weather anchor spencer christian is here with that. >> spencer. just about all of the above. dan the weather variety packs. let's take it our satellite radar image and you can see that that storm is brewing right off shore. there. the clouds are beginning to push into the bay area right now, and during the overnight hours it will get even cloudier. this is a level one storm on the exclusive abc seven storm impact scale tomorrow and saturday. we expect periods of light to moderate rainfall, maybe an occasional downpour, slippery roadways. of course it will be breezy to gusty at times and maybe even a thunderstorm on saturday as the atmosphere becomes unstable. the forecast animation starting at 7:00 tomorrow morning shows just clouds at that point, but by midmorning to midday, we'll see rain sweeping through the north bay, then southward and eastward to other parts of the bay area. the evening commute is likely to be a wet one. then late tomorrow night we get a little bit of a break within. showers start to move in early saturday morning, and through much of the day we can expect showers and even some steadier, heavier rain saturday night, continuing as showers into monday, we'll be left with significant rainfall totals after this three day event and

even snow in the sierra. i'll tell you more about that and give you a look at our accuweather. seven day forecast in a few minutes. >> dan okay. spencer. thanks very much. in the north bay, a smelly situation is developing at a popular national park. for several weeks now, there's been no trash pickup at point reyes national seashore. the garbage is really beginning to stack up, as you can imagine, and abc seven news reporter cornell bernard explains why and the unusual request that rangers are now making of park visitors. >> what are you doing out here today? hiking >> julie dodd and friend linda mall are doing what they love at the point reyes national seashore, but they likely didn't expect to see or smell so much garbage. most every dumpster across the 71,000 acre gem is full of trash. >> really, the biggest concern was, you know, we get some wind out here, and the concern was if the lids fly open, then trash can blow around some dumpsters have signs posted, leave no trash, no collection services available.

>> trash is piling up here because they have no way to get rid of it. the national park service has only one trash truck for the entire seashore, and it broke down weeks ago. >> that is very surprising that they only have one trash truck. absolutely. >> rangers say some of the trash has been transported off site, but most of it is sitting in stinking in this lot, waiting to be hauled away. preparing the trash truck could take a while. why is it taking so long to fix the truck, well, the repairs are pretty extensive and, because, you know, we're using federal dollars to, repair this, this truck, we have to go through a specific process. >> hervey says. in the meantime, the national seashore is asking something unusual from every visitor. take your trash home. >> it would help us a lot if visitors could kind of, you know , share the burden with us. by. by, by taking home whatever they bring to the seashore. >> that request is posted on the park's website. hikers and

campers say they are happy to oblige. >> i would never leave my trash on the trails, and it will probably come back with me and go back into my car and then head back to berkeley. >> by the way, rangers say the trash truck could take about two weeks to repair. >> yeah, let's not trash the park like always, regardless of the condition of our garbage truck at point reyes. >> colonel bernard, abc seven news. >> with the rising cost of living, some people who have called san jose home for generations are being forced out. but a new policy up for a city council vote may offer them a chance to stay. abc seven news south bay reporter dustin dorsey explains how this could build a better bay area. >> the mayfair community in east san jose is rich in culture and history, but it's the future that has many residents here so worried. >> we have witnessed our families, our friends, our neighbors having to make the very difficult decision to uproot their families and move away from a place they have

called home for generations. all because they are they no longer are able to afford to live here. >> it's a painful cycle that this community hopes to disrupt in this neighborhood. cesar chavez first began to fight for civil rights, and now residents are following in his footsteps, demanding change for more affordable housing opportunities. >> it is time that we take action and pass instrumental policies that address the root cause of displacement, such as the tenant preference policy. >> next week, the city council will consider the tenant preferences program to keep communities intact. if passed, 20% of new affordable housing like this one on alum rock avenue will be reserved for low income applicants facing displacement. this can be modified for existing projects as well. an additional 15% of units will be saved for applicants who live in the same district as the new housing. >> it's only fair that when we ask a community to tax itself to build affordable housing, when we ask a neighborhood to say yes

to projects like the one you see across the street, it's only right that the people in that community benefit from it, and that it helps them stay here and stay connected. and that's what this policy is all about. >> a council approval of the tenant preferences program will put the policy into effect immediately. the hope is to keep communities connected and make home feel like home once again. >> this is more than just a neighborhood or a district. we need to preserve that heritage for the next generation of leaders. here in mayfair. >> the vote that aims to make san jose more affordable will be on tuesday, march 26th, in the mayfair neighborhood of east san jose. dustin dawsey, abc seven news it took more than two weeks, but the only statewide proposition on the march primary ballot officially has passed. >> prop one is a $6.4 billion bond to pay for mental health services and to build supportive housing for people who are homeless. it passed by a little less than 30,000 votes. abc

seven news reporter tim johns is in the newsroom with a look at tim. what's next? >> yeah, dan, it's a slim victory for governor newsom and those who supported the measure. for those who opposed it, though, there are a lot of concerns for how and when prop one will be implemented. >> this is as was stated, historic day and that means little if we can't deliver. now on the promise. >> governor gavin newsom taking a victory lap thursday, newsom was in los angeles celebrating the passage of proposition one, a voter approved measure which he heavily campaigned for. prop one will create strict guidelines on every county in the state to spend money on housing, drug treatment and mental health services. funding will come from an infusion of new bond money. the goal of prop one is to stabilize and address the state's homelessness crisis. >> it's a really big deal, san francisco supervisor rafael mandelman also supported the measure, which he says will help the city immensely. >> he tells me after its passing, he and other city leaders spent thursday morning in meetings discussing how soon san francisco will be ready to

implement the new law to figure out how to leverage these prop one dollars. >> what our need is at different levels of care. >> changes won't happen overnight, though. jim wunderman of the bay area council says it could take years for voters to see positive, substantial change. >> businesses to come back in stores to reopen, economies to grow, jobs to be created. you know, all of those things that go into, you know, making for, you know, successful communities. >> however, not everyone is on board with the new measure that includes james burch of the anti-police terror project. >> it's an attempt to uh- a warehouse. these people, a warehouse, people who are living on the streets right now by, by, by, pressuring them into a diagnosis and then again, forcing them into treatment, burch says. >> for one thing, he worries the new law will disproportionately impact people of color. he also tells me the propositions passing is a major blow to advocates of voluntary mental health treatment. >> all of the data, all of the experts, are very clear that those treatments provide the

best outcomes. >> well, the voters have spoken in california will clearly be taking another approach. now, as of last year, the u.s. department of housing and urban development says the state has 28% of the nation's total homeless population, or about 182,000 people. and of those folks, over two thirds are unhoused. >> tim johns, abc7 news yeah, tim, the numbers are really fairly eye opening. but despite that, this proposition only passed really with the slightest of margins. but that's not the full picture. yeah. >> statewide. yes, that is true. obviously really, really tight margins there. but it's a little bit different if you look at the bay area counties individually here in san francisco, 73% of voters said yes. and alameda county, it was around 62% approving the measure. and in santa clara county, 55% of people voted in favor. dan. >> all right. tim thanks very much. another change in the race for the 16th congressional district. this thing has been wild. santa clara county supervisor joe simitian has now moved ahead of assemblyman evan low by just one vote. there

battling for second place to see who will face former san jose mayor sam liccardo in november's general election. and with that race so close as you can see, some are wondering if there will be a recount ultimately. paul mitchell, vice president of political data political data inc, shed some light on that on our 3 p.m. program called getting answers. >> there's not an automatic recount process in this state, but if one of the campaigns say a losing campaign wants to start a recount, they can do that. they can call for that, but they have to pay for it. so they might set aside $100,000 and say, okay, county start, you know, counting, you know, redoing a recount in a certain area and see if they get to where they're actually changing the outcome of the election. if they do change the outcome of their election, the election they get their money back. but if they go two days and there's no significant change, they can continue to pay. once they stop paying, the recount stops.

a ribbon cutting today in oakland for a new service meant to boost local businesses. it's a digital kiosk with suggestions on where to eat, shop or simply find an atm. abc seven news reporter anser hassan shows you how the work. >> looking for a place to eat, shop, stay and play in oakland. these new kiosks will help do that. >> when you touch the screen, it unlocks and it opens a series of applications to help you figure out how to navigate the city and how to discover the city. >> gibran muhammad is vice president of business development at ike smart city. they unveiled one of the oakland kiosks installed next to the fox theater. the kiosk feature customized city content like local shops and local events. all in real time. and unlike using a smartphone, sher muhammad says the results are based on what's happening in that neighborhood. a feature that could help highlight lesser known establishments every individual kiosk organizes based

on proximity and so each kiosk is highlighting a different local business and so the impact is that you're small and local businesses get a lift without paying anything for any sort of surcharge and optimization. ike is paying for the full project, including installation, operation and maintenance. they generate revenue based on ads revenue that will be shared with oakland estimated at about $1 million a year for the city. to me, this is a win win. >> the city doesn't have to put a bunch of money into it, but we get a lot of benefit from it. >> the kiosk even features social services like where to find a shelter, and 15% will be installed in historically underinvested communities. >> we know that it's in some of our most marginalized parts of the city, that it is our black and brown businesses that are located there, that they should have wayfinding as well. city officials admit that the kiosks can be a target for vandalism, but the company says they have experience working in cities with high crime rates. >> we also have remote monitoring, so we know if there's ever a software malfunction, we're able to treat it right away. as long as we

now in the bay area, we've got a breezy conditions, but wind speeds generally under 20mph, and it's a little bit warmer by 2 to 4 degrees in most bay area locations than at this time yesterday. so let's take a closer look right now. 59 in san francisco, low to mid 60s at oakland, hayward, san jose, san mateo, 57 at half moon bay. the temperature readings right now looking up north, santa rosa about around 61 degrees right now petaluma 59 mid 60s at napa fairfield, concord and livermore. and these are our forecast headlines. rainy pattern begins again tomorrow saturday and sunday. wet gusty much cooler temperatures will drop rather sharply. and then early next week it will remain unsettled and springlike for a while. tonight, as the clouds increase, look for low temperatures, mainly in the mid to upper 40s. many locations will not get below 50 degrees and tomorrow will be pretty mild as well. even as it rains with high temperatures generally in the mid to upper 60s. and here's the accuweather seven day forecast. so we expect a level one storm activity tomorrow and

what just happened. >> like this feeling of being sick at what i did and how i did it. >> she just handed a box full of money to a total stranger. >> i walked out to the road and handed this guy a box with $20,000 in it. >> her ordeal began one morning at home on her ranch. >> i was doing my wordle puzzle and all of a sudden this it froze. >> a message flashed on her ipad. she'd been hacked. call this number. so she did. >> they said that someone had used my computer to access a site, and that $55,000 was spent on child. of course, i knew it wasn't true, and i said it wasn't true. >> a man claiming to be apple support said he'd connect her directly to wells fargo bank. >> what came up was, was that wells fargo recording that you hear when you call customer service. >> another man picked up saying he was working with the ftc to investigate the child case. he emailed her this letter as proof, and they kept saying, we

jacket. >> it was actually a hoodie. he had a covid mask on and he just gave me that password. i took the box and i handed it over to him. >> judy felt relief, exhaustion. the ordeal had lasted for hours. i went to bed that night, somehow got through until five in the morning, at which point in time i woke up and realized what i did. it was like waking from a trance. >> i can't explain it doesn't make sense that i went to the bank and took that money out and i handed it over. is what i did when nobody was holding a gun to my head. >> i wanted to tell this story because there really is no stereotypical scam victim. new york magazine financial columnist charlotte coles had fallen victim last year to a nearly identical scam, this one claiming her identity was used to open amazon accounts and linked to a crime ring. >> you knew where i lived. >> they knew the last four digits of my social security number. they knew about my son. and. and it was terrifying. >> she handed $50,000 in cash to a stranger.

but researchers here in the bay area are taking on that challenge in the face of a dangerous environmental threat happening along our own coastline. >> so the spatulas are simulating water currents in the ocean, so we don't want these guys in stagnant water. we want them up in the water column so they can eat. >> marine biologist ryan even keeps a close eye on dozens of swirling jars in what's essentially a giant starfish nursery, feeding and raising tiny larvae too small for the eye to see. >> we have several million on both of these tables total in the nursery at the california academy of sciences is part of a multi-site project to rescue a species known as the sunflower sea star from near extinction. >> to understand the urgency, all you need to do is stroll along our coastline. that's where evans colleague rebecca johnson helped document the

sunflower star's disappearance. more than a decade ago, likely triggered by a severe marine heat wave and disease. >> they were particularly hard hit, especially here in california, and they really haven't made a recovery much easier to see is the environmental chain reaction, the vanishing sea stars normally prey on purple sea urchins, whose population quickly exploded. >> that was deadly news for local kelp forests. the next rung down on the food chain for the hungry urchins. >> so urchins eat kelp. and so the loss of the urchin predator has released the urchins and allowed their population to grow and for them to eat tons of kelp, contributing to a decline of kelp forests along our northern california coast. >> the damage to the kelp forests and surrounding ecosystem is so significant that scientists decided to bolster the sunflower star population in captivity. >> for now, it's crazy that these guys are going to grow up to be these keystone apex predators, but they will, she says. >> a team of researchers,

including the birch aquarium at scripps institution of oceanography near san diego, are working to raise the sea star's first capturing sperme and eggs from a limited number already in captivity. because the tiny larvae go through dramatic changes before they become sea stars, raising them is a tricky process, and then they'll go through a complete metamorphosis and they'll settle down to the bottom of the ocean or the bottom of my tables, and they'll actually start looking like a sea star at that point, their diet changes completely, and any decision to reintroduce stars back into the ocean would also be tricky and probably decades away. but the debate is becoming familiar. there are already proposals to restore native sea otters that vanished from our coasts after being hunted nearly to extinction, while labs like the academy are also working with genetic variations of coral that could someday be used to repopulate coral reefs devastated by climate change. as for the stars, well, this is $1 million question.

>> there are lots of regulatory hurdles and lots of things that would have to happen for that to be possible. but the hope is to increase the genetic diversity of the things that we're holding in human care. and to have as many individuals in as many places to protect the species as we get toward being able to reintroduce them. >> so for now, the spatulas continue to swirl and researchers continue to experiment with diet and environment. preparing for the day. there aquarium raised sea stars could return to become a key link in our coastal ecosystem. and just to underscore the urgency, really, of these breeding programs, scientists say average ocean temperatures are set to break new records, putting even more pressure on marine life like coral and sea stars. >> all right. well, it is not going to be beach weather for the next few days and get a look at the approaching rain in spencer's seven day forecast. next and don't forget, tomorrow is puppy day here on abc seven.
