in a video saying it was discovered during a surgery back in january and at the time it was thought that my condition was non-cancerous. >> the surgery was successful, however, tests after the operation found cancer had been present. my medical team therefore advised that i should undergo a course of preventative chemotherapy, and i'm now in the early stages of that treatment. >> the palace is not naming the type of cancer or what stage it is, but saying kate is now on a, quote, recovery pathway. the announcement follows weeks of mounting speculation around the princess's health and rampant conspiracy theories circulating online. kate underwent abdominal surgery in january. she's been out of the public eye since december, the speculation reaching a frenzy last week after the palace released this photo, later shown to be photoshopped. kate today saying she had kept her diagnosis private while she explained it to her three children. >> we hope that you'll

understand that as a family, we now need some time, space and privacy. while i complete my treatment. >> this follows king charles's own diagnosis with cancer, announced in february. kate, the country's future queen, the uk's prime minister, rishi sunak, today criticizing some media coverage of the princess and wishing her a speedy recovery. the palace is asking for privacy, saying kate will return to her public duties once her medical team clear her, but for now, she's in good spirits and is focused on making a full recovery. patrick reevell abc news, london. >> today on getting answers, we talked to doctor katherine van loon, an oncologist who specializes in gastrointestinal cancers and head of ucsf's global cancer program. she says kate middleton's treatment moving forward is likely about stopping the cancer from coming back or spreading. >> and so i think she's using the word preventive in the sense that there is some concern that she could be at risk in the future, for a recurrence of her

cancer. and she's taking every step possible to prevent that from happening. >> doctor van loon told us she's seeing a rise in certain cancers among younger people. screening ages for cancers like colorectal cancer are going down as a result. >> all right. now locally, after a search that lasted for more than a year today, oakland mayor shang tao finally announced her pick for the city's new police chief. the high profile position is going to former lubbock, texas, police chief floyd mitchell. as abc seven news reporter anser hassan explains some members of the community are cautiously optimistic. >> oakland's mayor, shang tao, has finally picked oakland's new police chief. >> what stands out about chief mitchell is that he's a strong leader and he's really smart. he's a really smart crime fighter who delivers results, and that's what i'm looking for. i'm looking for someone who can deliver results. >> floyd mitchell takes over more than a year after former police chief lauren armstrong was fired. chief mitchell served 25 years as a police officer in kansas city. he then went on to

become police chief in the cities of temple and lubbock, texas, where crime rates went down during his tenure. but he left lubbock because of concerns over abandoned 911 calls. >> he didn't make any excuses, but instead he talked about what he learned from that experience. >> mayor tao believes that's the type of experience that will help mitchell forge a new path for the department. it is a challenge. uh- and i get that. and i'm pretty sure chief mitchell understand that coming into this place, and but, you know, we will work on those challenges. sergeant hui win is president of the oakland police officers association. he hasn't met the new police chief, but he says chief mitchell already has the full support of the department. but others in the community are raising concerns. makayla galvez venegas works on violence prevention in. she believes the new chief will just be a band-aid to some of the larger issues within opd. >> there's already a preexisting culture in the police department and, the police chief has the administrative power, but they

can't shift the entire culture. >> khalil chan works with the city's asian population. his concerns center around how an outsider like chief mitchell will come to understand the needs of oakland's diverse communities and a city facing a historic deficit. >> in addition, you know, he has to navigate, you know, through the politics and it's going to be a very interesting one. >> but business owner nina joyner says the new chief will provide leadership for a city that is in need of direction. >> when i see a police officer out on the street, i want them to walk right. i want them to walk like there's peace in the community and that's important. and i think the leadership can do that. >> chief mitchell will likely start at the beginning of may in oakland, anser hassan. abc seven news. former opd chief leronne armstrong released a statement on the appointment, saying in part, i send my best wishes to floyd mitchell and offer any assistance he may desire. >> continuing this is my hometown. i want everyone to be safe and will do everything in my power now as a private citizen to assist in that goal. >> abc seven news insider phil matier has been following the

events on this chief's search from the beginning. >> yes, i'll pick it up from here, but what's your reaction? lubbock, texas versus oakland. the two extremely different cities, right? >> lubbock, texas is about half the size of oakland. it has far fewer police officers, and it is in texas, a land that where you might think that half the residents possibly are carrying guns at any given time. so but floyd mitchell at 57, 56, is 12th police chief oakland has had in the last 20 years. can he be lucky? 13 remains to be seen, but he does not start out with a very good hand. he's understaffed, crime is on the rise and he's being picked by a mayor who's facing a recall effort. >> aside from that, it's all great. but are those the biggest challenges right there? obviously just not enough police is has got to be at the top of the list. >> it is. and what we're seeing in oakland and other cities is that some of the policies implemented a couple of years ago, the defund the police

refund redirect funds, even mayor qingtao says that oakland lost its way and is now getting back on track. and that is a tough job for somebody to come in with. that's before we get into the politics of oakland itself, which we've repeatedly talked about on the newscast here. the various problems they've had with the federal judge overseeing the department over questions about the disciplining of police officers, is the fact that oakland is possibly facing a budget deficit that could be as high as $175 million. so there's no money, fewer troops, and there's possibly up to a 90 or more police that will have the option of retiring this year. and the recruits coming in can't match that number. >> so let's go back, because it was one of the first moves that the mayor made after election. mayor shengtao does this smooth things over now that they have finally replacement? >> you know, i would like to say yes, but i can't because the

people i talked with seem to still seem to have this idea. you're bringing in somebody from outside from lubbock, texas. what's wrong with what we have here? we need somebody that can hit the ground running, not somebody that's going to be going around listening and putting together plans. so there she the floyd mitchell is facing a lot of skepticism within the city and within the department about where do we go from here. and so but the staffing and the crime is that is something that's even at this point in part out of the mayor's hands. >> right? right. it's a huge task, a huge challenge. and we'll see how it goes. >> and we will. and it's one that's making national headlines at every turn around. san francisco is worried about losing retail. the last story out of oakland was that taco bell was stopping in in-house dining. it was going to go straight to drive through, in part for safety reasons. so it's it affects the entire bay area. it has a lot to do with the image of the entire bay area. and it's up to a mayor now to

try to make it work against. i think that the people of oakland want to see a change. there they're going to be rooting for whoever puts on that badge. it's a tough job. it's a job that has a life of about two years. so this person is coming in with has to have their eyes wide open, and we're going to see how it goes. >> yeah. you really got to hit the ground running. >> thank you phil a major new development has gotten the thumbs up and conquered the city council approved the terms of a developer to transform the site of the fmeraval weapons station. abc seven news reporter ryan curry shows us how this project could completely change the look of the city. >> old power lines with dirt roads leading to the hills. it looks like the wild west, but in the coming years, concord could turn into its own boomtown. >> it is a multi-billion dollar project that will go for probably the next 40 years. that's what the terms sheet says. >> this is an old naval weapons station. it closed in 2005, and since then concord has thought about and fought over ways to develop this land into new

housing office space and more. they introduced an ambitious project in 2012 that would transform the land and expand the city. they tried twice to find a developer and failed until now. the city came to an agreement with brookfield properties to oversee the project. >> there are $600 billion company on 6 to 9 different countries, and that capability surpassed what we had in the past, blocked by a fence right now. >> but this could be a massive development for the city of concord. it's a huge chunk of land that is about the size of the city of pleasant hill. the plan is to develop it in five phases. each phase involves building a certain amount of housing, 25% of which would be for low income families. when it's done, the city says there will be over 12,000 new housing units and 6,000,000ft■!s of new office space. most of the people i spoke with living nearby think it's a great idea. we need the housing. >> so would you. i'm for it. you need some housing. i live in contra costa, so i. yeah, yeah,

of course i think we need it. i'm hoping they'll leave the hillsides with nothing on them and keep the housing on the flat part. >> but others are afraid it will make traffic even worse. >> i don't like overdevelopment, and i like to keep the open space. i don't like the added traffic. >> now brookfield has four years to submit environmental reports and surveys about specific plans. after that, construction. >> then all the excitement starts. once that's signed, then we start digging. >> in 40 years, the mayor says. concord could become one of the largest cities in the bay area. in the east bay. ryan curry, abc seven news. >> all right, let's turn to the forecast. got weekend plans. some people want to go hiking. nonetheless, that's what i'm hearing. >> yes, but wear your waterproof shoes. >> maybe because this is a live picture from our camera on mount sutro. looking back at san francisco, cloudy skies and rain is starting to fall in some areas. so let's check in with meteorologist sandhya patel. >> yeah. and kristen and larry, you'll want to definitely have your rain boots ready if you're going to be hiking tomorrow. let

me show you a live picture. or tonight for that matter. you can see from our east bay hills camera. raindrops on our lens right now. so some areas on live doppler seven getting that wet weather already. we're going to push into street level radar, where we are seeing some moderate rain in the north bay right around saint helena, bennett valley road across the peninsula, seeing some scattered showers as well around brisbane, south san francisco, the sunset district, the wet weather is just going to expand as the front comes in. this is a light level one storm and it is going to stick around for part of your weekend, so timing it out for you. 5:00 tonight we have those showers that continues at 8 p.m. even at 10:00. and then we get a little lull before tomorrow. the next round of showers comes through here 8 a.m. to noon. you're seeing those showers? 4 p.m. they're still going. we do have gusty winds across parts of the bay area right now. big rock ridge, 42 miles an hour. it's a level one on our exclusive abc seven news storm impact scale today through sunday morning light to moderate showers, thunder chance for tomorrow and those gusty winds. i'll let you

know about some other opportunities for wet weather in the accuweather seven day forecast coming up larry. >> all right sandy, we'll see you then. in a few minutes, demonstrators faced off outside san francisco's hall of justice over a judge's decision to give five years probation to a man who stabbed an elderly asian woman. the protesters are upset that the attacker, daniel couch, didn't get the 12 year prison sentence that was recommended by the district attorney. couch stabbed ann peng taylor while the victim was out taking a walk three years ago. she's now 97 years old, couch suffers from mental health issues as well as a substance abuse problem, the da brooke jenkins says couch needs to be behind bars, and if there is no accountability for the people who attack them, if we don't have adequate, adequate consequences for that behavior, it will continue to. couch has already served three years in prison. his probation mandates that he attend a supervised mental health program, and if he doesn't do that, he could go to

peninsula, san mateo, south san francisco, brisbane area. not all of this is hitting the ground, but we are getting some rain south santa rosa street level radar, bennett valley road seeing some of that wet weather. and as we widen this picture here, we do have this area of low pressure off the california coast, oregon coast. and then we've got the front that is now starting to approach. so initially we get the wet weather first with the front and then the trough will come through and bring in a chance of thunder tomorrow. with the instability gusts to 33 miles an hour at sfo right now. so the winds are starting to pick up. it's not windy everywhere, but certainly is getting there. golden gate bridge camera a lot of cloud cover, a few raindrops there. 61 in the city, 63 in san mateo. a live view from our oakland airport camera and the clouds are stacked up mid 50s santa rosa, petaluma. it is 63. in concord. it was pretty mild this morning. livermore 64 degrees. and from our sutro tower camera you can certainly see a shaky view today. showers, windy areas

tomorrow. thunder chance it is going to be wet and gusty and early next week we have a brief break coming your way before more rain enters the picture. it's a level one for today through sunday morning. light to moderate showers at thunder chance tomorrow and gusty winds now. if we do get thunderstorms tomorrow, there may be some hail accompanying it, so just be aware of that winds coming out of the south 34 miles an hour. half moon bay at 5:00. you will notice those gusty winds are still with us late tonight. they ease a bit as we head into saturday morning, only to pick back up again saturday afternoon. going into your sunday. so let's look ahead to the rain timeline this evening, 4:00 this afternoon. excuse me, 4:00 you have the wet weather. 8 p.m. we're still seeing some showers across the region going into 10 p.m. and then rea those showers continue for your saturday morning into the afternoon. if you want to get a hike in there, just be prepared with rain boots or an umbrella or raincoat. i mean, just take that all with you because we're going to have most of that weather, active weather tomorrow, 10:00. you will notice saturday night there's still

closed for good. in-n-out says the oakland location is profitable, but because of car break ins, armed robberies and theft, it's not safe enough to stay in business. city leaders say crime is dropping in the area, with more law enforcement patrols and security at shopping centers. in-n-out says it's 115 employees will be transferred or receive severance. >> some big names from hollywood and california politics are launching a campaign to keep a ban on oil drilling in urban areas today, jane fonda and former governor arnold schwarzenegger joined current governor gavin newsom in opposing a ballot measure that's coming up in the november election. now, that bill would overturn a 2022 law that bans new oil and gas wells within 3200ft of homes, schools and hospitals. this proposition is sponsored by the oil industry. >> the wild thing about it is there have been beaten now in the past that they're coming back with the same trick and the same dialog. it's safe there will be terminated again.

from colon cancer this year. and even more alarming is the number of deaths is going up among people under the age of 50. >> this month is colon cancer awareness month and abc seven news reporter lyanne melendez is here with some promising news on a new screening tool for this particular cancer. leanne. well right now there are two types of screening for colon cancer, and both are, let's say, not very popular, but they could save lives, especially a colonoscopy. >> now, this new blood test is another tool and would be a game

changer because it could detect the early stages of colon cancer. >> yeah, people definitely think that i'm annoying. this goes back to high school. but, but yeah, people challenged that. yeah, i challenged them and i don't just take the first know when others would have given up. >> jamie comer has fought hard to stay alive after a stage four colon cancer diagnosis in 2016, a routine medical checkup the year before showed no signs of cancer and in one year's time i developed 60 tumors in my liver off of a single tumor in my colon. today, a simple blood test developed by guardant health in the silicon valley could have given comer a much better outcome. it measures the dna that's generated from cancer, and if they have that broken dna, then that raises the flag that they need to have some sort of follow on to confirm that in clinical trials, a blood sample was collected from 20,000

patients, followed by a colonoscopy. the blood test was successful at detecting 83% of early cancers. >> had they done that blood test, it would have been a simple surgery. >> but the test, which still needs fda approval, was not able to detect most large polyps, which tend to be harmless. but a few may turn into cancer. that's why doctor craig eagle, chief medical director at guardant, stresses the need for getting screened by the recommended age of 45. in recent years, the medical community has been baffled by the rising colon cancer rates among even younger people. >> 50 diets, high sugar based diets, low exercise uh- being overweight? >> let me know when i start to bore you. then i have to take, magnesium comer has this to say to anyone complaining about the unpleasant aspect of a

colonoscopy. i've had about 180 rounds of chemo and seven surgeries. is probably about 60 or 70 scans. >> comer has started touring colleges with her daughter and has this wish. >> i'm very grateful that i've made it this far, and i would really like to be around for that parent. the first parents weekend for college, you know, those are things i'd really like to do. >> i hope she does. now the blood test is available now, but because it is still needs fda approval, it's not yet covered by any kind of insurance. the cost right now is $895, but you know, once it gets approval, like anything, you will see that price go down. >> i mean, 83% efficacy isn't great, but i hear them say the greatest test is the one that people will actually submit themselves to. right? >> right. and you know, the colon guard is very similar in

the sense that the i think it detects 83% or so. obviously, the colonoscopy. colonoscopy is the best one to do. sure. but there's that barrier of a lot of people not wanting to do it. oh my gosh. yeah. i mean people yeah. the colon guard we know what that is. it has to deal with fecal matter right. yeah. and so not very attractive for some people. and then people complain about the colonoscopy, which of course has that sugary drink. but you know there are worse things to, to drink. >> well also, i mean if it saves your life. yes, absolutely. >> agree. but another option is always good. >> yeah. all right. thank you. liane california's insurance commissioner says his agency is preparing to plan to help homeowners who may get a cancellation notice from state farm. now, yesterday, state farm announced it's going to cancel 72,000 home insurance policies in an effort to cut financial losses. today commissioner ricardo lara said he wants accounting statements from state farm to get a better picture. really more accurate tsay in

rishi sunak, blasted the recent reporting around kate. as you know, there's been a lot of media reports, speculation and intense interest, including reporting on that photoshopping scandal of the mother's day photo that they released with her and the kids, does sunak have a point, do you think that, you know, i mean, obviously everybody feels terrible and everybody's feeling that she's battling a lot now. people are going to leave her alone. but what about the prior coverage leading up to this point? thoughts? yeah i mean, i wish they just would have handled it better from the very beginning. i'm talking about their pr team not putting out that photo, not leaving people questioning. not that they needed to say that she had cancer, but i think they could have handled it better. that would have helped. maybe all the speculation around it, all the media coverage and, you know, maybe made the situation a little bit better than what it ended up being, which was just a

singles out offensive odor. delta calls it unreasonable or annoying, and united describes it as a malodorous condition. if you're next to a stinky passenger, you can ask to be moved to another seat, do it politely. i recommend, you know, getting up, talking to the flight attendant out of the view of others. but the problem is, you guys know that they fill almost every seat these days, so it's a little harder to get another seat, you know? yeah. >> and some people have anxiety about flying. so i mean, how do you like, say, hey, i don't want to sit next to this person when the plane's packed, right? i mean, maybe they're sweating because of that. i don't know, i had a situation like that one time. >> there was somebody sitting next to me that did not smell so great, but it was, thankfully, around the time when we were all wearing masks so that kind of helped it a little bit. it was a very short flight, so i was able to deal with it, but had we not had the masks on kind of masking
