now. >> unsettled weather, a mix of hail, rain and thunder. live doppler seven shows you what's happening, where you live right now. good evening. >> i'm ama daetz and i'm dan ashley. thanks for joining us. we've noticed the weather all across the bay area. of course, it was a funnel cloud in solano county. take a look at this. abc seven news viewers captured it with both video and still pictures. this was spotted near vacaville. just a few hours ago and did you see and hear the hail? it hit south san jose this afternoon along with some thunder and lightning, and we saw rain in downtown san francisco this morning. >> not much, but enough to warrant windshield wipers. abc seven news meteorologist sanjay patel is tracking all of this. >> she is sandy. what's it look like right now? >> well, it's not quite as active as earlier this afternoon. dan and anna, but still tracking some showers. so let me show you what is happening at this hour. we're going to take you in first to solano county, where that funnel

cloud was reported south of vacaville. you see those lightning strikes this afternoon, the thunderstorm erupted. it was confirmed by the weather service in sacramento that it did happen south of vacaville. obviously, it did not touch down. it was not a tornado, but a funnel cloud, which is why they did not see any damage in that area right now around orinda highway 24, we are tracking street level radar and that is showing showers. also some light to moderate rain right around pope valley, aetna springs, so we're not completely through with this system just yet. taking you back in time. those thunderstorms begin firing up this afternoon, shortly after lunch in the south bay, and then eventually in the east bay. those thunderstorms did produce hail across the region. heavy rain at times, and that has led to a flood advisory that is still in effect for parts of the east bay until 7:15 p.m. still, the potential is there. so for some minor roadway flooding. so watch out. area of low pressure moving towards southern california was the triggering mechanism. this level one system for the thunderstorms, the

funnel cloud, and it provided the lift along with the daytime heating to bring us the active weather as we go. hour by hour. we will continue to see a few more showers as we head into 7 p.m. tonight, 9 p.m, and then it all winds down. this is a level one through this evening, scattered downpours, isolated thunder chance. although once the sun sets, that diminishes minor roadway flooding. a look at the rainfall. san jose picking up 6000/800 of an inch. oakland a 10th. fairfield about a half an inch of rain. here are some of the changes that are ahead. the sun is peeking through the clouds in santa cruz. i'll be back with a full look at the forecast preview of what's to come. ama and dan. >> okay, sandy. >> thank you. let's move now to coverage of california's primary election. with a majority of voters using mail in ballots, we're still waiting to tally the final results. we in fact, we probably won't know if proposition one passed or failed for a while. the only statewide measure on the ballot is still too close to call tonight. it would use billions in bonds to

provide housing for the homeless and the mentally ill. >> in the u.s. senate race, it will be democrat adam schiff facing off against republican steve garvey in november's general election to fill the seat left vacant by the death of dianne feinstein. latifah simon is the frontrunner to fill congressmember barbara lee's seat. simon's vote tally is more than double the next candidates doctor jennifer tran, a cal state east bay professor and alameda vice mayor tony daysog, the top two will be on the november ballot. >> sam liccardo is in the lead for the congressional seat being vacated by anna eshoo, who's retiring santa clara county supervisor joe simitian is in second place with state assembly member evan low closely behind and many familiar faces enjoyed success. >> last night. representatives eric swalwell, mark desaulnier, ro khanna, zoe lofgren and nancy pelosi all advanced to the general election for the first time, though in almost three decades, california won't have a female senator in dc. >> big change abc seven news reporter anser hassan takes a closer look at the battle for

equity in washington. >> former baseball star steve garvey, a republican, and democratic representative adam schiff will compete in november to fill dianne feinstein's u.s. senate seat from california, effectively ending the congressional careers of barbara lee and katie porter. >> it's such a shame that we will not be having a female as our senator for the state of california. >> i think that having a women's perspective is really important. >> samina usman is constituent campaign coordinator for barbara lee's senate campaign for the first time in more than three decades, california won't have a female senator, and of the bay area's 12 congressional districts, only three will be represented by women nancy pelosi in san francisco, zoe lofgren in the south bay and lateefah simon, the likely replacement for barbara lee's 12th district in the east bay. if she wins in november, it speaks to the issues that women face running in politics. doctor samantha francois is a professor of women's studies at cal state

east bay. she suggests that lower voter turnout means fewer younger voters, who are often more likely to vote for minority candidates. she adds that female candidates still face a tough time fundraising. >> adam schiff outraised both his female opponents in the democratic party. both katie porter and barbara lee by like 2 to 1. >> but professor francois also notes that schiff got big endorsements from high profile female politicians like pelosi and barbara boxer, and that exit polls suggest that women voters supported schiff in equal numbers to men. >> i think we have to have a broader lens in terms of looking at local elections, city elections, and county elections. and we saw obviously, jackie speier reelected the board of supervisors. >> we're still seeing that most americans believe that voters are more likely to support a candidate if the candidate is a white man.

>> doctor sean fletcher is a professor of public relations at san jose state university. he says women candidates may face barriers, but that their parties need to do more to empower their female candidates. >> i will put it on the system that is designed to select, to develop and to ultimately promote vote these women candidates as viable for their positions in the east bay. >> anser hassan abc seven news. >> voter turnout for this election is coming in at a dismal 18% so far, according to california secretary of state. in the last primary election june of 2022, just a third of registered voters cast ballots. we pulled this video from the year 2000 out of the abc seven news archives. look at this. in that year's march primary, turnout was above 50% back then, less than a quarter of voters used mail in ballots. 20 years later, voting by mail was used by roughly 90% of voters. california now mails every registered voter a ballot. well

low turnout, of course, means a small number of voters can make a big difference. >> take a look. just a few thousand votes separate the leading candidates to replace congress member anna eshoo, who is retiring. former san jose mayor sam liccardo is in the lead, as we said earlier, followed by santa clara county supervisor simitian and state assembly member evan low. abc seven news reporter lena howland spoke with all three about the race just a day after super tuesday in santa clara county election officials have their work cut out for them with stacks and stacks and stacks of ballots that still need to be counted. >> yeah, 145,000 ballots left pending. and yeah, we'll continue to process. and it is a lot of work. it takes a community of our staff to do the whole process and certify the elections. >> and candidates in some races are hoping those uncounted ballots will make a difference in the contest. for the u.s. house seat in district 16 to replace the retiring anna eshoo, one person has a clear lead, but

less than 2000 votes separate the candidates in second and third place. >> we expected it would be a very tough contest, and it was. >> former san jose mayor sam liccardo is leading the race. he hopes knocking on 2500 doors helped him secure one of the two spots on november's ballot. >> and this is how campaigns are run, and certainly how i've won in the past is really making sure we have a grassroots operation that really engages people around the challenges that they're struggling with the most. >> santa clara county supervisor joe simitian, who has xiao's endorsement, is currently in second. >> the margin is healthy. it's clear i'm really looking forward to november. >> simitian is confident he will be on the ballot this november. >> i think what sets me apart is the fact that i've represented 14 of the 15 cities in this district, and i've actually tackled big problems as a legislator and gotten results that improve people's lives. >> assembly member evan lowe is sitting in third, but he's staying optimistic. yes politics can be a blood sport. >> full contact. but at the end

of the day, i'm excited about the energy that is also provided that demonstrates the type of vitality and hope and inspiration, and i want to be a good reflection of that so that others can answer that call for service as well. >> official election results will not be certified until 30 days after the election by the registrar of voters in the south bay, lena howland, abc seven news san francisco voters passed a ballot measure aimed at getting more drug users off the streets and into treatment. >> measure f, backed by mayor london breed, passed overwhelmingly with 63% of the vote. the measure requires welfare recipients deemed to be struggling with addiction to enter into treatment in order to continue receiving benefits. >> as with any big program change or new initiative, it will require a return, working internally at the human services agency and with other stakeholders to ensure that the systems are in place to provide the assessment and the access to treatment that these low income individuals desperately need, the mayor says. >> measure f sends a message

that san francisco is a city that offers help, but not one where people can just come and do whatever they want. critics say it will likely result in people losing their public assistance, forcing them to live on the streets. and we are keeping track of every race from super tuesday. the results are right on our home page. go to abc seven news.com. >> new at six santa rosa police are investigating after a woman and a boy were found dead inside an apartment this morning. officers found them unresponsive and a union at the spring lake apartments on summerfield road. both were pronounced dead at the scene. police believe they are mother and son. the boy was approximately ten years old. their cause of death is unknown at this moment. the autopsies will be performed, of course, that will happen later this week. investigators say there is no threat to public safety. >> however, coming up next, a nationwide study on climate change which local cities face the highest risk of coastal erosion plus. >> wow. the lobster nacho. >> they like the taste. wait

bullet. he has pleaded not guilty to involuntary manslaughter and will go on trial in july. flooding due to rising sea levels could be worse in the us than previously thought. that's because not only is water rising, major coastal cities are also sinking, according to a new study that includes san francisco and other bay area cities. abc seven news reporter suzanne fawn spoke with the experts. >> san francisco is one of several local cities sinking into the ground, according to new research, and that mixed with rising sea levels could make flooding even worse in the coming decades. the new information comes from a paper published in nature that studied subsidence or sinking in 32 coastal cities, including san francisco, south san francisco, oakland, richmond, foster city and santa cruz. >> subsidence is part of the problem, but for the bay area, what's unique to us is our triple whammy of sea level rise rising groundwater and lowland

flooding from more extreme storms. >> warner chabot is with the san francisco estuary institute, an environmental science research institute focused on the bay and the delta. >> the bay area is ground zero for climate change and sea level rise. we're literally 8 million people living in a bathtub. >> the report said it's too late for mitigation efforts, so we need to adapt. efforts are underway to control flooding in the future, foster city is improving its levees, and in san francisco, there's a plan to elevate the ferry building and most of the embarcadero seven feet into the air. but that plan introduced back in january, would need approval from congress. our future depends on taking action now. >> this is why the draft plan is so critical to protecting the city's seawall from earthquake and flooding risks. >> it's going to be a big price tag. >> it's going to cost a lot to make all the suggested improvements across the bay area, the cost over the next 25 years to prevent lowland flooding by the year 2050 is

>> okay. all right. thanks, sandy. well a scare in the air earlier this week for some passengers on a united airlines flight. >> hey, ladies and gentlemen, we realize something thing happened. >> yeah, something really happened. >> it's easy to see what that something is. flames were shooting out of one of the engines. the plane had taken off monday from houston, texas was on its way to fort myers, florida. a passenger says the incident happened about 15 minutes into the flight. the plane turned around and landed safely. no one was hurt. there is troubling new information tonight about the alaska airlines flight that lost its door plug mid-flight. the ntsb is testifying that boeing has not fully cooperated with the investigation. here's abc news reporter zohreen shah today. >> troubling testimony from the ntsb after a door plug fell off an alaska airlines boeing 737 max nine plane in the middle of a flight back in january. speaking in front of the senate commerce committee, ntsb chair jennifer homendy saying boeing has not fully cooperated with

their investigation. >> boeing has not provided us with the documents and information that we have requested numerous times over the past few months, specifically with respect to opening, closing and removal of the door and the team that does that work at the renton facility, she says. >> the manager of the team that works on doors has been on medical leave, preventing the agency from being able to conduct an interview. and despite requesting names of the 25 people on the team, boeing has not handed over that information. it's absurd that two months later we don't have that. >> the chair saying she believes boeing typically keeps documents when work on door plugs are conducted. either they exist and we don't have them or they do not exist, which raises two very different questions. several different questions. >> the preliminary ntsb report stated that the four bolts that were made to prevent the door from falling were not there when the flight took off. reports showed rivets on the door plug were replaced last september,

wall street got a win today after two consecutive losing sessions. tech stocks helped spark the rally. gold finished at a fresh record and bitcoin gained 8. the dow gained 75 points. the nasdaq was up 91, the s&p added 26. comments from federal reserve chairman jerome powell about cutting interest rates later this year also provided a boost. >> there's no evidence or no reason to think that the us economy is in or in some kind of short tum risk of falling into recession. having said that, though, there's always a, you know, a possibility, be a meaningful possibility that that an economy will fall into recession. i don't think that that possibility, though, is

not support him. >> now the question is who gets haley's supporters? >> if you agreed with nikki haley when she stood up to trump for things like election denialism, for the chaos and the vision that he represents, there is, in fact, going to be a home for them in joe biden's campaign. >> trump, responding to haley's withdrawal on social media, posting nikki haley got trounced last night, adding he'd further like to invite all of the haley supporters to join the greatest movement in the history of our nation. trump has cruised through the primaries, collecting win after win. there has never been one like this. >> there has never been anything so conclusive, but there are reasons for concern. >> his character and extremism turning off more moderate and suburban voters, particularly those with college educations. for biden, immigration, the economy and his age remain vulnerabilities, as well as his response to israel's war against hamas, which has caused some protest votes. it raises the stakes for thursday's state of the union speech, where biden will try to address his doubters

and tout his administration's successes. and today, democrat congressman dean phillips suspended his primary challenge campaign. in doing so, he endorsed president biden. and as both president biden and former president trump gear up for their rematch, the respective weaknesses of both candidates likely to play a big role in a general election that seems most likely to be decided by a handful of swing states in washington. i'm michael yoshida. >> president biden delivers his state of the union address tomorrow. his campaign is organizing watch parties around the country. you can watch the event live here on abc seven tomorrow night. coverage begins at 6 p.m. and san francisco mayor london breed will deliver her state of the city address tomorrow morning. >> the event will be live streamed. london breed is up for reelection in november, and today the mayor kicked off festivities for saint patrick's day, hosting the annual irish flag raising at city hall. she was joined by the lord mayor of cork, ireland, which is celebrating 40 years of its sister city relationship with

san francisco. the flag raising kicks off a month long celebration of saint patrick's day. this year's theme is unite sf as we celebrate. >> it's about bringing communities together. it's about remembering our challenging times, but also recognizing that san francisco and our irish community represents resilience. >> san francisco wost the 173rd saint patrick's day parade onatury, march 16th. it kicks off at 1130 in the morning at second and market streets and ends at civic center plaza for a celebration right there in front of city hall in the east bay, a high speed pursuit ended with a patrol car smashed on the side of the road. >> it happened near the intersection of cabo boulevard and west winton road in hayward. you see it here, officials say an early morning burglary turned into a police chase. at one point, the officer lost control of his patrol car, taking out a fire hydrant and smashing into a pole in the process. >> i saw a total police car, the

whole front end smashed in on the back of a tow truck. being hauled away going down depot road. i didn't know what had happened. >> the officer is at home and is okay. police say the suspects were attempting to burglarize a business that was potentially growing illegal marijuana. oakland is taking a close look at how people throw away their trash. it's because of a state law requiring cities to make sure you are composting and recycling properly. abc seven news reporter ryan curry tagged along for today's trash inspection. >> you might not think about it, but how you throw away your trash matters. and if you're not doing it properly, your city will let you know. that is the job of rebecca parnes and chinazo wahi today in oakland, sb 1383 is the short lived climate pollution reduction act, which requires that all residents, businesses and apartment buildings have three stream sorting for trash, compost and recycling, and that they use it correctly. it's one of the many ways the state is combating climate change. >> no code was in the notes for

this one. >> we followed along as they looked in dumpsters to see if oakland residents were sorting their trash the right way. >> the list of properties we visit are from waste management, so we're like following their routes. in general. >> our first stop is an apartment complex by jack london square. we couldn't see their regular garbage, but we got a good look at their compost and recycling. these bins get a pass as we hit scan and we grab a picture of what's in the bin, the zappos software can actually kind of read it. so as you can see, it's popping up. it's reading cardboard. it reads how full it is. >> the compost had food in it. however, it was rather empty. >> the fact that it's not very full tells me that. not that many people in this building are using it. >> and just around the corner, something that is not supposed to be there. >> a front door mat that does not belong, recycled, that belongs in the trash for sure. >> but for the most part, they say this complex was doing a good job with its trash. that was not the case for the large dumpsters across the street. we found many things that were in the wrong place, including this

large bag. >> it's not recyclable, it is it does appear to be made of plastic, but it's not in oakland. the only plastic we recycle our bottles, tubs and jugs. and this is clearly not any of those three things. >> the recycling law is a key tool in california to cut down on emissions. the more people that properly discard their trash and compost, the better off the state will be. >> sorting your food scraps for composting, i think is the easiest thing folks can do at home to minimize their impact on climate change. >> so the next time you take out the trash, read those labels closely. it will have a big impact on the future of our planet people are responsible for, in the end, making the right choice. >> so the more education we can do so that people see the value and importance of it, the better in oakland. >> ryan curry, abc seven news. >> still to come tonight first training now taste testing. these chefs are showcasing what it means to build a better bay area. looks good. >> plus they're rolling out the red carpet. literally. we are

training academy that offers a ten week program aiming to help people struggling with homelessness or addiction get a second chance. >> it's really, truly a mission. i've been doing this for 20 years. we're helping them in all facets of their life. >> training others in his culinary craft has in turn changed lives. jayla towns is one of shefs 13 students. she says before she entered this program, i was drinking every day, i was partying every day, and i was in between homes and i just had no purpose for myself. now she's serving up lobster with a culinary dream coming true. >> once i stepped into this kitchen, it was like home for me a new home, paving the way for a new life. >> that was the case for lillian oliver, who left community college. >> and then i found this program. i let me know that my journey wasn't over. >> now she's a cupcake connoisseur for francisco rojo. >> it gave me my pride back, helped me develop my skills as far as communicating with other teammates, people that are
