a car hurting several people. the aftermath of the head on crash as officials try to figure out what happened just moments before. good morning. it's saturday, march 9th. i'm stephanie sierra. we'll have more on that story in just a moment. but first, let's check in with lisa, who's tracking yet again, some more rain on the way. yes, that's right. >> and we also have our last somewhat early sunrise, the sun coming up at 628. remember, we lose that hour of sleep tonight and the sunrise tomorrow will be a lot later. as we look at live doppler seven right now, you can

see some moisture to the north and west of us. it's a very weak system that may get the north bay wet. otherwise it's a level one for your sunday. gusty winds and rain arriving late in the day. beautiful view from mount tam, and you'll notice that temperatures are on the milder side. 53, san francisco 48.5 moon bay. good morning. the exploratorium camera is so pretty there, with partly to mostly cloudy skies. 43 in napa. and as we go through the next couple of hours, the milder start, the cooler afternoon as we look for clouds for most of us. but the few isolated showers in the north bay and temperatures will be in the upper 50s to the lower 60s today. stephanie. >> all right, lisa, thank you. now back to that incident in the east bay. more than a dozen people were injured in that collision that happened at 54th and international boulevard. now authorities are trying to figure out what led up to the crash. here's abc seven news reporter tara campbell, a head on collision friday evening in east oakland. >> an ac transit bus and car

colliding skies seven capturing the aftermath as emergency crews responded, international command . >> multi-max involving an ac transit bus and reports of people trapped up the block. i'm investigating now. a third covid-19. >> additionally, the crash happened around 5:00 in the evening near 54th avenue and international boulevard. >> i got three three patients in a toyota corolla participacion en la calle hasta la policia, a witness telling us one man had to be pulled from a car fire crews say three vehicles were involved, injuring at least 14 people. >> and a spokesperson for ac transit says 12 of those injured were on the bus, including the driver. >> the information that i have from our crews is that everyone was conscious and speaking on board our bus, as for how many people were on board the bus, he says that's still unclear. it does appear that uh- other

riders were on board and did not sustain injury, and left the scene on their own accord, he says their road supervision crew was on scene, talking to witnesses and trying to piece together what caused the crash. the facts seem to suggest that a chrysler 300 was traveling in the southbound lanes of international boulevard. it broadsided another vehicle that was attempting a left turn. the impact between the two cars sent the chrysler 300 over the center median and into the northbound lanes, and struck the temple line one bus head on. >> police investigators were also on scene, beginning their investigation into the accident. tara campbell abc seven news this morning we have a disturbing story involving an animal rescue shelter in hollister. >> the shelter was raided by police and the owners are under arrest. they're accused of neglecting the animals they promised to save and find homes for. abc seven news reporter lauren martinez spoke with a

woman who recently adopted from the owners. hollister police rescued hundreds of animals from inside this home. police made the discovery on thursday. they said cats and dogs were living in deplorable conditions without food or water, and housed with built up feces. police arrested a couple for felony animal cruelty. they said the two were founders of an animal rescue organization called spca pet a palooza rescue inc. >> when i read about it, i was just taken back. it was it was absolutely taken back. >> hollister resident sherri said she connected with one of the organization's founders through facebook last weekend, and adopted two cats on sunday. >> you could tell he cared. he brought a big bag of food and the ears were clipped, meaning they were spayed and neutered and i was just shocked. i was absolutely shocked when i read it was the two of them that that was arrested. >> police said 200 cats with extreme medical conditions and 13 dogs were saved from the

property. the acting deputy director of san jose animal care and services said people may be well intentioned when running rescues, but overcrowding is detrimental. >> just because you can set up another crate doesn't necessarily mean you might have the personnel to actually adequately provide that that care. so it really puts the entire population of animals at risk for people looking to adopt from a shelter or rescue agency, ask questions and observe conditions of how they're transported by simply asking, how many animals do you currently have in your facility? how much? how many spaces do you have uh- for the animals? is this a facility that you're able to go and visit outside the home off el toro drive? >> a do not enter sign is posted on the door. we spotted several cats wandering around the front yard for animal advocates like sherri, she hopes people make the right decisions. >> if they're overwhelmed, just reach out for help. you know,

there's so many people that love animals. i know there's just so many people that would have been here for them. >> that was lauren martinez reporting the animals went to different shelters and rescue organizations to get the care they need. now to this, some people are questioning the safety of traveling by airplane after several plane mishaps this week. the latest happened yesterday when a plane from sfo made an emergency landing at los angeles international airport for the second day in a row. now, one of the planes three hydraulic systems failed. thankfully, no one was hurt, but that was the fourth incident involving a united jet. this week. one plane skidded off a runway into the grass in houston yesterday. passengers were evacuated there. a wheel fell off a plane above sfo on thursday, damaging cars below, and then flames shot from the engine of a plane over texas on monday, abc news spoke with an aviation expert to give some

context to these events. >> through looking at the numbers, we have about 92,000 flights over the world every day, and that's a lot of hardware flying around and things i don't want to say are routine. when you lose a wheel, that's certainly not. but these are not seemingly connected, this is really the most safe form of transportation. there's no question about that. the numbers really prove it. >> united says these incidents are unrelated and they are working on repairs in the east bay. fire crews are monitoring a brush fire along the san joaquin river. it's sent a large plume of thick black smoke that was seen across antioch yesterday afternoon. 50 firefighters responded to the fire at west fourth street at o street in antioch. calfire says it burned about 19 acres and was contained by 7 p.m. no structures were threatened and thankfully no injuries were reported either. it's not known what exactly started this fire in san francisco. a water main break left a mess near stern grove. water shot up dozens of feet.

and hopes to launch emergency maritime aid this weekend. and here's a look at the latest preparations to get food supplies to civilians struggling to get their basic needs in the war torn area. this new video overnight shows the latest airdrop of humanitarian aid. sources confirmed to abc news. five people were killed during an airdrop similar to this one yesterday. it was not an airdrop by the u.s. meanwhile, the idf is building a road to split gaza into two, implementing a security plan to control the territory. the parents of hirsh goldberg poland, are calling for an immediate cease fire in the israel-hamas conflict. 23 year old hirsh is originally from berkeley, but last year he was living with his family in israel. he was taken hostage by hamas at a music festival on october seventh.

>> i don't think that perfection can be the goal in this kind of complex global negotiation. it's how do we find something where everybody gets much of what they're looking for, and everybody also sacrifices a little bit? >> well, and that's the nature of compromise. the regular people are suffering and have paid and it's enough. it's enough from all sides. it's enough talks between israel and hamas over the release of dozens of israeli hostages held in gaza have stalled. >> there was a new push by the governor of that may not only build a better bay area, but also build a better state. it's called the california service corps. now they want to recruit thousands of young people who can make a difference in their communities by taking climate action, tutoring or mentoring students, helping feed the hungry, and more. abc seven news anchor dan ashley spoke with

california's chief service officer. >> governor newsom launched the california service corps to unite californians and to empower them. and now we're recruiting over 10,000 paid service members throughout the state. >> what kind of pay are we talking about? >> we're talking about debt free pathways for college, for those who are involved in our college corps program, we're also talking about receiving a living stipend of $30,000 and a scholarship of $10,000. if you commit to serving for a year and a whole variety of other options as well. >> california's service corps is the largest service force in the country. all right, the countdown is on. we are one day away from the oscars. in addition to the films themselves, fashion is also a huge component of the event. and of course, the red carpet. abc seven news reporter luz pena is in los angeles with our oscars coverage. >> the oscars are a time to celebrate film. >> economic justice is right and wrong, and also a pivotal time

for fashion designers to get their masterpieces on the red carpet. >> this one actually attended obama's inaugural ball. >> so before i headed to hollywood, i was on a mission to feature several bay area fashion designers on her oscar weekend coverage. my first stop, oakland school for the arts. >> these are our middle school students, sixth through eighth grade. >> stephanie verrier is a fashion design chair for the school. you've been very successful as a fashion designer, but i also love that you're giving back to the next generation. >> the students here are just like, they're so talented, and it's definitely proof that if you can give students and children access to resources to the arts, that they can really thrive and grow. and yeah, i get to be part of the next generation of fashion designers kind of handing down my wisdom and my years of experience in the industry onto them. >> verrier and sacco is the

fashion line she created with her business partner and fashion school friend, kimmy sacco. since 2008, success has followed them. >> one of our gowns is going to be archived at the de young museum. it's pretty huge. yeah, yeah, we'll be the only living bay area fashion designer archived at the museum in the couture department, in the back of the classroom. >> i helped her roll out one of her masterpieces. >> we're bringing these gowns out for you to try on. >> one of them was featured on vogue magazine this year. and now she's lending me one of her gowns to wear on the red carpet. >> oh my gosh, that color is amazing. >> all right, here's dress number two. oh my gosh. how are you going to choose that looks amazing. >> they're both beautiful movie directors and fashion designers both know it takes years to turn their vision into reality. one of the key players in the bay area fashion world is shirin hashem, founder of san francisco

fashion community week. >> i feel that san francisco is all about that. there are so many, emerging artists, emerging designers. >> shirin put us in contact with our next designer, ibibio. one of his dreams is to see his gowns at the oscars. i love this, actually. >> and it fit you well, joe. kicking it. that's how i work it . just keep kicking it. >> pio is from nigeria and fashion is in his dna. >> i came from ninth generation of weavers from nigeria. my father is a designer. my mom is a weaver by parent design for nigerian royalties. kings and queens. >> everything you design is custom and is so grand, so beautiful. do you think of your customers as royalty? we have my customer who come here. >> i think them as a royalty. to me that that's the way i see every anyone who wear my clothing. i see them as a royalty, 200 to 200 or 300 over

amazing. i thought so, yeah. we'll see. we'll see what happens. yeah >> heard a lot of good things about that. and boy, what about the weather yesterday the day before. beautiful. today we have changes. bringing back some rain and unsettled conditions. not only for the weekend but into early next week before things really turn around for more spring like conditions, here's a look at live doppler seven, where activities in far northern california. but the clouds have spread far to the south. the system is going to wash out throughout the second half of the day throughout the bay area. we may even get some sunshine to the east bay and south bay later on this afternoon. 52 san francisco and oakland, 50. in san jose. you can see the clouds over the city there, the sun coming up at 628. it sets at 611. and then tomorrow, not up until 730. 44. santa rosa, 43, in petaluma and napa with 45 in livermore. pretty view from our exploratorium camera hit or miss showers today, mainly in the north bay before noontime. then we're getting into more rain and

gusty winds for your sunday level one system, and then for the middle to the end of the week. next week it's sunny and offshore flow and 70s arriving. here's a look at the sunrise at 628 727 tomorrow. and then by the time we get to june 20th, the summer solstice, that longest day of the year, the sun coming up at 547. so it will be dark certainly for the next several weeks. in the morning. but of course, we get that extra hour at night. so as we go through the morning hours, you'll notice that the system just falls apart. so if you see any rain at all, it's going to be north of the golden gate bridge in the next few hours. then we'll have cloudy skies, get through sunday with the clouds, and then by 4:00 you can see a stronger system just off the coast of the north bay, pushing through in the evening hours. this is 7:00 and so we've got rain for everyone. that level one system and some pretty gusty winds throughout the evening hours. yet another one to come for later on monday.

this is 10:00 and your monday is dry, but monday evening things will begin to get wet once again. couple hundreds, then to the north bay today, adding in your sunday. the gusty winds a quarter of an inch for some of you. only about a 10th through fremont mountain view, san jose, maybe 5/100. and then the sierra nevada. picking up more snow for the west slopes tomorrow through tuesday, 10 to 18in above 5000ft. and so that could be about a foot for you. tahoe city a little more than that in donner. so highs today with a partly sunny afternoon later on today. low 60s for fremont and san jose. maybe a sprinkle up in the north bay, then 61. the accuweather seven day forecast level one system. today the oscars and that less than one hour you will not have all that sleep that you hope for unless you sleep in tomorrow. as we change the clocks, bringing forward level one system monday and tuesday. so tomorrow, rainier and windier and today

our guy with johnson, he is there live from hollywood along the red carpet. he's got the fierce competition, the big predictions. what will he wear for. you don't want to miss it. that's all coming up right here on gma. >> a state rebate offer for electric vehicles was so overwhelmed, it actually ran out of money. and this morning we want to tell you the story of one bay area man who found out the state canceled his application. not because he applied too late, but because he applied one day too soon. abc seven news anchor karina nova has this story from seven on your side. >> and that's exactly why i'm so frustrated. jonathan semenov was counting on a $7,500 rebate to help pay for his tesla model three without breaking the family budget. that was the only way that it made sense for us to move forward with procuring an electric vehicle. >> he applied for the rebate through the state's clean vehicle rebate project, which offers the incentives as california pushes toward a goal of electric only car sales by

2035. we live in the right area. >> we have the right income as long as we purchase the vehicle filled out the application, we would qualify for the rebate. >> so jonathan went ahead and bought this tesla last july. then he immediately applied for the rebate as officials were warning the program could soon run out of money. the state was getting thousands of rebate applications every month. >> there was a lot of paperwork required. we had to give them access to our w-2s, our lending agreements, our tax records. >> jonathan submitted all the documents and waited for his money and waited. the program did run out of funds and stopped taking applications. last november, jonathan figured his rebate was still being processed. >> it was my birthday morning. i was sort of excited because i thought, oh, what a great birthday present that they're going to let me know today that they've released the funds, but not so jonathan got an email in january. >> there was no rebate. >> they said your application has been canceled. and my

immediate response was, wait a second. >> officials told him his application was dated one day before the purchase went through. turns out tesla didn't process the paperwork until after midnight, and by rule, rebate applications must be submitted after the purchase is complete, not before. even if it's only a one day difference. >> and so we're canceling your application based on that. and that was astonishing. astonishing. >> what was worse, his application was automatically canceled way back in july. but no one notified him. now, six months later, it was too late to correct the mistake. funds were gone to me. >> uh- this is just government gone awry. we need to do better. >> state senator bill dodd criticized the way the program handled his case. >> you apply one day early, you know, if you're going to reject it because of that, they should have sent an automatic email back. i'm sorry, you're one day too early.

>> the state's air resources board, which oversees the rebate program, said the agency cannot make exceptions even for a minor mistake. even if he was qualified. a spokesperson said jonathan wasn't notified in time to correct the date because the program was overwhelmed with applications telling us, quote, staff was processing upwards of 16,000 applications a month. unfortunately that meant a delay in mr. seminoff receiving updates. >> they should have warned those people. there's no excuse for that. they should have realized that this onslaught was going to come and staffed up for it. >> this is not fair to the average person who's going out into the market buying an electric vehicle based on this rebate program, and then losing those funds for seven on your side. >> karina nova, abc seven news. >> so frustrating. it's possible thousands of applicants missed out on a rebate because the funds ran out in november, and the state is still figuring out how many people were actually denied. and our next half hour

40s here in the north bay and napa. but overall warmer for everyone this morning, anywhere from four to about nine degrees milder due to the overnight cloud cover. so as we get to about eight 9:00, we're in the 50s and could see a few light sprinkles up through santa rosa, petaluma. by the afternoon, we get a wind shift, the clouds thin out a bit and we'll see some low 60s return to our inland valleys. but a far cry from yesterday's low 70s. we'll talk about when we get back into the 70s. but that level one system arriving for more rain, tracking it out for you for your sunday in a few minutes. stephanie. >> lisa. thank you. happening now a bay point neighborhood is on lockdown because of police activity. if you live near chadwick lane, lancaster circle and lancaster lane, you're told to stay inside and close and lock all windows and doors. now, authorities did not specify why the lockdown is being issued, but police are asking people to stay off their phones and not to call 911 unless it's an

emergency. this, of course, is a developing story and we will stay posted as soon as we learn more information. new this morning the senate averted a partial government shutdown late last night. here's a live look at the u.s. capitol right now. the senate voted 75 to 22 to pass a package of six funding bills to keep numerous programs funded through the end of september. the bills now head to the president's desk to be signed into law. now, to your voice. your vote. president joe biden hoped to build off his momentum from the state of the union as he hits the campaign trail. abc news reporter derek dennis shows how he's sharpening . some of his attacks. >> president biden hit the campaign trail friday, speaking at a rally in philadelphia following his fiery state of the union address thursday, biden, starting off the speech taking direct aim at his republican rival, donald trump. >> folks, our freedoms really

to do. >> both biden and former president trump are set to campaign in georgia this weekend. derek dennis, abc news, new york. a federal judge has dismissed a texas lawsuit against a biden administration migrant policy. >> the lawsuit focused on a humanitarian parole program benefiting migrants from cuba, haiti, nicaragua and venezuela. the program allows up to 30,000 migrants from those countries who have american sponsors to come into the u.s. on a monthly basis. texas argued the program exceeded the administration's authority and cost the state a significant amount of money. now, the judge said, the parole system actually reduced administrative and out of pocket costs because of the number of migrants trying to enter from those countries is actually down . closer to home in the north bay, these boats resting on dry land represent a milestone in the preservation of richardson bay. the boats are the last ones

to be removed after being illegally anchored in the bay off marin county. conservationists say the anchors damage eelgrass, a vital food source for migratory shorebirds. housing vouchers are being offered to residents of the boats that were removed. it is the end of an era for a dining ha which served unhoused people isanta rosa for the past 60 years. the saint vincent de paul community kitchen is now closing. abc seven news reporter cornell bernard says organizers are hopeful a new location can be found. >> today is our last day here, and, i'm sad about it. >> it's the speech sam never wanted to give. sam and his staff have volunteers saying goodbye to their regular guests at the saint vincent de paul community kitchen. >> i'm feeling sad, to be honest. because, not because of what i do, you know, but because of the people that i serve.

it's 642 in san francisco. the chinatown night market made its return, and it will now be a monthly event. the civic joy fund decided to bring the event back after thousands came out for the last one in november. during the apex summit. the market features local vendors, performances and music along grant avenue. >> we want to help revive the community, and this kind of night market brings so many people out, and we want to see that them to see that chinatown is still alive and kicking and we're raring to go. i just want everyone to know to come check out the market and hope it here is here to stay. >> yeah, i'm really happy they're bringing this back, so hope it's something to say.

of hockey right here on abc seven. first, the devils take on the hurricanes at home in new jersey. face off is at 930. the penguins play the bruins on the road. that game starts at noon, then the news continues at 430 on the court. abc seven sports director larry beil explains what recovery will look like for steph curry after his ankle injury. this week. >> good morning everybody. it's not great, but it's not terrible either steph curry sprained ankle not as bad as originally feared. curry rolled his right ankle in the warriors loss to the bulls on thursday night. that injury, occurring late in the fourth quarter. you can see right there steph an obvious pain. you know he's had a long history of ankle issues. but the good news is the mri came back clean so there's no structural damage. curry definitely not playing tonight against the spurs after that we'll see. it depends on how his ankle responds to treatment. it's only 20 games left in the regular season for the warriors. they're hoping steph misses only a few games and is back soon to help the dubs make a playoff push.
