that breaking news is on the bay bridge, where there was a report of a shooting tonight that injured at least one person. it led to a massive backup while police investigated. good evening. i'm karina nova. this all happened just before 830 this evening. all lanes on the bridge reopened just about 30 minutes ago as police wrapped up their investigation at the scene. but a terrifying saturday night for sure. abc seven news reporter tara campbell joins us live. she just got to the bay bridge toll plaza a short time ago. tara, can you tell us what happened and how bad traffic was? because i know you were in it. >> yeah. karina. well, as you're

saying, earlier tonight, a woman was shot while heading east, bound just past yerba buena island, and we were able to get some footage of police on the scene investigating on our way over here. you can see there are multiple officers on the scene beginning this investigation, this closing all the traffic down to one lane, causing a massive backup. you can see on both the bridge and the on ramps. now, calls for this shooting came in to both chp and san francisco police just before 830 this evening. >> it looks like a callback is advising that they were shot. they were heading eastbound towards oakland inside a blue toyota camry. again, medics are responding as well. code three. they were shot going through the tunnel. >> gunshot victims in the leg, conscious breathing >> now, we do know that there were multiple shots fired. the woman was taken to the hospital, and police say they're not sure

of the motive. they are still searching for a suspect. karina all right. >> tara, thank you so much for that update. the garage of a home went up in flames in san jose today. neighbors called 911 and firefighters were able to get it under control. about after about 90 minutes, crews were on scene for hours managing the aftermath near north daniel way in interstate 880. >> he said when i was talking to my neighbor, one of his friends was there, walked in the back and said, hey, you got something that's on fire. and before they could do anything, it was already up and over the back of the house. it was it was depressing to see the look on his face. >> that neighbor tells us the homeowner is okay, and the structure that burned was the man's office for his carpeting business. it a propane tanks, chemicals, and torching supplies. other people living in the duplexes on the property had to evacuate. no injuries were reported. we want to turn now to the weather and

we have rain in the forecast through tuesday. spencer joins us now. the storm impact scale is back. spencer, we did get a little bit of a break. >> so that's good a little bit of a break. >> rain is back. >> it is coming back. it's coming back tomorrow and tuesday as you pointed out. so let's go right to live doppler seven. you can see that there's moisture in the atmosphere that's being picked up on our radar right now. it's not raining here in the bay area yet, but you see the clouds streaming in though that represents our next storm which will arrive late tomorrow. so let's go right to the exclusive abc seven storm impact scale. and you can see that tomorrow we'll have some late afternoon and evening rainfall. highest rainfall totals will be in the north bay, accompanied by southerly and gusty winds. here's a forecast animation starting at 2 p.m. tomorrow, at which point it will be raining lightly in the north bay. not until about 8 p.m. or later will it swing south and east of the golden gate and hit other parts of the bay area before swinging out of the bay area before the monday morning commute begins? but then a second wave of rain comes in late monday into

tuesday, so we've got a couple of rainy days coming our way. i'll show you the rainfall totals by 11:00 tomorrow evening, just up to about a quarter of an inch south of the golden gate. a little bit more than that up north. but good news is we've got some sunny and warmer weather coming our way later in the week, and that will all be my accuweather seven day forecast a little bit later. >> coming up. all right. we'll look forward to that. thank you. spencer. new at 11 in oakland. a rally was held by those campaigning to recall mayor shang tao and now small businesses are considering a business tax boycott in the face of rising crime. abc seven news reporter anser hassan has an update on that recall process. >> we are here because oakland deserves better than what we have been receiving. yes. >> saturday afternoon, the organization oakland united to recall shengtao or oust held a rally to update where they are on the recall process. they need 25,000 signatures by july to get the recall on the november ballot. they already have 13,000. >> the question is, what has she done to try to make things better for oakland? what has she

done? she's not done anything. >> former alameda county superior court judge brenda harbin forte, also known as judge brenda, is the lead proponent in the recall of mayor tao. the firing of oakland police chief laurent armstrong, and missing a deadline for millions of dollars in state funding to tackle retail theft are among the top concerns. >> you don't hear any of them talking about what a great job she's doing as mayor. >> judge brenda acknowledges that oakland has been struggling with many socio economic issues before tao took office, but she adds, the mayor has had a year to come up with her own solutions. >> what are you doing about east oakland? if you look at what's going on out there, what are you doing about that? so it's just it she needs to go because she doesn't even have a vision for oakland mayor tao wasn't available for an interview, but in a written statement to abc seven news, she writes, my focus is fighting for a safer, more affordable and more prosperous oakland. >> i ask all oaklanders to help me achieve that vision with hope

and collaboration, and push aside fear and division. >> we need police officers and you can say that we got 713 police officers. my question is, where are they? because i don't see them. >> meanwhile, jose ortiz, who runs la perla restaurant in oakland, is calling for a business tax boycott. he says he's talking to lawyers about the legality of such a move. he doesn't support the recall of mayor tao, but adds small businesses need to send a message to city hall. >> i want service, i want police officers to patrolling the streets of oakland and particularly the diamond district. i want the street to be more clean. i want the homeless to finish with that issue that has been dragging for years in oakland, anser hassan. >> abc seven news. >> new developments a suspect is in custody after a nine hour long standoff in contra costa county. the sheriff's office says it began after they found a man shot near lancaster circle in bay point around 1:30 a.m.

deputies were alerted to a potential suspect in that case inside a nearby apartment. residents were warned to stay in while officers negotiated a surrender. the suspect was finally taken into custody and the lockdown lifted just after 1030. new details on a fire that destroyed a boathouse in marin in january, according to the marin independent journal. the fire department believes it could have been caused by a fireplace malfunction, but investigators remain uncertain. the boathouse at the end of a pier dated back to the 1930s. the owners have plans to replace it. the nick's cove restaurant staff is working with the county on a plan to demolish and remove the burnt structure. by summertime. some people waited in line for hours today for a chance to pick colorful flowers to take home, as abc seven news reporter cornell bernard tells us, city officials hope the tulip day celebration will help the struggling shopping district at union square blossom again. >> the beauty is jaw dropping. a

rainbow of 80,000 tulips stretching across union square free for the picking. was it worth the wait? >> yes. >> becky cortez came from l.a. and stood in line five hours to celebrate tulip day and take home a maximum of eight stems just to be one of the first people in line and to be able to pick up the flowers like the best quality flowers before the sun starts to get here. >> to get the photos, we want to keep this line going. thousands of people lined up and that line was epic, stretching around union square. >> really crazy to see all these flowers and see everyone come together. so i wanted to be a part of it. >> the event started in 2018, blooming from a relationship between san francisco and the netherlands, inspired by tulip festivals in amsterdam. but this year it's about more than just pretty flowers. >> this shows us that union square is forever. >> union square alliance ceo marissa rodriguez says the blooms offer some brightness over dark headlines of retail

resort to shut down last week. skiers who hit the slopes early say now is a good time to come to the area. the vibes are great. >> it's a great day. it was a little icy yesterday. everything softened up. it's great. the park's ripping. yeah, it's a good day. >> last week's blizzard brought record breaking snowfall, reaching more than ten feet in some locations in the east bay. there are concerns after officials discovered algae may be the cause to oakland's lake merritt red water. the city first reported the red discoloration thursday. officials believe it was caused by an algae bloom. the bloom produces a toxin that sucks oxygen out of the water, suffocating marine life. though they say this bloom isn't as severe as ones in the past, we're counting down to the oscars tonight, and we are less than 17 hours away from hollywood's biggest night. nominees with bay area ties are already in los angeles, including one filmmaker who could take home a gold statue for best documentary short. abc seven news reporter luz pena hit

the red carpet today, where the final preparations are underway. >> it's almost oscar sunday and the red carpet is rolled out with crews putting up the finishing touches just hours before hollywood's biggest night , we caught up with bay area nominees arriving to los angeles , eager for sunday. >> i am looking forward to, being in that environment, soaking it in, you know, celebrating it with, you know, people from our team and but also with my fellow filmmakers from, from the other teams, we get to go to all these cool events. and, you know, i'm speaking to my, you know, my cinematic heroes, right? there's like martin scorsese, you know, there's like, alexander payne, you know, and these amazing actors that that i've watched, you know, for the last couple of decades, they're just there and they're lovely and they're having conversations with me. >> leo chang is one of three bay area directors nominated in the documentary short category. >> it's been really incredible, that there are two other bay area filmmakers in my category. one of them is actually a really

old friend that i've known for 15 years. >> he's documentary island in between is his most personal work yet, focusing on the taiwanese islands of kinmen, just two miles off the coast of china. >> my film is a personal exploration of the taiwan strait situation. through my family's history, and also my transnational background as somebody who has both taiwanese and american passport. >> he also caught up with another bay area oscar nominee, christine turner, at the women in film oscar event on friday. she is one of 75 women nominated for an academy award this year. she directed the documentary the barber of little rock. >> i'm just excited to be celebrating with other women to all be meeting each other. i'll be in the same room, it's thrilling. >> this year, 32% of oscar nominees are women, a record year. the last time so many women were nominated was in 2021. music legend diane warren is one of them. congratulations.

rainy night, rainy evening. yeah, tonight we have no rain, but the clouds are increasing. here's a look at live doppler seven. and the radar, of course, is picking up some moisture in the atmosphere. that's why you see some green there. but it is not raining right now. but as we animate the maps in the satellite and radar, you can see the clouds moving, streaming in our direction, bringing the next round of rain, which will begin late tomorrow. right now, though, we've got really calm conditions, hardly any wind speed to pick up at all. and up in the north bay where the clouds are getting thicker and the rain will arrive first. it's a few degrees cooler than at this time last night. all other regions where it's not quite so cloudy yet are a couple of degrees warmer than they were last night. so here's the view from sutro tower looking out over san francisco, where we have 5 52 degrees. also 52 in oakland, mid 50s at hayward, san jose, 52 at san mateo and 46 at half moon bay. a view of the bay bridge, where lower level traffic is moving. much better now of the temperature readings. low to mid 40s at santa rosa, petaluma and napa. low 50s at concord and livermore. and let's check out our forecast headlines

overnight. clouds will continue increasing tomorrow late tomorrow afternoon and evening is when the rain will begin to arrive in the north bay first, along with gusty wind and then beginning of beginning midweek. next week it'll be sunny and much warmer overnight tonight as the clouds thicken. look for low temperatures mainly in the mid to upper 40s, so a relatively mild overnight period except far north lakeport, where lows will drop down to about 37 degrees. then tomorrow under increasingly cloudy skies with rain just beginning to push into the northernmost part of our viewing area, we expect high temperatures to range only from mid to upper 50s in the north bay. other locations we'll see highs in the low 60s. it will be a little bit milder south and east, so the exclusive abc seven storm impact scale shows that this is a level one storm coming in tomorrow afternoon and tomorrow evening. highest rainfall totals will be in the north bay and again accompanied by gusty southerly wind. here's our forecast animation starting at 2 p.m. tomorrow, at which point there may be some light

sprinkles up in the north bay, but the main event won't really arrive until early tomorrow evening, and then it's going to swing southward and eastward later tomorrow night and just beyond midnight. we'll see this system sweeping out of the bay area just in time for the morning commute on monday, but late monday, another storm arrives. another round of rain moves through that will continue into early tuesday morning, and then we get to some clearing by midweek. rainfall estimates from that first round of rain by 11:00 tomorrow night, generally under a quarter of an inch south of the golden gate and a little bit more than a quarter of an inch north of the golden gate. and here is the accuweather seven day forecast. so once again, oscar sunday here on abc seven tomorrow. also tomorrow is the beginning of daylight saving time. and of course our level one storm. we also have level one storms coming in late monday into tuesday morning, morning showers on tuesday, and after that we start to dry out big time. look at wednesday, thursday, friday, sunny skies, high temperatures in the mid or maybe even mid to upper 70s friday and saturday inland and

donald trump. both candidates hit the campaign trail in georgia today after super tuesday wins. abc news reporter derek dennis has the details. >> president joe biden and donald trump, both in georgia, saturday holding campaign events in the battleground state. president biden in atlanta speaking to voters in a state he won in 2020 by less than 12,000 votes. >> our freedoms are literally on the ballot this november. donald trump and the maga republicans are trying to take our freedoms away. we're not going to let them take them away. >> once a republican stronghold, georgia is now competitive. >> three years ago, you helped the democratic ticket and won georgia presidential election for the first time in 30 years. >> biden on a tour of key battleground states hoping to build momentum following his fiery state of the union speech. >> you can't love your country only when you win. around 70 miles away, donald trump, addressing supporters at a rally in rome, georgia. >> the presidential vote in georgia so close in 2020. former

president trump was eventually indicted for his push to find 11,780 votes to overturn president biden's victory. there trump has denied any wrongdoing, seemingly confident he will win the state this time around. >> with your vote, we are going to win the state of georgia in an epic landslide. >> in his first rally since nikki haley dropped out of the race, the former president taking aim at biden. >> joe biden gave the most divisive partizan radical and extreme speech ever delivered by a president in that chamber. not even close. rather than trying to bring our country together, he tried to cling to power by tearing our country apart. >> georgia voters will cast their votes in the state's republican and democratic primaries this coming tuesday. derek dennis, abc news, new york. >> five firefighters were hurt while battling flames at an illegal cannabis facility in los angeles. the fire broke out inside the building downtown this morning and it was badly damaged. cadaver dogs were brought out to check for any

missing people in the burned building. no word on whether anyone was inside. the injured firefighters were taken to the hospital and are expected to be okay. the cause of that fire is still under investigation. new developments. now, the u.s. department of justice has opened a criminal investigation into the alaska airlines door plug incident, according to the wall street journal. the doj is contacting passengers and crew members who were aboard the january 5th flight. the boeing 737 max nine jet's door plug blew off about seven minutes after taking off from portland, oregon. alaska airlines released a statement saying they are fully cooperating with the doj's investigation. an investigation is underway after a deadly national guard helicopter crash at the us mexico border in texas. two national guard soldiers and a u.s. border patrol agent died. two men and one woman, one soldier survived and at last check is in critical condition in the hospital. authorities say they were

conducting a routine aviation operation, patrolling and following people who were crossing into the states. we don't know what led to this crash yet, but people describe what they saw. it was about maybe 150ft or maybe 100ft. >> and it started a rapid swirl, a rapid swirl turning around in a circle. that's where it crashed right over here. >> the helicopter crashed in about 3.5 hours south of san antonio. no one on the ground was hurt. fire detection sensors are being placed throughout maui and other islands of hawaii. the maui mayor says having an early detection system will give first responders a critical advantage in protecting the community. the sensors can detect heat specific to wildfires by using artificial intelligence. the 80 new sensors are expected to be active by april 8th. the state is also adding emergency access roads as they rebuild. lahaina flooding due to rising sea levels could

be worse in the us than previously thought. that's because, according to a new study, not only is water rising, major coastal cities are also sinking. that includes san francisco and other bay area cities. abc seven news reporter suzanne fan spoke spoke with experts about this, and. >> san francisco is one of several local cities sinking into the ground, according to new research. and that mixed with rising sea levels could make flooding even worse in the coming decades. the new information comes from a paper published in nature that studied subsidence or sinking in 32 coastal cities, including san francisco, south san francisco, oakland, richmond, foster city and santa cruz. >> subsidence is part of the problem, but for the bay area, what's unique to us is our triple whammy of sea level rise, rising groundwater and lowland flooding for more extreme storms. >> warner chabot is with the san francisco estuary institute, an environmental science research

institute focused on the bay and the delta. >> the bay area is ground zero for climate change and sea level rise. we're literally 8 million people living in a bathtub, the report said. >> it's too late for mitigation efforts, so we need to adapt. efforts are underway to control flooding in the future, foster city is improving its levees, and in san francisco, there's a plan to elevate the ferry building and most of the embarcadero seven feet into the air. but that plan introduced back in january, would need approval from congress. our future depends on taking action now. >> this is why the draft plan is so critical to protecting the city's seawall from earthquake and flooding risks. >> it's going to be a big price tag. >> it's going to cost a lot to make all the suggested improvements across the bay area, the cost over the next 25 years to prevent lowland flooding by the year 2050 is about $110 billion of infrastructure improvements. >> we're going to have to make.

move onshore until late tomorrow afternoon and evening. so let's move along and take a look at the exclusive abc seven storm impact scale. this approaching storm is a level one storm, so tomorrow, late afternoon and into the evening is when we expect the rain to arrive first in the north bay, which will get the highest totals, and then it will be accompanied by gusty southerly wind as well. here's a forecast animation starting at 2 p.m. notice it's just barely going to be raining in the northern most part of the north bay. tomorrow at 2 p.m. then that line of rain sweeps down by about 8 p.m. to the golden gate and then beyond into the late night hours to other parts of the bay area, and it will start to clear out by monday morning when the morning commute begins. but that will be followed by yet another wave of rain monday night into tuesday. and after that, the good news is we can expect a string of dry days so let's skip over the rainfall estimates. get right to the accuweather seven day forecast. three level one systems coming our way into tuesday morning, then beginning on wednesday and going into next weekend. sunny. dry. much much warmer. mid to upper 70s by friday and saturday of next week. >> all right. i feel like we had a good rainy season this year,
