we'll have at the appropriate time. and claiming trump, who refused to debate any of his primary rivals, is thirsty for attention. trump yesterday picked up the endorsement of senator mitch mcconnell. the two have not spoken in three years since mcconnell blamed trump for the january 6th riot. >> shortly after the attack on the capitol. that i would support president trump if he were the nominee of our party tonight, it's biden's turn to make his case to voters on issues like the border and the economy, where he's suffering in the polls. >> he's expected to take credit for rising wages. millions of added jobs and low unemployment rates. and he's expected to renew his push for higher taxes on corporations and billionaires , dismissed by republicans as the wrong approach. >> america is in decline and nothing he says tomorrow night is going to change that. and it's a majority of. >> one thing we may not see this year interruptions. speaker mike johnson is urging house republicans not to disrupt the president, reportedly telling

them decorum is the order of the day. and outside the capitol, roads closed and security tight in washington as more than a dozen groups plan to protest today, demanding a cease fire between israel and hamas. ike ejiochi, abc news, washington. >> ike, thank you for that and his speech. the president is also expected to tackle abortion rights and access to fertility treatments. americans affected by both issues are expected to be among the invited guests attending tonight. you can watch the speech tonight at 9:00 eastern here on abc and on our streaming platforms as well. >> and breaking news overnight, alabama lawmakers have passed a bill to immediately restore access to in vitro fertilization , and the governor quickly signed it. the legislation protects ivf doctors and patients from civil and criminal liability. alabama couples undergoing fertility treatment had been in limbo since the state supreme court ruled that frozen embryos are children. now, this bill does not address that core issue, but ivf clinics are preparing to resume treatments. >> the state department is

urging americans to leave haiti as a surging gang violence paralyzes the country. it's unclear, though, how u.s. citizens can find their way out because the airport is closed right now and the route to a land crossing into the dominican republic is dominated by gangs. the gangs launch coordinated attacks on prisons, police stations and the airport. haiti is under a state of emergency and a curfew is in effect. >> and in ukraine, a russian missile landed dangerously close to president zelenskyy. at least five people were killed in the strike, but the ukrainian leader walked away unscathed. so was he the intended target? abc's james longman has more. >> one of the closest calls yet for ukrainian president volodymyr zelensky. a russian missile narrowly missing him and the greek prime minister during a visit to the port city of odesa. that strike leading to immediate concern. zelenskyy was targeted, the missile landing just 300ft away from both leaders. neither was hurt, but the ukrainian military not officially connecting the attack

to zelensky's visit, instead calling it russian terrorism. >> on wednesday, zelensky saying the two leaders saw the explosion, adding the russians don't care where they strike. >> even with international guests present, the kremlin claims they targeted a hangar housing ukrainian naval drones. it comes as president biden is expected to push for more aid to ukraine in his state of the union speech. so this is waiting to be exported? yes. we've got a first look inside a secret ukrainian weapons manufacturing facility struggling to fill the ammunition shortages on the battlefield and without us military aid stuck in congress ukraine is doing what it can to try to make as much of its own ammunition, but it will never be enough to beat russia for that. they need the united states, ukraine says it can use as many as 20,000 shells a day, but some units are resupplied with just 50 shells daily. >> the current challenge for 2024 is to multiply our existing production, so you're making every month what you would

normally make in a year, what we did in yeah, in 2018, 2019. so we greatly increase. >> ukraine says it's badly in need of military aid, not just for help on the battlefield, to try to help prevent the kinds of retreats that we've seen in the east recently, but also with air defenses to try to stop the kinds of attacks that almost hit president zelensky. james longman, abc news in london. >> james, thank you. a new study reveals brain damage suffered by the man who carried out a mass shooting last october. robet carr had opened fire at two locations in lewiston, maine, killing 18 people before dying by suicide. his family requested a brain study, and specialists found evidence of traumatic brain injury, which likely played a role in behavioral changes during his last year of life. he was a longtime instructor at an army hand grenade training range, during which he was likely exposed to thousands of blasts. >> opening statements are set for today in the trial of james crumbley. he is facing charges in connection with his son's
