fill the seat vacated by the late dianne feinstein, with steve garvey and adam schiff's primary win. >> that means for the first time in almost three decades, california will not have a female senator in d.c. that's not all. some bay area congressional seats held by women have been lost to male candidates as well. >> abc7 news reporter anser hassan takes a closer look. >> former baseball star steve garvey, a republican, and democratic representative. adam schiff will compete in november to fill dianne feinstein's u.s. senate seat from california, effectively ending the congressional careers of barbara lee and katie porter. >> it's such a shame that we will not be having a female as our senator for the state of california. i think that having a women's perspective is really important. >> samina usman is constituent campaign coordinator for barbara lee's senate campaign for the first time in more than three decades, california won't have a female senator, and of the bay area's 12 congressional districts, only three will be

represented by women nancy pelosi in san francisco, zoe lofgren in the south bay and lateefah simon, the replacement for barbara lee's 12th district in the east bay. if she wins in november, it speaks to the issues that women face running in politics. doctor samantha francois is a professor of women's studies at cal state east bay. she suggests that lower voter turnout means fewer younger voters, who are often more likely to vote for minority candidates. she adds that female candidates still face a tough time fundraising. >> adam schiff outraised both his female opponents in the democratic party. both katie porter and barbara lee, by like 2 to 1. >> but professor francois also notes that schiff got big endorsements from high profile female politicians like pelosi and barbara boxer, and that exit polls suggest that women voters supported schiff in equal numbers to men. >> i think we have to have a broader lens in terms of looking

at local elections, city elections, and county elections. and we saw obviously, jackie spear reelected the board of supervisors. we're still seeing that most americans believe that voters are more likely to support a candidate if the candidate is a white man. >> doctor sean fletcher is a professor of public relations at san jose state university. he says women candidates may face barriers, but that their parties need to do more to empower their female candidates. >> i will put it on the system that is designed to select out, to develop and to ultimately promote these women candidates as viable for their positions the east bay anser hassan abc seven news now san francisco voters weighed in on several propositions on the ballot measure would unlock a $300 million affordable housing bond and even though these numbers seem pretty far apart, the race technically is too close to call

because not enough votes have been counted. >> measure b failed. it aimed to boost police retention by setting minimum staffing numbers. more than two thirds of voters said no measure c would waive the tax for transferring a property from office to residential use. that one also is too close to call. measure d did pass. it will reform ethics laws in the city with more blocks on gifts to public officials. measure e it passed as well. it will allow police to install security cameras on public property and use drones to monitor certain crimes. measure f will require drug screening for welfare recipients. in san francisco that passed with 63% of voters saying yes and today we're learning more about how measure f would work as abc seven news reporter tara campbell found out, there are calls to make sure it doesn't end up hurting those. >> it's supposed to be helping. >> the goal is to help get people struggling with substance abuse, get off the streets and into treatment. ballot measure f, backed by san francisco mayor london breed, passing with 63%

of the vote tuesday night, they got a misleading and performative ballot issue that demonizes welfare recipients rather than helps them. starting next year, the city will begin drug screening, welfare recipients and those deemed to be struggling with addiction will be required to go into treatment or lose their monthly payment. >> this is going to mean that a lot of people lose their assistance, which means they lose their housing, which means they lose their shelter. >> those working closely with people on the streets raising concerns. wednesday, gary mccoy is the head of policy and public affairs at healthright three, 61 of the city's largest nonprofit partners. >> in terms of treatment. you know, we've been saying for years staffing, staffing, staffing, we have such an incredible staffing shortage, and not just in san francisco, but around the state and nationwide. >> the mayor on wednesday responding to concerns, saying the city is making a push to hire more mental health workers. >> it's about the opportunity to use our existing resources to help people get on in a program,

and we want to make sure that we're staffing up our capacity to be as effective. >> the city estimating about a third of the more than 5000 adults receiving welfare struggle with drug addiction. >> as with any big program change or new initiative, it will require a return, working internally at the human services agency and with other stakeholders to ensure that the systems are in place to provide aid, the assessment and the access to treatment that these low income individuals desperately need. >> and mccoy says it's key the city turned to the experts. >> i think we want to make sure that the folks that do have that expertise are are helping to draft, as i said, guardrails to make sure that this is being implemented, not just in a, in an effective way, but to make sure that it's not harming the people, that it's supposed to be helping. >> tara campbell, abc seven news. >> the passing of props e and f signaled a political win for san francisco mayor london breed. both of those measures she placed on the ballot and both

passed pretty overwhelmingly. >> what i am grateful about the propositions i put on the ballot is it gave people, the public, a chance to see and to understand what is actually happening and has been happening in city hall. we highlighted a deficiency in our government and people responded by saying, we want to change that because we want results. these measures are game changers for the progress that we are already building upon around public safety. >> thanks to this boost from voters, mayor breed told reporters today she's feeling confident about her odds of winning reelection in november in the south bay. >> former san jose mayor sam liccardo is in the lead currently for the congressional seat being vacated by anna issue, who is retiring. remember, the top two will move on to the general election, after that is santa clara county supervisor joe simitian, currently in second place. and right behind him is assemblyman evan low, who is in third right now. we probably won't know the

was boom, boom. >> yeah. >> so much. it was an exciting buffet of weather phenomenon. >> absolutely. >> spencer. >> oh, the weather buffet. i hope you had a nice serving. oh, here's a look at what's happening right now. live doppler seven. the storm is not really much of a storm for much of the bay area right now, but where it's holding on, it's really holding on. so it's impactful over in the east bay right now. let's take a closer look and zoom. well, it's not even going to zoom in. let me see if i can make it work this way. there you go. uh. so right now we've got some downpours from hayward eastward over to pleasanton, southward down to sunol, into the fremont area. this big blob of downpours has been there for a while now, sliding slowly to the south. and speaking of southward down to the south bay right now from oh, from gilroy to well morgan hill to san martin to gilroy, we've got an area of pretty significant downpours right now. so once again, it's still an impactful storm. on the exclusive abc seven storm impact scale. this is a level one and into the early evening we expect more scattered showers,

occasional downpours as we have now and still a slight chance of some thunder. so here's a forecast animation starting at 5 p.m. notice how quickly we expect the storm to lose its ranking, and by 8:00 tonight or into maybe the 9:00 hour, it should be just about all over. but for now, we still have a storm and it may impact the evening commute in those areas. i just showed you the full seven day forecast a little bit later. larry >> all right spencer, thank you. see you in a few minutes. new developments with a shooting over the weekend in king city that left four people dead. and seven others injured. the monterey county sheriff's office says it found a vehicle believed to be involved in the shooting. no other details were released other than that that vehicle was located in the southern part of the county. no arrests made as of yet. an early morning police pursuit in hayward ended in a crash that sent one of their own to the hospital. >> it all started shortly after 530 at the intersection of west winton avenue and cabot boulevard. abc seven news reporter amanda delcastillo has the details. >> clear signs of a crash along

cabot boulevard in hayward. an early morning burglary turned into a police chase, the pursuit sending an officer and his patrol car off the road, taking out a hydrant and hitting a pole in the process. dj scannell works near the crash site. >> i saw a total police car. the whole front end smashed in on the back of a tow truck being hauled away. going down depot road. i didn't know what had happened. >> while he was surprised to see a damaged patrol car being towed from the area, he says news about a burglary isn't shocking. >> i'm not surprised about the robberies. >> my fence gets broken into all the time over here, so yeah, i mean, they've come in, we've had cars stolen in the back. we've had cars stolen in the front. >> police believe several armed suspects were attempting to burglarize a business at the intersection of west winton avenue and cabot boulevard. >> one of the officers who arrived on scene first saw several subjects as they were fleeing in a vehicle. he attempted to catch up to take them into custody and crashed on cabot several blocks away.

>> they spent much of the morning riding a search warrant for the property, believing it could potentially be an illegal grow house. we were there as investigators were sweeping for fingerprints. >> we have seen on the rise of burglaries, of individuals looking for these illegal marijuana grows. so in that respect, it's not uncommon, that there are different auto thefts and other burglaries that also take place in the industrial areas, throughout hayward and other bay area cities. >> hayward pd says the officer involved has been with the department for several years. they say he is at home and okay. they have not given any description about the suspects or any information about them either. i'm reporting in hayward. amanda delcastillo, abc seven news. >> a former google software engineer charged with stealing technology while secretly working with two companies based in china, the justice department

and some more heavy rain down in the santa cruz mountains right now. but the storm is beginning to lose a little bit of its punch, yet still on the exclusive abc seven storm impact scale, it's a level one storm into the early evening hours. more scattered showers are likely, with occasional downpours and still a chance slight chance of some isolated thunder. but notice on the forecast animation as we get about past 8:00 this evening, it is very unlikely we'll actually have a storm that deserves a ranking. so when we go to rainfall estimates by 11:00 tonight, we're talking about maybe a couple of hundredths of an inch of rainfall in those areas affected by the current downpours. and notice the separation in 24 hour temperature change up north of the golden gate and eastward a bit. you can see it's warmer by several degrees than at this time yesterday. but where it's been raining lately, it's several degrees cooler than at this time yesterday. so we've got some mist in the air over san francisco right now. temperature readings right now in the upper 50s at san francisco, oakland, hayward, san jose, san mateo, and 55 at half moon bay. a whole different view of the sky looking westward from

emeryville. other temperature readings. at this hour, we've got 57 in petaluma, 60 low 60s as san francisco, at san francisco at santa rosa and napa, upper 50s at fairfield, concord, livermore, 51 degrees. and then we go to our forecast headlines. partial clearing will begin overnight tomorrow and friday. we expect sunny or milder weather. and this weekend cloudier and cooler and rather unsettled. some chances of showers over the weekend. for tonight, though, as the clouds begin to move out. giving way to the sun breaking through tomorrow morning. we'll see low temperatures dropping into the low to mid 40s for the most part, and high temperatures tomorrow under mainly sunny skies. 57 half moon bay 60, in san francisco, low 60s around the bay shoreline and low to almost mid 60s in the inland east bay. and here is the accuweather seven day forecast. two nice, sunny, milder days coming our way tomorrow and friday. notice how unsettled the weather will be though? saturday, sunday, monday and tuesday actually, there is the possibility of showers almost

>> san francisco is one of several local cities sinking into the ground, according to new research, and that mixed with rising sea levels could make flooding even worse in the coming decades. the new information comes from a paper published in nature that studied subsidence or sinking in 32 coastal cities, including san francisco, south san francisco, oakland, richmond, foster city and santa cruz. >> subsidence is part of the problem, but for the bay area, what's unique to us is our triple whammy of sea level rise, rising groundwater and lowland flooding from more extreme storms. >> warner chabot is with the san francisco estuary institute, an environmental science research institute focused on the bay and the delta. >> the bay area is ground zero for climate change and sea level rise. we're literally 8 million people living in a bathtub. the report said. >> it's too late for mitigation efforts, so we need to adapt. efforts are underway to control flooding in the future. foster city is improving its levees,

and in san francisco, there's a plan to elevate the ferry building and most of the embarcadero. seven feet into the air. but that plan, introduced back in january, would need approval from congress. >> our future depends on taking action now. this is why the draft plan is so critical to protecting the city's seawall from earthquake and flooding risks. >> it's going to be a big price tag. >> it's going to cost a lot to make all the suggested improvements across the bay area, the cost over the next 25 years to prevent lowland flooding by the year 2050 is about $110 billion of infrastructure improvements. >> we're going to have to make. >> but not doing anything could be even more costly in the long run. the estimated price tag about $230 billion in estimated damages and repairs. that would have to be done. >> there's a tremendous amount of planning being done at the city, county and regional level right now, and there will be an intensive amount of work done
