it's going to take a while to get here. so as we look at our storm impact scale, it's a level one. we'll see the higher totals in the north bay. it will be accompanied with gusty southerly winds and the timeline about 5:00 in the north bay, but not until about 8:00 pressing through the heart of the bay area and then by ten 11:00 in the south bay, you can see the clouds stacked up in santa cruz. right now it is 51, san francisco, 53, in san jose and a little sun. there on the bay with 46 santa rosa and 50 in concord. so we're cooler in the north bay. the coast, and a couple degrees milder along the bay shore. so from emeryville we will get into partly sunny, mostly cloudy conditions throughout the day. low 60s, a few degrees shy of average, and then timing out the rain tonight into your monday and tuesday in just a few minutes. stephanie. >> lisa, thank you. developing news now. authorities are trying to find out what led up to a shooting on the bay bridge last night that left one person hurt and shut down nearly all lanes. police say a woman was shot while heading east towards yerba

buena island around 830 last night. you're looking at a video now of the victim's car. police say the suspects fired multiple shots at that car while it was going through a tunnel. we know the woman was taken to the hospital, but the extent of her injuries is not known. this morning. >> it looks like a callback is advising that they were shot. they were heading eastbound towards oakland inside a blue toyota camry. again, medics are responding as well. kill three. they were shot going through the tunnel. >> gunshot victim to the leg. conscious breathing. >> authorities say they do not have a list of suspects or know the motive behind this shooting. abc seven news was on scene as police were investigating and you can see all of this led to massive backups on a busy saturday night. all of the lanes on the bay bridge did reopen around 1030 last night. abc seven was the first to tell you about this developing story on air and online. for breaking news alerts sent directly to your mobile device, you can download the abc seven news app.

just be sure to enable push notifications in the south bay. everyone is safe after a garage at a san jose home erupted in flames, one neighbor tells us the homeowner is okay and that the structure that was burned was the man's office for his carpeting business. it also stored propane tanks, chemicals and torching supplies, he said. >> when i was talking to my neighbor, one of his friends was there, walked in the back and said, hey, you got something that's on fire. and before they could do anything, it was already up and over the back of the house. it was it was depressing to see the look on his face. >> neighbors called 911 and firefighters got the fire under control. after about an hour and a half. it happened near north daniel way and interstate eight. 80 others who live in the duplexes on the property did have to evacuate in the east bay, there's a new push in the effort to recall oakland mayor shang tao. small businesses are now considering a business tax

boycott in the face of rising crime. abc seven news reporter anser hassan has an update on the recall process. >> we are here because oakland deserves better than what we have been receiving. yes >> saturday afternoon, the organization oakland united to recall shengtao or oust held a rally to update where they are on the recall process. they need 25,000 signatures by july to get the recall on the november ballot. they already have 13,000. >> the question is, what has she done to try to make things better for oakland? what has she done? she's not done anything. >> former alameda county superior court judge brenda harbin forte, also known as judge brenda, is the lead proponent in the recall of mayor tao. the firing of oakland police chief laurent armstrong, and missing a deadline for millions of dollars in state funding to tackle retail theft are among the top concerns. >> you don't hear any of them talking about what a great job she's doing as mayor. >> judge brenda acknowledges that oakland has been struggling

message to city hall. >> i want service, i want police officers to patrolling the streets of oakland and particularly the diamond district. i want the street to be more clean. i want the homeless to finish with that. issues that has been dragging for years in oakland, anser hassan abc seven news. >> we have new developments in a story we first told you about on abc seven mornings. a suspect is now in custody after a nine hour long standoff in contra costa county. the sheriff's office says the standoff began after deputies found a man shot near lancaster circle in bay point around 130 yesterday morning. they were then warned of a potential suspect inside a nearby apartment. that's when neighbors were told to stay indoors as officers negotiated a surrender. the suspect was eventually taken into custody. the lockdown was lifted after 10:30 a.m. new details on a january fire that destroyed a boathouse in marin. the fire

some of the organizations benefiting, which include the homeless prenatal program and the glide foundation. we've posted a full list of projects receiving the funds over on our website. abc seven news.com. the group, bay area for iran gathered for a women's day dedication here in san francisco. they want to bring attention to the women life freedom movement, pointing out the discriminatory laws set against women in iran, recognizing the brave women who have either lost their lives or in jail as political prisoners, as well as highlighting the injustices that they're encountering in daily life in iran, such as not being able to show their hair, not being able to do makeup, and then basically what our idea here is everybody's holding a sign of a law that prohibits women from doing something in iran. organizers say the goal is to raise awareness about human rights violations. new this morning, lawmakers for the city of san jose are applauding a new police transparency law. the

measure adjusts a state law to give law enforcement agencies the power to disclose when and why an officer has been fired. agencies usually need to request to announce and detail the firing of an officer for misconduct, according to our partners at the mercury news, the city of san jose sponsored the bill following a sexual misconduct case involving an officer back in 2022. in the east bay. now, there are concerns after officials, officials that is discovered algae may be the cause of the red water in oakland's lake merritt. the city first reported the red discoloration on thursday. officials believe it was caused by an algae bloom. the bloom produces a toxin that sucks oxygen out of the water, which hurts marine life. officials have said this bloom isn't as severe as past years. skiers and snowboarders have been rushing to the sierra after tahoe received a good dumping of snow last weekend. people hit

the slopes at boreal ski resort to get ahead of the crowds. palisades is also open after that, blizzard forced the resort to shut down last week and skiers who hit the slopes early say now is a good time to come. >> the vibes are great. it's a great day. it was a little icy yesterday. everything softened up. it's great the park's ripping. yeah it's a good day. >> by the way, last week's blizzard brought record breaking snowfall, reaching nearly ten feet in some locations. as here at home, though, the rain continues. lisa is tracking the timing. good morning, good morning. >> yes, we have all day before before it hits the bay area in the north bay. and you know, by next weekend it will be in the 50s in the sierra nevada. so we're going to get into a warming trend. the second half of the workweek, starting out with a level one system. here it is off the north coast. and as we take a look at partly cloudy conditions in oakland, looks pretty nice, doesn't it? 51 san francisco 53 in oakland, san jose 52. half moon bay and the golden gate bridge. look at the

cloud cover there. yes. so we'll see the clouds thickening. in fact, it is foggy in santa rosa, so you'll get some sun throughout the first part of the day. 46 santa rosa. it is 43, in petaluma, 50 concord, livermore. and finally, last stop, emeryville, where you can see the cloud cover there. so mostly cloudy today. the rain arriving in the north bay. first. it's sweeping from the north to the south and east throughout the evening hours, and that will bring us gusty winds accompanying that front. and then as we get into your tuesday afternoon, high pressure begins to build in into wednesday. so we have some sun late tuesday, wednesday and then offshore winds will bring some gusty conditions. we haven't seen those in quite a while, so hour by hour the partly cloudy sky throughout your sunday and then it gets cloudier, but the rain doesn't really fall until about 6:00. santa rosa and then it will be towards the evening hours and it will begin to weaken as it pushes across the bay area into the south bay. the winds will be with us as well.

then we get a break as we get into your monday in fact, pretty much all of monday is dry except for the north bay. by late in the afternoon, some showers arrive and this two sweeps to the from the north to the south and east. both very weak systems, both level one systems and then high pressure building in behind that quickly. so rainfall amounts not a whole lot today anywhere from a couple hundredths to maybe nothing at all in parts of the santa clara valley to about a 10th, maybe 2/10 there into sunday. adding in that monday early tuesday rainfall and we'll get to about a quarter of an inch and maybe a third of an inch or a half inch up in santa rosa. so beneficial rain on the way. and then things are really going to shut off after that tuesday morning system exits the area, so the wind will be really gusty along the coast, breezy inside the bay and then as the front pushes through, the winds die back and monday morning commute shouldn't be too bad at all. winter weather advisory here for the

the january 5th flight. the boeing 737 max nine jets door plug blew off just seven minutes after taking off from portland, oregon. alaska airlines released a statement saying they are fully cooperating with the doj's investigation. also new this morning when it comes to going green, a new report questions the environmental benefits of banning plastic bottles in airports, stadiums and other large venues. it says sfo may have missed the mark when it ditched small plastic water bottles back in 2019. the report was drafted by the national association for pet container resources. now that's the trade association for recyclable plastic, it says. unlike aluminum cans and glass bottles, recyclable plastic bottles produce less greenhouse gas emissions. fire detection sensors are now being placed throughout maui and other islands of hawaii. the maui mayor says having an early detection system will give first

responders a critical advantage in protecting the community. the sensors can detect heat by using artificial intelligence use. the 80 new sensors are expected to be active by april 8th. hawaii is also adding emergency access roads as they rebuild lahaina to the war in the middle east. now, a u.s. army vessel carrying equipment for building a temporary pier in gaza is now on its way to the mediterranean. this comes as the u.s. continues dropping meals and water into northern gaza, where aid has been limited. you see it here. the u.s. central command says that includes more than 41,000 meal equivalents and 23,000 bottles of water. the latest drop comes amid continued calls for a cease fire from an international humanitarian organizations, to part of our efforts to build a better bay area is highlighting the organizations that give back to our community and powerful ways. and this morning, we're spotlighting camp okayasu, a

firsthand the impact we're describing with not only family camps, sibling camps, as well as the sleep away camp for oncology patients, for our viewers who haven't been, what is camp like and can you explain why it's so powerful for these kids? >> yeah, one of our camp parents said it the best. they said, we go to the hospital to cure the cancer, but we go to ohio to heal and it's so true. we bring people together that have the same story, the same experience, and a lot of our campers, they go to school and they're the only kid that has cancer, the only sibling who has cancer and don't have anyone really to talk to. but when they come to camp, they're able to be kids and be around people who know exactly how they feel and support each other through those difficult times. >> thinking back to 2020, we know camp okayasu sustained significant damage to its facility in berry creek during the north complex fires, but despite the challenges, the camp is still going strong each and every year. what is the status for rebuilding? >> yeah, our camp was devastated

by the 2020 fires and we're sad to see that that go. but we always talk about the spirit of okayasu and the fact that you could put us in a parking lot and the magic will happen because of the spirit of okayasu uh- we've been renting, we've been going out to rented camps and keeping the program going, and we're on the search for a new permanent home. and that search continues now. >> the okayasu annual gala fundraiser is coming up in a couple weeks on march 23rd, and abc seven is a proud sponsor. we're very excited for the event. our tickets still available? >> yeah, absolutely. we're really excited. it's a 29th annual gala. it's going to be at fort mason on the 23rd. folks can go to okayasu. org to purchase tickets. and we understand folks may be out of town not able to make the gala. there's still an opportunity to donate online at okayasu. org if they're not able to make it and we have that, your website up on our screen now. >> so our viewers just joining us can see how to do that, i also wanted to ask hannah, how can families who have children

facing a cancer diagnosis get involved with okayasu? >> yeah, folks can visit okayasu or call our office. we hold a couple picnics throughout the bay area for families to understand. okay, to meet other family members who've gone to camp and see what it's like and could be a little bit scary to send a child to camp, especially a child with cancer or their siblings. so it's great to be able to connect with other families who've been able to go through, through our programs and see the power of it and the support that they get. >> yeah, it's hard to quite see that power until you experience it. so i really encourage, for those of you who may be listening, who don't know a lot about okayasu to go to their website at and learn about it, because it's really remarkable the work you all are doing each and every year. before we go, i also saw there's opportunities to be a part of the young professionals council. what does that entail? >> yeah, we're really excited. it's our second year to have our young professionals council. it's a group of diverse young

underrepresented groups. applications rose by 9% between 2023 and this year. transfer applicants from california community colleges are actually up by 8, officials say the numbers show a rebound after a pandemic. enrollment declines across the country. san francisco voters supported a bond measure to build more affordable housing during the march primaries, and the state ordered the city to build 82,000 new units by 2031. now, san francisco is already the second densest major city in the country. so how is it going to support this additional growth? abc seven news reporter lyanne melendez takes a closer look. >> when the late dianne feinstein was mayor in the 70s and 80s, it was all about developing downtown. but when it came to the expansion of the neighborhoods, they were clearly off limits. feinstein wanted to stop residential high rises like the fontana towers near aquatic park from popping up. fontana

was built before feinstein was elected, but today san francisco has a housing crisis. high home prices have priced many working families out of the city. san francisco's mayor says the only prescribed cure is to build up, up, up by losing regulation. yes. >> more opportunity? >> yes. a better future? yes. a workforce that can afford to live here. yes. yes yes. >> housing. >> now, as part of an effort to build more affordable housing throughout california, the state ordered san francisco to add 82,000 units of housing by the year 2031. if the city doesn't, it could lose hundreds of millions of dollars in state funding for affordable housing and transit. but how would this new construction affect the look and feel of san francisco as the paris of the west? younger families struggling to stay here believe san francisco has to sacrifice its esthetics in the name of affordability. sam moss is with the mission housing development. we're talking about

adding, you know, 1624 story buildings. do you care? >> no, i definitely do not care. i would love to live at fontana towers and i know does dozens of families, young families in san francisco. >> no, they're not, they're awesome. their housing. it's a place that's awesome called housing. >> in recent years, expansion has occurred in the eastern neighborhoods like the mission district, potrero, and the south of market neighborhoods and mission bay. now, the state is telling san francisco it's time to build in those neighborhoods on the west and north side, which have often been resistant to change. corey smith is with the housing action coalition. >> the state is looking at us and saying, you have to build more. you have to build more in your high resource areas, places that have good schools, places that have high quality public transit, frankly, places that have a higher income. >> and it's time for pac heights to get apartments. >> but part of that proposed expansion some pushback. supervisor aaron peskin was able to pass a

resolution that would impose density limits in several historic neighborhoods in his own district for example, developers were proposing adding a 24 story building where this two story garage sits. another idea called for demolishing this building to add a 17 story high rise. but because both are in a historic neighborhood, they are now protected. you know, you can expect people to say, wait a minute, that's his district, that he's doing this. >> i think we can increase the amount of housing and affordable housing in san francisco without destroying our neighborhoods. >> another option is to create more affordable housing along major commercial corridors like geary boulevard, van ness avenue, and church street. but some say there's no point in building all these new units without bolstering public transportation to serve residents. we asked billy riggs, a usf transportation and urban development professor, what needs to happenw to support ale people from a transport station

north, northern california, and it will continue to slide to the south and east throughoue we'ren now and we'll see the clouds thicken up a little bit later from our sutro tower camera. it is in the low to mid 50s pretty much everywhere. so a pretty nice start. but you head to the north bay and temperatures are cooler, especially their inland valleys. responding to about 50 in concord, 51 in livermore. but just that 43 in petaluma with 46 in santa rosa. so look outside here. emeryville partly sunny conditions, mostly cloudy throughout the later afternoon. and then tonight, here comes the cold front. it is going to move into the bay area with rain and gusty winds sliding to the south and east through about the seven 8:00 hour for most of us. and then we have another system behind it that's going to move in monday night into tuesday. the rest of tuesday will be sunny, then high pressure builds in. we're talking an offshore flow, gusty northerly winds, and temperatures well above average. here's a look at the day to day where you'll see the clouds are kind of spread out. and then

they'll get closer together. high in mid level clouds throughout the later afternoon. and then here comes the front. the heaviest rain will be in the north bay. and then as it pushes through the rest of the bay, the east bay and south bay. by late in the evening hours, there's not a whole lot to it, so we will see more rain to the north and then we get a break monday, monday night the commute well up to the north, could see a few showers, and then this two pushes through late at night. they'll be more widespread light rain through the early morning hours, and then we'll wake up with that sunrise, the wet pavement and a pretty nice tuesday afternoon rainfall for tonight. system focused in the north bay trending a little bit drier here from nothing in the south bay to a 10th. that's about it. and that maybe not even a quarter of an inch as we head to the north. so that second system could see a little bit more rain with that, which would bring us up to maybe a quarter of an inch in the south bay. a third to a half inch in the north bay. and this does

mean some snow in the sierra nevada, but it also means wind here throughout the evening. so the wind barbs here get closer together. that means the winds are gusty and it sweeps the front through the bay area into the overnight hours. our winter weather advisory for the west slopes of the sierra nevada down through admati, looking at anywhere from a half a foot to a foot of new snow. wind gusts to 45 miles an hour. but the ski resorts in particular, just about a half a foot there for six inches around kirkwood, maybe eight inches at donner. so highs today under partly mostly cloudy conditions from the upper 50s in the north bay, where it's going to cloud up ear east bay and south bay where we'll be in the low to mid 60s. so that's average for this time of year. but getting quite windy later on in the afternoon. the accuweather seven day forecast the oscars tonight with a rainy, windy eng on the way. level one system today and then later on tomorrow into early tuesday shouldn't impact the tuesday morning commute, but could likely impact the monday afternoon commute. and then we are sunny, dry, breezy. and
