president biden delivering a spirited state of the union address. >> the president said we are at an unprecedented moment in history. he arrived ready to take on everything from abortion rights to the border to his age and his predecessor, whom he did not mention by name. abc's ike ejiochi joins us now with the recap. ike. >> good morning. andrew. in his last state of the union address before the 2024 election, biden accused trump of bowing down to vladimir putin while burying the truth about january sixth. >> i know it may not look like it, but i've been around a while, president biden delivering the state of the union, making the case for a second time and taking the fight to donald trump. my inherited economy is on the brink now. our economy is literally the envy of the world. 15 million new jobs in just three years, a record unemployment at 50 year low. inflation has dropped from 9% to 3. wages keep going up, inflation keeps coming down.

american people saw tonight that biden did not mention trump by name, instead using the word predecessor for at least 13 times. >> rhiannon. all right. >> i thank you for that. >> and trump came out swinging after biden's address, calling it, quote, an embarrassment to our country. abc's political director rick klein joins us now with his take. rick a feisty speech and energetic speech really few signs of any kind of slowdown in his delivery. he was aggressive in taking on donald trump and aggressive in taking on questions around his age and ability to do the job. of course, the question is going to be, what does it mean in the campaign? there is a slight an edge right now for donald trump. and one of the concerns that joe biden has is just getting his base energized and i think this speech, this state of the union, is going to go a long way toward convincing them that he is the man and he is right to be running again. all right, rick, thank you. and president biden will begin selling his message when he hits the road today in pennsylvania. >> the president also announced

an emergency mission increasing america's role in addressing the humanitarian crisis in gaza. this morning, president biden confirming plans for america's latest effort to deliver emergency humanitarian aid to gaza, saying the u.s. military will construct a temporary shipping port off its coast, opening a corridor between cyprus and gaza city that can receive large shipments carrying food, water, medicine and temporary shelters. >> no u.s. boots will be on the ground. the so-called trident tear, which will be similar to the one seen here, will serve as a temporary port to help u.n. workers deliver desperately needed aid to palestinians trapped in the war torn territory. >> recent attempts to deliver aid have been hampered by road closures and fighting, forcing the u.s. military to airdrop food, water and medicine to civilians trapped in the war zone. but with gaza teetering on the edge of famine, air drops won't be enough to stop

widespread starvation. >> humanitarian assistance cannot be a secondary consideration or a bargaining chip. protecting and saving innocent lives has to be a priority. palestine will be free . >> palestine will be free. meanwhile, protesters in washington attempted to block biden's motorcade ahead of his address, renewing calls for the biden administration to stop military funding in israel. it comes as hopes fade for a ceasefire during ramadan. the muslim holy month starts in just two days, and negotiations have once again stalled, israeli prime minister benjamin netanyahu told a group of army graduates yesterday that the israeli military is ready to start a new offensive in rafah. what he says is hamas's final stronghold. last night, the president also reiterated his hope for a two state solution a us army sergeant is scheduled to be in court today accused of selling military secrets to

china. >> prosecutors say corbin schultz accepted $42,000 from a coconspirator in exchange for classified information on some of the military's most advanced weapons. schultz is the fourth u.s. serviceman in the past eight months to be arrested for compromising us secrets. >> we are learning more about the deadly condo collapse in surfside, florida, back in 2021. a new federal report indicates. the pool deck is still the likely cause of what led to that surfside condo collapse. 98 people were killed in that tragedy back in 2021. last fall, it was determined that the pool deck's construction failed to meet requirements. a final report is due next year. in texas, power lines are blamed for sparking the largest wildfire in state history. the fire burned nearly 1700 square miles since last week. as many as 500 structures have been destroyed and thousands of cattle have been killed. now to the outrage in uvalde, texas, an independent report found officers did not violate policy

when 19 students and two teachers were killed at the shooting at robb elementary, the victims families were heard crying in the room as the city council read its report this morning. >> families in uvalde, texas, are lashing out after a report on the response to the robb elementary school shooting cleared officers of wrongdoing. >> how dare you? how dare you? you were paid by them. >> these are the moments the first officers entered the school in 2022, encountering gunfire and retreating, then waiting 77 minutes before breaching the door. this child survived. >> this child was shot and he set in there for 77 minutes. >> at a packed council meeting yesterday, retired detective jesse prado, who was hired by the city to investigate the shooting that killed 19 children and two teachers, detailed multiple failures by law enforcement. but prado found none of those officers violated policy. >> there were no indications of wrongdoing in any of his actions. there was no evidence

of serious acts of misconduct. >> prado also said acting chief of police mariano pargas, who resigned weeks after the shooting, should be exonerated. two council members say they do not agree or accept the findings, calling them embarrassing and insulting cowards and the victims families infuriated by the report. >> my son's birthday is on tuesday. you know how to celebrate that at the cemetery? me? i should not be doing that. >> kim rubio, whose daughter lexi was also killed, echoed with so many of those families are demanding do what's right, terminate them. in january, a report by the department of justice found massive failures by law enforcement. a criminal investigation by uvaldes district attorney remains open. >> it is 31 days and counting until a major solar eclipse in many towns are already preparing for it. the 70 mile wide path will cross through parts of 15 states from texas all the way up to maine. it happens on april 8th. the total eclipse is

the darkness. >> all new 2020 tonight on abc. >> welcome back. testimony resumes today in the trial of the oxford high school shooters father. yesterday, jurors heard james crumbley's, 911 call the day of the tragedy. he told police a gun was missing from his home and he thought his son took it. crumbley is charged with involuntary manslaughter. prosecutors say he didn't do enough to stop the killings. >> this case is in about parenting. it's not illegal to be a bad parent. this case is about this guy. for this kid with these issues, not crumbley's wife, jennifer, was

charged convicted on the same charges just last month. >> she is now awaiting sentencing. >> the faa is looking into why a tire fell off a united airlines jet. no one was hurt when the tire landed in a parking lot. here's abc's matt gutman, the alarming video that packed long haul passenger jet losing a tire just moments after takeoff. >> watch again. here is one of the rear tires. falls right off that plane. the united airlines boeing 777 with 249 passengers and crew on board, heading from san francisco to osaka around 11:30 a.m. local time. they think it might have been you. >> they're not sure, but she might have lost a wheel on takeoff. >> okay, united, 35, thinks it literally just happened. >> that tire plunging into the employee parking lot, crushing several cars and damaging a fence. fortunately no one on the ground was injured. that plane dumping fuel and making an emergency landing. touching down safely in los angeles about two hours after takeoff. it comes

after this midair scare involving another united flight flames seen shooting out of the engine shortly after takeoff from houston on monday night. mechanics that i'm with a lot of people, and a lot of the people around me were screaming and crying. united airlines blaming that fire on bubble wrap that got sucked into the engine and back to that plane that lost the tire. united says it's going to address the needs of both its customers and the car owners, whose vehicles were damaged. now, we have learned that each one of those wheels weighs 265 pounds. it's miraculous no one on the ground was hurt. the faa says it is investigating, and officials say that they're looking into this as a possible maintenance issue. matt gutman, abc news, los angeles. >> all right, a maintenance issue, a scary one. matt, thank you. for the first time, costco is now selling silver tubes of one ounce. silver coins can now be bought online for 675 bucks. the company is hoping to replicate the success it had when it sold gold bars. they went on sale last september.

ship made a detour, and the crew of the royal caribbean icon of the seas saved 14 people who were clinging to a small boat in the atlantic ocean. they had been drifting for eight days. >> the battle over tiktok on capitol hill is intensifying. house lawmakers have ok'd a measure they say is designed to force the service to sever ties with its china based parent company. here's abc's andrea fujii this morning. >> house lawmakers have agreed unanimously to move a bill to a full floor vote, which would force the sale of chinese owned tiktok or face a nationwide ban. >> imagine what they could do with the app in terms of election year misinformation, in terms of misinformation about a war that proves the point that we can't put this app in the hands of our foremost adversary, the chinese communist party. >> lawmakers on both sides of the aisle have long had national security concerns about the social media app. in how china uses its user information. but tiktok's parent company bytedance has denied sharing american data. >> congresswoman, i have seen no

evidence that the chinese government has access to that data. they have never asked us. we have not provided the chinese government has said they firmly oppose the sale. >> tiktok responded to the bipartisan bill in washington, writing the government is attempting to strip 170 million americans of their constitutional right to free expression, and the company called on its users to contact congress, posting tiktok is at risk of being shut down in the u.s. call your representative now. users then flooded lawmakers offices with phone calls. now, the bill's author rejects calling it a potential tiktok ban, saying his legislation is aimed at forcing the company to sever its ties with the chinese government. >> in our construct, they can continue to enjoy the app and post dance videos on the app, or run their small business on the app. as long as bytedance separates its ties with tiktok, the bill is expected to head to the house for a full vote next week. >> since 2020, congress has attempted multiple times to ban
