mail ballots. local community groups are hard at work to increase

voter turnout, many of them combining forces to form the together we vote coalition. >> we bring candidates who may be running or people who have policies and other organization to come and get the community exposed to them, because so often community is not aware of many of these things. >> organizations like the latina coalition of silicon valley have also been part of the efforts hosting phone banking sessions and social media campaigns to try and reach voters who may not be inclined to turn out. latinos are unfortunate. >> one of the lower margins when it comes to voting. we make up 30% of the population here in san jose, and that, unfortunately, is dwindling as we're seeing more and more families pushed out of our communities. >> the latino coalition of silicon valley says they're intentionally targeting other latinas to not just vote, but get the rest of their family and friends to do the same. >> we are the matriarchs in our household, and systemic change really does come down to us and encouraging our our, our future generations, our older generations to come out and vote , carmen brammer says. >> many in black and brown communities get turned off to

reporter lena howland is live this morning with the reaction to the announcement. good morning, lena. good morning gloria. >> this is something that has really sent shockwaves through the city because for almost a century since 1929, this flagship department store has towered over union square, the union square location will not be part of the company's initial first 50 closures, which they say will happen by the end of the year. right now, they have at least 400 employees at this location, many of which are union workers. mayor london breed says macy's is selling the property at union square, and will remain open until after the sale or transition. she says the move has nothing to do with what's happening in downtown san francisco, though, and says while the closure is disappointing, she is hopeful for change. >> we do believe this could be still an opportunity for san francisco. i mean, this is an iconic location. this is in union square. we're really excited for the opportunity to work with the union square
