survivor. the driver of that car that hit them is now in police custody. good afternoon. i'm kristen sze, and i'm dan ashley. >> thanks for joining us. just an outpouring of grief continued today in san francisco's west portal neighborhood. a crash there, as we said, killed three members of the same family over the weekend. a driver has been arrested. >> a couple and their two children were just waiting at the bus stop near muni's west portal station when an suv plowed into them. the only survivor of that family is an infant who remains hospitalized. >> abc seven news reporter cornell bernard is live in san francisco with the latest developments on this tragedy. cornell >> yeah, dan and christian. just a horrible weekend here in the west portal neighborhood. a vigil for the family killed right here in this corner begins at 5 p.m. uh- friends and family are expected to be here. a small memorial is growing. uh- right here in front of the west portal library. there baby still in the hospital with life threatening

injuries today this neighborhood has been rocked again by news that the driver of an suv suv involved in this crash has been arrested. >> obviously, this story touches my heart. i have a two year old. i have an older child. >> every hour, people are leaving flowers at this small memorial where three family members, including a toddler, died saturday. the couple's baby was the only survivor. police say the driver of an suv crashed into the muni bus shelter where the family was sitting doing my laundry, and i heard a very loud crash. >> and then i looked out the window and there's this mangled car, joanna dimayuga raced to help. i saw a lady who was, you know, she was being attended to as well, and, gave her a towel. she had a bloody mouth, and i later found out that she was the driver. police say 78 year-old mary fong law was arrested on three felony counts of vehicular manslaughter, including a charge of reckless driving. >> investigators say law was

speeding, driving the wrong way on yulo street, traveling east in the westbound lane before slamming into the bus stop in front of the west portal library. here's what that bus shelter looked like before the crash and after. >> i often see mary gardening in front of her house. >> someone fitzner is mary fong law's neighbor. she can't believe the news. >> she's always been a very nice , calm woman. she always says hello. we've interacted many times together. i think she often watches her grandchild. this is just very unexpected. i'm so sorry. >> friends of the couple killed say they were full of life. they say on saturday, the family was headed to the zoo and decided to take the bus. >> she's portuguese and then he's brazilian. a lot of things that we knew about, like love, was then, you know, like they were like amazing couple, like they had like, no issues with anything. they were just like love, love, love and taking care of their, their kids, you know, like they they were like going to the zoo, you know, like to

have a nice day at the park. >> now, police say the driver is in police custody in the hospital where she is recovering from her injuries sustained here, once again, we are waiting for this vigil to begin at 5 p.m. guys just a terrible, terrible weekend here in the west portal neighborhood. and we're live in san francisco. cornell, bernard, abc seven news. >> just awful. cornell. look, we're also hearing now from san francisco district attorney brooke jenkins. what has she got to say about this? >> yeah, kristen jenkins is just releasing a statement here in the last 30 minutes, and she said that i ask for patience from the public as investigators continue to gather more information. so that my office can make appropriate charging decisions. the extent and nature of any criminal liability depend on many factors. and she goes on to say that toxicology reports can take up to 30 days

process, and they also need to examine the operating system of that mercedes suv to make sure that nothing was out of the ordinary. all important. a lot of investigation still to be done here. >> cornell. thank you all right. >> let's move on. oakland leaders today announced a new collaboration to address crime, the re inrime along hegenberger road in east oakland has driven key businesses away from that area near oakland international airport. as we've been reporting tonight, abc seven news reporter leslie brinkley has more on their new effort now to stop the exodus. >> the hegenberger corridor from the coliseum to oakland airport is a key gateway to oakland, but it's recently been plagued by increasing crime. this is the introduction of oakland to many people who are landing here at the oakland airport. >> more than 10 million passengers transit through the airport each and every year. >> the airport is an economic engine for the region, generating 61,000 good paying local jobs with $1.6 billion in economic impact. so now the race

is on to crackdown on crime in this crucial corner of oakland, after major businesses from in-n-out burger to denny's announced they're closing down because of violent crime. >> i think that east oakland in general has seen an influx of crime, but also we have experienced recent decreases specific to the hegenberger corridor, oakland city council member trevor reid said she's in direct communication with businesses like e in-n-out burgr to convince them to reconsider their decision to leave chp, which has been collaborating with the city and county with surges of patrols, says they'll continue to put the pressure on criminals. >> future surges will consist of 40 to 65 officers. in addition to the 72 that are currently assigned to the oakland office. >> is this too little, too late? you lost. in and out. burger and other businesses along this corridor. how do you make up for that? you know, absolutely not. >> it's not a little too too little, too late. i wish that

there were more investments in the previous year so that we can, you know, kind of subside with the symptoms of what we're seeing more is also being communicated to tourists who fly in. >> so there will be a qr code that says town safety tips. you'll see it at every hotel in oakland. it's already there at the front desk. and then you'll also see this coming to the rental cars here shortly. >> so when a visitor scans the code, what does it suggest? traveling in groups, not leaving items unattended in a lobby, a restaurant, or the back of a vehicle, and also to park only in secured garages? oakland is hopeful all of these measures and the collaboration between local agencies in the state, will add up to improved safety along hegenberger in oakland. i'm leslie brinkley, abc seven news. >> a ruckus in a martinez courtroom today as a defense attorney was stabbed in the neck by the man he was representing, the district attorney's office. tells abc seven news. the suspect broke free from his restraints, grabbed his lawyer's pen and stabbed the defense attorney. a deputy sheriff was

able to tackle romello randall and restrain him. randall is accused of murdering his ex-girlfriend. the da says the trial will continue tomorrow for another chapter. today, in the effort to recall alameda county district attorney pamela price, her supporters are now escalating their fight to the department of justice. the protect the win campaign sent a letter to california attorney general rob bonta on february 28th, asking him to investigate allegations that some of the signatures collected by the recall campaign were fraudulent. as of this morning, price's supporters say they have not heard back from bonta, so they are taking things one step further. >> democracy is currently being tested in alameda county. we have extensive evidence that we've collected from our volunteers, from folks who are just living citizens, people who live in alameda county who've come to us and made these claims. >> this comes after the recall campaign submitted more than 123,000 signatures last week. if all of those signatures are valid, that's well over the

73,000 valid signatures required to initiate a recall election. the registrar's office says it's taking its time to carefully verify those signatures. >> a former high ranking san francisco official has been sentenced to four years in prison in an ongoing fbi corruption probe at city hall, former public utilities commission chief harlan kelly left federal court after sentencing last year. kelly was found guilty of fraud. prosecutors say he accepted bribes and misrepresented debts in a loan application. kelly oversaw an annual budget of $1 billion. the judge also sentenced kelly to three years of supervised release and community service. kelly apologized for his actions. new developments tonight. >> in the case of a 63 year old woman who died after being pushed to the ground in the bayview last year, police reopened the case after receiving some new evidence. >> and now there's a call from the mayor to release video of the attack. the mayor made the call on facebook yesterday, a day after she heard from

community members during an event to mark three years since the mass shooting at a spa in atlanta. >> 63 year old yan fong wu died in july after she was pushed on a sidewalk in the city's bayview neighborhood. the death was originally ruled an accident. the case was reopened last week after the woman, who is said to have pushed wu, was arrested for assaulting another woman in mayobridge statement, she says, quote, i believe in transparency and stand with the aapi community for justice for all victims and survivors of hate incidents as soon as possible. >> i want the video released. chief william scott says the sfpd will release the video in this case, as mayor breed requested after the investigation is complete and we've determined it will not interfere with the investigation or potential prosecution. >> san jose police are offering a $1,000 reward to find two people who shot a dog in the head in january. the victim is the 11 month old german shepherd named marley. police believe two men in their 20s shot the dog in

the head, but they need help identifying the two. this happened in the area of ann darling drive and mckee road. the bullet shattered the dog's skull and a toe in his right paw. police say they take this case as seriously as any other violence against a human. that wasn't just something to scare off a dog. >> they were really trying to end a life. and i think it's safe to say that we consider all lives equal our furry friends. we want justice for them, too. >> marley is recuperating well. she's in foster care. if you know anyone, the person who may have shot marley, contact the san jose police department at the end of an era as the voice of the giants is silenced, we'll have that story. >> also, another utility looks to raise rates for some bay area residents, and that razor thin margin for a south bay congressional seat gets even narrower. stay with us. >> i'm meteorologist sandhya patel. >> winter is winding down, and as we usher in spring. tomorrow night, i'll let you know what kind

disappear by the end of the summer. today, the state unveiled plans to transfer the remaining 457 men on death row to other state prisons in the coming months. it's part of an effort by governor newsom to turn san quentin state prison into a rehabilitation and job training center. death row inmates sent to other prisons

will be housed with the general population, but their sentences will not be modified in the south bay. >> another possible utility rate hike. believe it or not, one of the area's largest water providers is looking to get a rate increase. approved. >> abc7 news south bay reporter zach fuentes has a look at the proposal. >> san jose water serves more than 1 million people across the south bay. bryan berkeley is one of those customers. >> our family's annual water bill in 2014 was just over $1,000. in 2023, even with conservation, that thousand dollar bill had risen to $3,500, and it could rise again soon, with san jose water proposing another rate increase if approved by the california public utilities commission, rates would increase over the next three years. >> the utility says the average residential customer could see a 12% difference in bills between now and next year, a difference of about $13. then in 2026 and 2027, 4 to 4.5% increases.

>> you know, our family is going to be able to make its water utility payments. but i worry a lot about the underserved. >> san jose water says that the increases are linked to escalating expenses and a need to invest in better infrastructure, replacing about 24 miles of water mains annually. >> addressing pfas impacted groundwater wells to protect public health, san jose water customer pat kearns is also a member of a group called rates. >> it advocates for water rate equity and transparency. he says infrastructure costs are a reason they've heard before. >> so they say that we're going to lay 24 miles of pipes because they're bad and old, and they're only able to lay about 18 miles of pipes. and yet every year they ask for an increase over what they got last year, san jose water insisted that it had followed through on promised infrastructure investments. >> still, it did acknowledge that the rate hikes may be tough on households, but also necessary. >> and ultimately the utilities commission has the final say over what will be allowed. you

know, we ask for what's reasonable and nothing more than that because the number is going to be scrutinized very, very closely, berkeley said. >> it's a statement he's heard before and hopes that moving forward, there can be more transparency. a top to bottom audit on this company, cpuc could approve san jose water's request in december in the south bay. zach fuentes, abc seven news. >> santa clara county is expanding wellness centers at schools to provide students access to behavioral health resources. the board of supervisors and advocates for student health announced. the more than $13 million grant program today, 40 schools will receive funding to develop new wellness centers or enhance existing ones with resources for middle and high school students, regardless of insurance services will include mental health education screenings, assessments, crisis intervention and solution based solution focused treatments for individuals or groups. it's part of the county's effort to provide early prevention and intervention for youth who face

mental health challenges. >> while today is great news, our work is far from done. there are many schools not receiving a wellness center, and i hope that other local governments, philanthropic leaders and corporate leaders will take notice and join us. >> the new grant will serve more than 400,000 students across the country. >> a familiar voice at the san francisco giants home games is not going to be around this season, leading off for san francisco center fielder number seven marvin benard. that's renel brooks-moon, who's been the public address announcer at oracle park since the stadium opened in 2000 as pacbell park. well, she's stepping away from the microphone after 24 years. her contract ended in december, and she and the giants could not agree on an extension. brooks moon was the first female announcer in the world series. now we're seeing a lot of comments about ronell on our

59, though in the city. one of the last places to clear in terms of the fog. 64 in oakland, currently 71 in san jose and half moon bay, you're sitting at 57 degrees. so right now we do have a patch of fog on live doppler seven. and you will notice that earlier in the day, we had quite a bit of fog along the coastline, even pushed into some of our north bay locations, but it pulled away. this is what we expect in the summertime, but we're getting a little early spring starts tomorrow night as we take a look at why we saw the nice mild weather today. inland. high pressure in control of the weather down south. they're still seeing scattered showers and thunderstorms, but there is a system headed our way and that's going to mean changes later this week. tonight fog fills back in tomorrow. spring starts at 806 in the evening and for the end of the week we are looking at wet and much cooler patterns, so i hope you're not getting too used to the idea of sunshine and warmth. tonight at 5:00 we have that coastal fog that will start to push in across the bay at 9 p.m, and it

will start off the morning. so tomorrow morning, definitely watch out for some thick fog around there as we head into 10 a.m. still some fog lingering. and then for the afternoon that fog does peel away. there will be a few patches into the afternoon and evening hours that just kind of hang tight temperatures first thing in the morning. 40s and 50s do watch out for that fog as you start off the day tomorrow afternoon. it is going to be a nice day away from the coast. if you want the warmth near the coast. if you like the fog then you're in luck. 58 degrees in half moon bay, 62 in san francisco, 71 in santa rosa, 74, in san jose, antioch getting up to 70 in napa and 71 in santa rosa. now here's a look at the changes that are ahead later this week. this system starts to approach friday at midnight and it starts to move in in the afternoon and evening it will bring us rain that continues into your saturday with a rain snow mix over the sierra going into sunday as well. so saturday night is going to be wet. sunday you start to notice more heavy snow over the mountains here

combat misinformation or misleading and dangerous information online. >> justices today appeared skeptical of louisiana solicitor general benjamin aguilar's accusations that the federal government coerced social media companies into moderating or taking down posts, that some might say that the government actually has a duty to take steps to protect the citizens of this country. >> and you seem to be suggesting that that duty cannot manifest itself in the government, encouraging or even pressuring platforms to take down harmful information. >> in the lawsuit filed by two republican led states and five right wing social media users, they argued the administration was unconstitutionally squelching conservative point of views. lower courts sided with the states. aggiornata today accused the government of violating the first amendment free speech rights by pressuring platforms to change their content on controversial issues like covid 19 and election

security, and pressuring platforms in backrooms shielded from public view, is not using the bully pulpit at all. >> that's just being a bully. >> but conservative justice brett kavanaugh appeared concerned about the national security implications of prohibiting such requests. >> i'm actually inaccurate about something the troops are doing. us troops are doing, and they're you know, you should take that down. it's factually inaccurate. it's harming the war effort. it's not accurate. >> the biden administration has argued it never coerced or threatened social media platforms, but rather companies voluntarily enforce their own policies to ban inaccurate or dangerous content online. and when abc news washington looking into what role the federal government can play in combatting controversial social media posts, the internet policy counsel for tech freedom, a libertarian leaning tech policy think tank, was on our 3 p.m. show today getting answers to talk about the issue.

>> i wish that people would stop taking what i consider the very first world problem of having their tweet taken down and comparing it to uh- orwell, 1984, which i always think of as more living in a dystopian totalitarian society. like under , you know, kim jong un or something, where your family gets disappeared along with you if you say the wrong thing. i i don't know how they will rule. i think there is a possibility that they will rule for the states, but i think it's pretty clear the states are not going to get everything they want here. >> most of the justices today seem convinced that government officials should at least be able to try to persuade companies, media, tech or otherwise not to post certain things. so long as it's without threat of punishment. youtube content creators will now be required to label videos that use artificial intelligence. they will have to share this information on a checklist before uploading the content. it's part of the social media company's effort to be

transparent with users about misleading videos. creators could face consequences if they repeatedly don't add that ai disclosure to your voice. >> your vote two weeks after the march primary election, the race to replace congress woman anna eshoo is about as tight as it can be. former san jose mayor sam liccardo leads the pack with 21% of the vote. the nail biter, though, is to determine his rival in november. right now, only 20 votes separate santa clara county supervisor joe simitian and assemblyman evan low. the state has 25 days to certify the results, state wide. the fate of proposition one is still up in the air. two the mental health ballot measure is winning right now, but only by 20,000 votes, with more than 280,000 still left to be counted. the no on prop one campaign had conceded, but today it withdrew its concession. given how close the vote is, both sides are launching a fight over rejected ballots.

last year, the maui chapter was created to provide disaster relief relief after the lahaina wildfires, which were so devastating. as you know, volunteers there help distribute food supplies, even hugs >> one of the main goals of global empowerment mission is to provide the most amount of aid to the most amount of the people at the quickest possible time. there's always been a connection between us and other communities. people have always felt a connection to maui, but especially coming, say, from the bay area. we find that a lot of our volunteers here at the west side distribution center are, in fact from california, from areas that have gone through some sort of tragedy and they want to give back. it's a sense of fellowship , a sense of connection with people that have been through something the same

empowerment mission is a global humanitarian and disaster aid organization that creates local chapters in all of the places it goes to, that are staffed and operated entirely by locals. so here, gem hawaii was created in response to the lahaina wildfires. our main goal right now is responding to the immediate and the long terme needs of disaster recovery. here in maui. >> we've definitely seen a huge volunteer reach out from visitors, which is wonderful, and i feel like is not only helping them understand what is actually occurring here, but the genuine setting, a precedence of how to be as a person to help other people that are in need, which is a very, very beautiful thing. and then so at our west side distribution center, we package boxes about 20 to 25 pound boxes of food donated to

us by the maui food bank and distribute them to impacted families. >> here at our height, we were doing about 2000 boxes a week. we're down to about 600 or so a week, which is great. so not just the food. we also have things like feminine products, diapers, baby food, things that not every family needs. the families don't have to get out of their cars. it preserves some sense of privacy and discretion. >> but firefighters from our asian firefighters association came out here and helped for a number of weeks. so my buddy stan lee, who's a president of the firefighters association, i asked him, can we help? he goes, yeah, he put me in contact with skye, who i called a couple weeks ago, and he goes, we love to have you guys. so i brought my wife and two daughters over here. so rather than land on the beach, we're here helping out. and. so awesome. this whole setup is really great. >> on february 8th was six months since the fires. i think most people that have been through a traumatic experience can attest that it feels both

like it was just yesterday, but also years ago, sort of that relativity of time and what we've seen is that we've formed new bonds. we've forged new relationships. that's something that i hope we never lose. >> it's still a very fresh wound . it still hurts a lot of people. and a lot of times, even through the drive through or just speaking with someone in person, they might break down and begin to cry. and sometimes they just need a minute and sometimes they just need a hug and not just a box of food or a case of water, but also a little bit of love and acceptance as to we're all going through this together and it's going to be okay. >> and new data shows the ocean's hot temperatures broke records every day for more than a year. that is, according to a study from the national oceanic and atmospheric administration and climate analyzer scientist warned that the ocean's heat
