morning. >> hey, stephanie. good morning. yes. after a glorious week of spring like weather. back to winter yesterday. and this morning, scattered light rain showers, gusty winds, a level one system and live doppler seven pinpointing not only the rain in northern california, southern california and all of that sierra snow a close-up look. mount saint helena, sears point scattered light showers in the north bay down through marin county, san francisco over to highway 80 and in oakland. looking at a few showe. sa ramon and further to the east looking at pleasanton and six 8-80 aet morning for you and into the south bay. some heavier rain showers from two 8-80 saratoga. there highway 85 and then boulder creek. some downpours could see some thunderstorms today and even through early tomorrow, so rainfall throughout the next couple of hours, anywhere from a 10th to 4/10, i should say throughout the day and then into sunday morning. so look at the timeline here from 10:00 right on through the afternoon. fair

shot of rain anywhere, and temperatures as much as ten degrees cooler than what we've experienced. so right on through the afternoon, scattered showers, possible thunderstorms, some embedded hail, and we'll talk about the second half of the weekend in a few minutes. stephanie >> all right, lisa, thank you. in the east bay now oakland finally has a new police chief, more than a year after the mayor fired the last one, the city went through more than a half dozen top cops in just a decade. abc seven news reporter anser hassan tells us about the new man for the job. >> oakland's mayor shengtao has finally picked oakland's new police chief. >> what stands out about chief mitchell is that he's a strong leader and he's really smart. he's a really smart crime fighter who delivers results, and that's what i'm looking for. i'm looking for someone who can deliver results. floyd mitchell takes over more than a year after former police chief lauren armstrong was fired. >> chief mitchell served 25 years as a police officer in kansas city. he then went on to become police chief in the cities of temple and lubbock, texas, where crime rates went down during his tenure. but he

left lubbock because of concerns over abandoned 911 calls. >> he didn't make any excuses, but instead he talked about what he learned from that experience. >> mayor tao believes that's the type of experience that will help mitchell forge a new path for the department. it is a challenge. uh- and i get that. and i'm pretty sure chief mitchell understand that coming into this place, and but, you know, we will work on those challenges. sergeant hui win is president of the oakland police officers association. he hasn't met the new police chief, but he says chief mitchell already has the full support of the department. but others in the community are raising concerns. mikayla galvez venegas works on violence prevention. she believes the new chief will just be a band-aid to some of the larger issues within opd. >> there's already a preexisting culture in the police department and, the police chief has the administrative power, but they can't shift the entire culture. >> carlton works with the city's asian population. his concerns center around how an outsider like chief mitchell will come to

understand the needs of oakland's diverse communities and a city facing a historic deficit. >> in addition, you know, he has to navigate, you know, through the politics and it's going to be a very, interesting one. >> but business owner nina joyner says the new chief will provide leadership for a city that is in need of direction. >> when i see a police officer out on the street, i want them to walk, right. i want them to walk like there's peace in the community, and that's important. and i think the leadership can do that. >> chief mitchell will likely start at the beginning of may in oakland, anser hassan. abc seven news. now the mayor made it clear tackling crime is priority number one, but mitchell will have a lot to juggle with staffing shortages and a huge budget deficit. >> abc seven news insider phil matier laid out how the new chief is in a uniquely challenging spot. >> also, he has to police the police because there is still questions about how the department itself operates. it's a tightrope. he's also going to be an outsider that's coming

into a city that had its police chief last. police chief was basically born and raised there and very popular among the population. so he's coming in as an outsider from texas. you put all these things together and it's a tough entry. >> mitchell will be the department's 12th police chief in 20 years. now to an update on the search for a missing hiker in monterey county. her body was found at the base of a waterfall in the ventana wilderness. abc seven news reporter lauren martinez is following this story . friends and family are remembering 30 year-old caroline meister as an incredible person. on monday, meister was reported missing to the monterey county sheriff's office. authorities say she went on a hike in the ventana wilderness in the big sur area. more than 100 people from 13 different agencies aided in the search from helicopters to search dogs. it was an all out effort to find her. >> one, was given this, given her clothes so that they can have her particular scent. and

then the other type of dogs that they have are just like general dogs that search for human scent . >> on friday, searrews found meister's body at the bottom of a waterfall off horse pasture trail. >> our trails are very steep in our area. they can be dangerous in some areas, and even experienced hikers could have slipped them falls. >> authorities say her injuries are consistent with falling down a cliff. >> there's a saying in the wilderness, danger and beauty coexist in a delicate balance. >> meister is a chicago area native. for the past two years, meister has lived and worked at the tassajara mountain zen center in rural monterey county. during friday's press conference, the sheriff relayed a message of gratitude from meister's parents on behalf of gina john. >> again, i want to express their prayers and thanks to the hundreds of volunteers that helped bring caroline home in the south bay. >> lauren martinez, abc seven

news. also in the south bay, there's a new push to increase access to reliable and affordable child care. experts say the lack isn't just impacting families and kids, it's impacting the entire economy. businesses policy makers and child care providers came together in san jose to discuss solutions that employers can be a part of. many providers say they've had a difficult time after covid declining enrollment early in the pandemic led to daycare closures, county officials believe teaming with employers to invest in an employee child care is a possible solution to helping both families and businesses. >> for every $1 that's invested publicly in child care, there's a $16 benefit to the workforce and industry in gained profitability, a $15 million grant program was launched last fall to help silicon valley child care providers improve, and expand their operations. >> united airlines is facing new

scrutiny after several reported problems in three weeks. a memo to united employees say the faa will now be paying closer attention to the airline. earlier this month, a united flight lost a wheel over an sfo parking lot smashing tires, cars. that is. this week, a flight from sfo to japan had to turn back because of engine issues. united says the faa will be reviewing the airline's policies and facilities over the next few weeks. we have new developments in that mid-air blowout on board a boeing plane in january. passengers on that flight are getting letters from the fbi saying they may be victims of a crime, and that the fbi is now investigating. that makes at least four federal investigations into boeing. the drive over the golden gate bridge is going to cost a little more starting in july. here's a live look from there. now, as expected, the board voted to raise the tolls by $0.50 a year through 2028. now, on july 1st, it will be 1025 for a two axle

vehicle, which essentially covers all cars and most trucks. if you have fast track, though, it will be a dollar less for drivers who have a pay as you go account. the toll will be $9.50. the toll increases are to help cover a projected $220 million budget deficit over five years. new data shows more offices are vacant in san francisco than ever before, and a record high. the vacancy rate, hit 36.6. that's according to data from real estate brokerage cbre, obtained by the chronicle. the number jumped from 29.4% since the start of 2023. it's now up nine times that amount before the pandemic. in 2020. how's it looking outside, lisa? well we're wet and breezy and certainly chilly. >> temperatures have dropped considerably. a look at the slick pavement there from that expensive golden gate bridge, and we'll be seeing more rain

>> this, of course, came as a huge shock and william and i have been doing everything we can to process and manage this privately for the sake of our young family. >> abc seven news sat down today with ucsf breast cancer center director doctor laura esterman. she says she hopes middleton's announcement drives others to assess their risk for cancer. >> if you are at high risk, are you at high risk? for what type of cancer? and there you can adjust what you can do to reduce risk and to screen appropriately. if you're at risk for a fast growing cancer, you need to probably screen earlier and more frequently. >> doctor esserman says ucsf researchers are focused on how to optimize screenings for people at higher risk of cancer. she recommends looking into your family history and having a conversation with your doctor. well the cdc says the number of measles cases across the country this year has surpassed the total for all of 2023. there's

been 64 cases reported in 17 states so far this year, compared to 58 all of last year. alameda county health officials reported a possible measles exposure at a brew pub in san leandro earlier this month, but no cases were confirmed. measles symptoms include fever, runny nose or a red rash, and they can also appear up to three weeks after exposure. berkeley is going to repeal its ban on natural gas appliances. the ban would have applied to installation in new buildings. the first of its kind ordinance passed in 2019. it took effect the following year with the intent of reducing greenhouse gas emissions, but it was contested by the restaurant association and appeals court last year saying it violated us law. san francisco and other cities have similar laws, and they could be invalidated because of this case. today, oakland's in-n-out will be serving customers for the last time and announced, says the location at hegenberger road off

interstate 880 is profitable, but car break-ins, armed robberies and theft make it not safe enough to stay in business. city leaders say crime is dropping in the area, with more law enforcement patrols and security at shopping centers. doors closed for good. today at 1 a.m, a japanese snack that showed up at a 7-eleven store in san francisco has gone viral. it's called onigiri. but there are a couple of wrinkles here. first, the store wasn't selling it, and there's no partnership with san francisco mayor london breed. second, they were made by a woman who is hoping to get the convenience store to carry it. abc7 news reporter tara campbell spoke to the creator and the store owner, who thinks it's a great idea. >> danielle baskin is walking into this 7-eleven on san francisco's sansome street on a mission and the mayor's face on a home made japanese snack. >> i recently went to japan, and if you're not familiar with onigiri, it's this very popular

a wet start for you this saturday and down to the south, mount hamilton a little bit of rain, snow mix and there's some more rain for alum rock just east of milpitas in the hills there. and then back in san francisco, a line of rain just moved through and on the peninsula here, down through the santa cruz mountains, the summit there some heavier showers. highway 17 outside right now a bit of a break here today. chance of thunderstorms, wet and windy out there. looking at the rain early tomorrow. on sunday. and then we'll get a breezy and bright afternoon. get an early break monday and tuesday. more rain arrives wednesday, thursday and friday. here's our high resolution model. so that first wave moving through and then about 730 you can see just about anywhere. we could see some showers pop up. there's more offshore. we get a little daytime heating, that unstable air and the atmosphere certainly ripe for a thunderstorm, perhaps a heavy downpour, maybe some embedded hail. stopping this at 9 p.m. you can see we're still looking at some pretty good rain. we'll take the rainfall

totals into your early sunday, which amounts to anywhere from about a 10th to just under about a half inch of rain. so this is through the afternoon, but the rain will stop before noon, in fact, probably about 9:00. and so looking at the rest of the day being quite pleasant, although it's going to certainly be on the cool side, 5 to 10 degrees cooler than average. here are the winds today. and tomorrow. very breezy out there, gusting to over 25 miles an hour. 3:00 today. notice some of the colors here indicate a higher gusts into livermore, and then they'll be a little bit calmer as we get into the overnight hours, but still breezy. then look what happens into sunday afternoon. they could even stronger up to 40 miles an hour. so we're looking at a couple of windy, cold raw days, rainfall to snowfall, potential, anywhere from about a foot of snow in the sierra nevada. so pretty good news for that. highs today only in the 50s, 59 in oakland, as well as fremont and san rafael. maybe a couple of low 60s out towards antioch and san jose. the

3.8. demonstrators are showing their frustration over a judge's decision to give five years probation to a man who stabbed an elderly asian woman. they gathered outside san francisco's hall of justice yesterday. protesters are upset the attacker, daniel couch, did not get the 12 year prison sentence recommended by the da. couch stabbed and paying taylor while she was out on a walk three years ago. paying is now 97 years old. couch suffers from mental health issues and a substance abuse problem. d.a. brook jenkins says he needs to be held accountable. >> and if there is no accountability for the people who attack them, if we don't have adequate, adequate consequences for that behavior, it will continue. >> couch has served three years in prison. his probation mandates. he attend a supervised mental health program. if he doesn't, he would go to jail for ten years. the concord city

council has reached an agreement with brookfield properties to transform the former naval weapons base into aajor development site. the plan is to develop it in five phases. each ase involves building a certain amount of housing, 25% of which will be for low income families. when is done, the site will have 12,000 new housing units and 6,000,000ft■!s of new office space. a quarter of that housing will be for low income families. environmental impact reports and surveys are still pending. >> it is a multi-billion dollar project that will go for probably the next 40 years. that's what the tourm sheet says . >> when construction is done, the project could transform concord into one of the largest cities here in the bay area in the south bay. today, a parking lot will be transformed into a ramadan festival featuring plenty of food from local vendors. thousands will enjoy

everything from indian cuisine to tacos and texas barbecue. abc seven news reporter dustin dorsey caught up with organizers in san jose during the celebration of ramadan. >> the muslim community fast from sunrise to sunset as an act of worship. the meal eaten before dawn is known as suhoor and making sure it's a good experience is important. >> usually in muslim majority countries. uh. the night time is when everybody goes out and eats and they go on the street and have street food and other things like that. so we kind of wanted to replicate it, that experience. >> so this is a celebration of food, friends and family here in the bay area. thousands of guests enjoy cuisine from dozens of vendors overnight, bay grill owner and head chef saeed sammy is already hard at work on his texas style halal brisket for saturday's event in the bay. >> there's not too many halal vendors that are doing smoked brisket and smoking brisket is a very, very long process i'm talking about. we have like a 14

to 18 hour smoke, and then after that we hold our briskets for anywhere between 12 and 15 hours before serving. it's a craft that sammy has perfected by studying youtube videos and working with texas pitmasters, a unique style food for surfaced, but he's proud to bring new flavors. my background is from india, so you know you don't really get that smoked flavor, in indian food, you know, indian food is great on its own, but it's a whole different flavor profile. >> and it's popular at these kinds of festivals. a place where sammy got his start cooking for big crowds at the end of ramadan. >> we have a huge festival called eid, and i had signed up to be one of the vendors. i thought, you know, maybe i'll sell 5100 burgers and, you know, make a little bit of a cash on the side, i prepared for 200 burgers, and i was the first vendor to sell out this time, sammy is ready to serve alongside the other vendors with so much tension surrounding the community. >> organizer irfan right on hopes their food can be a unifying force for all. doesn't matter if you're muslim, christian, jewish, or even if

is national puppy day, and here at abc seven, we started our celebration early, spending time with puppies from shelters across the bay area. shelters say if adoption isn't an option for you, they always need fosters for these pups. and look

how cute they are. we have pictures of all the adoptable pups we met, and details about how you can make one part of your family over on abc seven news.com. sonoma county animal services says their shelters are at a critical capacity level now. they're asking for the public to help them by coming in and adopting an animal in need. abc seven news reporter tim johns was at the shelter and brings us the story. >> reporter at sonoma county animal services. the shelters have never been more full. >> we have 118 dog kennels, and right now i want to say we have 2 or 3 that are actually open. >> over the past few weeks, an influx of new animals has overwhelmed staff, a trend that's played out across the county and the entire state, says emma diemert. emma tells us in the year she's worked with animal shelters, she's never seen it this bad, especially with our rescue partners. >> so they kind of control the population of animals. they get in and to see them kind of have an explosion of animals in their

kennel space as well is really alarming. >> folks here at the county animal shelter tell me they believe there are a number of factors driving the increased number of animals here. one of those factors is the hangover left from the pandemic during covid, a large number of people who were at home got animals, but as things went back to normal, many of them couldn't care for them anymore and dump them at shelters. >> there's a veterinary shortage , you know, nationwide right now, which really impacts spay neuter, which leads to accidental litters happening all the time. >> in order to help with the overcrowding in sonoma county, animal services is asking the public for help, either by adopting or fostering. on friday, jacob and jing of santa rosa came by to take a look at some of the animals. they adopted a kitten from the shelter back in october. i think with a breeder there's a lot of like ethical concerns and especially with how many animals are up for adoption. >> i think it could really help out. >> until more help comes, though, the shelter says they'll do everything they can, getting creative to help as many animals

entire state and the mountains, here's our high resolution model that shows that somewhat of a break midmorning. and then here comes more energy, more waves of rain throughout the day today. so it's not going to be rainy all the time everywhere. but you could see an isolated thunderstorm, that downpour. and it takes us right on through the evening hour, with a final push of some pretty good rain tonight into your sunday. so rainfall totals anywhere from about a 10th of an inch to just under a half inch. this is right through sunday morning. so two more systems today. and then the one early tomorrow. and we're looking at the breezy winds both days. so it is going to feel much cooler out there. it already does doesn't it. winds anywhere from 20 to 25 miles an hour. they continue to kind of ramp up throughout the afternoon with the unsettled weather. and then they'll sort of dial back overnight into your sunday. that rain moves on through. and then look at those wind gusts. we've got them over 35 miles an hour at the coast. so a pretty blustery day here. but the rain will have ended. so we have our winter storm warning, our winter

weather advisory, all for the mountains expiring throughout the early morning hours. so anywhere from about an additional three inches at incline to a foot. kirkwood and looking at about seven inches blue canyon. so winter is not done with us, even though we had a fantastic week last week with that mild weather. so breezy chance of a thunderstorm, upper 50s. much much cooler out there. 59 in oakland, 62, in san jose. so the downpours here and there, the chance of thunderstorms, the accuweather seven day forecast level one system today into early tomorrow, then a break with breezy winds tomorrow afternoon, monday and tuesday. mix of clouds and sun temperatures. you notice they want to come up a little bit, but as we get into wednesday and thursday, the rain returns and then we get colder into next weekend, which is not only the last weekend of the month, but we get into the easter holiday, so could be a little messy. not only here, but all throughout the state. so we will keep an eye on that and uh- keep watering the plants. right? with all this water and turn off the
