live now at five. shots fired on the bay bridge, causing massive backups for hours. at least one person hurt this morning as authorities are searching for a motive. good morning. it's sunday, march 10th. i'm stephanie sierra. before we get to that developing story, let's bring in meteorologist lisa argen. she has today's forecast. and lisa, we're waiting on some rain. yes. >> today is going to be dry. stephanie, it's the late afternoon in the north bay. and

the evening hours, we'll get that level one system that will bring a line of rain through the bay area. as we look at live doppler seven right now, it's well up to the north, and we're only going to get the tail end of it. but still rainfall will be with us in gusty winds later on. 47 in fremont it is 49. in oakland, 50 san francisco and up in the north bay cooler with 43 napa and sonoma. so we have the cooler temperatures to the north and along the coast. it's eight degrees milder this morning in livermore, so the level one system with the gusty southerly winds and a little bit more in the north bay than everywhere else when it's all said and done by five 6:00 cloverdale, santa rosa getting into some rain and then seven, 8:00 the front passes through san francisco. and later on tonight the south bay. so cloudy skies, some sunshine here and there. but throughout the day we're dry. showers begin after about 4 or 5:00 to the north will be in the low 60s for our warmest locations, and we'll talk rain totals for sunday, monday even into early tuesday. coming up.

>> lisa thank you. developing news now. authorities are trying to find out what led up to a shooting on the bay bridge last night. that left one person hurt and shut down nearly all lanes. police say a woman was shot while heading eastbound toward yerba buena island around 830 last night. you're looking at video of the victim's car. police say the suspects fired multiple shots at that car while it was going through a tunnel. we know the woman was taken to the hospital, but the extent of her injuries is not known. this morning. >> it looks like a callback is advising that they were shot. they were heading eastbound towards oakland inside a blue toyota camry. again, medics are responding as well. code three. they were shot going through the tunnel. >> gunshot victim to the leg. conscious breathing. >> authorities say they don't have a list of suspects or even know the motive behind this shooting. abc7 news was on scene as police investigated. and you can see all this led to massive backups on a busy saturday night . all of the lanes on the bay

bridge reopened at around 1030 last night. abc seven was the first to tell you about this developing news story on air and online. for breaking news alerts, direct be sent to your mobile device. you can download the abc seven news app. just be sure to enable push notifications in the south bay now everyone is safe after a garage at a san jose home erupted in flames. one neighbor tells us the homeowner is okay and that the structure that burned was the man's office for his carpeting business. it also stored propane tanks, chemicals, and torching supplies, he said. >> when i was talking to my neighbor, one of his friends was there, walked in the back and said, hey, you got something that's on fire. and before they could do anything, it was already up and over the back of the house. it was it was depressing to see the look on his face. >> neighbors called 911 and firefighters got the fire under control. after about an hour and

a half. it happened near north daniel way and interstate 880. others who live in the duplexes on the property had to evacuate in the east bay. there's a new push in the effort to recall oakland mayor shane tao. small businesses are considering a business tax boycott in the face of rising crime. abc seven news reporter anser hassan has an update on the recall process. >> we are here because oakland deserves better than what we have been receiving. yes >> saturday afternoon, the organization oakland united to recall sheng tao or oust held a rally to update where they are on the recall process. they need 25,000 signatures by july to get the recall. on the november ballot. they already have 13,000. the question is, what has she done to try to make things better for oakland? >> what has she done? she's not done anything. >> former alameda county superior court judge brenda harbin forte, also known as judge brenda, is the lead proponent in the recall of mayor tao. the firing of oakland

police chief leronne armstrong, and missing a deadline for millions of dollars in state funding to tackle retail theft are among the top concerns. >> you don't hear any of them talking about what a great job she's doing as mayor. >> judge brenda acknowledges that oakland has been struggling with many socioeconomic issues before tao took office. but she adds, the mayor has had a year to come up with her own solutions. >> what are you doing about east oakland? if you look at what's going on out there, what are you doing about that? so it's just it she needs to go because she doesn't even have a vision for oakland mayor tao wasn't available for an interview, but in a written statement to abc seven news, she writes, my focus is fighting for a safer, more affordable and more prosperous oakland. >> i ask all oaklanders to help me achieve that vision with hope and collaboration, and push aside fear and division. >> we need police officers and you can say that we got 713 police officers. my question is, where are they? because i don't

see them. >> meanwhile, jose ortiz, who runs la perla restaurant in oakland, is calling for a business tax boycott. he says he's talking to lawyers about the legality of such a move. he doesn't support the recall of mayor tao, but adds small businesses need to send a message to city hall i want service, i want police officers to patrolling the streets of oakland and particularly the diamond district. >> i want the street to be more clean. i want the homeless to finish with the issues that he's been dragging for years in oakland, anser hassan, abc seven news. >> we also have new developments in a story we first told you about on abc seven mornings. a suspect is now in custody after a nine hour long standoff in contra costa county. the sheriff's office says the standoff began after deputies found a man shot near lancaster circle in bay point, right around 130 in the morning. they were then warned of a potential suspect inside a nearby apartment. that's when neighbors

were told to stay indoors as officers negotiated a surrender. the suspect was eventually taken into custody. the lockdown was lifted after 10:30 a.m. new details on a january fire that destroyed a boathouse in marin. take a look at this. the fire department believes it could have been caused by a fireplace malfunction, but investigators remain uncertain. that's according to the marin independent journal. the boathouse at the end of a pier dated back to the 1930s. the owners have plans to replace it. the nick's cove restaurant staff is working with the county on a plan to demolish and remove the burnt structure. by the summer. all right. let's check in with lisa. how's it looking out there? >> it's pretty quiet right now. stephanie, we have our level one system later on today, so today is dry. we'll get a few peeks of sun and nice look outside here in san francisco. low 50s. we have a couple of rainy days ahead. not a whole lot of rain, some beneficial rain. we'll have

free for the picking. was it worth the wait? >> yes. >> becky cortez came from l.a. and stood in line five hours to celebrate tulip day and take home a maximum of eight stems, just to be one of the first people in line and to be able to pick the flowers like the best quality flowers before the sun starts to get here. >> to get the photos, we want to keep this line going. >> thousands of people lined up and that line was epic, stretching around union square. >> really crazy to see all these flowers and see everyone come together. so i wanted to be a part of it. the event started in 2018, blooming from a relationship between san francisco and the netherlands, inspired by tulip festivals in amsterdam. >> but this year it's about more than just pretty flowers. >> this shows us that union square is forever. >> union square alliance ceo marissa rodriguez says the blooms offer some brightness over dark headlines of retail departures in the square, macy's, the north face and zara recently announcing plans to

close. >> if you're sad when there's an announcement that a business that you love is leaving, think about the last time you came down. think about the last time you supported them. events like this activate this space. >> they draw people into union square. >> san francisco district attorney brooke jenkins believes the square is now safe for visitors, with police officers providing high visibility. we won that. >> union square is a place that is now safe that we are investing law enforcement resources in, so that when people come here, they're not worried about their safety. >> it's definitely sad to hear the news of the city and the financial situation. that's in. but coming here and seeing the flowers, i think definitely makes people feel better for a little bit. >> lifelong city residents know union square's comeback will take time, but for now, the flowers are blooming. >> you know, with all things they will change eventually, and i'd like to hope and think that good things will come out of it. and, that's if we'll continue to blossom and grow in san francisco. >> cornell, bernard abc seven news. >> more than a dozen community

programs in san francisco are about to receive millions of dollars in federal funding. the money will come from the $460 billion government funding package signed by president joe biden. $12 million are on the way to san francisco, and here are some of the other organizations benefiting from the financial boost that includes the homeless prenatal program and the glide foundation . we've posted a full list of projects receiving the funds over on our website abc seven news.com. the group bay area for iran gathered for a women's day dedication here in san francisco. they want to bring attention to the women life freedom movement, pointing out the discriminatory laws set against women in iran, recognizing the brave women who have either lost their lives or in jail as political prisoners, as well as highlighting the injustices that they're encountering in daily life. >> in iran, such as not being able to show their hair, not being able to do makeup, and then basically what our idea here is, everybody's holding a

sign of a law that prohibits women from doing something in iran. >> organizers say the goal is to raise awareness that is about human rights violations. new this morning, lawmakers for the city of san jose are applauding a police transparency bill that is now law. the measure adjusts current state law to give law enforcement agencies the power to disclose when and why an officer has been fired. agencies usually need to request to announce and detail the firing of an officer for misconduct. according to our partners at the mercury news, the city of san jose sponsored the bill following a sexual misconduct case involving an officer in 2022, in the east bay. now, there are concerns after officials discovered algae may be the cause of oakland's lake merritt red water. the city first reported the red discoloration on thursday. officials believe it was caused by algae bloom. the bloom produces a toxin that sucks

oxygen out of the water, hurting marine life. officials have said this bloom isn't as severe as past years. more california students will be attending uc schools in the fall. officials say the uptick is driven by a rise in applications from transfer students. california residents and students from historically underrepresented groups. applications rose by 9% between 2023 and 2024. transfer applicants from california community colleges are also up by 8. officials say the numbers show a rebound after pandemic enrollment declined across the country. well, skiers and snowboarders have been rushing to the sierra after the tahoe tahoe that is received a good dumping of snow last weekend. people hit the slopes at boreal ski resort to get ahead of the crowd, and palisades is also open after the blizzard forced the resort to shut down last week. skiers who hit the slopes

early say now is a good time to come to the area. >> the vibes are great. it's a great day. it was a little icy yesterday. everything softened up. it's great. the park's ripping. yeah, it's a good day at alpine meadows. >> there was a lift closure due to a power outage last week's blizzard brought record breaking snowfall reaching nearly ten feet in some locations. so yeah, this is a good weekend to go here at home though. that rain continues. lisa is tracking the latest on the timing. yeah we have a dry day today. >> it's going to come in later on tonight. this afternoon late in the north bay. so we'll show you that. and the totals. and actually a little bit more snow with a winter weather advisory for the west slopes of the sierra nevada later on today. but we are starting out with a later sunrise. 727 the sun comes up. it sets at 712 and we're enjoy the clouds by that time. and the rain, actually the cold front will be pushing through

the bay area at about 7:00 tonight. it's well up to the north. the bulk of the activity will be in the north bay, and we'll get the tail end of it throughout the evening hours. tonight, 49 in concord and oakland, it is 54 in hayward. this morning, some cooler temperatures up to the north in the low to mid 40s. 42 in sonoma with 44 santa rosa. look outside here. we've got a mostly cloudy day on the way. a few peeks of sun early on, and then the rain and the gusty winds arriving throughout the late afternoon in the north bay, sweeping through the bay area tonight and looking at some sunshine and much warmer temperatures and offshore flow wednesday into thursday. and that's going to last right on through the weekend. here's a look at the day to day. you'll notice the clouds out there and some sun. there's the cold front pushing through about santa rosa, cloverdale 4 or 5:00, and then san francisco into the east bay, seven 8:00. so by 9:00 we're looking at the peninsula. and then later on in the evening

throughout the south bay. here's a look at the start of monday. could see a few showers for your morning commute in the north bay. and then this system will move through through the overnight hours. so monday night into tuesday we have more rain, but by sunrise into tuesday early it's out of here. so we'll get into a sunny afternoon after that level one system late monday into tuesday, rainfall amounts this morning into the afternoon won't be anything, but by tonight we're talking just a couple hundredths here. so very light system, maybe a quarter of an inch in the north bay. and then adding in that tuesday system takes us to about a third of an inch. san francisco, maybe a little more than that in oakland, perhaps a half inch up towards santa rosa. winds will be an issue with this system as well. 5:00 it's windiest here along the north coast and then as that front pushes through those gusty winds accompany the cold front. so here's the winter weather advisory. 6 to 10in of snow above 5000ft. with those

francisco is helping people reclaim their lives. the salvation army's culinary training academy showcased the talent of aspiring young chefs, who are also overcoming addiction. i got a taste of their work that's helping build a better bay area. woo! this isn't just any ordinary kitchen serving up delicious dishes like this goat cheese caramelized onion tart. the work here goes far beyond that, serving up success. >> our whole goal is we want to train them basic skills and then help them find great employment. >> chef timothy tucker leads the salvation army's culinary training academy that offers a ten week program aiming to help people struggling with homelessness or addiction get a second chance. >> it's really, truly a mission.

academy awards. good morning. thanks for joining us this half hour. lisa is here. thankfully no rain on the red carpet expected. but for us here in the bay area they've had their share. >> yeah for sure down there. but upper 60s for the day in southern california was sun. while we have a weak weather system that will visit us later on this afternoon in the north bay this evening for the rest of us, with some gusty winds, it is 54, in hayward. good morning. this morning, as well as san jose, 50 in gilroy and up in the north bay. it's pretty chilly with those low 40s from napa to sonoma and that brings really the entire area of marin, sonoma and napa and along the coast, cooler, while it's milder over in contra costa county. so the rainfall increasing later on today. level one system, the highest totals will be in the north bay. those gusty southerly winds maybe some rainfall. 5:00 santa rosa, 7:00 in san francisco, perhaps 8:00 in oakland. and as we look at the morning hours here, it's still on the cool side, upper 40s to

during the march primaries, and the state ordered the city to build 82,000 new units, that is, by 2031. san francisco is already the second densest major city in the country, so the question is how is it going to support this growth? abc7 news reporter lyanne melendez takes a closer look. >> when the late dianne feinstein was mayor in the 70s and 80s, it was all about developing downtown. but when it came to the expansion of the neighborhoods, they were clearly off limits. feinstein wanted to stop residential high rises like the fontana towers near aquatic park from popping up. fontana was built before feinstein was elected, but today, san francisco has a housing crisis. high home prices have priced many working families out of the city. san francisco's mayor says the only prescribed cure is to build up, up, up by losing regulation. yes. >> more opportunity? yes. a

has occurred in the eastern neighborhoods like the mission district, potrero, and the south of market neighborhoods and mission bay. now the state is telling san francisco it's time to build in those neighborhoods on the west and north side, which have often been resistant to change. corey smith is with the housing action coalition. >> the state is looking at us and saying, you have to build more. you have to build more in your high resource areas, places that have good schools, places that have high quality public transit, frankly, places that have a higher income. >> and it's time for pac heights to get apartments. >> but part of that proposed expansion is facing some pushback. supervisor aaron peskin was able to pass a resolution that would impose density limits in several historic neighborhoods in his own district for example, developers were proposing adding a 24 story building where this two story garage sits. another idea called for demolishing this building to add a 17 story high rise. but because both are in a

historic neighborhood, they are now protected. you know, you can expect people to say, wait a minute, that's his district, that he's doing this. >> i think we can increase the amount of housing and affordable housing in san francisco without destroying our neighborhoods. >> another option is to create more affordable housing along major commercial corridors like geary boulevard, van ness avenue, and church street. but some say there's no point in building all these new units without bolstering public transportation to serve residents. we asked billy riggs, a usf transportation and urban development professor, what needs to happen, how are we going to support all those people from a transportation point of view, because they really want people to live near a transportation hub, right? >> i mean, we're not there. >> we're not we're not there in terms of the current infrastructure, you know, we're talking hundreds of thousands of new people living in the city. now, how are we going to do that? we have to start planning

system to the north here that will visit us later on tonight, this evening in the north bay. and then late at night in the south bay. not a whole lot with it. and we'll have another one right behind it. that will be another level one system 45. in danville it is 42. in sonoma, 50 in livermore, as well as san jose. good morning. a look outside dry this morning. this afternoon and mostly cloudy a few peeks of sun here and there. but overnight, i should say this evening we'll get the gusty winds accompanying that cold front. that's really going to fall apart as it pushes through the south bay. so we'll get some rain. beneficial rain for most of us, and then by the middle of the week, in fact, even tuesday afternoon we're getting into sunshine behind that last system that exits. and it should be a lot warmer with offshore winds visiting us wednesday into thursday. here's a look at the day to day. well, you notice that we do have some breaks in the overcast. and as we get to about 3:00 the front still well to the north, but uh- stopping

this at about 9:00 and it is pushing right on through the center of the bay. here we could see a couple of downpours, gusty south winds accompanying this and then it pushes out quickly. monday we're left with a dry start and then by later on in the evening once again this is going to start in the north bay and push across the bay. but by this time we're going to look at this exiting by sunrise. so this is tuesday morning. and by the time the morning commute gets going, things should be just some wet roadways out there. and then getting into sunshine throughout the afternoon. first system anywhere from a couple of hundredths in the south bay tonight to about 2/10 up in the north bay, maybe a 10th along the coast here and then adding in that monday night tuesday system brings the totals, the three day totals up to about perhaps a half inch in santa rosa, maybe a third over into the east bay, and perhaps a quarter of an inch in the south bay. and then it looks like we
