wet weekend, and live doppler seven is tracking it all. good evening. i'm ama daetz and i'm dan ashley. >> thanks for joining us. we're going to get wet showers, wind and more coming up this weekend. >> abc seven news meteorologist sandyha patel is keeping an eye on the weather where you live, sandy? >> yeah, and it is quickly deteriorate across parts of the bay area. so, dan and let's take a look at a live picture right now from our san rafael camera. and you will notice wet roadways. also gusty winds out there as we look at live doppler seven. area of low pressure is off the oregon northern california coast. the front is starting to move in, which is why the rain is beginning to increase in coverage. so let's get you down to street level radar in the east bay right now. emeryville, powell street, oakland avenue into oakland, 580. it is going to be a sloppy commute for the north bay around mill valley and larkspur. we are seeing some light, steady rain. and from san francisco down the peninsula, also seeing that rain beginning to increase in coverage. so this light level one storm will bring us a

mitchell is that he's a strong leader and he's really smart. he's a really smart crime fighter who delivers results, and that's what i'm looking for. i'm looking for someone who can deliver results. >> floyd mitchell takes over more than a year after former police chief lauren armstrong was fired. chief mitchell served 25 years as a police officer in kansas city. he then went on to become police chief in the cities of temple and lubbock, texas, where crime rates went down during his tenure. but he left lubbock because of concerns over abandoned 911 calls. he didn't make any excuses, but instead he talked about what he learned from that experience. mayor tao believes that's the type of experience that will help mitchell forge a new path for the department. it is a challenge, and i get that. and i'm pretty sure chief mitchell understand that coming into this place, and but, you know, we will work on those challenges. sergeant hui nguyen is president of the oakland police officers association. he hasn't met the new police chief, but he says chief mitchell already has the full support of the department.

but others in the community are raising concerns. makayla galvez venegas works on violence prevention. she believes the new chief will just be a band-aid to some of the larger issues within opd. >> there's already a preexisting culture in the police department, and, the police chief has the administrative power, but they can't shift the entire culture. >> carl chan works with the city's asian population. his concerns center around how an outsider like chief mitchell will come to understand the needs of oakland's diverse communities and a city facing a historic deficit. >> in addition, you know, he has to navigate, you know, through the politics. and it's going to be a very interesting one. >> but business owner nina joyner says the new chief will provide leadership for a city that is in need of direction. >> when i see a police officer out on the street, i want them to walk right. i want them to walk like there's peace in the community and that's important. and i think the leadership can do that. >> chief mitchell will likely start at the beginning of may in oakland, anser hassan. abc seven news. >> all right. so let's bring in

abc seven news insider phil matier for a little perspective on this story. >> that's right. phil, we heard from floyd mitchell a few weeks ago at a public forum in oakland with four finalists. as we recall, for the chief's job. here's what some of what he said. >> i believe the crime issue in oakland should be our primary focus moving forward from everything that i have read, this is the major issue facing the oakland police department and its community. so phil, obviously crime is the focus, obviously, for this new police chief. >> the mayor made that very clear. what else on that list? >> well, another thing is he's not only going to have to police the streets of oakland, which are seeing a rise in crime and property crimes. it's a national concern. also, he has to police the police because there is still questions about how the department itself operates. it's a tightrope. he's also going to be an outsider that's coming into a city that had its police chief last. police chief was basically born and raised there and very popular among the population. so he's coming in as

an outsider from texas. you put all these things together and it's a tough entry, not the least of which is the actual size of the department, which is at about 711 officers. they need more. and instead more officers are retiring. >> much bigger department, obviously, than in texas and in kansas city. >> yeah, absolutely. but here's a question. what does it need to do to keep this job, phil? because if you think about the history, what six chiefs within ten years and 12 chiefs within 20 years, is he going to be lucky? >> 13 uh- it's all right. he is really in a tough position. we can't sugarcoat this. usually a new mayor comes in and hires a new police chief, and everybody says this is the new day. in this case, the new mayor came in and fired the old chief, setting off a year of searches to the uh. floyd mitchell was not mayor tsingtao's first choice or second choice. he was one of four choices presented to her by a police commission, which she is not getting along with. okay,

so you put those together, and on top of all of this, you have a budget deficit in oakland, which is astronomical now, and a mayor who's facing a recall. so the person that hired you, the question is, are they going to be there in a year or two? >> so you're suggesting this is a cakewalk? yes. oakland had four finalists. only one was local. interestingly, they chose mitchell again from texas previously. kansas city does local matter. >> it does on it. it does, it does. it's what we have here. is it local people in oakland are saying it's not so much that you have to be from here, but you have to understand what's here. you have to know the various components of oakland, which is a very diverse political city. you have some people that are very strong right now on law and order and others that are saying no reform is to is a top priority. so you walk into that, it's a challenging position and on top of that, you have a federal judge overlooking you, your every move as well. and you wonder you're an outsider,

right. but aside from that it's a great opportunity. at least that's what former police chief anne kirkpatrick told me recently is that she would tell anybody applying for the job two things. it's a great opportunity, but you better have your bags packed, because after two years, there's a question of whether you're going to be there for the third. but it's a it's a challenge. it's one that we have to face here in the bay area. let's hope it works out for the best. >> and if it's if he's good, it could be an opportunity for us. >> absolutely. is there a bigger issue going on here though, phil. because san jose, their police chief, is leaving at the end of the month. the police chief in los angeles retired earlier this year. what's going on? well, there's a couple of things. than you didan retire earlier in the past and get a full check. second of all, they sometimes they move from one department to another, from one police department to another. but yes, there is a transformation going on in policing. a lot of these people started out being street cops, and then they found out that their job was actually to police, the police and reform and now it's getting back to questions about crime. it's very

stressful. it's just a very stressful situation. >> yeah. okay 24 seven phil, thank you for that insight. >> all right. well, as we discussed a little bit here, the police chief in san jose, anthony mata, is going to retire at the end of this month. today the city named assistant chief of police paul joseph as the acting chief of police. there will be a nationwide search for the next police chief, with confirmation expected. we'll see by september. >> some shocking news today. kate middleton, the princess of wales, is battling cancer. there has been a lot of speculation about her whereabouts and her health since she had abdominal surgery in january. >> the surgery was successful, however, tests after the operation found cancer had been present. my medical team therefore advised that i should undergo a course of preventative chemotherapy, and i'm now in the early stages of that treatment. >> abc seven news reporter luz pena joins us live. and lucy, you spoke with oncology experts about the importance of health screening as well as preventative measures. >> that's right. amanda, princess of wales, is in the early stages of preventative

chemotherapy, as you mentioned in the video. she said it has taken time to explain the diagnosis to her children and to reassure them that she will be okay. in a video released friday, the princess of wales, kate middleton, announced she has cancer. it has been an incredibly tough couple of months for our entire family. the type of cancer has not been disclosed, but middleton said it was found after she underwent abdominal surgery in january. >> it was thought that my condition was non-cancerous. the surgery was successful, however, tests after the operation found cancer had been present. >> middleton says her medical team then advised preventative chemotherapy. abc news spoke to doctor arif kamal, an oncologist with the american cancer society, about the importance of this treatment. >> what we recognize is that cancer shows up in millions and billions of cells, which we can't see with our normal eye. so we use chemotherapy to come in and kind of clean up the rest, make sure that there's nothing left behind. doctor

laura esserman, director of ucsf's breast cancer center, hopes this announcement encourages the public to get screened. >> if you are at high risk, are you at high risk? for what type of cancer? and there you can adjust what you can do to reduce risk and to screen appropriately . >> the princess of wales said her diagnosis was shocking. we do know if you happen to inherit a mutation in a particular gene, your biggest period of risk is often in your 30s. >> and so if you're brca one or brca two, it comes not only with breast cancer risk but ovarian cancer risk for brca2, pancreatic cancer risk for men, prostate cancer risk at crown and crumpets in san francisco, the bay area british community is hoping this announcement saves lives. >> charles, who was in the hospital in january as well for prostate problem. you know, he came out immediately, you know, promoted the idea of men getting

sonoma and santa cruz. stormy weather in early february brought down trees, caused mudslides, and damaged roads. the emergency declaration opens up requests to the federal government for funding and assistance to repair the damage. >> all right, let's turn now to the weekend weather forecast, which will starting right about now, include rain. >> yes, but not a total washout, right? yeah, that's right. >> ama and dan uh- second half of your weekend is actually going to be okay after some morning wet weather sunday. let me show you live doppler seven right now. and you will notice that the rain is pretty much hitting a good chunof the bay area. m going to get you into street level radar where we are seeing some heavy rain falling from guerneville to graton across windsor. santa rosa is getting some steady rain as well into the east bay we go orinda across 24 into lafayette. watch out. it's not going to be exactly an easy breezy evening commute or getaway. san francisco down the peninsula, it is pretty much a light rain. some pockets of moderate rain right around san mateo and very

spotty across parts of the south bay. santa cruz starting to get in on the action. this system, the low associated with this front, is still off the coast of oregon and northern california. what's going to happen with this is it's going to start to move through tomorrow. and as it does, and we get a little heating from the sun, we'll get the atmosphere destabilizing, which means thunderstorms are a possibility right now. sfo seeing that southerly wind gust to 31. concord 25 along with santa rosa, a beautiful view from pier 39 where you see some raindrops on the lens. upper 50s san francisco, oakland, san mateo, san jose. you're at 62 degrees from our kgo roof camera. you can see the raindrops on the lens and a dark sky temperature is 5060. and a beautiful view from san jose camera, where the sun is trying to peek through tonight. rain, windy areas tomorrow a thunder chance. wet and gusty early next week. you get that brief break if you want to put the umbrellas away for a few days, but you'll need them for tonight and going

right on through sunday morning. so it's a level one light to moderate showers. thunder chance tomorrow with those gusty winds as we time out the winds first sun, early winds continuing at 7:00 over 30 miles an hour along the coast. higher terrain even stronger. you will notice it's still breezy at 9 p.m. tonight. and then the winds back off a bit, only to pick back up again tomorrow evening. and then they will continue on sunday behind the system, 3035 miles an hour. by sunday afternoon you're looking at 43 mile an hour winds out of the northwest, so a switch in that wind direction. 7:00 tonight you are going to be noticing the widespread rain. 9 p.m. it is focused in the east and south bay, and then the rain eases up a bit as the front has passed through. but we do have the trough coming in. so showers will be on the increase saturday morning, 8 to 11 a.m. 5 p.m. you see spotty showers and then later on in the nighttime hours, you will see more showers coming through sunday morning, a few showers, and then after that you get a chance to enjoy some sun. so your outdoor activities for

affecting families with kids. it's really hurting the entire economy. abc seven news south bay reporter zach fuentes has more on how serious this issue really is and the work being done to solve it. >> it's no secret to many bay area families child care is either costly or just plain unaffordable. >> a third of families in silicon valley are now self-sufficient, and one of the reasons they're not self-sufficient is because the money they have to spend on child care is enormous. >> but the lack of affordable options isn't just impacting households with young children. >> in 2020, council for new america reported that the us economy loses $122 billion a year in earnings, revenue, productivity, local spending as a direct result. >> that's why key stakeholders came together in the heart of silicon valley to discuss solutions that employers can be part of. >> we're trying to figure out things that employers can do, things that people can do on the policy front. and if we should be rethinking this as a society. >> the symposium was made up of

policymakers, employers from businesses of all sizes and child care providers, many of whom said they've had a difficult time following covid tanking in roman earlier in the pandemic led to daycare closures. retaining workers has also been hard. providers say these factors have forced them to pass higher costs onto families. >> the big challenge is that you want to make things affordable for parents, but you also want to be able to provide more than just a surviving wage for teachers. >> bringing in employers to invest in employee child care is one solution. county officials have pointed to is not just the benefit to families, but businesses. >> there is a statistic that for every $1, that's invested publicly in child care, there's a $16 benefit to the workforce and industry in gained profitability. >> for now, some progress has been made. in santa clara county, a $15 million grant program was launched last fall to help child care providers improve and expand operations. but even officials admit the work is ongoing. >> child care directly impacts

one on the abc seven news storm impact scale. that means it's a light storm. you can check out the rain coming down. that is a live look at the emeryville tower camera on the right. we will have wet weather to start out this weekend amid widespread concern and speculation. >> today, princess kate announcing she has cancer and is undergoing, quote, preventative chemotherapy. the palace is not naming the type of cancer or what stage it is, but kate says who is 42 years old, the palace says is now on a, quote, recovery pathway. >> we hope that you'll understand that as a family, we now need some time, space and privacy while i complete my treatment. >> the duke and duchess of sussex harry and meghan, who live in santa barbara, released a statement saying, quote, we wish health and healing for kate and the family and hope they are able to do so privately and in peace. and again, we don't know what type of cancer that kate

middleton has. no. >> but this month is colon cancer awareness month. more than 53,000 americans are expected to die from colon cancer this year. >> you know, and the number of deaths has increased among people under the age of 50, which is a little unnerving. abc seven news reporter lyanne melendez is here with some promising news, though, on a new screening tool for this type of cancer. leanne. >> yeah, well, we know that there are two types of screening for colon cancer, and both are, well, not too popular, but they could save lives, especially a colonoscopy. now this new blood test is another tool and would be a game changer because it could detect the early stages of colon cancer. >> yeah, people definitely think that i'm annoying. this goes back to high school, but, but yeah, people challenge that. yeah, i challenge them. and i don't just take the first know when others would have given up. >> jamie comer has fought hard to stay alive after a stage four colon cancer diagnosis in 2016,

a routine medical check up the year before showed no signs of cancer, and in one year's time i developed 60 tumors in my liver off of a single tumor in my colon. today, a simple blood test developed by guardant health in the silicon valley could have given comer a much better outcome. >> it measures the dna that's generated from cancer, and if they have that broken dna, then that raises the flag that they need to have some sort of follow on to confirm that in clinical trials, a blood sample was collected from 20,000 patients, followed by a colonoscopy. >> the blood test was successful at detecting 83% of early cancers, had they done that blood test, it would have been a simple surgery. but the test, which still needs fda approval, was not able to detect most large polyps, which tend to be harmless. but a few may turn into cancer. that's why doctor

craig eagle, chief medical director at guardant, stresses the need for getting screened by the recommended age of 45. in recent years, the medical community has been baffled by the rising colon cancer rates among even younger people. >> high fatty diets, high sugar based diets, low exercise uh- being overweight? >> let me know when i start to bore you, then i have to take uh- magnesium comer has this to say to anyone complaining about the unpleasant aspect of a colonoscopy. i've had about 180 rounds of chemo and seven surgeries, probably about 60 or 70 scans. >> comer has started touring colleges with her daughter and has this wish. >> i'm very grateful that i've made it this far and i would really like to be around for that parent. the first parents

sleepovers. we have pictures of all the adoptable dogs we met today, and details about how you can make one part of your family on abc seven news.com. so you want to take all of them home. >> i know right now sonoma county animal services says its shelters are at a critical capacity level, and now they're asking the public to help. >> abc seven news reporter tim johns went by the shelter this afternoon to learn how, at sonoma county animal services, the shelters have never been more full. >> we have 118 dog kennels, and right now i want to say we have 2 or 3 that are actually open over the past few weeks, an influx of new animals has overwhelmed staff, a trend that's played out across the county and the entire state, says emma diemert. >> emma tells us in the year she's worked with animal shelters, she's never seen it this bad, especially with our rescue partners. >> so they kind of control the population of animals. they get in and to see them kind of have an explosion of animals in their kennel space as well is really alarming. >> folks here at the county animal shelter tell me they

believe there are a number of factors driving the increased number of animals here. one of those factors is the hangover left from the pandemic during covid, a large number of people who were at home got animals, but as things went back to normal, many of them couldn't care for them anymore and dump them at shelters. >> there's a veterinary shortage, you know, nationwide right now, which really impacts spay neuter, which leads to accidental litters happening all the time. >> in order to help with the overcrowding, sonoma county animal services is asking the public for help, either by adopting or fostering. on friday, jacob and jean of santa rosa came by to take a look at some of the animals they adopted a kitten from the shelter back in october. >> i think with a breeder, there's a lot of like ethical concerns and especially with how many animals are up for adoption, i think it could really help out. >> until more help comes, though, the shelter says they'll do everything they can, getting creative to help as many animals as possible. >> we'll put crates in one of our and our multipurpose room and rotate animals through, and

few thoughts about what really matters. another blow this week for california homeowners is state farm is dumping roughly 70,000 home and apartment policyholders. a farmers, allstate and travelers are also dropping customers left and right. i was dropped suddenly a few months ago. in january. i started with another insurer for our home, and it only costs 75% more 75. no kidding. then guess what? on wednesday they dumped me to. and as many homeowners are finding out, there are precious few options now to get covered. the california fair plan is the so-called insurance of last resort, but its risk exposure is now an issue with applicants plans going from a few dozen a day to now. more than a thousand a day. as other companies cancel. people are going to this fair plan in large numbers. this is a huge deal which is affecting the housing market, pushing more people to leave the state and leaving others dangerously exposed or
