>> new numbers from the governor's office reveal the impact a surge of chp patrols is having on crime in and around oakland. good evening. thank you for joining us. i'm dan ashley, and i'm ama daetz. >> the new numbers show the cooperation between agencies is making a difference. abc seven news reporter leslie brinkley has the story. >> today. the california governor's office said chp sting operations have led to the arrests of suspects tied to carjacking rings and gangs in oakland. in just one month, elevated chp presence in the oakland area has led to the arrests of 168 suspects, with 360 stolen vehicles recovered and 16 crime linked firearms successfully seized, individuals arrested for possession of, you know, drugs, guns, stolen property and then people arrested for outstanding warrants that they that they had this began with that surge that was announced about a month ago, involving a high number of chp personnel that went into the

city of oakland onto city streets, not just on on the freeways. oakland's mayor reacted on social media, saying, together we are holding criminal groups accountable and disrupting their networks. 72 chp officers are currently assigned to the oakland area. enhanced cooperation between law enforcement agencies is solving crimes across the east bay. yesterday afternoon, a two year old toddler in the back seat of his mother's car in san pablo was kidnaped by someone stealing the vehicle on california avenue . >> the mother reported that, you know, she had, briefly dropped off an item at a family member's house when, you know, when the vehicle was taken with the child still inside, word went out to multiple agencies, and within 20 minutes, the car was recovered in richmond. >> with the child still buckled inside unharmed, oakland police, using pings from the victim's cell phone, were able to zero in on the suspect in oakland. a pursuit ensued, with three women

in a car that was stolen from hayward on march 3rd. the pursuit ended with the arrest of a 35 year old woman. two other women escaped on foot. san pablo police are asking for the public's help. the suspect is being detained in martinez with $350,000 bail. as she faces kidnaping charges in the east bay. i'm leslie brinkly. abc seven news. >> today on the peninsula, convicted killer scott peterson appeared in san mateo county superior court asking for a new trial. >> and our dan noyes was in court and has been going over the latest filings. he is here with the latest developments on this. >> well, dan and ama, the hearing was largely procedural, setting daetz for future legal briefs, replies and hearings. it's just an immense undertaking going through all the evidence to decide if peterson deserves another trial. on my cell phone, i captured the executive director of the los angeles innocence project. entering the courtroom with scott peterson's half brother and his sister in

law, janey peterson. she became a lawyer to fight for his acquittal in side. scott peterson, now 51, appeared from mule creek state prison, 40 miles outside sacramento, with that new ponytail. he only addressed the court a few times here to say he would also appear at future hearings by zoom. >> mr. peterson, is that correct? all right. yes, your honor. okay >> the la innocence project filed a 1500 page brief with exhibits asking for a new trial based on what it claims is evidence withheld from peterson's defense team. >> the defense was entitled to those at the time of trial. mr. peterson has been waiting 20 years to find some of these police reports and audio recordings and video recordings that should have been provided, court records show the la innocence project is focusing on this van, found torched a mile away from the peterson home the day after laci disappeared, with a mattress that tested positive for blood. >> that sample appears not to have been compared to laci's blood. several witnesses who claimed to have spotted laci talking to the occupants of that

van, seen near a burglary across the street from her home, and other witnesses who claim to have seen laci alive in the hours after scott left for a fishing trip the morning of christmas eve 2002, the original prosecuting attorneys from the peterson trial are back to handle this appeal, asking for more time to file an answer to that massive la innocence project motion. >> the exhibits came to us later than the initial pleadings and so that's been one of the delays for us having to go through each of those particular exhibits. >> harris also asked the court to reveal the names of witnesses that have been blacked out in the recent filings. >> the people have never been provided with an unredacted copy of those reports. we still do not know who these witnesses are. they're anonymous to us. >> judge elizabeth hill did not hear arguments today. just set dates for future filings and hearings, noted san mateo county criminal defense attorney paula canny was there. >> they wanted scott peterson to get convicted more than they wanted to have.

>> the truth be told, she acted as a commentator during the murder trial and offered her opinion of today's hearing. how how the system should work in a perfect world is the police are completely forthright, are completely transparent, give everything. >> and that's not what happened in this case. >> neither side in this case would comment before or after today's hearing. they are due back in court several times, july 15th being the last date on the calendar. so three more to come. >> it's amazing. we're still talking about this. all these years later, right? yeah. all right. thank you dan thanks. >> well, police say there's no evidence that a pepper spray incident at a novato mosque was a premeditated or targeted attack. according to a nevada police department, a man entered the islamic center of north marin on redwood boulevard around 830 last night and began talking with people there for services on the first day of ramadan. that's when someone noticed what they thought was a firearm inside a bag. the man

had placed on the ground. >> the suspect was getting ready to leave, and the victim ultimately tried to get in between the suspect so he couldn't get back to the handbag where he had seen the handgun inside. a scuffle ensued and the suspect tried to get his handbag back during the altercation there, the victim was assaulted and was sprayed with pepper spray. >> police arrested the suspect, 48 year old david margoliash, at his home in san rafael. they say they found the pepper spray but no gun. mark faces charges of unlawful possession of pepper spray and disrupting a religious ceremony. police say the victim was treated for minor injuries at the hospital in the east bay. >> some uc berkeley students and alumni are upset with how the university handled the closing of people's park. now, the university says it's looking for a developer for part of the project. abc seven news reporter ryan curry spoke with students and the university about people's park. >> if you go around dwight way

and haight street, all you'll see are shipping containers stacked on top of each other with cameras all around the park. >> the university made this unannounced move on tuesday. >> students and alumni stood in front of the barricade of shipping containers, asking the university to open the park. >> this space was actually cultivated by residents, community members, students. >> it's been over two months since the university closed the park. while they wait to start building a new housing project, uc berkeley plans to build over 1000 new units of student housing and 100 units of supportive, low income housing that project is on hold, waiting for a ruling from the state supreme court. until that comes, people are not allowed in people's park. >> there was a lot of disbelief, like when we saw the plans of like the shipping container walls. we were like, no, that's that's going to be a psych out. this has to be a fake plan. like there's no way this is really what's going to be happening in january. >> chp, berkeley police and university police came in full riot gear to stop protesters and close off the park. a confrontation led to a few protesters being arrested, and there was just vans driving up

dwight and then, like full gear riot cops, crossbody rifles jump out and start sprinting into the park. uc berkeley says these shipping containers, as well as the amount of police that night, was necessary because the last time they tried to fence off this park, they were met with heavy protests. in the summer of 2022. >> all of that was made necessary because when we tried to close the park in august of 22, there was an outbreak of violence and vandalism, now questions are being raised over if the university has a developer to build this project. the university says they are the developers of the student housing building, but they're looking for one to build the affordable housing complex. >> we don't have a developer for that yet because we want to settle the legal issues first, and then absolutely, we're going to find a developer. there's a lot of interest out there. >> meanwhile, the students and alumni say they want the university to look elsewhere. >> you have no developer, and that's really not what we want. we've told you like what we want

and you're not listening. >> in berkeley. ryan curry, abc seven news. >> elsewhere in berkeley today they took action to in an effort to return some land to indigenous people. the city council unanimously approved a plan to return to the ohlone people, land that is now a parking lot for thousands of years, the land was burial and ceremonial grounds. the current owner of the land will receive $27 million in exchange for the property. the majority of the money will come from a trust that works to return land to native peoples. >> still ahead banning the social media app tiktok across the entire country, the effort by congress and the impact it could have. abc seven news at ♪ ♪

else. abc seven news south bay reporter dustin dorsey explains how that would work. >> the clock may be ticking for tiktok. a new bill would force the social media apps, chinese based parent company bytedance, to divest in tiktok or face a us ban. tech expert omid bonoff said this could ultimately cripple the app that has 170 million us users, more than any other country in the world. so it's a critical problem. >> it doesn't mean that they're going to go to the phones of every single user and uninstall it. the government will ask apple and google to remove it from their app stores, so there is no more update. the app itself is going to start becoming outdated, and it's going to start becoming less attractive, and it's going to die out over time. >> this is not the first time the app has faced a ban. in 2020, an executive order from president donald trump was ultimately blocked by the courts. this time, tiktok is fighting back. >> did you wake up with this message on tiktok today? >> the app is calling on its users to reach out to their local congress person to fight the ban. if tiktok is banned, it

would be a huge blow to businesses and content creators like san jose's adam juratovac. it allows you to find people who are also like minded with yourselves, but also allow you to search for different opinions, different locations. >> so though this ban would actually impact a lot of small american businesses, this ban would actually impact a lot of content creators who are building their careers using the tiktok platform. >> juratovac is not only a content creator, but also a lawyer. he understands the concern for congress is exploitation of tiktok user data, including video history, user location, even user estimated income. but he thinks the government needs to worry about constitutional rights. >> they have to follow the us constitution when it comes to restricting the bill of rights, including the first amendment. there are very specific, particular cities that the government has to prove in order to revenge on that speech or to infringe on that right wednesday, the bill will face a house vote. >> next would be the senate. then president biden. he said he will sign it immediately should

in an apparent suicide. abc news reporter derek dennis has the latest now on the mounting issues facing the planemaker. >> new concerns about quality control at boeing. the new york times reports the company has failed 33 of the 89 audits the faa conducted after a door panel blew off in mid-flight on this alaska airlines plane in january. investigators later found four bolts were missing following the incident, the faa took immediate action to increase its oversight activities, and we will continue to put safety first. the faa also conducted 13 audits of boeing supplier spirit aerosystems. seven reportedly resulted in a failing grade. the times say documents show the faa observed mechanics at spirit using a hotel keycard to check a door seal and spirit mechanics applied dawn soap to a door seal

as lubricant. boeing responding overnight, saying, we continue to implement immediate changes and develop a comprehensive action plan to strengthen safety and quality with transparency at every turn. spirit says they'll address the issue and continue efforts to improve safety, with the goal of zero defects and safety. officials around the world are looking into the terrifying incident yesterday, where 50 passengers were injured on a boeing 787 dreamliner over australia. the airline saying the plane experienced a strong shake and blames a technical event for the dramatic loss of altitude. meanwhile, a boeing whistleblower was found dead friday after an apparent suicide. the body of 62 year old john barnett, a longtime boeing employee and quality manager, was found in charleston, south carolina, where he was being questioned in a case against boeing. barnett raised concerns about production standards, telling the bbc in 2019 that workers deliberately used faulty parts. boeing denied his claims. the issues with boeing are having a ripple effect.

southwest airlines is following united with a hiring freeze. boeing has been unable to deliver planes on time, forcing it to trim its 2024 schedule. derek dennis, abc news, new york. in the south bay, police say they caught two thieves red handed after they stole some copper wire from the vta system. >> the two suspects were seen in a truck at a vta station in san jose, but officers got to the scene too late. however, they were spotted less than an hour later at another station in sunnyvale. police pulled them over and say inside the truck, 20ft of copper wire weighing over 100 pounds. vta says it has been hit more than 20 times since the beginning of the year by copper thieves. >> public works crews were back on the third street bridge in san francisco today. the bridge, located right next to oracle park, is currently undergoing repairs after being damaged in last year's winter storms. several barges smashed into the bridge, breaking parts of the railing and its wooden planks. workers attached new steel beams to the east side of this

early afternoon. the sierra is still seeing some mixed precipitation. rain at the lower elevations, snow at the higher elevations. let's talk about rain totals. so kentfield picking up almost a half an inch of rain there. 3000/800 in san francisco, five hundredths in san jose, oakland about 1800s napa a third of an inch. santa rosa 2000/600 and concord five hundredths of an inch. a little gusty out towards oakland right now. 31 miles an hour. 30 in novato, we're expecting even stronger winds, so a wind advisory starts tomorrow night at 5 p.m, runs until 11 a.m. friday. it's a north northeasterly wind, which is gusty offshore winds. wind gusts up to 45 to 50 miles an hour. this covers the north bay valleys and hills, east bay valleys and hills, and eastern santa clara hills. so we are expecting the potential for a few outages as those winds ramp up and maybe even some isolated tree limbs going down. so be aware of this tonight. winds still over 30 miles an hour along the coastline going into tomorrow afternoon. it gets breezy. notice the wind

doctors cleared curry to return to on court activities, but he won't play in tomorrow night against the dallas mavericks. curry has missed the last two games after rolling his ankle last thursday. the injury will be reevaluated later this week and the dubs hope steph will be back for saturday's game against the lakers. you can watch coverage of that game here on abc seven starting saturday at 5 p.m. >> meanwhile, stanford star cameron brink announced today that she's entering the wnba draft. brink was named the pac 12 conference player of the year for the second time in her career. she was also named the defensive player of the year for the third season in a row. she's got it all. she's expected to be one of the top picks in this year's draft. of course, brink was also a member of stanford's 2021 national championship team. >> one bay area restaurant has made this year's michelin guide list san francisco restaurant seven adams was one of ten california restaurants mentioned
