>> i'm larry beil indeed i'm kristen sze. thanks for joining us. and you can see in all our camera shots here from the golden gate bridge to the east bay, it's all pretty cloudy and rainy. >> yeah. pretty gloomy. yeah but a ray of sunshine. sandhya patel always brings. that. and she's here with the forecast. >> i'm so glad i'm a ray of sunshine and not stormy. sandhya, larry and christine, let's take a look at live doppler seven right now. in all seriousness, we're back to winter. as you will notice, an active pattern underway as we speak. we are tracking some rain right now from san francisco heading down the peninsula. i'm going to show you where it is. moderate around airport street between montara and el granada, also in the east bay, kensington, el sobrante, walnut creek, street level radar showing you the wet weather across san rafael, north san pedro road heading into marinwood and on the southern part of our viewing area around los gatos, santa cruz mountains. we are seeing some steady rain right now. all in association with this level one storm. cold, unstable air, some lightning strikes to the north and it's

not out of the question. we could see an isolated strike or two. so 5:00 tonight we are still looking at pockets of moderate rain showers will continue as we head towards the overnight hours tomorrow morning's commute begins with wet weather and that really just continues to intensify as the afternoon and evening go on. winds will also increase, so by eight 5 to 8 p.m. is when you're going to see the heaviest rain uh- going on until 11 p.m. right now, sfo gusts to 43 miles an hour. 31 at oakland sfo is under an airport weather warning through tot's a level one. rain, brief downpours, gusty winds, strongest in the hills, isolated thunder, chance and speaking of the high country by blizzard warning for the sierra until 10 a.m. sunday, 12ft or more for the highest peaks, with those wind gusts of 75 or higher. extremely dangerouto impossible travel. i would not advise it. i'll be back with a look at your full forecast. coming right up, kristin. >> all right, sandhya, thank you. and just to reiterate that point, sandhya made, if you

aren't already driving to the sierra, now is definitely not the time to go. look at this camera here. caltrans is still telling drivers to avoid travel if possible because of these dangerous whiteout conditions. chain controls are in effect and the speed limit along 80 is going to be 30mph. and we're just hearing that yosemite national park is shutting down due to the storm. the park posted a message on their facebook page, writing that the park will be closed starting at midnight night through at least sunday at noon. they're asking visitors currently in the park to leave no later than tomorrow at noon. >> this weekend's blizzard is expected to bring an epic amount of snow to the sierra, and that's great for the snowpack. well, today, the third snow survey of the year was conducted at phillips station. abc seven news reporter suzanne fan spoke with state water officials about exactly where our snow and reservoir levels stand. >> markus schulz of san francisco can't wait to head to lake tahoe to hit the slopes, go skiing, snowboarding, trying to

bring my daughter up into the snow for the first time, schulz and many others know this incoming storm will bring lots of fresh powder, and that's great news for the sierra snowpack. because of the big storm coming, officials decided to conduct the snow survey today, a day early near lake tahoe. our survey today we recorded a depth of 47.5in, about four feet, and a snow water content of 18in. >> this afternoon, the state department of water resources announced that its statewide snowpack is currently 80% of normal for this time of year. >> last month, the statewide snowpack was 52% of normal. on january 1st, the california sierra snowpack was just 28% of normal. the state water experts say the approaching storm could bring the snow levels up to average. and that's important because during the summer, melting snow flows into the state's water table and fills reservoirs around the state. >> this is the water that we generally expect to fill reservoirs and become available for use, uh, in the summer. and

fall. and so these numbers are extremely important to water managers and reservoir managers. >> the statewide sierra snowpack makes up a third of california's water supply. all the recent atmospheric river storms have really boosted snow and water levels, according to the map we have at abc 7.com tracker. the reservoir capacity lake berryessa is at 92% capacity, and hetch hetchy reservoir is at 90. >> we are hoping to get some control to our snowpack from this storm that will bump up the runoff numbers back to shelton. >> he's just focused on one thing get ready to go for some deep snow in san francisco, suzanne phan abc seven news. >> well, if they're getting snow in the sierra, rain is coming here in the north bay. abc seven news reporter cornell bernard. >> he is live in santa rosa with a look at how communities there are planning to help their most vulnerable population during the storm. cornell >> yeah, larry and kristen, here we go again. the rain is back and boy, it is cold and windy

too. and there is a big effort today to get unhoused folks out of the elements during the approaching storm. >> you can't stay out there all day long without mailing your stomach. >> sam bigelow is making sure that about 100 of his unhoused clients are getting a hot lunch on a cold, rainy day like this. sam opened his jesus cares 2020 dining room in santa rosa about four hours early to keep folks dry. >> because, you know, we are all human and living outside in the cold during this time, during this weather, i think is really, really not good for the, you know, someone's health. >> toby really is sleeping at a local shelter at night, but he can't stay there during the day, so he's on his own on the streets. >> i'm actually trying to get to a place where i can get warm and drink some coffee and until i can go back there, one, two, three up this crew from fs global solutions is preparing a giant tent that will be heated

and used as an overnight warming shelter in the town of sonoma this weekend. >> the company provides outreach services to north bay communities set up cots, bring coffee, you know, hot drinks, water, a little bit of food and just try to give people a place where they can shelter for the storm. >> so the weather that we're anticipating this weekend, based on the national weather service, indicates wind chills and temperatures and wet weather such that we want to make sure that we have a space for our most vulnerable population. >> escaping the rain and cold is what toby will try to do. this weekend. he just moved to santa rosa from pennsylvania. >> my heart goes out to each and every one of the homeless in the community. they they really get the short end of the stick. >> now sonoma's cold weather shelter opens friday night and will close on monday morning. sonoma county is also watching the weather and is considering opening its own cold weather shelters this weekend. we're

live in santa rosa, cornell, bernard, abc seven news, cornell . >> thank you. you can track the rain and snow anytime with our live doppler seven radar. just search abc seven bay area in your devices app store and download it now. >> new developments the man accused of a mass shooting at two half moon bay mushroom farms pleaded not guilty during his arraignment today. twin lee zhao faces seven counts of first degree murder and one count of attempted first degree murder. prosecutors say zhao shot and killed seven people in january last year. most of the victims worked with zhao at one of the farms. he remains in jail without bail and is set to be back in court april 19th. in the east bay, one year after lauren armstrong was fired from his job as oakland's police chief. >> there are now four candidates vying to be the next chief, and they'll meet the community in a forum tonight. so here are the candidates. abdul pridgen is the former san leandro police chief. he left the department last week. floyd mitchell was the chief of the lubbock, texas police department. lieutenant colonel lisa davis is currently

an assistant police chief in cincinnati, leading the investigations bureau. luis molina has an extensive resume. currently, the assistant deputy mayor for public safety in new york city. that forum starts at 630 at oakland city hall. obviously it's been a tumultuous several years in the oakland police department, anthony batts led the department for two years starting in 2009. he's now with the fbi. howard jordan took over for less than two years, followed briefly by anthony toribio and then sean went. went was fired after three years due to a sex scandal within the department, and then came ben farrow and paul figueroa, each lasting only a few days until the city administrator at the time, sabrina landreth, took over and kirkpatrick was oakland's first female police chief, fired in 2020 for reporting alleged misconduct. kirkpatrick filed a lawsuit disputing her termination and she won her case. now, she was briefly replaced by darren allison until susan manheimer was appointed interim chief.

leronne armstrong had the job for two years, from 2021 until last february, fired over allegations that he mishandled two misconduct cases. now he was later cleared, but never reinstated. >> faith leaders gathered in oakland to speak up against an effort to recall alameda county district attorney pamela price. several religious leaders gathered to offer words of support, including the pastor at price's church. hey, good morning everyone. >> give this dear servant of the lord, this community servant. give her an opportunity. let us serve out her time. let her complete what she's doing because her agenda cannot be accomplished overnight. >> reject this. recall it is a disservice not just to the people who voted for me and elected me. it's a disgrace. service to the county of alameda. >> price. >> her supporters say she takes a progressive approach to criminal justice, holding people accountable for the crimes they commit with out sacrificing humanity all users of the recall efforts say price is soft on

crime. san jose city officials now say they're planned safe parking site in the berryessa district won't cost as much as they anticipated today, mayor matt mehan announced that thanks to some redesign work, the cost of the build out of the site will be nearly half of the recent estimate of $15 million. >> we're here to celebrate today. we do still have a long way to go. i still believe $8 million is too much for a safe parking site, but i want to remind folks that we have thousands of people in our city living in tents, living in vehicles. we're going to need to push ourselves to find even lower barrier, lower cost alternatives to encampments so we can get people out of our streets, out of our creeks, faster and more cost effectively . >> in the berryessa safe rv parking site will be able to host up to 85 vehicles. it will be the largest site of its kind in the city. the exact opening date has yet to be set. >> new life for the san francisco art institute. the san francisco chronicle is reporting that a newly formed nonprofit has purchased the russian hill

campus for $30 million, about $10 million less of what it was previously valued at. well, the deal also includes a diego rivera mural valued at $50 million, according to the report that the nonprofit plans to renovate the property and could potentially add housing for artists in residence. the plan is to keep it as an arts learning center, the art institute declared bankruptcy last year after 150 years in existence, coming up on abc seven news at four, taking a leap. >> the reason february 19th or 29th comes only once every four years. february 19th comes comes a lot. gearing up for a big home opener for the san jose earthquakes. we'll tell you what fans can expect, and celebrating band books and the effort to keep them on the shelves

this is at heavenly mountain resort where we're watching the snow level rise inch by inch by inch. >> yeah, a lot of that stick is going to get covered very soon. >> yes. >> check in with sandhya. yeah. and you know what? i would not advise you head up there or even try. >> i know it's tempting, especially if you're a snow lover and want to ski or snowboard. kristen and larry, let's take a look at a live picture right now from our zephyr cove. good afternoon everyone. you can see the flag is blowing around in the wind. it has been snowing. blizzard conditions for tomorrow. windy with heavy snow on saturday even getting colder on sunday. it's still going to be brisk with snow, but monday is your day to travel if you want to go. going from mostly cloudy to partly cloudy. by the way, right now there are chain controls on state route four, 50 and also 88, and there are se closures, so keep that in mind. that blizzard warning until 10 a.m. sunday, 5 to 10ft above 5000ft, 1 to 4ft above 3000. and look at the highest peaks 12ft or more

with 75 mile an hour winds or higher gusts. that's going to be dangerous. travel right now on live doppler seven, we're going to get you into street level radar where it is raining around rohnert park, santa rosa, bennett valley road, street level around 680. benicia, 780. you will notice some moderate heavier rain moving across burlingame skyline boulevard into el granada and around the south bay. los gatos area. campbell street level radar. we are seeing steady rain widening the picture here. this is a level one. you see all those speckled clouds over the pacific . this is very cold, unstable air. so this cold storm already bringing a lot of snow to the northern california area, the sierra nevada. right now as you can see to our north, that's not out of the question here. winds at the higher elevations 40 miles an hour. hood mountain and mount diablo, oakland hills is at 48. so gusty out there. temperatures

are down in the 50s and 60s. for most of you. it's a rainy view from emeryville through tonight. wet and windy tomorrow. heavier rain and gusty air with a chance of thunder. and this weekend it's a wintry mix. that means snow, hail, showers and cold conditions through tonight it's a level one rain, brief downpours, gusty winds, strongest in the hills and isolated thunder chance as we go. hour by hour, you will notice that those showers around 7:00 tonight. still coming down in pockets at 11 p.m. tomorrow morning. we're going to see some moderate rain as well. and then the rainfall becomes more widespread. by 4:00. we are talking about heavier rain. certainly the possibility later on in the evening of thunderstorms and watch that cold air filtering in as we go towards saturday morning snow showers starting to show up over our higher peaks cobb mountain, mount hamilton will have the best possibility around lake mendocino county hills as well. this continues saturday afternoon and evening, so be aware of the fact that it is not only going to be cold, but there will be snow covered mountains in some areas. rainfall projections through saturday night. we're looking at 8/10 in

i'm filled with optimism. thank you. >> sandia san francisco fire department unveiled its new hose tender and above ground water supply system at the twin peaks reservoir today. the state of california granted the city's fire department $1 million for three rosenbauer hose tenders for the new above ground water main was developed to apply water to a large fire in case the underground system is compromised by something like a major earthquake. >> when we learned in 1906 when we had the earthquake, it wasn't the earthquake that destroyed the city, it was the fire that, uh, emanated from that earthquake and our inability to put that fire out, which is why we've invested so much in our fire department, in our infrastructure. and that's why this these portable hose tenders are going to be absolutely critical. >> assembly member ting says the hoses will be critical in the western and southern parts of the city, where water is, infrastructure is limited. >> it's something that happens only once every four years, and it's all thanks to the greeks. >> plus the nonprofit making a major impact on the lives of

the month due to leap year, we learned a little about the history behind the phenomenon. when i spoke today with professor of astronomy from the university of san francisco, andrew fraknoi. >> there was actually known to the greeks and julius caesar,

the roman emperor, made this a rule for the entire roman empire back in the days of julius caesar. but then it was still off by a little bit. there needed to be some adjustment, because it's not exactly one quarter of a day, and in 1582, pope gregory uh- ordained for the at least the christian world that there should be a little adjustment which brings everything into alignment. so it took about it took up a couple of decades for everybody to get on board. but now we've got our day and our year aligned trial and error. >> and now we got it. we get the extra day every four years because it takes just about 300 and 65.25 days for the earth to go around the sun. as andrew mentioned. >> so for people who are born on february 29th, leap day is obviously a very big deal. yeah you get to celebrate your birthday on your birthday. >> well, once every four years though, right?

discovered in those spaces. my parents gave me a well-rounded life, so i felt that children in oakland at the time when i started this 20 years ago, were not experiencing that one, you'll see some kids maybe struggle with paying attention. >> and if you're a good teacher, or if you're a good lead towards the end of the month, you can see a difference. you know they'll listen to you. if they feel safe with you, they'll open up to you. so i love that. >> you serve so many students, hundreds of students here in oakland. where do you think those students would be if they didn't have an after school program like higher ground,

enriching them in the way that you all are? >> we could kind of see by the state of our youth in the city and the kinds of activities that some of them are engaging in, that's what they would be doing. so so being here, they are allowed to be safe and they are allowed to be children had college students now over this last 20 years. we've had children who have come through our programing from second, and now they're college graduates. so with the young people, every everybody's not going to college . um, and those who do go to college, i want to expose them to entrepreneurship. so now we're going moving into the concept of micro business and being able to be the conduit. so it's kind of just grown organically
