self-driving taxi service waymo will start operating in la and austin, texas. it's the first time the autonomous car company is expanding its services outside of san francisco. the cars have to remain off the freeway as they operate. the company also plans to be going to san mateo, but a county supervisor is asking for that to be put on hold. abc seven news reporter ryan curry live in the studio with the details of that request. >> yeah, reggie good morning. supervisor david canepa and the rest of the board have filed an appeal with the cpuc to delay waymo from hitting san mateo county streets. he says waymo's approval was rushed. the cpuc originally suspended this expansion in the beginning of february, because the board of supervisors asked for a review period that was supposed to last 120 days, but less than two weeks after that, the cpuc approved the expansion because waymo updated their passenger safety plan. now waymo can have their cars operate in the peninsula and los angeles. waymo has not announced when they will deploy the fleet in san mateo

county. supervisor canepa is calling for more transparency. >> what we're asking is for them to really consider what we had said in our initial letter, just this communication of working with public works on infrastructure, working with the fire department, working with the sheriff's department. >> there is a bill by south bay senator david cortez that would allow cities and counties to implement their own regulations around self-driving cars, waymo said in a statement. we will continue to engage in cpuc process and remain committed to our long tum approach of dialog and partnership with city officials, waymo says there is not a set timetable for when they will start their expansion to the peninsula. ryan curry abc seven news. thank you. >> ryan. in the east bay, antioch city council has rejected a measure that would have cracked down on illegal sideshows. this new ordinance would have imposed fines and penalties to deter the dangerous

street shows. no city council member was willing to second the motion to hold a vote. city council member mike babakina says the measure was not tough enough. he says any ordinance should also penalize spectators, too, as well as impose fines to cover damages. >> the search is on for a new police chief in san jose, and people who live in the city are now weighing in. abc seven news south bay reporter laura martinez is hearing from residents about who they want to see in that position. if they're under a lot of duress and stress, and how are they going to come to the next call? >> san jose residents are providing feedback to help the city find a new police chief. the city manager's office said. before they start advertising the position online, they are gathering input from the community, so we will use that to build out a desired candidate profile that we'll be looking for and that ultimately will become a job posting that we go out and recruit for. san jose police chief anthony mata is leaving the force at the end of this month. he'll be taking on a new role in the santa clara

county district attorney's office. chief mata has been at the helm of the department through several personnel controversies. >> first and foremost, i think we want someone that really understands and that wants to be part of the san jose community and the san jose way. and then second of all, someone uh- that is going to be creative and nimble, and that can address problems as they come up during the month of march, the city is encouraging the community to speak up either through an online survey or one of several in-person meetings. >> they have translators for vietnamese or spanish speakers are actividades el con los jovenes. maria ortega is a member of the cadillac winchester neighborhood association. as a mom and college student herself, she wanted to voice problems she sees needing to be addressed the trucks alcohol games, but also encourage those around her to advocate for the safety of their children and families. >> and i bring my neighbors because i need to speak what is concern in the community? >> francisco bueno said. an officer was once a mentor for

him in high school, and talked about how valuable a positive presence is for youth. being able to have that connection with police and just kind of having them in my presence and being able to talk with them really helped change my perspective on them. and he encourages younger people to get involved in these conversations. >> so at the end of the day, all these things impact us. and so, you know, if they have an idea of a community that they would like to live in, they can come in, you know, make their voice heard in san jose. >> lauren martinez, abc seven news the big question this morning could tiktok, which is owned by a chinese company, eventually be banned here in the u.s? >> house, lawmakers approved a bill that could potentially lead to that. gloria is at the live desk with what's next? hi, gloria. >> good morning. kumasi. the house passed bipartisan legislation to force tiktok's chinese parent company, bytedance, to sell it or face a nationwide ban. it is now headed to the senate, where it faces an uncertain future where majority leader chuck schumer has not committed to bringing it to a

vote. every us national security agency says that tiktok poses a national security threat. they claim that bytedance is bound to the chinese government, which could demand access to the data of tiktok's 170 million american users. but critics of the bill say that legitimate concerns about the chinese communist party or ccp could set the us government down a dangerous path. >> the answer to ccp style propaganda is not ccp style oppression. let us slow down before we blunder down this very steep and slippery slope. >> we're sitting here with phones made in china. we're wearing suits made in china. you're going to tell americans they can't put a piece of software on their computer. >> tiktok says the bill violates the constitutional rights of its users, many of whom earn a living running a business on the app. president biden has said if congress passes a bill, he will

sign it. it's a risky position in this election year when the president is struggling to win over younger voters. of course, we'll stay on top of this for you, reggie. >> thanks, gloria. it's a tense morning for some people in southern california for a huge crack has opened up in a sherman oaks hill after a landslide damaged several homes. fire officials say the land began moving early yesterday morning. you can see it damaged the pool and deck at this home, and it took out a pool and guest house. and another neighbors are now worried their house could be next. >> i'm concerned about the mudslides and my retaining wall and the house above me. so just in case, i mean, i'm just taking out my valuables at the house. >> authorities are blaming the winter rain on the slide. the hillside is reportedly still saturated with water, even though it's been dry the last few days in the san fernando valley. >> that is scary. time now 509 this morning. the story we're tracking all day long will be the winds. you look at our emeryville camera and it is bouncing around. this morning, a wind advisory is now in effect for a huge portion of the

region. the only exception the coastline and some of our low lying valleys, wind gusts throughout the day. they're going to be elevated. so get used to this breeze. at times it will gust over 30mph. it's not until tomorrow afternoon that the winds will really back off today for the morning commute. it is breezy. just be careful over our area bridges. you may have to grip the steering wheel a little tighter this morning as those winds run perpendicular to the bridges, we'll find clear skies a lot of sunshine today and it will be a warm afternoon. these winds will drag in some warmer air throughout the day. looking at the forecast region by region. we have lots of sunshine, but that breeze is with us all day long going into the 60s, if not near 70 degrees in some of our warmest spots today. so 69 in oakland will hit 70 in san jose today with that wind, 68 in the city, 70 for napa and santa rosa, up to 67 in half moon bay. looking at the three day forecast, it's windy and warm this afternoon. those winds continue tomorrow morning. they relax tomorrow evening. and

this goes. bernal heights neighborhood has now been extended. the metropolitan transportation agency had originally given the residents until yesterday to move out. finally enforcing a long standing ban on parking from ten at night till six in the morning. they now have until march 28th. those living in their rvs have begun a letter writing campaign seeking to overturn their eviction, claiming they are well supported

by neighborhood residents. other residents say they need to go, calling the vehicles an eyesore. a piece of sacred land in berkeley has been given back to indigenous people in california state history. it involves the west berkeley shellmound. this moment was marked by tribal dance and ceremony. abc seven news reporter anser hassan looks at the decision that came after years of litigation between the city and the landowner >> it was a ceremony to mark renewal and rematriation, the restoring of a sacred relationship between the ohlone people and the earth. >> we acknowledge and honor the original inhabitants of berkeley. the documented 5000 year history of a vibrant community at the west berkeley, shellmound, and the ohlone people who continue to reside here in the east bay. >> in a unanimous vote on tuesday night, the city of berkeley announced a settlement to purchase this city block, which is currently a parking lot

serving the fourth street promenade. >> this is the largest urban land get back in the state of california to an to an indigenous tribe. >> the two acre site is believed to be part of the first human settlement in the bay area. the shellmound was a human made mound of earth and a place of sacred ceremonies. >> we are celebrating today the return of native lands to native hands. >> the land will be handed over to the seguret land trust. they plan on converting it back to a place of gathering and ceremony, and including an educational facility and museum about the ohlone people. >> we want to restore the native landscape and daylight. the creek that flows through this area. we want. yes, we want to plant native medicines, native foods to honor the native people that were standing on right here. >> and that's the sad part that people do not even know that we're here. >> efforts to develop the site goes back several years. a

housing development was planned and then blocked by the city, which designated the land as a historical landmark after a years long battle with the property owner, berkeley agreed to buy the land for $27 million. >> we wish them well. we wish the trust well and excited to see what's going to happen at the site. >> tribal leaders say this is just the first step. it can take years before work on a new project will begin in berkeley, anser hassan. abc seven news. >> a new effort to revitalize downtown san francisco. organizers are planning to start downtown first thursdays in may, and they're going to hold these monthly. the plan calls for several blocks of second street to be shut down south of market. the production company behind this idea is the one that does the bhangra beats night market, and they say we could see beer gardens, dance floors and live music. their goal is to draw 10,000 people to downtown every month. >> starting today in oakland, you can get a taste of the town at this year's oakland restaurant week.

one. senate majority leader chuck schumer is uncommitted to advancing a bill that could lead to a ban on tiktok in the u.s. the house passed that bill yesterday over national security concerns. president biden has said he will be signing this bill if it makes it to its desk. >> number two. waymo is set to begin offering robo taxi service in l.a. today. the company also has permission to begin rides on the peninsula, but has not announced a date to begin there. >> number three, the primary race for district 16 in the u.s. house, is still too close to call. evan low has now moved ahead of joe simitian by 59 votes. whoever ends up with the most votes will be facing sam liccardo in november. >> number four, dollar tree says it will close about 1000 family dollar stores over the next few years. after announcing a surprise fourth quarter loss. it's not clear if bay area family dollar locations will be

is trying to bring in more moderate voters ahead of the november election. >> olivia munn is opening up about her private battle with breast cancer. the celebrity says she's undergone four surgeries, including a double mastectomy, in the last ten months. munn posted on social media, hoping to spread awareness about a critical early detection tool. she explained that she took a genetic test and a mammogram in february of 2023. both came back negative. despite the results, her ob-gyn calculated her breast cancer risk assessment score. then she was diagnosed with an aggressive form two months later, having luminal b cancer in both breasts. doctors say it's important for women to be screened regularly for cancer. >> virtually all women, all women should be getting screening mammograms on a yearly basis starting at age 40, munn called herself lucky because her cancer was caught early enough for her to have options. >> she said she wants the same for other women who might have

with more on the thousands of americans still trapped in haiti. >> good morning reggie. u.s. marines are in haiti's capital to reinforce security at the us embassy. the u.s. and the united nations have started withdrawing staff from the island. in a sign of how dire the situation has become, thousands of americans are still trapped. desperate to escape, many are calling on the u.s. government to start evacuations. mitch albom, author of books such as tuesdays with morrie, runs an orphanage in haiti and is one of the few people to make it out of the country. >> things took a very bad turn in terms of the violence and the gangs. there were prison breaks, there were police station burnings, and the airport was closed down by the gangs. the ports were taken over, the roads were blocked and there was literally no way out, secretary of state antony blinken told regional caribbean leaders that he expects a transition council will come together soon, according to the miami herald, haiti's most powerful gang leader who threatened to overthrow the prime minister,

dismissed the transition council and sources say the biden administration is considering using guantanamo bay as a haitian migrant processing center. >> if there is a mass exodus, it would be separate from the military prison there, which notorious terrorist suspects are detained? kumasi. >> thank you, gloria. travel is back to normal at sfo this morning. we're taking a live look at the tarmac right now. everything is running smoothly at the airport. after a different kind of delay yesterday morning, protesters shut down part of the airport for more than three hours. a group was calling for a permanent cease fire in gaza, along with wanting the u.s. to cut financial ties to israel. part of the off ramp to the international terminal was impacted, along with two security checkpoints inside, and they blocked the road. >> so we stuck there for almost 25 minutes. we know that there's people that were inconvenienced. >> we want to make sure that we have our message be heard loudly and clearly. >> international passengers had to be rerouted to other

terminals. airport officials say things ended peacefully. no one was arrested. no flights were delayed. now to an update on last week's primary election. every vote counts, especially in the race for district 16. in the u.s. house, that includes most of the south bay and the peninsula stretching from pacifica to los gatos. sam liccardo is in the lead. he will be one of two candidates in november's general election, but the race for second place flipped yesterday with evan low moving ahead of joe simitian by just 59 votes. simitian held the lead since election night, but low has slowly chipped away at it. professor of political science melinda jackson has this explanation. >> what we're seeing now is a little bit of the votes that come in later. those those last minute procrastinators who who get their ballots in, you know, at the last minute, more likely to be younger voters, less engaged voters. and that seems to be trending toward evan low,

santa clara and san mateo counties must have their final tallies by april 4th. >> it's up to the candidates whether they would like to have a recount. >> the already expensive california high speed rail is about to get a lot pricier. the rail authority says it will cost another $100 billion to complete the project. the money would fund the san francisco to los angeles line. voters approved in 2008. abc seven news reporter ryan curry is here with more on the funding hurdles this project faces. ryan. >> yeah, reggie. good morning. members from the rail authority were at the state capitol this week going over their new business plan. they told lawmakers they need plenty more money to not only complete the san francisco to los angeles line, but other parts of the project as well. during the hearing, they told lawmakers they need more funding to complete the central valley segment from madera to merced. they say they currently have about $28 billion, but they need anywhere between 32 and $35 billion. they say inflation and

rising costs are the main reason why they need more money. they're hoping some of it can come from the federal government thanks to the new infrastructure bill, but they would still need most of it to come from the state. lawmakers on both sides of the aisle showed skepticism about allowing that much money. the railroad authority also said there is a possibility they could work with the private sector to fund part of the project, but that is less likely with the central valley line and more likely with the ones from los angeles to san francisco. ryan curry, abc seven news thank you, ryan. >> a new budget proposed by san jose mayor matt mehan includes a lot of time, money and resources aimed at addressing homelessness. the budget for the next fiscal year includes a $52 million shortfall. mayor mehan says it's going to cost about $25 million for stormwater permit requirements, which tied directly to homelessness. the city has to move all citizens who are currently living in encampments along waterways because of pollution risks, or face steep fines from the epa.

>> frankly, what it means is trade offs. it means getting much more pragmatic with your tax dollars so that we don't simply move people out of our creeks and onto your streets. >> mehan says besides addressing homelessness, the biggest budget priorities are rebuilding the police department, cleaning up the city and making it easier to bring jobs and housing to san jose. the march budget proposal will be voted on at next week's city council meeting. >> allegations of unsafe working conditions are creating controversy at a san jose housing project intended to help the unhoused. the city's largest modular housing site at branham and monterey, is expected to open in july after it was initially scheduled for april. abc seven news south bay reporter dustin dorsey takes a look at the problems >> work on san jose $70 million emergency interim housing site continues on branham lane, the

city's largest transitional housing project, will feature 204 rooms within the three story structures for hundreds of unhoused. it was originally slated to open next month, but a look behind the fences shows there are still a lot of work to be done. >> you have non-compliant code issues in there. you it's just horrible. unfortunately it seems to be a bigger problem, though, because we've had this exact same thing happen just down the street from that project at another modular housing project. >> mauricio velarde is the director of compliance for south bay piping industry. he's also a watchdog for issues involving union workers, like what he saw with his own eyes. at this project, workers first told him about the extensive building issues. they also voiced concerns over wage theft. >> my opinion is that it's simply greed. it's simply greed, you have bad actors and their bottom line is to make as much money as possible. unfortunately at the expense of the taxpayer, and ultimately the, the unhoused, the most vulnerable in

our society. >> at a wednesday press conference, mayor matt mehan once again pushed the importance of solutions for the unhoused, including quick build communities, despite a city press release saying the project would be open in april, mehan now says the opening day has always been this july. he says the role of the city is to audit issues and make sure they're fixed. >> we need to make sure every unit is safe and clean and dignified. if any of those units do have mold or water damage, the contractor on the site will have to replace them. if anybody has not been treated fairly in terms of their hours or pay or whatever it might be, we will ensure that the contractor makes that right. >> velarde hopes that's true for the workers sake, but he still concerned that each of the two quick build communities he's investigated in the city had the same problems in san jose. dustin dawsey abc seven news well, i know we don't want to think about it, but at some point steph curry is going to retire from basketball. >> so what could be next for the warriors star. how about president steph curry? in an interview with cbs, he revealed what the next chapter of his
