ac transit bus collides with a car, hurting several people. the aftermath of the head on collision as officials try to figure out what happened moments before. good morning. it's saturday, march 9th, i'm stephanie sierra. we'll have more on that story in just a moment. but first, let's check in with lisa, who's tracking some rain on the way. good morning. >> yeah, it wouldn't be a weekend without the rain, right? we are starting out with a lot

of cloud cover, and the rain looks to be very isolated and scattered as we look at live doppler seven. the activity is in extreme northern california, but there's a couple systems offshore that will be visiting us the next couple of days. so it's a cloudy start and it's going to be some isolated showers that we're going to be looking for throughout the day today. over the weekend, though, the rain increases into your sunday, it will get quite gusty out there and the highest totals will be in the north bay. right now it is milder out there, 52 in hayward, 53 in oakland compared to yesterday, some 40 inland, 44 in livermore, 46 in santa rosa. and that makes us anywhere from about 5 to 11 degrees warmer this morning. so look outside from our roof camera where we'll have plenty of clouds today, some isolated showers. it's a cooler afternoon with highs in the 60s. yesterday we saw a few low 70s up in the north bay and by sunday we'll be tracking more rain. i'll detail that for you and talk about totals for the weekend. coming up, stephanie, all right, lisa, thank you. >> now to that incident in the

east bay, more than a dozen people were injured in that collision that happened at 54th and international boulevard. it's not known what led up to this crash, but many of the injured were taken to the hospital. here's abc seven news reporter tara campbell. >> a head on collision friday evening in east oakland, an ac transit bus and car colliding sky seven, capturing the aftermath as emergency crews responded. >> international command. involving an ac transit bus and reports of people trapped up the block investigating now a third evidence, in addition to the crash, happened around 5:00 in the evening near 54th avenue and international boulevard. i got three, three patients and a toyota corolla. >> participacion en la calle esta q llego la policia. >> a witness telling us one man had to be pulled from a car fire crews say three vehicles were involved, injuring at least 14

people. and a spokesperson for ac transit says 12 of those injured were on the bus, including the driver. >> the information that i have from our crews is that everyone was conscious and speaking on board our bus. >> as for how many people were on board the bus, he says that's still unclear. >> it does appear that, other riders were on board and did not sustain injury. and left the scene on their own accord. >> he says their road supervision crew was on scene, talking to witnesses and trying to piece together what caused the crash. >> the facts seem to suggest that a chrysler 300 was traveling in the southbound lanes of international boulevard. it broadsided another vehicle that was attempting a left turn. the impact between the two cars sent the chrysler 300 over the center median and into the northbound lanes, and struck the temple line one bus head on. >> police investigators were also on scene beginning their investigation into the accident. tara campbell abc seven news

this morning we have a disturbing story involving an animal rescue shelter in hollister. >> the shelter was raided by police and the owners are currently under arrest. they're accused of neglecting the animals they promised to save and find homes for. abc seven news reporter lauren martinez spoke with a woman who recently adopted from the owners. hollister police rescued hundreds of animals from inside this home. police made the discovery on thursday. they said cats and dogs were living in deplorable conditions, without food or water, and housed with built up feces. police arrested a couple for felony animal cruelty. they said the two were founders of an animal rescue organization called spca pet a palooza rescue inc. >> when i read about it, i was just taken back. it was it was absolutely taken back. >> hollister resident sherri said she connected with one of the organization's founders through facebook last weekend,

and adopted two cats on sunday. >> you could tell he cared. he brought a big bag of food and the ears were clipped, meaning they were spayed and neutered and i was just shocked. i was absolutely shocked when i read it. was the two of them that that was arrested. >> police said 200 cats with extreme medical conditions and 13 dogs were saved from the property. the acting deputy director of san jose animal care and services said people may be well intentioned when running rescues, but overcrowding is detrimental. >> just because you can set up another crate doesn't necessarily mean you might have the personnel to actually adequately provide that that care. so it really puts the entire population of animals at risk for people looking to adopt from a shelter or rescue agency. >> ask questions and observe conditions of how they're transported by simply asking, how many animals do you currently have in your facility? >> how much? how many spaces do you have for the animals? is this a facility that you're able

to go and visit outside the home off el toro drive? >> a do not enter sign is posted on the door. we spotted several cats wandering around the front yard. for animal advocates like sherri, she hopes people make the right decisions if they're overwhelmed, just reach out for help. >> you know, there's so many people that love animals. i know there's just so many people that would have been here for them. >> that was lauren martinez reporting. the animals went to different shelters and rescue organizations to get the care they need. now, some people are questioning the safety of traveling by airplane after several mishaps this week. the latest happened yesterday when a plane from sfo made an emergency landing at los angeles international airport for a second day in a row, one of the plane's three hydraulic systems failed. thankfully, no one was hurt. that was the fourth incident, though, involving a united jet. just this week, one plane skidded off a runway into the grass in houston. yesterday.

passengers were evacuated a wheel fell off a plane above sfo on thursday, damaging cars below and flames shot from the engine of a plane over texas on monday. abc news spoke with an aviation expert to give some context to these situations. >> through looking at the numbers we have about 92,000 flights over the world every day, and that's a lot of hardware flying around and things i don't want to say are routine. when you lose a wheel, that's certainly not. but these are not seemingly connected, this is really the most safe form of transportation. there's no question about that. the numbers really prove it. >> united says these incidents are unrelated and they are working on repairs in the east bay now. fire crews are monitoring a brush fire along the san joaquin river. it sent out a large plume of thick black smoke that was seen across antioch yesterday afternoon. 50 firefighters responded to the fire at west fourth street at o street in antioch. con fire says it burned about 19 acres and was

contained by 7 p.m. no structures were threatened and thankfully no injuries reported either. it's not known what started this fire. a water main break left a mess near stern grove here in san francisco. water shot up dozens of feet. you can see here just how high it went from sky seven. twice as high as a two story house nearby. the public utilities commission says an eight inch pipe that connects to a 60 inch main gave out. crews closed off the area for repairs and cleanup. all right. let's check on conditions outside. how's it looking, lisa? >> well, we're dry, cloudy and looking at a few showers headed our way. not right now, but it should be scattered about throughout the day. pretty view from san francisco, though. temperatures are in the low 50s. 53 to be exact. so we'll talk about when the rain arrives and a rainier sunday and more rainy days to follow. coming up.

it is 511. new this morning the european union hopes to launch emergency maritime aid this weekend and here is a look at the latest preparations to get food supplies to civilians struggling to get their basic needs in the war torn area. new video overnight shows the latest air drop of humanitarian aid. sources confirmed to abc news. five people were killed during an airdrop similar to this one just yesterday. it was not an airdrop by the us. meanwhile, the idf is building a road to

split gaza into two, implementing a security plan to control the territory. the parents of hirsch goldberg, poland, are calling for a cease fire in the israel-hamas conflict. 23 year old hirsch is originally from berkeley, but last year he was living with his family in israel. he was taken hostage by hamas at a music festival on october seventh. >> i don't think that perfection can be the goal in this kind of complex global negotiation. it's how do we find something where everybody gets much of what they're looking for, and everybody also sacrifices a little bit? >> well, and that's the nature of compromise. the regular people are suffering and have paid and it's enough. it's enough from all sides. it's enough. >> talks between israel and hamas over the release of dozens of israeli hostages held in gaza have currently stalled. the bay

area saw significant gains in the labor market for the month of january, according to the edd. the south bay added 5000 jobs in that month. the san francisco san mateo region gained 3400 jobs, and roughly 2200 jobs were added in the east bay. over 13,000 were added throughout the bay area's nine counties. this marks five straight months of regional job growth experts say there is enough job market expansion to offset closures and business downsizing. there was a new push by the governor that may not only build a better bay area, but also build a better state. it's called the california service corps. now they want to recruit thousands of young people who can make a difference in their communities by taking climate action, tutoring or mentoring students, helping feed the hungry, and more. abc seven news anchor dan ashley spoke with california's chief service officer. >> governor newsom launched the california service corps to

get into the next couple of days. we're not talking about big storms, but enough to mar the sunshine and allow for cooler temperatures. as we look at live doppler seven right now, there's activity in the extreme northern part of the state, and that will be pushing through this morning. 53 in oakland. good morning fremont. it is 49. temperatures are in the mid 40s in their coolest locations. so it is slightly warmer than we were yesterday. look at the airport. there and our headlines. so a hit or miss showers today. mainly in the morning. then looking at some evening rain tomorrow and by monday another system headed our way late in the day. but by the middle of the week we are looking at some brighter conditions. so the weekend we'll call it a level one system, allowing for that first week system today and the second one tomorrow combined. and then looking at some really nice weather. temperatures above average. finally we deserve it by the end of the week. but also we are watching this. remember, we are going to lose that hour of sleep. 628 is the sunrise

today and then tomorrow 727 but by june 20th, the sun coming up at 547. so we have that to look forward to as we go through the morning hours. you'll notice the clouds. and then here comes a little bit of shower activity. it sort of falls apart by the afternoon. so best chance is in the morning. and in the north bay. and then by tomorrow we're cloudy. 330 still the rain holding off, but by about 630 here comes a heavier line of rain pushing through. by the evening hours and the overnight hours. and then finally this weaker system by late monday, allowing for just a couple hundredths. but adding up the totals today favoring the north bay. you can see not much out there. a couple of hundredths and then we'll add in sunday system and that's going to bring us anywhere from about a 10th to maybe a third of an inch out there. so weak systems level one systems in general. as we get through your weekend for the mountains, 2 to 4in over the next couple of days. but we do have a winter storm watch for

because he applied one day too soon. abc seven news anchor karina nova has this story from seven on your side. >> and that's exactly why i'm so frustrated. >> jonathan seminoff was counting on a $7,500 rebate to help pay for his tesla model three without breaking the family budget. >> that was the only way that it made sense for us to move forward with procuring an electric vehicle. >> he applied for the rebate through the state's clean vehicle rebate project, which offers the incentives as california pushes toward a goal of electric only car sales by 2035. >> we live in right area. we have the right income as long as we purchase the vehicle filled out the application, we would qualify for the rebate. >> so jonathan went ahead and bought this tesla last july. then he immediately applied for the rebate as officials were warning the program could soon run out of money. the state was getting thousands of rebate applications every month.

>> there was a lot of paperwork required. we had to give them access to our w-2s, our lending agreements, our tax records. >> jonathan submitted all the documents and waited for his money and waited. the program did run out of funds and stopped taking applications last november, jonathan figured his rebate was still being processed. >> it was my birthday morning. i was sort of excited because i thought, oh, what a great birthday present that they're going to let me know today that they've released the funds, but not so jonathan got an email in january. >> there was no rebate. >> they said, your application has been canceled and my immediate response was, wait a second. >> officials told him his application was dated one day before the purchase went through. turns out tesla didn't process the paperwork until after midnight, and by rule, rebate applications must be submitted after the purchase is complete, not before even it's only a one day difference. >> and so we're canceling your

application based on that. and that was astonishing. astonishing. >> what was worse, his application was automatically canceled way back in july. but no one notified him. now, six months later, it was too late to correct the mistake. funds were gone to me. >> uh- this is just government gone awry. we need to do better. >> state senator bill dodd criticized the way the program handled his case. >> you apply one day early, you know, if you're going to reject it because of that, they should have sent an automatic email back. i'm sorry, you're one day too early. >> the state's air resources board, which oversees the rebate program, said the agency cannot make exceptions even for a minor mistake. even if he was qualified. a spokesperson said jonathan wasn't notified in time to correct the date because the program was overwhelmed with applications telling us, quote, staff was processing upwards of 16,000 applications a month. unfortunately that meant a delay in mr. seminoff receiving updates. >> they should have warned those

live. >> good morning everybody. we're starting this half hour with a look at the weather. lisa is here and some cloudy conditions today. >> yes that's right a big turnaround from yesterday where we had all that beautiful bright sun. we have a weather system to the north that will be pushing through the bay area kind of falling apart after the morning hours. so over the weekend it's a level one system. the stronger system is sunday with gusty winds and heavier rain, but it'll still be on the light side and most of the rain will be in the north bay today. right now, 51 in hayward and sfo with cooler numbers inland with mid 40s. but overall we are milder than we. of the cloud cover this morning. insulating us 11 degrees warmer in oakland. good morning to you as we go through the next couple of hours, you'll notice that we're in the 50s. and look at

to do. >> both biden and former president trump are set to campaign in georgia this weekend. derek d new york. >> a federal judge has dismissed a texas lawsuit against a biden administration migrant policy. the lawsuit focused on a humanitarian parole program benefiting migrants from cuba, haiti, nicaragua and venezuela. the program allows up to 30,000 migrants from those countries who have american sponsors to come into the u.s. on a monthly basis. now, texas argued the program exceeded the administration's authority and cost the state a significant amount of money. the judge said, though the parole system actually reduced administrative and out of pocket costs because the number of migrants trying to enter from those countries is down closer to home. now in the north bay, these boats resting on dry land represent a milestone in the preservation of richardson bay. the boats are

edition of the laver cup is set to take place at chase center in 2025. it's the first time the global tournament will be held on the west coast. the bay area had been home to major tennis tournaments for years, but the sap open ended a 125 year run in the bay area when it moved in 2013, and last year the women's tennis association moved its silicon valley classic from san jose to washington, d.c. now, that event spanned more than 50 years. we are gearing up for a full day of hockey right here on abc seven. first, the devils take on the hurricanes at home in new jersey. face off is at 930. the penguins play the bruins on the road. that game starts at noon. then the news continues at 430 on the court. steph curry does goes down. that is during the warriors loss to the bulls at chase center last night. here's abc seven sports director larry beil. >> good morning everybody. it's not great but it's not terrible

either steph curry sprained ankle not as bad as originally feared. curry rolled his right ankle in the warriors loss to the bulls on thursday night. that injury occurring late in the fourth quarter. you can see right there steph an obvious pain. you know he's had a long history of ankle issues. but the good news is the mri came back clean so there's no structural damage. curry definitely not playing tonight against the spurs. after that we'll see. depends on how his ankle responds to treatment. it's only 20 games left in the regular season for the warriors. they're hoping steph misses only a few games and is back soon to help the dubs make a playoff push. >> we're going to miss him if he does have time off, we've been this position before where he has had time off and we just got to do it collectively and, i know he'll, be ready to go when he does come back, whenever that is. we just want to wish him a speedy recovery and to take his time. >> so here's a look at the upcoming schedule. the warriors have two games with the spurs, home and away. they visit dallas and the lakers. those are teams the warriors are trying to catch

weekends of 2024. >> yes, there has been many rainy weekends, but today not a washout. this system only affecting the north bay. but tomorrow we're going to see that level one move through the entire bay area. but not until the second half. late in the day, there's a look at what we're expecting today, slowly moving towards the north bay and then washing out after the morning hours 53 in oakland, it is 44 in sonoma, 50 in san jose. so beautiful day yesterday. today it's hit or miss showers. tomorrow evening we'll get wet and breezy. conditions kind of gusty along the coast. that's the system where everyone will see some showers and then by the end of the week we're talking a lot of sunshine offshore winds even into wednesday, the warm up, we're going to see temperatures well into the 70s today. starting out with the cloudy skies. there's the system that just falls apart as it pushes through the north bay in the morning hours. then by the afternoon we get a wind shift and we'll see some partly sunny

conditions getting into your sunday, we're back into the clouds 4:00 in the afternoon. soon the cold front is sitting offshore and then by the evening hours it begins to press across the bay area, dropping anywhere from a couple of hundredths to about a third of an inch of rain. and then this last system on monday will be pretty weak, almost like the one that we're going to see today. this is the rainfall for your saturday. you can see 1/100 in novato, 2/100 in santa rosa. nothing for the rest of us. and then as we get into your sunday night over a 10th, perhaps in hayward, maybe a third of an inch elsewhere from richmond, perhaps up in the north bay, a quarter of an inch. also, half moon bay for the sierra nevada. it's a winter storm. watch as we get into the west slopes of the sierra nevada. an advisory that is from sunday morning through tuesday, 10 to 18in above 5000ft, and the peaks could see up to two feet. wind gusts to 45 miles an hour. so certainly not done with the snow. and we will be looking at that snowfall up to about a foot

first, san francisco's union square will be in bloom. a dazzling display of spring flowers will be there for tulip day. it's the sixth time the city will host this event from 1 p.m. to 430, and access to the event is free and so are the tulips in san francisco's giants are holding fan fest from 10 to 3. you can expect giants alumni. access to restricted areas and of course, the merchandise you can take home. this year's event also features new hologram technology that allows fans to interact with the players in scottsdale. that's where they're playing for the spring training game today. this year's local women's march in honor of international women's day yesterday was done so in solidarity with the palestinian people. hundreds gathered on market street in san francisco with a coalition of organizations. one organizer says this collective resistance honors the fact that violence against women is often linked
