killing two people in san francisco. good morning and sunday, march 17th, i'm stephanie sierra. we'll have more on that story in just a moment. but first, let's check on the forecast with lisa. good morning. >> good morning stephanie. happy saint patrick's day everyone. we're looking at another clear day out there. we have had a return of the marine layer. the low clouds, the fog, the stratus with us along the shoreline and some patchy fog up in the valleys of the north bay. so very quiet. satellite picture 52 in hayward. it is 51 in concord, with 45 in fremont. and that fog with mid 40s in santa rosa. 41 novato. so there's a look at the three quarter mile visibility. napa, half a mile santa rosa and the stratus right along the coast inside the bay there by oakland. by 10:00 it clears. but you can see it sets up again right along the coast. so it's a summertime pattern for mid-march as we go through the next few hours. it's cool. in the 50s that patchy low cloud deck with some fog and then by noontime we're sunny, the sea breeze kicking up throughout the

afternoon, keeping it in the low 60s at our beaches. upper 60s around hayward. low 70s for you into concord, and several more dry days before we see a return to some wet weather. stephanie. >> lisa. thank you. a small memorial is up near the spot where two people died and three others were hurt after a car struck a bus shelter. one of those killed was a child. it happened in san francisco's west portal neighborhood. abc seven news reporter cornell bernard spoke to investigators. >> well, i can tell you what happened was a real tragedy. >> mayor london breed, speaking at the scene of a horrific crash at a bus stop on yulo street and lenox way car going eastbound on eola, uh- struck a bus shelter which had four people, two adults and two children. the fire chief says two people were killed, an adult and a child. >> obviously, there are multiple calls to 911, so police and fire work together for uh- to treat all of the victims, to assess

and treat them. and unfortunately, two, they were really, really critically injured. and there was no hope for them. >> three people were taken to the hospital, including the driver of this suv, which struck the bus shelter. at this point, it's unclear how the collision happened. >> we don't know if the driver had a medical emergency. that is all under investigation. >> the impact of the crash was so intense it could be heard a half block away. >> we heard a really loud crash and i thought it was two trains colliding. and then a bunch of people in the restaurant went out and looked and said not to go out there because it was, really gory. >> the crash happening just feet from the entrance of the muni west portal station, which was busy on saturday afternoon. >> we have a lot of shaken up people, including one of our muni drivers and other people who who saw this situation on and saw people trying to save their lives in san francisco.

>> cornell, bernard, abc seven news. >> now, police did not confirm if the two victims were related and the mayor says counselors from the city's behavioral health department will be in the neighborhood speaking with people who may have experienced trauma. we're also learning the nonprofit san francisco walk san francisco, that is, will hold a vigil for the victims at the crash site tomorrow in the east bay. we're learning more about the man who drowned near encinal beach in alameda friday. they say he was 32 years old and from the central valley town of atwater, the man was seen struggling in the water before divers and swimmers tried to rescue him. they were unable to get to him before he went under. his body was recovered about two hours later. bay area activists are pressuring lawmakers for new policies and funding for the unhoused. voters are being asked whether billions of dollars in bonds would provide housing for the homeless and the mentally ill. prop one is narrowly passing at the moment, with

20,000 more yes votes than no votes. local groups held a demonstration. abc seven news reporter tara campbell has their message. where people are finally held a call to action saturday on the steps of the state capitol. >> one painted fence plank at a time, local groups rallying to put an end to homelessness. >> tiny village spirit. we build tiny house villages for homeless people. currently, we're doing it for youth. we're doing a 100 homes for 100 youth. >> the nonprofit has also built a 25 home village in oakland, where they're cultivating community and providing resources. >> a lot of like supportive programs into it. we put art all over everything. we try to make it very beautiful, like a place that they would want to live. it's really exciting to see things that are like manifesting in like real time, and it's happening and there are young people who are being housed and they have a community village and they have shared spaces and they have garden areas, and it's

healthy and it's wholesome, and they just have new life. >> moni law is an activist and member of the way church in berkeley, joining about a dozen groups, putting pressure on politicians for better policy and funding for homeless support services and solutions. >> i think this is tying together what people in the community know on the ground is people that work with the unhoused and the legislators who are up in their offices who may not see what's happening. >> and when it comes to being on the ground, o'neill fernandez knows the streets well. >> i'm from the unhoused community. you know, i'm lucky enough. me and my wife and my 20 month old got out of a tent two months before she was born, so i'm one to speak from the experience of myself. >> he's part of sos richmond, a nonprofit made up by staff who were previously unhoused, serving some of the community's most vulnerable. and he's hopeful his story can make an impact. >> but i've had to struggle, so i want to be here to get that voice, you know, i am one of those voices. you know, everybody i brought with me from

our crew is a part of those voices. >> tara campbell, abc seven news today is expected to be the last day for the north face store in san francisco's union square. >> the outdoor retailer traces its origins to san francisco's north beach. it has no other stores in the city. the company was purchased by the vf corporation in 2000, which owns other brands like timberland and dickies. the company did not say why this store is closing. aapi leaders and community members held a memorial in honor of the victims of the atlanta spa shootings. they had musical performances, mental health speakers, and stories from activists at japantowns hotel. kabuki. this journey of anti-asian hate crime is nothing new, but now we have so many more asian americans in this country and the city, and so the intention is that we can come together, stand together and fight together and thrive together for a country that we truly belong in. some of those in attendance are also demanding sfpd and the district attorney's office to look into attacks on

asian elders as hate crimes. allies in new york city, l.a. and atlanta also hosted events called stand together remembering 3-6 18. three years ago, eight people were killed in that shooting, six of whom were of asian descent, and the south bay, a longtime superintendent at the alum rock union school district, has been fired. the district's board voted to end superintendent hilarion bowers employment in a closed session on thursday night. she's held the position since 2014. the board voted to extend her contract in 2019. the board president said the decision to fire her was made after much consideration and deliberation. bowers last day will be on march 25th. all right, let's check on conditions outside. how's it looking, lisa? >> well, we're dry and cool with the low cloud deck this morning from our exploratorium camera. low 50s here downtown. and another 10 to 12 degrees of warming today with that sea

brought by boat and is now ready for distribution. >> there is no food, yara says. no water. my baby sister, we cannot get her diapers or milk. everything has become very expensive and that is if we're even able to find it. >> doctors say a big issue is malnutrition. according to the un, one third of children under the age of two are acutely malnourished. in northern gaza. unicef also says at least 1223 children have died from malnutrition so far. happening tomorrow, the large stretch of six 8-80 is expected to be back open just in time for the morning commute. caltrans says work is going as planned and is on schedule. crews are repaving the southbound lanes of 680 from the 580 junction down to koopman road. that's about nine miles of roadway. the agency shared the video of the work being done this weekend. the city of pittsburgh is creating a new vision for its waterfront aa,

green berets, irish flags and cloggers you see, here in the bay area, it was a great day for a parade or to head to the beach quite a few people took advantage of the sunshine and comfortable temperatures and soaked it in at crown beach in alameda. the question is how long does this sun stick around? lisa is tracking that answer for us with this good luck forecast, right? we get to see the sun for a few more days. yeah that's right. >> and then how about a return to the rain? yeah. especially as we get closer to the weekend. it's going to be a cold rain. it's going to be widespread beneficial though. and we're looking at mountain snow. that's the second half of the end of the week actually where we'll see those big changes. but for right now we've had a few subtle changes with the low cloud deck returning and the marine layer allowing for that sea breeze to kick up in the afternoon. you probably felt the change. live doppler seven quiet out there. low pressure finally releasing its grip into southern california and high pressure hanging on for the next several days, keeping us dry and then as

it fades away, we'll see a return to some wet weather systems. 43 in danville, it is 44 with that fog in santa rosa and napa this morning. 47 san mateo. the fog here along the peninsula allowing for that cooler day. and as we look outside, you can get a glimpse of that marine layer, the sun coming up at 716. it sets at 719. so the low clouds and patchy fog for some of you. and then throughout the day today, saint patrick's day, sunny and cooler at the coast, some low 60s settling in there with that sea breeze. the rest of us a little bit above average. and that will take us through the first day of spring, which arrives tuesday evening. after that, some more intense cooling. but as we review our rainfall percentage of normal for the season, pretty much everyone above average except for oakland 117% of average in santa rosa with over 32in of rain. next up, san francisco nearly 22in with

116% of average, 126% of average in san jose at 13in. and that 13in keeps oakland at 87% of average. so as we look at our snowpack, it was abysmal in january at 28% and now at 104, could add as much as a foot of snow by next weekend into the sierra nevada. the next several days in san jose will be the mildest, pretty much around the bay area. tomorrow we'll see a bump up into the mid 70s for the south bay santa clara and then dropping off a bit on tuesday, kind of staying the same there wednesday and thursday. but the rest of the bay will begin to cool by the time we get into thursday. and then friday and saturday 60s with this arriving. this is our forecast model for friday morning, bringing some rain into the bay area. and then it looks like it's going to spread into the mountains, the sierra nevada. and then as we get into the rest of the weekend, it's slow to move out. so we'll be watching that for you and bringing those spring

the shoreline. stephanie. >> lisa thank you. developing news. the search for a man in a cross country killing spree continues. police have identified the suspect in the murder of a new mexico state police officer. now he is also being linked to the death of a paramedic in south carolina. here's abc news reporter johny fernandez. >> police are searching for the suspect wanted in two cross country killings of a new mexico state police officer and a paramedic in south carolina, jeremy smith, we are coming for you. police say 33 year old jeremy smith is a person of interest in the death of 52 year old phoenicia machado for in dillon county, south carolina, who was reported missing on thursday. police say smith drove her white bmw across the country to quay county, new mexico, where he got a flat tire early friday on i-40, 35 year old officer justin hare was dispatched to help when, without warning, the suspect pulled out a firearm and shot officer hare.

>> smith then walked to the driver's side and shot officer hare again. smith pushed officer hare into the passenger seat and drove away, and officer harris patrol unit. with officer harris still inside, new mexico state police chief emotional recounting. >> officer harris final moments, the last words officer hare uttered on this earth was to offer help to a man who was about to kill him, new mexico state police say smith has an extensive criminal history dating back decades in south carolina, and he has ties to the albuquerque area. johny fernandez, abc news, new york. >> a multi-state crime spree has come to an end after a man accused of killing three family members was arrested. the suspect, 26 year old andre gordon, allegedly began the crime spree in trenton, new jersey. that's where he reportedly a woman at gunpoint. police say he then drove to a

home in pennsylvania, where he broke in and killed his 52 year old stepmother and 13 year old sister. gordon drove by to another home and then broke in, after which he shot and killed 25 year old taylor taylor daniel, with whom he has two children. >> at the time of the shooting, there were four other individuals present inside that home, one of which was injured after being bludgeoned by gordon with the assault rifle. >> authorities say gordon stole another car and then went to a home in new jersey, where he was then arrested by police after an hours long standoff in russia, people crowded outside of polling stations this morning. they appear to be heating an opposition call against president vladimir putin, who is expected to win the presidential election. today is the final day of a three day election. there many opposition leaders are either dead, jailed, exiled or banned from running. now, those unhappy with the war or putin

year after it was implemented, the san francisco municipal transportation agency found that 92% of drivers were complying with the law. so the city thought, why not apply those restrictions in other neighborhoods? >> san francisco is not anti-car ricardo olea is with sfmta. >> here's what he told us two months ago on their expansion plans. >> we are in the process of expanding prohibitions on turns on red into pedestrian heavy areas such as downtown union square, and that that project will start this year. >> that plan has already started, and now they're considering expanding the no turn on red restrictions even further to include 200 more intersections north and south of market street, pending public hearings next week. how about the rest of the city? we will see citywide, like new york city. are we going to be new york city? no. >> the plan at this point is not to make san francisco be like new york city. we're not at the point at which we say that every

single intersection in san francisco should have a no turn on red. we want to have people understand. and when they're going to the tenderloin or downtown or a heavy commercial area. oh, the reason that this sign is there is because of pedestrian safety. >> traffic safety has been a huge challenge for san francisco . ten years ago, the city vowed to get to zero traffic deaths by 2024. and here we are. and so far this year, there have been seven traffic deaths, the last one on march 2nd, a pedestrian killed by a hit and run driver in the tenderloin. even though the speed limit there has now been reduced to 20 miles an hour and turns on red lights are not allowed. still, we caught a driver trying to make a left turn on red while i was crossing the street, and while we were doing that interview in january, we caught a series of violations and that person made a that person made a right turn on red. >> do you see that? yes, yes. >> if there's no enforcement, you can change all the rules you want to and no one will take them seriously. so we do need traffic enforcement and we need

traffic enforcement of speeding, running red lights. >> we cruised around the tenderloin to see if police were actively stopping drivers for traffic violations. instead, what we found were police searching a car for possible firearms. >> they have other challenges. they're dealing with violent crime, and we're dealing with fentanyl sales. and there's a lot of challenges. challenges in the tenderloin. but the officers do a great job on traffic enforcement to the extent that they can. >> how many citations have been written? >> yeah, i don't have the exact number. but what i do know is that we're also very grateful for the highway patrol that have been really good partners with us for the last year. they've written a lot of citations as well. >> beginning last year, the california highway patrol agreed to assist sfpd by enforcing all traffic violations in the tenderloin and surrounding areas. and next year, the city will install 33 speeding cameras throughout the city in an effort to minimize the number of traffic deaths. >> that was leon melendez reporting. other cities are also having this problem, too. in

the 15th annual oakland marathon. the public got an early look at the new henry j. kaiser center for the arts building during the marathon expo's second day, more than 5000 runners were invited to come check out the space and enjoy the kids fun run. this will be the location of the start and finish line, and there will also be a post-race festival on site, and it all kicks off in just about ten minutes from now. starting at 7 a.m. now. it rained during last year's marathon, so the runners are gearing up for a nicer turnout today. let's check in with lisa. >> all right. good morning to you. yes. nicer turnout for sure with some cooler temperatures which runners usually like a high pressure in control the next several days keeping the storm track at bay. but we're going to see several systems begin to form as high pressure fades away. maybe wednesday, thursday. and there it is, the marine layer. classic summertime pattern. but it's not even spring. we will have spring like temperatures, the low clouds and fog for the next several days, influencing parts of the bay

cooling on tuesday. notice the upper 50s at the shoreline. still sunny, dry, partly cloudy into wednesday. this is more dramatic cooling for most of us. still holding to on a couple temperatures near 70. and then even thursday. really not looking too bad. but as we get into friday, bringing in rain, bringing in rain over the weekend and a preliminary look at the rain and snow right through saturday night brings us anywhere from about a half inch san francisco, oakland, maybe an inch down through ben lomond, and then we're looking at about a foot, maybe two feet. this is all way too early to get the particulars. it's just a general trend that gives you an idea that will be changing. pretty much doing a 180 by this time next weekend. 72 santa clara. we should be in the mid 60s. so a nice warm up here. 73 in san jose. the cool down yesterday on the peninsula but still very nice. mountain view 6967 san mateo and those low 60s in the sunset mid 60s with mostly sunny skies. you'll get into a little
