in the bay area. we are expecting some more rain today. lisa is tracking the latest in the weather center. good morning. >> hi stephanie. good morning everyone. yes we've had the scattered light to moderate rain showers overnight with a breezy winds. the level one system lasts through today and into your sunday as well. check out the entire state, southern california. the mountains in on it. and as we look at the north bay lighthowehighway 128. but if we go to the east bay, a heavier rain 680 here, just south of pacheco highway, four pleasant hill, and then down around fremont, east of castro valley. 580 moderate rain further to the south into la 880 alum rock area. some light showers and then from the peninsula half moon bay to san mateo. it is slick out there and the santa cruz mountains, where we could see the highest rain totals through tomorrow. so looking at this level one system today, light to moderate showers , breezy to gusty winds, and the timeline for the rain pretty much all day out there. and one thing to note, not only will be breezy, but boy, much cooler for

everyone staying in the 50s dodging those downpours today. >> lisa thank you. and the east bay oakland finally has a new police chief, more than a year after the mayor fired the last one, the city went through more than a half dozen top cops in a decade. abc seven news reporter anser hassan tells us about the new man for the job. >> oakland's mayor shang tao, has finally picked oakland's new police chief. >> what stands out about chief mitchell is that he's a strong leader and he's really smart. he's a really smart crime fighter who delivers results, and that's what i'm looking for. i'm looking for someone who can deliver results. >> floyd mitchell takes over more than a year after former police chief lauren armstrong was fired. chief mitchell served 25 years as a police officer in kansas city. he then went on to become police chief in the cities of temple and lubbock, texas, where crime rates went down during his tenure. but he left lubbock because of concerns over abandoned 911 calls. >> he didn't make any excuses, but instead he talked about what he learned from that experience.

>> mayor tao believes that's the type of experience that will help mitchell forge a new path for the department. it is a challenge. uh- and i and i get that and i'm pretty sure chief mitchell understand that coming into this place, and but, you know, we will work on those challenges. sergeant hui win is president of the oakland police officers association. he hasn't met the new police chief, but he says chief mitchell already has the full support of the department. but others in the community are raising concerns. michaela galvez venegas works on violence prevention. she believes the new chief will just be a band-aid to some of the larger issues within opd. >> there's already a preexisting culture in the police department and, the police chief has the administrative power, but they can't shift the entire culture. >> carlton works with the city's asian population. his concerns center around how an outsider like chief mitchell will come to understand the needs of oakland's diverse communities and a city facing a historic deficit. >> in addition, you know, he has

to navigate, you know, through the politics. and it's going to be a very, interesting one. >> but business owner nina joyner says the new chief will provide leadership for a city that is in need of direction when i see a police officer out on the street, i want them to walk right. >> i want them to walk like there's peace in the community, and that's important. and i think the leadership can do that. >> chief mitchell will likely start at the beginning of may in oakland, anser hassan. abc seven news. >> now, the mayor made it clear tackling crime is priority number one, but mitchell will have a lot to juggle with staffing shortages and a huge budget deficit. abc seven news insider phil matier laid out how the new chief is in a uniquely challenging spot. >> also, he has to police the police because there is still questions about how the department itself operates. it's a tightrope. he's also going to be an outsider that's coming into a city that had its police chief last. police chief was basically born and raised there and very popular among the population. so he's coming in as

an outsider from texas. you put all these things together and it's a tough entry. >> now, mitchell will be the department's 12th police chief in 20 years. now to an update on the search for a missing hiker in monterey county. her body was found at the base of a waterfall in the ventana wilderness. abc seven news reporter lauren martinez has the story. friends and family are remembering 30 year-old caroline meister as an incredible person on monday, meister was reported missing to the monterey county sheriff's office. authorities say she went on a hike in the ventana wilderness in the big sur area. more than 100 people from 13 different agencies aided in the search from helicopters to search dogs. it was an all out effort to find her. >> one, was given this, given her clothes so that they can have her particular scent and then the other type of dogs that they have are just like general dogs that search for human

scent. >> on friday, search crews found meister's body at the bottom of a waterfall off horse pasture trail. >> our trails are very steep in our area. they can be dangerous in some areas, and even experienced hikers could have slipped them falls. >> authorities say her injuries are consistent with falling down a cliff. >> there's a saying in the wilderness, danger and beauty coexist in a delicate balance. >> meister is a chicago area native for the past two years, meister has lived and worked at the tassajara mountain zen center in rural monterey county. during friday's press conference, the sheriff relayed a message of gratitude from meister's parents on behalf of gianna john, again, i want to express their prayers and thanks to the hundreds of volunteers that helped bring caroline home in the south bay. >> lauren martinez, abc seven news. there's a new push to increase access to reliable and affordable child care in the south bay. experts say the lack isn't just impacting families

with kids, it's impacting the entire economy. businesses policymakers and child care providers came together in san jose to discuss solutions that employers can be a part of. many providers say they've had a difficult time after covid. declining enrollment early in the pandemic led to daycare closures. county officials believe teaming up with employers to invest in employee childcare is a possible solution to helping both families and businesses. >> for every $1 that's invested publicly in child care, there's a $16 benefit to the workforce and industry in gained profitability, a $15 million grant program was launched last fall to help silicon valley child care providers improve, and expand their operations. >> united airlines is facing new scrutiny after several reported problems in three weeks. a memo to united employees says the faa will now be paying closer attention to the airline.

earlier this month, a united flight lost a wheel over an sfo parking lot, smashing cars this week, a flight from sfo to japan had to turn back because of engine issues. united says the faa will be reviewing the airline's policies and facilities over the next few weeks. we're following new developments in that mid-air blowout on board a boeing plane in january. now, passengers on that flight are now getting letters from the fbi saying they may be victims of a crime and that the fbi is now investigating. that makes at least four federal investigations into boeing. the drive over the golden gate bridge is going to cost a little more starting in july. here's a live look from there. now, as expected, the board voted to raise the tolls by $0.50 a year through 2028. on july 1st, it will be 1025 for a two axle vehicle, which essentially covers all cars and most trucks. if you have fast track, though, it will be a dollar less for drivers who have a pay as you go

and did not share what kind of cancer she has, just that her doctors found it after she had abdominal surgery in january. she says she's starting chemotherapy now. kate says she waited to share this news so she could explain to her children that she would be okay. >> this, of course, came as a huge shock, and william and i have been doing everything we can to process and manage this privately for the sake of our young family. >> abc seven news sat down with ucsf breast cancer center director doctor laura esserman. she says she hopes middleton's announcement drives others to assess their risk for cancer. >> if you are at high risk, are you at high risk? for what type of cancer and there you can adjust what you can do to reduce risk and to screen appropriately. if you're at risk for a fast growing cancer, you need to probably screen earlier

and more frequently. >> esserman says ucsf researchers are focused on how to optimize screenings for people at higher risk of cancer, she recommends looking into your family history and having a conversation with your doctor. now, the cdc says the number of measles cases across the country this year has surpassed the total for all of 2023. there's been 64 cases reported in 17 states so far this year, compared to 58 all of last year. alameda county health officials reported a possible measles exposure at a brewpub in san leandro earlier this month, but no cases were confirmed. measles symptoms include fever, runny nose or a red rash, and they can appear up to three weeks after exposure. berkeley is going to repeal its ban on natural gas appliances. the ban would have applied to installations in new buildings, the first of its kind ordinance, passed in 2019. it took effect the following year, with the intent of reducing

greenhouse gas emissions, but it was contested by the restaurant association and an appeals court last year saying it violated u.s. law. san francisco and other cities have similar laws, and they could be invalidated because of this case. today, oakland's in-n-out will be serving customers for the very last time. in-n-out says the location at at hegenberger road off interstate 880 is profitable. but car break-ins armed robberies and theft make it not safe enough to stay in business. city leaders say crime is dropping in the area, with more law enforcement patrols and security at shopping centers. doors closed for good tomorrow, starting at 1 a.m. all right. have you heard about this japanese snack that showed up at a 7-eleven store here in san francisco? it's now gone viral. and you see mayor breed's face there? it's called onigiri, but there are a couple of wrinkles. first, the store wasn't selling it, and there was no partnership with mayor breed. second, they

hoping to make the delivery as soon as possible. but the demand is there. i think people were so excited that this could be a possibility. it's a very good snack. >> tara campbell abc seven news well, thanks to all the recent storms, state officials are doubling the amount of water california agencies will get this year. >> previously, the department of water resources told major contractors to expect 15% of their requests. now that got bumped to 30. california relies heavily on the snowpack for water, and in january, it was just about half of the normal average. now it is at 98% of normal. and we're of course seeing those impacts locally here, too. lisa tracks them every week. how's it looking? >> well, you know, still we had more last year. but how about back to back years where we're at or above average. really really good for the sierra nevada and the bay area. so we are all above average except for about oakland. but we're going to continue to see more rain not

only today, but more chances, more level one systems than not in our future. wait to see the seven day outlook. here's a look at live doppler seven, where you can see all the shower activity. the front moved through yesterday with the gusty winds and this is the post frontal shower activity. and there's a trough it's going to swing through allowing for more downpours. chance of a thunderstorm today. let's check it out in the north bay. just a smattering of light showers from novato to san rafael up through santa rosa. highway one, a moderate rain out towards clayton and bay point. highway four. and as we take you down to the east bay, here, san ramon, danville, five 8680 looking at the wet weather here, continues to move off to the east. and as we go further south, mount hamilton, cold enough there for a little bit of rain, snow mix. and then from the bay back towards 280 and the peninsula from redwood city, you can see all the wet weather down through woodside, 82, in menlo park. so it's out there. it will increase throughout the day at times, but not everyone is going to see the

same amount of rain we'll get that afternoon. heating chance of a thunderstorm and the breezy to windy conditions today. this continues with the final wave of rain tonight into early sunday. level one system then breezy and brighter tomorrow, but cool. and then as we get into monday and tuesday, a further break from the rain, temperatures will try to warm up, but then another system arrives for the middle of the week. here's our high resolution radar that shows that throughout the mid morning hours, kind of a break out there as the shower activity wants to press to the east. but there's much more offshore. it will continue with that land heating up and allowing for the those cumulus clouds to form. and then those downpours. chance of a thunderstorm with some hail throughout the day. this is 9:00 tonight and still looking at more rain pushing through the amounts won't be great, but depending on if you're underneath a thunderstorm, a heavy downpour, you could get anywhere from nothing to a quarter of an inch out there, maybe upwards of about 4/10. so it really just depends. and as

trigger a thunderstorm perhaps throughout the day today, some hail breezy to gusty winds. and the timeline shows that really any time today you could see the moderate rain, the downpours, the cool conditions only in the 50s. breezy to gusty winds out there. and then perhaps heavier rain. we will see that heavier rain tonight. stephanie. >> lisa thank you. new this morning russian president vladimir putin says additional security measures are being imposed across russia. it comes after a group of gunmen stormed a concert venue in moscow and opened fire on a crowd, killing 115 people. an address to the nation putin called it a bloody, barbaric terrorist attack. the concert venue went up in flames after those shootings and this morning crews are still going through the rubble. you see video of that now. four people have been arrested and seven others have been detained. authorities say isis claimed responsibility of the attack, and u.s. officials say they recently warned russia they had intelligence pointing to a planned terrorist attack in

moscow. we're also following new developments. the senate passed a $1.2 trillion spending bill overnight, preventing a partial government shutdown. here's a live look from the u.s. capitol this morning. president joe biden is expected to sign that package today. abc news reporter johny fernandez tells us what's in the bill. >> a partial government shutdown has been avoided after the senate passed a last minute funding bill just past midnight. >> but we have just reached an agreement to complete the job of funding the government. it is good for the country that we have reached this by partizan deal. it wasn't easy, but tonight our persistence has been worth it. >> this came after the house passed the 1.2 trillion government funding package early friday, with bipartisan support. but the gop lawmakers who voted against the package say it only serves one party. the democrats. georgia representative marjorie taylor greene, immediately ■aftr

layoffs are also another factor. locally, san francisco's unemployment rate went down to 3.8. demonstrators are upset over a judge's decision to give five years probation to a man who stabbed an elderly asian woman in san francisco. they gathered outside city hall yesterday. protesters are upset the attacker did not get the 12 year prison sentence recommended by the d.a. danielle couch stabbed an paying taylor while she was out on a walk three years ago. couch has served three years in prison now his probation requires him to attend a supervised mental health program. if he doesn't, he would go to jail for ten years. new data shows more offices are vacant in san francisco than ever before, and a record high. the vacancy rate, hit 36.6. that's according to data from real estate brokerage cbre, obtained by the chronicle. the number jumped from 29.4% since

the start of 2023, and it's now up nine times the amount before the pandemic. the concord city council has reached an agreement with brookfield properties to transform the former naval weapons base into a new major developmt. t plan would come in five phases. each phase involves building a certain amount of housing, 25% of which will be for low income families. when it's done, the site will have 12,000 new units and 6,000,000ft■!s of new office spe . environmental impact reports and surveys are still pending. >> it is a multi-billion dollar project that will go for probably the next 40 years. that's what the terms sheet says . >> the project could transform concord into one of the largest cities in the bay area. a parking lot will be transformed into a ramadan festival in the south bay. today. thousands will enjoy everything from indian cuisine to tacos and texas barbecue. abc seven news

our celebration early, spending some time with puppies from shelters across the bay area, and those dogs ranged from a few months old to some senior dogs. you're looking at some puppies here. how cute are they? they're all looking for a new home. shelters say if adoption isn't an option for you, they always need fosters for these pups. we have pictures of all the adorable adoptable pups we met

and details how you can make each one of them a part of your family. on abc seven news.com. so cute. well, sonoma county animal services says their shelters are at a critical capacity level. now they're asking for the public to help them by coming in and adopting an animal in need. abc seven news reporter tim johns was at the shelter and brings us their story. what >> at sonoma county animal services, the shelters have never been more full. >> we have 118 dog kennels. and right now i want to say we have 2 or 3 that are actually open. >> over the past few weeks, an influx of new animals has overwhelmed staff. a trend that's played out across the county and the entire state, says emma diemert. emma tells us in the year she's worked with animal shelters, she's never seen it this bad, especially with our rescue partners. >> so they kind of control the population of animals. they get in and to see them kind of have an explosion of animals in their kennel space as well is really

alarming. >> folks here at the county animal shelter tell me they believe there are a number of factors driving the increased number of animals here. one of those factors is the hangover left from the pandemic. during covid, a large number of people who were at home got animals. but as things went back to normal, many of them couldn't care for them anymore and dumped them at shelters. >> there's a veterinary shortage, you know, nationwide right now, which really impacts spay neuter, which leads to accidental litters happening all the time. >> in order to help with the overcrowding, sonoma county animal services is asking the public for help, either by adopting or fostering. on friday, jacob njenga of santa rosa came by to take a look at some of the animals they adopted a kitten from the shelter back in october. >> i think with a breeder there's a lot of like ethical concerns and especially with how many animals are up for adoption, i think it could really help out. >> until more help comes, though, the shelter says they'll do everything they can, getting creative to help as many animals as possible. >> we'll put crates in whatever
